On 24 August 201 1, Prncpal Deputy Drector, U.S. Offce of Regonal Securty and Arms Transfers approved the permanent transfer of Australan F- arcraft and TF-30 engnes for destructon. The approval requred a copy of each of the relevant Certfcates of Destructon to be provded to the U.S. DoS Offce of Regonal Securty and Arms Transfers as well the U.S. Offce of Defense Cooperaton n Canberra. 2. The destructon and dsposal of 23 F- arcraft and 130 engnes has now been completed by Brdon Pty Ltd and ther subcontractor Transpacfc ndustral Solutons Pty Ltd n accordance wth the terms of the contract between the Commonwealth of Australa and Brdon. Enclosures 1 to 5 provde copes of the correspondng Certfcates of Destructon. Copes of the Certfcates of Destructon have also been forwarded to the U.S Offce of Defense Cooperaton n Canberra. Enclosure 6 to ths letter provdes a summary of the demltarsaton and dsposal actons performed on the arcraft and engnes. 29 ENCLOSURE 6 TO AUSTRALAN F-111 DESTRUCTON NOTFCATON SUMMARY OF DEMLTARSATON AND DESTRUCTON ACTONS 1. The surplus Australan F-111 arcraft, engnes and related major components were subjected to fnal dsposal n November and December Ths document summarses the processes that were appled to the dsposal of the surplus arcraft, engnes and related major components. Fuselage 2. Pror to commencement of the fuselage dsposal actvty, each fuselage was subjected to a dsposal preparaton servcng. Ths servcng ncluded: a. removal of all classfed tems; b. removal of all explosves; c. removal of all processors from the forward equpment bays; d. removal of the radome and all radar heads; and e. removal of wngs, horzontal stablser, vertcal stablsers and engnes. 3. The Commonwealth contemplated total destructon of the fuselage but determned that total destructon had the potental to release asbestos fbres from the bonded panels that are prevalent throughout the arcraft s surface and nternal structures. Removal and separate management of the bonded panels was mpractcal due the level of resources that would be requred and the hazards lkely to result from the uncontrolled loss of the structural ntegrty of the fuselage durng bonded panel removal. Furthermore, several of the structural bonded panels cannot be removed wthout damagng the panel edge members and thereby creatng the rsk of asbestos fbre release. 4. n order to mnmse the rsk of asbestos fbre release, the Commonwealth bured the fuselage after demltarsng the key ponts n a manner consstent wth the Appendx to Enclosure 3 of DoDM M-V3, June 7, 2011 (Defense Demltarzaton Manual). The specfc demltarsaton actons performed on the fuselage may be summarsed as follows: a. Wng Attachments. A secton of one of the wng attachment lugs has been cut from each sde of each arcraft. Fgure 1 and Fgure 2 show typcal wng attachment lugs after completon of the cuttng process. Fgure 6 shows a photograph of typcal removed sectons of the wng attachment lugs. A secton was cut from each of the left and rght man fuselage longerons at a locaton between the Wng Cary Through Box and the horzontal stablser attachment ponts. Fgure 3 shows typcal longerons after demltarsaton treatment whle Fgure 6 shows a photograph of typcal longeron segments removed from the arcraft. c. Horzontal Stablsers. Both the left and rght hand horzontal stablser attachment fttngs were cut to prevent the re-attachment of the stablsers. Fgure 4 shows a horzontal stablser attachment fttng after cuttng. Typcal removed sectons of the stablser attachment fttngs are shown n Fgure 6. d. Vertcal Stablser. The vertcal stablser attachment ponts were destroyed by cuttng to prevent the re-attachment of the vertcal stablser. Fgure 5 shows typcal vertcal stablser attachment brackets after cuttng. On completon of the demltarsaton actons descrbed n paragraph 4, the fuselages were transported to a controlled waste dsposal ste. The waste dsposal ste s fenced and patrolled and access to the ste s controlled through restrcted access ponts. Holes were dug n the ground to accommodate both the nose and man landng gear so that the fuselage would rest on ts belly. The fuselages were postoned n tght formaton, were trampled by a bulldozer and were covered wth at least one metre of sol and general refuse at the concluson of each day. On postonng of the last fuselage, the ste was sealed wth sol and released to general waste dsposal. Over the next fve years the arcraft are expected to be bured under 60 metres of refuse. Fgure 7, Fgure 8, Fgure 9 and Fgure 10 show the bural process and the layout of the bural ste. The F-111 wngs were processed for dsposal as follows: a. tems potentally contanng asbestos (flaps, slats, leadng edges and actuators) were removed by cuttng attachng brackets. b. The wng root structure and pvot fttng (ncludng boron fbre doubler) were removed by hydraulc shearng (refer Fgure 11). c. The removed tems were bured wth the fuselages (refer Fgure 12). d. The remnant wng planks and wng structure were destroyed by shreddng (refer Fgure 13). The vertcal and horzontal stablsers are predomnantly manufactured from bonded panels and hence may contan asbestos fbres embedded n the adhesve bond surface. Destructon of the vertcal and horzontal stablsers had the potental to release asbestos fbres. Accordngly, the vertcal and horzontal stablsers were bured ntact wth the fuselages. Engnes 8. The engnes were processed by plasma cuttng to remove the asbestos contanng materals dspersed throughout the engne. The engne was then shredded to acheve total destructon and to produce resdue sutable for recyclng. Fgure 14, Fgure 15, Fgure 16 and Fgure 17 show varous stages of the engne dsposal process.
