5 Sectin 1 Intrductin 1 INTRODUCTION 1.1 PROJECT SUMMARY StrataGld Crpratin (SGC), a directly held whlly wned subsidiary f Victria Gld Crp. has prpsed t cnstruct, perate, clse and reclaim a gld mine in central Yukn. The Eagle Gld Prject ( the Prject) is lcated 85 km frm May, Yukn using existing highway and access rads. The Prject will invlve pen pit mining and gld extractin using a three stage crushing prcess, heap leaching, and a carbn adsrptin, desrptin, and recvery system ver the mine life. 1.2 SCOPE AND OBJECTIVES The bjective f this is t describe the prcedures and prtcls fr the use f the Haggart Creek and Suth McQuesten Rads and site traffic during the life f the Eagle Gld Prject. The plan prvides estimated traffic vlumes by vehicle type, cmmunicatin prtcls fr Prject traffic and public users f the access rad, and plans fr management f dust, wildlife interactins, incident respnse and cmplaints. Public, emplyee and cntractr safety is the primary bjective f this plan. SGC recgnizes that the Silver Trail is used by ther industrial and public users, and that the Suth McQuesten and Haggart Creek Rads are used by the public. Public use f the access rad varies cnsiderably seasnally with a relatively shrt placer mining and summer seasn. SGC is als aware f the seasnal usage f the Suth McQuesten and Haggart Creek Rads fr hunting, fishing and traditinal uses. The safety f these users is a special cnsideratin when public traffic increases during summer and fall. Access rad upgrades and cnstructin details are presented in the Rad Cnstructin Plan submitted t Yukn Gvernment Energy Mines and Resurces as required by the Quartz Mining License. 1.3 LEGISLATIVE AND OTHER REQUIREMENTS This has been prepared in accrdance with the Yukn Gvernment Decisin Dcument terms and cnditins. The Yukn Gvernment Decisin Dcument was issued in April 2013 pursuant t the Yukn Envirnmental and Sci-Ecnmic Assessment Act and includes terms and cnditins that encmpass cmmitments made by SGC as part f the envirnmental assessment cmpleted by the Yukn Envirnmental and Sci-Ecnmic Assessment Bard (YESAB) in April Cmmitment #110 frm Appendix A f the YESAB screening reprt states that SGC will develp and implement a Traffic Management Plan. The use and management f the SMR and the HCR will be regularly mnitred as required by the Quartz Mining Licence in rder t meet SGC s annual reprting requirements, and if warranted, the Plan will be revised t reflect changing cnditins r uses f the rads. N ther legislatin r regulatins require a traffic management plan fr the Prject. 1

6 Sectin 2 Site Access 2 SITE ACCESS The prpsed Prject is lcated in central Yukn apprximately 350 km nrth f Whitehrse, and 85 km by rad nrth f the Village f May. Access t the Prject site frm Highway 11, the Silver Trail Highway will be via the existing Suth McQuesten Rad (SMR) and the Haggart Creek Rad (HCR). Tgether, the SMR and HCR cmprise a 45 km rad, which is divided by the Suth McQuesten River. The sectin f the rad between the Silver Trail and the Suth McQuesten River is referred t as the SMR (km 0 t 22.9), whereas the sectin f the rad between the river and the mine site is referred t as the HCR (km 23 t 45). Bth rads are public rads, regulated under the Yukn Highways Act; hwever, the SMR is maintained during summer nly by the Yukn Gvernment Department f Highways and Public Wrks (HPW), whereas the HCR is cnsidered a public unmaintained rad. Figure depicts the existing alignment f the SMR and HCR. The site secndary rads will tie int the HCR. There will be a gate and guardhuse lcated at the site entrance t restrict unauthrized access. 2.1 ACCESS ROAD DESIGN Currently the average width f the HCR is greater than a single lane but less than a standard tw-lane rad in mst lcatins. SGC will cmplete a number f upgrades s that the HCR will be a tw-way ne-lane radi cntrlled access rad. In 2009, Yukn Gvernment Highways and Public Wrks (HPW) upgraded the SMR by cmpleting brushing, grading, culvert installatin, and miscellaneus drainage imprvements. Additinal upgrades f the Suth McQuesten Bridge abutments were cmpleted in August In August 2013, HPW upgraded the Haldane Creek Bridge and it is currently rated fr 63.5 tnnes. The Suth McQuesten Bridge is currently rated fr in maximum allwable grss vehicle weight f 40 tnnes fr 4 r mre axles and 35 tnnes fr 3 axles at -35 C. Further upgrades t the Suth McQuesten Bridge are required prir t cnstructin t meet the prjected lad and vlume estimates fr the cnstructin and peratins phases. The fllwing upgrades are prpsed fr the HCR in supprt f the Prject and will be cnducted in accrdance with permit terms prvided by HPW and best management practices: Upgrade frm the existing ne t tw lane unimprved resurce rad t a tw-way single-lane radi cntrlled resurce access rad Cnstructin f pulluts as required alng the grade t allw vehicles mving in ppsite directins t pass each ther and fr vehicles t stp if necessary Right f way clearing 15 m n each side f rad centerline t increase sight lines fr the safety f the vehicles as well as t allw mre light and air mvement t reach the rad surface t aid in the melting r drying f the rad bed Drainage imprvements Installatin f new and maintenance f the existing ditching alng the radway t ensure adequate drainage 2

7 Sectin 2 Site Access Repair and replacement f damaged r undersized culverts as well as the installatin f additinal culverts in selected areas t imprve the drainage f the rad bed. Where required, imprting fill and raising the rad grade thrugh select areas Minr realignments fr safety imprvements Cnstructin f a gravel parking area at the Suth McQuesten River fr recreatinal users as requested by the FNNND After the upgrade, the width f the HCR will be apprximately 5 m thrughut. The 5 m width will include a single 3 m wide travelled rad lane with tw 1 m wide shulders. The design cnsidered specific gemetric parameters and Transprtatin Assciatin f Canada (TAC) design standards fr Lw Vlume Rads (LVR 50), as well as acceptable engineering practices fr tw-way ne-lane access rads. Prpsed upgrades will be subject t final review and acceptance by the Yukn Gvernment Department f Highways and Public Wrks (HPW) and in accrdance with wrk within the right f way permit terms and cnditins. 2.2 ACCESS ROAD MAINTENANCE Rad maintenance is essential t ensure user safety, preserve the existing cnditin f the rad, and ensure cnvenient and efficient travel t the site. Rads that are nt prperly maintained are susceptible t failure frm vehicular and envirnmental impacts. The SMR is maintained during summer nly by HPW, whereas the HCR is cnsidered a public unmaintained rad. SGC understands that HPW will maintain the SMR thrughut the life f the Prject. Maintenance f the HCR is currently being cmpleted by SGC independently f the Prject t supprt year rund explratin activities and is undertaken in accrdance with existing permits. SGC will cntinue t maintain the HCR thrughut the life f the Prject fr safe travel including drainage imprvements, resurfacing, brush clearing within the right f way, etc. Snw clearing f bth rads will be cmpleted by SGC. Maintenance f the HCR will ccur n a rutine basis as rad cnditins dictate. The HCR is used fr access t lcal placer mining peratins and maintenance f this rad will be made in an effrt t accmmdate access by lcal users hwever, the primary bjective is fr the safety f emplyees, cntractrs and Prject related traffic. The rad maintenance schedule will include (but nt be limited t): Summer/Fall Mnths: ensuring culverts are delineated prir t snwfall t prevent snw plw damage and lcatin fr steaming in winter; remval f deadfall and brushing alng the cleared right-f-way; repairing pthles and ruts and re-blade washbard areas; ensuring that there is prper drainage ff the rad structure; ditches pulled where needed and are clear and clean f bstructins; culverts are perating and draining prperly. 3

8 Sectin 2 Site Access Winter/Spring Mnths: remval f snw frm the driving surface and pulluts; where required sanding and scarifying the rad surface; ensuring that there is prper drainage ff the rad structure; steaming f culverts as required t maintain adequate flw. In additin t the seasnal maintenance requirements, the fllwing will be maintained n an as needed basis: replacing unreadable kilmeter signs; rad signage; identificatin and recnstructin f rad structure failure (e.g. washuts); remval f large rcks that may have fallen nt the rad surface r been bladed up during the reshaping; replacement f any material that has washed ut as a result f spring runff. Rad maintenance, including installatin f signs, will be cnducted in accrdance with HPW permit cnditins and signage requirements. 4

10 Sectin 3 Traffic Vlume 3 TRAFFIC VOLUME The HCR is a public unmaintained rad under the Highways Act. Althugh traffic vlume data alng the HCR is unavailable, the current traffic vlume is relatively lw. There is less traffic vlume n the SMR and HCR than the Silver Trail (Highway 11). Use f the Silver Trail and SMR is currently well belw their respective capacities and the HPW has indicated that the predicted level f Prject traffic is insignificant in terms f affecting the publicly maintained radways alng the access rute (Silver Trail and SMR), and can be accmmdated. Therefre, the Prject is nt expected t result in significant adverse impacts t the rad infrastructure alng the Silver Trail and the SMR. Emplyees frm surrunding cmmunities will be driven t May by a transfer van service. Emplyees frm utside the lcal area will be flwn in frm Whitehrse t May. Mine site wrkfrce will temprarily stage in May and be transprted by bus t the Prject site. During cnstructin, increased vehicle and truck traffic will utilize the SMR and HCR. The largest vehicles anticipated will be A-Trains, trucks with lng lads (steel members, crane cmpnents), and trucks with wide lads (truck bxes, tanks, pre-fabricated camp mdules). Lads will be adjusted fr seasnal lad restrictins. Estimated traffic vlume during cnstructin is: 2,500 ttal semi-trailer rund-trips 7,500 t 10,000 ttal pickup truck (<5 tnne truck) rund-trips (10 t 20 pickup truck rund-trips per day n average during peak cnstructin) 10 passenger car r pickup trucks per day during peak cnstructin Estimated traffic vlume during peratins: Crew shift changes are expected t ccur every tw weeks. Persnnel will travel frm May t the mine site by bus. This will invlve apprximately bus rundtrips per year Ttal trucklads are estimated at 3,000 trucks per year (rund-trips). As with the estimate fr the cnstructin phase, these numbers d nt accunt fr seasnal lad restrictins, which will determine seasnal differences in truck traffic vlumes (e.g. likely increased traffic prir t and after spring lad restrictins. 3.1 TRADITIONAL USE TRAFFIC The Suth McQuesten Bridge is a knwn destinatin fr grayling fishing in the spring and is als used t access the river fr hunting. Cmments received during the Public Cmment Perid f the Envirnmental Assessment indicate that the Suth McQuesten River is a prime grayling fishing area and that the area is an imprtant First Natin fishery. Cmments als indicate that the area alng the access rad and the Prject site is accessed fr mse hunting by the First Natin and ther hunters. The First Natin f Na-ch Nyäk Dun (FNNND) has expressed a desire t engage in fishing at the Suth McQuesten Bridge. SGC has cmmitted t cnstructing a cleared parking area nrth f the bridge t prvide additinal recreatinal parking. 6

11 Sectin 4 Traffic Cntrl 4 TRAFFIC CONTROL The SMR will cntinue t be a tw lane, tw-way rad that will nt be radi cntrlled. Whereas the HCR will be a tw-way ne-lane radi cntrlled access rad. SGC will implement the fllwing general best management practices and prcedures t maximize rad and transprt safety: Implement radi cntrl n the HCR after the Suth McQuesten Bridge Restrict the use f persnal vehicles by Prject emplyees and require Prject related traffic t use apprpriate vehicles (e.g. transprt buses, rental vehicles, etc.) Transprt drivers will be briefed n significant rute characteristics regularly and when changes t access rute cnditins dictate Restrictin f nn-essential travel during inclement weather Maintain the entire length f the access rad thrugh cllabratin with HPW Pst speed limits fr Prject vehicles in accrdance with HPW permit cnditins and signage requirements Ensure Prject related drivers have apprpriate driver training, radi cntact capabilities, vehicle maintenance requirements, and spill respnse capabilities as apprpriate Ensure hazardus materials are transprted and handled in accrdance with the Transprtatin f Dangerus Gds Act and Regulatins Require bulk carriers t carry tw-way radis t cmmunicate with ther rad users Identify wildlife migratin crridrs and crssings alng the rad and prvide signage in high risk areas Plw wildlife crssing and escape pints in the access rad snw banks (i.e. at least every 0.5 km f less than 0.5 m bank height) In accrdance with the Occupatinal Health and Safety Regulatins fr public rads, require the use f flashing devices n vehicles/machinery and equipment that will crss, travel n r may therwise pse a risk t users f public rads. 4.1 RIGHT OF WAY STANDARDS The fllwing standards, in rder f highest t lwest pririty, apply t rights-f-way at any area nt cntrlled by traffic signs: Emergency vehicles when lights flashing Trucks transprting dangerus gds (TDG): Explsives transprt vehicles Reagent transprt trucks Fuel trucks 7

12 Sectin 4 Traffic Cntrl Other TDG trucks Haul trucks Bulk carriers (nn-tdg) Heavy equipment frm large t small All ther vehicles When tw cmparable trucks/vehicles (e.g., tw laded/unladed fuel trucks) meet, the blind side vehicle has the right-f-way. Generally, Prject vehicles must yield t public vehicles unless rad cnditins/lcatin wuld make this unsafe. Passing is permitted nly when safe t d s. Radi r visual cntact must be made befre passing any heavy equipment. 4.2 SPEED LIMITS Speed limits will be enfrced fr mine traffic and psted alng the access and site rads and in accrdance with HPW permit cnditins and signage requirements. The fllwing are maximum speed limits in ptimal cnditins. Emplyees will be reminded t drive t rad cnditins and nt take chances in adverse situatins r inclement weather. Access Rad t Site (HCR and SMR): Maximum = 50 km/hr as established by the Yukn Highways Act Blind crners and bridge crssings = Prject vehicle speed reduced t 20 km/hr Site Rads Ore and Waste Rck Haul Rads = 50 km/hr Secndary site access rads = 50 km/hr unless psted therwise Parking lts = 15 km/hr Trailing vehicles and heavy equipment = Light vehicles will fllw the established highway standard f the three-secnd rule when fllwing any equipment r vehicle (e.g. allw fr a safe distance equivalent t three secnds f vehicle prgress at the current rate f speed). 4.3 COMMUNICATION Public Ntice SGC anticipates that any rad maintenance/upgrades will require nly single-lane temprary / shrt term clsures. Signage warning f cnstructin activities n the radway will be placed at apprpriate distances frm the cnstructin/maintenance sites, in cnsultatin with HPW. Fr significant upgrade/maintenance events requiring mre than ne day t cmplete, HPW will be ntified and public ntice will be issued t the Village f May and the FNNND fr psting if deemed necessary by cmmunity leadership. 8

SGC will als cntact lcal users, the Village f May, and the FNNND t ntify f the start f Prject cnstructin and peratins s that public users are aware f changes in traffic vlume and type Radi Cntrl SGC will establish radi cverage alng the entire site and length f the HCR and SMR access rads. The frequency will be used n Prject fleet radis and prvided t cntractrs, suppliers and bulk carriers fr radi prgramming. SGC will als establish a FM r AM frequency fr public users that d nt pssess radis r that have nt prgrammed the SGC frequencies prir t first use f the rad. This will enable nn-radi users t listen t traffic using the HCR t understand the lcatin f vehicles t knw when t use pulluts r t adjust speed. SGC will pst the FM frequency established fr the Prject at the SMR and Silver Trail Intersectin fr the infrmatin f public users Radi Prcedures Single lane radi cntrlled rads with industrial traffic present ptential hazards unique frm tw lane rads and highways. Drivers will be required t annunce: their vehicle type, lcatin, and directin at the time they enter r exit the radway; and stpping r parking, and when they resume. Drivers will als annunce every nn-radi user they bserve s that ther traffic is aware f and can take apprpriate precautins f nn-radi users n the HCR and SMR. 9

If required t pass a vehicle at a lcatin ther than a pull-ut (e.g. heavy equipment perfrming rad maintenance) the driver must first make radi r visual cntact with the vehicle being passed and receive OK t d s. 6) Fuel trucks, wide lads and laded bulk carriers have the right f way; light duty vehicles r empty trucks must yield using pulluts unless therwise agreed t via radi with ppsing traffic. 7) Cnvy calling (tw r mre vehicles) is allwed: The lead vehicle is respnsible fr calling fr all vehicles in the cnvy It is the respnsibility f the vehicle jining r leaving the cnvy t infrm and t receive cnfirmatin frm the lead vehicle. A vehicle mre than 2 km behind the lead vehicle is n lnger part f that cnvy and must call their wn psitin. A lead vehicle shall nt call fr vehicles mre than 1 km behind them r each ther. 8) Avid distractins while mnitring the rad channel. N unnecessary radi chatter that ccludes ther users calling Avid nise distractins that prevent hearing radi calling (lud music, headphnes, passengers etc.). 9) Stay n designated rad channel at all times while traveling. 10

Cnduct all ther cmmunicatin n a nn-hcr radi channel when nt travelling n the HCR Public Nn-radi Users Public traffic that d nt have radis will be instructed n safety rules fr the HCR and SMR via signage at the start f the SMR indicating the fllwing: FM/AM radi frequency fr statin that prvides traffic cmmunicatin fr the access rad Mandatry use f headlights during night and daylight hurs Observance f the 50 km/hr speed limit and slwer speeds arund crners r during times f reduced visibility t allw fr sufficient time t stp in case f an n-cming vehicle Use f the pulluts t allw passing f ppsing traffic Maintaining distance between any ther vehicle mving in the same directin t avid airbrne debris. Nn-radi users may be temprarily restricted frm using the rad in special circumstances, such as if an extralarge vehicle which cannt use the pulluts is n the rad. When a Prject vehicle is anticipated t require the temprary restrictin f use by nn-prject related traffic, it will be accmpanied by bth a frnt and rear pilt vehicle. The frnt pilt vehicle will prceed in advance f the Prject vehicle requiring guidance t the clsest sectin f the rad that has sufficient clearance fr passing and temprarily halt ncming traffic. Once restricted access has been secured by the frnt pilt vehicle, the Prject vehicle requiring guidance will prceed t the restricted access lcatin with the rear pilt vehicle securing assistance frm the ther directin at the prir restricted access lcatins. This prcess will cntinue until safe ingress r egress t the Prject site has been cnfirmed. Nn-radi users will als be infrmed that they must yield t Prject vehicles that wuld have difficulty reversing directin n the access rad. 4.4 SIGNAGE Kilmeter markers are installed alng the entire length f the HCR beginning at the Suth McQuesten Bridge and ending at site. Stp signs will be used at pints f ingress and egress t public rads. Speed limit signs will be psted at regular intervals and at required lcatins t indicate changes fr slwer speeds arund turns, at bridge crssings r at knwn wildlife crridrs as determined thrugh mnitring. An entrance sign will be installed where the tw-lane public rad changes t the radi cntrlled single lane HCR at the Suth McQuesten Bridge. A pullut in frnt f the sign will allw fr the user t stp and safely read it. The sign will include the rad name, speed limits, VHF radi channel frequency, FM radi frequency, calling prtcl, lad restrictins, primary user name (SGC), and SGC cntact phne numbers. This sign will als prvide guidelines fr nn-radi users listed abve. Speed indicatr signs may be used if required t enfrce and encurage the bservance f speed limits. Signage installed n public rads will be in accrdance with HPW permit terms and signage regulatins. Signs will be installed n the HCR at pints utside f the 1.5 km bundary identified in the Nise Assessment Reprt, that include warnings and infrmatin relating t blasting activities including time f day and frequency f blasting. Radi frequencies will be used t ntify HCR users f blasting activities. 11

16 Sectin 4 Traffic Cntrl 4.5 VEHICLE INSPECTIONS T ensure vehicles that are part f the SGC fleet which are used by multiple drivers remain in safe perating cnditin, a pre-trip inspectin will be perfrmed daily. Each vehicle will be equipped with a lgbk t recrd inspectins and regular maintenance. When leaving the vehicle unattended, the peratr must ensure that the transmissin is in park r in the case f a manual transmissin, in reverse. The use f wheel chcks are mandatry fr vehicles n site. Mbile equipment greater than 7,000 kg will be equipped with tw wheel chcks which will be used each time the vehicle is parked. When parking n a grade, if safe and practical t d s, the vehicle shuld be parked perpendicular t the grade. If this is nt pssible, the peratr must ensure that the vehicle is prperly parked and secured. When parking n a grade, the vehicle shuld be parked as clse t the side f the rad as is safely practical. The steering wheel shuld be turned as much as pssible t the right (tward the side f the rad). When vehicles are being parked, adequate clearance frm ther equipment and vehicles must be maintained. Vehicles left idling and unattended must have the parking brake applied. Back-in parking will be practiced whenever pssible. 12

17 Sectin 5 Accident Preventin 5 ACCIDENT PREVENTION 5.1 EMPLOYEE TRAINING New emplyees are required t review the and Emergency Respnse Plan as part f the emplyee inductin training at the beginning f their emplyment. Subsequently, each emplyee is required t review the every 36 mnths and the Emergency Respnse Plan every 12 mnths r mre frequently if plans are updated. 5.2 CONTRACTORS AND VISITORS Cntractrs will be required t review the and Emergency Respnse Plan as part f the cntractr inductin training. Visitrs will receive an rientatin during check-in that will prvide an verview f the Rad Rules and Emergency Respnse Prcedures amngst ther infrmatin. 5.3 FOLLOWING EQUIPMENT AND OTHER VEHICLES T determine the right fllwing distance, drivers shuld select a fixed bject n the rad ahead such as a sign, tree r verpass. When the vehicle ahead passes the bject, slwly cunt "ne ne thusand, tw ne thusand, three ne thusand." If yu reach the bject befre cmpleting the cunt, there is nt adequate distance between vehicles. In inclement weather, high dust cnditins r at night the three-secnd rule shuld be dubled t six secnds, fr added safety. If the weather cnditins are very pr, e.g. heavy rain, heavy fg, r heavy snw, start by tripling the three secnd rule t nine secnds t determine a safe fllwing distance. 5.4 ESCORT VEHICLES Escrt vehicles and/r cnvys may be used fr trucks transprting dangerus gds (e.g. sdium cyanide, reagents, fuel, etc.) when deemed necessary by SGC site peratins particularly in inclement weather. Drivers will cntribute t maintaining up-t-date infrmatin n any changes in rute cnditins, circumstances, r risk by reprting bserved changes after each trip alng the entire transprtatin rute including the Silver Trail Yukn Highway 11, the SMR and the HCR. 5.5 WILDLIFE PROTECTION SGC is cmmitted t the prtectin f wildlife and has implemented a Wildlife Prtectin Plan pursuant t the Quartz Mining Act. Wildlife prtectin measures included in the Wildlife Prtectin Plan that pertain t use f the access rad and vehicle traffic are summarized belw. Wildlife may interact with vehicles as they take pprtunistic advantage f the relatively easy access rute prvided by the plwed access rad during winter. Cnsequently, winter is cnsidered the highest risk seasn due t the ptential fr the snw banks n the plwed rad making it difficult fr mse and ther wildlife t leave the rad t avid traffic. In additin, mse may run significant distances n the rad t avid vehicles, expending valuable winter energy reserves, in attempts t find escape ptins frm the access rad. Bth cllisins and the expenditure f energy may increase their risk f mrtality during winter mnths. 13

18 Sectin 5 Accident Preventin Animal behavir is related t the fight-r-flight respnse. There is a certain amunt f space in which an animal feels safe; but nce that bundary is vilated, the animal s reactin is unpredictable. Even if an animal sees the vehicle, it may still jump in frnt f the vehicle. If an animal has crssed the rad, it may turn and crss again. Animals standing calmly at the side f the rad may blt unexpectedly. Therefre drivers must slw dwn r stp if an animal is bserved n the access rad and wait t prceed until the animal has cleared the rad and right f way and is safe t pass. SGC cmmits t the fllwing measures t mitigate the ptential effects f Prject-related traffic n wildlife resurces and prevent wildlife cllisins: Reduce persnnel traffic n the access rad by implementing an emplyee travel plicy that prhibits the use f persnal vehicles withut prir apprval and requires emplyees and cntractrs t utilize SGC prvided charter transprtatin t and frm the Prject site. Facilitate wildlife mvement by: a) prviding wildlife crssing and escape pints in the plwed snw banks alng the access rad (escape pints will be cut int snw banks at regular intervals between every kilmeter maker); b) prviding wildlife crssing pints alng extensive pen ditches; and, c) prviding directin t Prject staff and cntractrs n methds t avid interference with the mvement f wildlife acrss rads. Prmte practive radi cmmunicatin amng users f the access rad t cnvey safety infrmatin, including sightings f large wildlife species alng the rad. Prvide and maintain signage where wildlife encunters are mst likely t ccur (e.g. blind turns, bstructed views, water crssings, etc.), reminding drivers t be vigilant fr wildlife and t give wildlife the right f way. Reprt cllisins and carcasses f ungulates and ther large animals bserved n the Prject site and alng the access rad t the Envirnmental Manager, Mine Manager r designate(s) as sn as pssible t ensure prmpt remval. Near misses and cllisins that result in the death r injury f an ungulate r ther large animal must be reprted as sn as pssible. Measures will be develped in crdinatin with verall rad planning with HPW if required. Implement a maximum speed limit fr Prject related vehicles f 50 km/h n the access rad t minimize dust and reduce wildlife cllisins. 5.6 DRIVER FATIGUE Travel t and frm the Prject site by emplyees and cntractrs will be regulated s that the number f driving and rest hurs are managed prperly t prevent fatigue, drwsiness and falling asleep at the wheel. Lng-term measures, such as schedule planning, cupled with shrt-term strategies such as naps and shrt breaks, are the mst effective means f reducing accident risks. Lng-term planning is the respnsibility f lgistics managers and dispatchers. Shrt-term strategies are the respnsibility f drivers. They must, hwever, be given the pprtunity t incrprate them int their schedule. 14

19 Sectin 5 Accident Preventin Drivers are respnsible fr taking shrt-term actin. At the first signs f fatigue, they shuld stp and rest. Driving in extreme weather requires taking shrt breaks in a lcatin with the best cnditins. During such breaks, drivers shuld take advantage f the pprtunity t take a nap, stretch their legs and perfrm a few simple physical exercises. Fatigue management requires that drivers are well rested and fit t perate a vehicle. Driving fitness requires a driver and carrier t behave in a manner that minimizes the risk f fatigue-related accidents. SGC will ensure that cntractrs whm they d business with intrduce plicies, prcedures and practices t ensure that drivers are prperly rested and ready t drive safely. 15

20 Sectin 6 Incident Respnse 6 INCIDENT RESPONSE SGC has a detailed Emergency Respnse Plan and Spill Respnse Plan and has develped several prtcls fr specific emergencies n the rad including minr/majr accident, spills, fire/flding, rad clsure etc. A current cpy f the Emergency Respnse Plan and Spill Respnse Plan will be available in cmpany vehicles and ffices. An active, well-trained Emergency Respnse Team and emergency respnse vehicles will be based at the Prject site ensuring apprpriate emergency respnse and spill cntingency training and knwledge. Equipment, materials, and prcedures will be maintained t limit the cnsequence f releases t the Envirnment thrugh prmpt cntainment and clean-up. Prject-related vehicles will be equipped with as a minimum - VHF radi, safety cnes, danger tapes, spill kits, fire extinguishers, and first aid kits. Statinary spill kits will be placed at key pints alng the rad and maintained and inspected n a regular basis. Details are prvided in the Spill Respnse Plan. Respnse prtcls will be established with lcal Emergency Respnders frm May, Dawsn and Whitehrse. SGC will ensure that Emergency Respnders are adequately trained fr a respnse t specialized prducts unique t the Prject. 16

21 Sectin 7 Cmplaint Management 7 COMPLAINT MANAGEMENT SGC has a site peratins telephne number (778) advertised t the public via the Victria Gld website, this plan and public ntices such as the Ptat Hills Press. This telephne number is equipped with vic and prvides a mechanism by which cmplaints and general enquiries regarding envirnmental r cmmunity issues assciated with peratinal activities can be directed. All cmplaints whether received via the htline r directly t SGC persnnel will be dcumented and entered int cmplaint tracking database fr fllw up. Cmplaints regarding traffic r access rad cnditin will be immediately frwarded t the relevant Cmpany representative fr fllw up as required. Cmplaints will be handled by keeping recrd f all cmplaints shwing: The date and time f the cmplaint The methd by which the cmplaint was received The persnal detail f the cmplainant which were prvided by the cmplainant and if n details were prvided a nte t that effect The nature f the cmplaint The actin taken including any fllw up cntact If n actin is taken the reasn why n actin was taken The number and categry (traffic, rad cnditin, dust, etc.) f cmplaints will be reprted mnthly t Senir Management and a summary f cmplaints fr the year will be reprted in the Annual Reprt as required by Energy Mines and Resurces. 17

22 Sectin 8 Rles and Respnsibilities 8 ROLES AND RESPONSIBILITIES It is the respnsibility f emplyees and cntractrs t undertake practices t manage and minimize traffic incidents accrding t this. The Prject/Mine Manager is respnsible fr crdinating the implementatin f this Management Plan and fr the peridic review f the Plan. The Mine Manager will be respnsible fr ensuring the cmmitments f the Plan are met including: 1) Enfrcement f the prcedures and speed limits described in this plan 2) Ntificatin f key stakehlders when large lads are required t be transprted, r rad clsures are t ccur; and 3) Prductin and disseminatin f reprts. The Health and Safety Manager is respnsible fr crdinating the training f emplyees and cntractrs with regards t their respnsibilities under this plan. 18
