1 I-695/Leeds Avenue Interchange Reconstruction Baltimore County Reconstruction of the I-695/Leeds Avenue interchange including replacing the I-695 Inner Loop bridges over Benson Avenue, Amtrak s Northeast Corridor, US 1 and Leeds Avenue. A new ramp will provide a direct connection from I-695 Inner Loop to US 1 and Leeds Avenue. The project will replace and widen the structurally deficient bridges, which will enhance safety, improve mobility and save on future maintenance spending. The project is part of SHA s intensive bridge system preservation program. The new Leeds Avenue ramp relocation will improve access to US 1 and enhance traffic operations in this corridor. Construction is anticipated to begin in fall Design: $3.8 million Construction: $60 Million (New Funding)

2 US 15 at Monocacy Boulevard Interchange Construction Frederick County Constructing an interchange along US 15 at Monocacy Boulevard. A 427-space park-and-ride lot will be included for both local and commuter bus service. Other improvements include bicycle and pedestrian enhancements, including a hiker/biker trail, sidewalks and wide outside shoulders. The project will improve safety along US 15 and provide an east-west connection for motorists, cyclists and pedestrians. The interchange also will safely accommodate increased traffic volumes due to proposed future development. Design is approximately 90 percent complete. Construction is anticipated to begin in summer Design: $1.8 million (SHA); $4 million (City and County) Right-of-way: $12 million (New Funding) Construction: $70 Million (New Funding)

3 BRAC Intersection Improvements (Phase 2) at Aberdeen Proving Ground Harford County Constructing intersection improvements at key locations along access routes to Aberdeen Proving Ground. These locations include: US 40 (Pulaski Highway) at MD 7 (Philadelphia Road)/MD 159 (Old Philadelphia Road); MD 22 (Aberdeen Throughway) at MD 462 (Paradise Road); and MD 22 (Aberdeen Throughway) at Beards Hill Road. These projects will improve access to Aberdeen Proving Ground, which is needed to accommodate the increase of employment as a result of BRAC. These intersection improvements will improve safety, capacity and operations. US 40/MD 7/MD 159 Phase 2: Construction is anticipated to begin in spring MD 22 at MD 462: Construction is anticipated to begin in winter MD 22 at Beards Hill Road: Construction is anticipated to begin in winter/spring Design and right of way: $20 million Construction: $44 million (New Funding)

4 Thomas Johnson Bridge Replacement Calvert and St. Mary s counties Designing a new four-lane bridge, parallel to and south of the existing bridge. The bridge will consist of four, 12-foot lanes, ten-foot shoulders and a barrier separated 10-foot-wide bicycle/pedestrian facility. The new bridge will provide 105-foot maximum clearance over the Patuxent River. The existing bridge will be removed once the new bridge is operational. The new bridge, which is a vital link between these counties, is needed to improve traffic operations and increase vehicular, pedestrian and bicycle safety along the MD 4 corridor while supporting existing and planned development in the area. The average daily traffic is now 29,000 and is projected to reach 35,000 in Project planning is 85 percent complete and is expected to be complete in summer 2013, at which time design will begin. There is no funding for construction. Design: $20 million (New Funding) Total Cost of the full project including unfunded phases: $570 million

5 US 29 Widening and Sound Wall Construction Howard County Widening 2.8 miles of northbound US 29 from Seneca Drive to MD 175 from two to three lanes. The project also includes the construction of a sound wall along northbound US 29. The project will reduce congestion and improve safety by widening northbound US 29 to match the southbound section. Currently, southbound US 29 consists of three lanes, while northbound US 29 only has two lanes. The northbound side experiences severe congestion, particularly during morning and evening rush hours. Design is under way and is expected to be complete by winter 2014 when construction will begin. Design: $3.8 million Construction: $49 million (New Funding)

6 US 301/MD 304 Interchange Construction Queen Anne s County Replacing the existing US 301 (Blue Star Memorial Highway) / MD 304 (Ruthsburg Road) intersection with an interchange. The new interchange will provide for safer traffic movement through the area by removing a conflict point. The project also will improve access to the local middle and high schools. The interchange is Queen Anne County s top transportation priority and is strongly supported by a local citizens group - Support Overpass 4 Students. The project is currently in design. Construction is expected to begin in fall Design: $8 million Right-of-Way: $2 million (New Funding) Construction: $52 million (New Funding) I-270

7 I-270 at Watkins Mill Road Interchange Construction Montgomery County Constructing an interchange with Watkins Mill Road over I-270. Improvements along I-270 will extend from north of MD 124 to south of Middlebrook Road. Bicycle and pedestrian improvements will be included along Watkins Mill Road. The project will support economic development and relieve congestion along I-270, MD 124 and MD 355. The new interchange also will provide access from I-270 to the Metropolitan Grove MARC station as well as improve bicycle and pedestrian access through the area. Design is under way. Construction is expected to begin in winter Design: $1.8 million (State) and $4.9 million (Montgomery County) Construction: $125 million (New Funding)

8 MD 210 at Kerby Hill Road/Livingston Road Interchange Construction Prince George s County Replacing the existing MD 21o (Indian Head Highway) intersection at Kerby Hill Road/Livingston Road with an interchange. This project is the top transportation priority for Prince George s County. The MD 210 corridor is experiencing increasing growth and rising traffic congestion. This new interchange will help relieve congestion and enhance safety. Design is under way and is expected to be complete in fall Right-of-way acquisition is anticipated to begin in fall Construction is expected to begin in late 2014/early Design: $6 million Right-of-Way: $21 million (New Funding) Construction: $79 million (New Funding)

9 MARC Commuter Rail Improvements A significant investment will be made in MARC service and rolling stock to provide major enhancements. These investments will include: The purchase of new diesel locomotives to replace aging, unreliable locomotives and provide better service reliability; Start new weekend (both Saturday and Sunday) service on the MARC Penn Line between Baltimore and Washington, DC. Current plans are to operate nine round trips a day between 9 AM and 9 PM on an approximately two hour headway but final schedule is dependent upon successful negotiations with Amtrak; and, Add two daily round trips to weekday service on the MARC Camden Line. The Camden Line will add one daily round trip this fall and the other targeted for spring 2014 pending negotiations with CSX and Bombardier. MTA is in initial negotiations with Amtrak to finalize service plans and costs for the new Penn Line services. Pending successful negotiations a tentative start date is this winter for the Penn Line service. The locomotives will be ordered this summer. FARES: $100 Million (New Funding) - $40 Million for 10 new locomotives and $60 million for six years for the new MARC Service on the Penn and the Camden Lines. (Service expansion costs will not be finalized until successful completion of negotiations with the service providers) Current one-way MARC Train fare from Baltimore to Washington is $7.00. Pass privileges for weekend service must be negotiated, public hearings may be required to finalize fares and privileges. MARC Train Service Penn Line weekend service starts at Martin State Airport.

10 New Transit Starts: Corridor Cities Transitway Montgomery County The Corridor Cities Transitway (CCT) is a nine-mile bus rapid transit system extending from Shady Grove Metro Station in Rockville to Metropolitan Grove MARC Station in Gaithersburg. The transitway is planned to operate on an exclusive right-of-way and have 12 stations. A later phase will extend the CCT to the COMSAT facility just south of Clarksburg. This new transit system will provide additional travel options for the transi-dependent population and choice riders in the project corridor. The original alignment was developed by Montgomery County to serve the transportation needs of existing and proposed residential, commercial and retail developments in this area of the county. The project is currently in preliminary design. Construction is anticipated to begin in fall of Spent to Date: $12 million Right-of-Way and Final Design: $100 million (New Funding) Total Project Cost: $550 million Not Funded Yet: Construction Dependent on funding from the Federal Transit Administration and/or a P3 Project Agreement Corridor Cities Transitway New Starts Projects A

11 New Transit Starts: Maryland National Capital Purple Line Bethesda in Montgomery County to New Carrollton in Prince George s County The project is a 16-mile light rail line that runs east-west inside the Capital Beltway with direct connections to Metrorail s Orange Line, Green Line, and two branches of the Red Line and to MARC s Brunswick, Camden and Penn lines. A total of 21 stations are planned. Building the Purple Line, an east-west public transportation link between Montgomery and Prince George's counties, will address the growing congestion on the roads by giving drivers a transit alternative and providing more options to the large transit-dependent community in this region. The Purple Line is being designed to revitalize neighborhoods, spur economic growth, improve air and water quality and to create jobs and opportunities for local, small and disadvantaged business enterprises. Daily ridership in 2040 is forecast to be 69,000. The project is currently in the engineering phase. MTA also is exploring a public-private partnership to design, build, operate and maintain the Purple Line. An Industry Forum for the Purple Line was held on May 15 th. 12 New Transit Starts: Baltimore Light Rail Red Line Baltimore County & Baltimore City The project is a 14-mile light rail line that runs east-west from Woodlawn in Baltimore County to the Bayview Medical Campus in Baltimore City. The alignment includes two major tunnels under Cooks Lane and under downtown Baltimore. The line would provide direct connections to MTA s Metro Subway, Light Rail and MARC Train services. A total of 19 stations are planned. The Red Line will provide the first east-west rail connection in the Baltimore region, linking together the MARC Train, Metro Subway and Central Light Rail and serving the largest employers and employment centers in the region. The Red Line is a transportation project being designed to revitalize neighborhoods, spur economic growth, improve air and water quality and create jobs and opportunities for local, small and disadvantaged business enterprises. Daily ridership in 2030 is forecast to be 54,000. The project is currently in the engineering phase. MTA also is exploring a public-private partnership to design, build, operate and maintain the Red Line. An Industry Forum on the Red Line will be held on June 10 th.
