1 Project Background The annual Lawrence count data was collected following the National Bicycle & Pedestrian Documentation Project (NBPDP) methodology ( The project aims to establish a consistent methodology for counting and surveying bicyclists and pedestrians and develop a national database of bicycle and pedestrian activity. The Institute of Transportation Engineers (ITE) and transportation professionals nationwide have helped to develop the methodology, which requires the following features: Consistent days and times Consistent methods and materials, including training of volunteers Centralized data collection and analysis practices Lawrence Bicycle and Pedestrian count locations were developed consistent with the methodology developed for the NBPDP by Alta Planning and based on the following criteria: Representative locations throughout the city Bicycle and pedestrian activity areas or corridors (downtowns, near schools, parks, etc.) Locations near proposed major bicycle or pedestrian improvements Key corridors that can be used to gauge the impacts of future improvements Places where counts have been conducted historically Locations where collisions between motor vehicles and bicycles and/or pedestrians are more prevalent A screen line was established for all locations; when a bicyclist or pedestrian passed the screen line, they were counted. Counts were conducted during three two-hour time slots. Dates for conducting counts were chosen based on the National Bicycle and Pedestrian Documentation Project s recommended September count weeks Counts In April/May 2017 the MPO staff coordinated 27 volunteers to count 13 locations along the Lawrence Loop. Additionally, in September 2017 the MPO staff coordinated 42 volunteers to count 28 locations throughout the community. Trips (AADT) map Page 2 The MPO projects Trips (AADT) in the corridors counted based on bicycle & pedestrian counts. They range from projected 1,164 daily trips on Crescent Road to 163 daily trips on Louisiana Street. Traffic (AADT) - Mode Share maps Page 3-6 The MPO is collecting and tracking the data to analyze the breakdown of trip types in our region. To do this, we use the national methodology to calculate an average annual daily number of bicycle and pedestrian trips per location. We then use the KDOT annual average daily vehicle traffic count numbers to calculate the travel percentage breakdown of trips by mode. This is of particular importance to transportation planners, because changes in trip types can have large impacts on health, environment, and congestion. In the Mode Share maps below, Lawrence is split into four quadrants along Iowa Street and Bob Billings Parkway/15 th Street to show trip modes based on counts. Historical count data from Page 7-14 Count Results Transportation planners and engineers use the data collected on bicycling and walking to assist City and Regional Leaders with estimating usage and demand for bicycle and pedestrian facilities. The counts are also used to track the region s progress on increasing the use of non-motorized transportation, strengthen grant applications to leverage additional federal funding for bicycle and pedestrian projects, evaluate existing projects (before and after counts), and help determine the location of future investments.
