1 Chapter OVERALL REQUIREMETS. Scope. This Part applies to the tailpipe emissio of 2/3 wheelers vehicles equipped with spark igitio egies (Petrol, CG, LPG) ad compressio igitio egies (Diesel) for Bharat Stage III with effect from st April Refer Part XIV, Chapter 6 for tailpipe emissio of Hybrid Electric Vehicles..2 This Part should be read i cojuctio with the applicable Gazette otificatio uder CMVR for which the vehicle is subjected to test. 2. Defiitios : 2. Spark Igitio Egie: Meas a iteral combustio egie i which the combustio of the air/fuel mixture is iitiated at give istats by a hot spot, usually a electric spark. 2.2 Compressio Igitio Egie : Meas a egie which works o the compressio-igitio priciple (e.g. diesel egie). 2.3 Idle Speed : Meas the egie rate, i revolutio per miute, with fuel system cotrols (accelerator ad choke) i the rest positio, trasmissio i eutral ad clutch egaged i the case of vehicles with maual or semiautomatic trasmissio, or with selector i park or eutral positio whe a automatic trasmissio is istalled, as recommeded by the maufacturer. 2.4 ormal Thermal Coditios: Meas the thermal coditios attaied by a egie ad its drive lie after a ru of at least 5 miutes o a variable course, uder ormal traffic coditios. 2.5 Gaseous Pollutats: Meas the exhaust gas emissios of carbo mooxide, oxides of itroge, expressed i itroge dioxide (O2) equivalet, ad hydrocarbos assumig a ratio of: - C H.85 for petrol, - C H.86 for diesel, - C H for LPG, - CH 4 for G. 2.6 Particulate Pollutats : Meas compoets of exhaust gas which are removed from the diluted exhaust gas at a maximum temperature of 52 C (325 K) by meas of filters described i Chapter 3 of this part. 2.7 Tailpipe emissios meas - For positive igitio egies, the emissio of gaseous pollutats - For compressio igitio egies, the emissio of gaseous ad particulate pollutats. 2.8 Ulade Mass : Meas the mass of the vehicle i ruig order without crew, passegers or load, but with the fuel tak 90 % full ad the usual set of tools ad spare wheel o board where applicable. I the case of 3 wheeled tractors, desiged for couplig to a semi-trailer, the ulade mass will be that of the drawig vehicle. MoRTH / CMVR / TAP-5/6 (Issue 4) Page 772

2 2.9 Referece Mass: Meas the "Ulade Mass" of the vehicle icreased by a uiform figure of 75 kg for Two wheeled vehicles ad by a uiform figure of 50 kg for Three Wheeled vehicle. 2.0 Gross Vehicle Weight (GVW): Meas the techically permissible maximum weight declared by the vehicle maufacturer. I case of the 3 wheeled vehicles desiged to be coupled to a semi-trailer, the mass GVW to be take ito cosideratio whe classifyig that vehicle, shall be the maximum weight of the tractor i ruig order, plus the weight trasferred to the tractor by the lade semi-trailer i static coditio. 2. Cold Start Device : Meas a device which eriches the air fuel mixture of the egie temporarily ad, thus, to, assist egie start up like choke. 2.2 Startig Aid : Meas a device which assists egie start up without erichmet of the fuel mixture, e.g. glow plug, chage of ijectio timig for fuel-ijected spark igitio egie, etc. 2.3 Egie capacity meas : For reciprocatig pisto egies, the omial egie swept volume. 2.4 Ati pollutio device : meas those compoets of the vehicles that cotrol ad / or limit tail pipe ad evaporative emissios 2.5 Type Approval of a vehicle: Meas the type approval of a vehicle model with regard to the limitatio of tailpipe emissios from the vehicles. 2.6 Vehicle Model : Meas a category of power-drive vehicles which do ot differ i such essetial respects as the equivalet iertia determied i relatio to the referece weight of egie ad vehicle characteristics which effects the vehicular emissio ad listed i Chapter 2 of this Part. 2.7 Vehicle for Type Approval Test: Meas the fully built vehicle icorporatig all desig features for the model submitted by the vehicle maufacturer. 2.8 Vehicle for Coformity of Productio: Meas a vehicle selected at radom from a productio series of vehicle model which has already bee type approved. 3. Applicatio for Type Approval : 3. The applicatio for type approval of a vehicle model with regard to limitatio of tail pipe emissios from the vehicles shall be submitted by the vehicle maufacturer with a descriptio of the egie ad vehicle model comprisig all the particulars referred to i Chapter 2 of this Part. A vehicle represetative of the vehicle model to be type approved shall be submitted to the testig agecy resposible for coductig tests referred i para. 5 of this Chapter. 4. Type Approval : If the vehicle submitted for type approval pursuat to these rules, meet the requiremets of para 5 below, approval of that vehicle model shall be grated. The approval of the vehicle model pursuat to this part shall be commuicated to the vehicle maufacturer ad odal agecy by the testig agecy i the form of certificate of compliace to the CMVR, as evisaged i Rule-26 of CMVR. 3 5. Specificatio ad Tests : 5. Geeral: The compoets liable to affect the tailpipe emissios of gaseous pollutats shall be so desiged, costructed ad assembled to eable the vehicle, i ormal use, despite the vibratios to which they may be subjected to comply with the provisios of this rule. 5.2 Specificatios cocerig the emissios of pollutats 5.2. The vehicle shall be subjected to tests of Type I ad II as specified below accordig to the category it belogs Type I Test: (Verifyig the average tailpipe emissios) The vehicle shall be placed o a Chassis dyamometer bech equipped with a meas of load ad iertia simulatio For 2&3-wheel vehicles, a test lastig a total of 648 secods ad comprisig of six cycles as described i Chapter 3 of this Part shall be carried out, without iterruptio. Vehicles that are fuelled with LPG or G shall be tested i the type I test for variatios i the compositio of LPG or G, as set out i otificatio, vehicles that ca be fuelled either with LPG or G to be tested for Fuel A & Fuel B i case of LPG ad G20 & G25 i case of G. Util availability of referece LPG (fuel A & fuel B), CG(G20,G25)) as per otificatio, CG/LPG vehicles will be tested as per commercially available CG/LPG fuels as per guidelies give by GOI Durig the test the exhaust gases shall be diluted with air ad a proportioal sample collected i oe or more bags. The cotets of the bags will be aalysed at the ed of the test. The total volume of the diluted exhaust shall be measured. Carbo mooxide (CO), hydro carbo (HC) ad itroge oxide emissios (OX), ad i additio particulate matter (PM) the case of vehicles equipped with compressio igitio egies shall be recorded. Carbo dioxide shall also be recorded for the purpose of calculatio of fuel cosumptio The test shall be carried out by the procedure described i Chapter 3 of this part. The methods used to collect ad aalyse the gases ad to remove ad weigh the particulates shall be as prescribed Subject to the provisios of the paragraphs & , the test shall be repeated three times, the test results shall be multiplied by appropriate deterioratio factors as otified i CMVR. The resultig masses of gaseous emissio ad, i the case of vehicles equipped with compressio-igitio egies, the mass of particulates obtaied i each test shall ot exceed the applicable limits Type Approval Mass Emissio Stadards for Type I test: Mass emissio stadards for vehicles (2&3 wheelers) maufactured o ad from st April 200 (Bharat Stage III orms) shall be as per the details give i Rule o. 5(Sub Rule 4) (F) of CMVR, as ameded from time to time for petrol ad diesel vehicles. 4 evertheless, for each of the pollutats or combiatio of pollutats oe of the three results obtaied may exceed by ot more tha 0% of the applicable limits prescribed for the vehicle cocered, provided the arithmetical mea of the three results is ot exceedig the prescribed limit. Where the prescribed limits are exceeded for more tha oe pollutat or combiatio of pollutats, it shall be immaterial whether this occurs i the same test or i differet tests The umber of tests prescribed i Para above shall be reduced i the coditios hereiafter defied, where V is the result of the first test ad V 2 the result of the secod test for each of the pollutats referred to i Para above Oly oe test shall be performed if the result obtaied for each pollutat or the sum of values for pollutats i case of the limit is so specified (e.g. HC + Ox) is less tha or equal to 0.7 L i.e. V 0.70 L If the requiremets of is ot satisfied, oly two tests are performed if for each pollutat or the sum of values for pollutats i case of the limit is so specified (e.g. HC + Ox), the followig requiremets are met. 6 5.2.3 Type II Test (Test for carbo mooxide ad Hydrocarbos emissios at idlig speed) This is applicable oly for spark igitio egied vehicles The carbo mooxide ad Hydrocarbos cotet by volume of the exhaust gases emitted with the egie idlig must ot exceed as per the limits metioed i 4. of Part I of this documet Type III test (durability of ati-pollutio devices) The requiremet of durability must be compiled o all vehicles referred to i para. of this Chapter. This may be established by usig the deterioratio factor otified i CMVR or by carryig out the durability test. The test represets a ageig test of km for 2& 3 wheelers, drive i accordace with the program described i chapter 0, o a test track, o the road or o a chassis dyamometer For all type of 2/3 Wheeler a deterioratio factor as otified i otificatio is applicable. OR The vehicle maufacturer may opt for a ageig test of km for 2/3 wheelers for evaluatio deterioratio factor as described i chapter At the request of the maufacturer, the testig agecy may carry out the Type I test before Type III test has bee completed usig the deterioratio factors give i otificatio. O completio of Type III test, the testig agecy may the amed the type-approval results recorded i the otificatio with those measured i type III test Deterioratio factor are determied usig either procedure i chapter 0 or usig the values i the otificatios at the optio of maufacturer. The factors are used to establish compliace with the requiremets of ad Modificatios of the vehicle Model : 6. Every modificatio i the essetial characteristics of the vehicle model shall be itimated by the vehicle maufacturer to the test agecy which type approved the vehicle model. The test agecy may either 6.. Cosider that the vehicle with the modificatios made may still comply with the requiremet, or Require a further test to esure further compliace. 6.2 I case of 6.. above, the testig agecy shall exted the type approval coverig the modified specificatio or the vehicle model shall be subjected to ecessary tests. I case, the vehicle complies with the requiremets, the test agecy shall exted the type approval. 6.3 Ay chages to the procedure of PDI ad ruig i cocerig emissio shall also be itimated to the test agecy by the vehicle maufacturer, wheever such chages are carried out. 7 7 Model Chages (Type I & Type II test) : 7. Vehicle models of Differet Referece Weights ad coast dow coefficiets : Approval of a vehicle model may uder the followig coditios be exteded to vehicle models which differ from the type approved oly i respect of their referece weight. 7.. Approval may be exteded to vehicle model of a referece weight requirig merely the use of the ext oe higher or ay lower equivalet iertia, for 2&3 wheelers If the referece weight of the vehicle model for which extesio of the type approval is requested requires the use of a flywheel of equivalet iertia lower tha that used for the vehicle model already approved, extesio of the type approval shall be grated if the masses of the pollutats obtaied from the vehicle already approved are withi the limits prescribed for the vehicle for which extesio of the approval is requested If differet body cofiguratios are used with the same power plat ad drive lie ad the chage i the load equatio due to chages i the coefficiet of resistaces that is withi the limits that would be caused by the chage of iertia as permitted by Clause 7.. above the approval may be exteded. 7.2 Vehicle models with Differet Overall Gear Ratios : 7.2. Approval grated to a vehicle model may uder the followig coditios be exteded to vehicle models differig from the type approved oly i respect of their overall trasmissio ratios; For each of the trasmissio ratios used i the Type I Test, it shall be ecessary to determie the proportio E = (V 2 - V )/V, where V ad V 2 are respectively the speed at 000 rev/mi of the egie of the vehicle model type approved ad the speed of the vehicle model for which extesio of the approval is requested If for each gear ratio E 8%, the extesio shall be grated without repeatig the Type I Tests If for at least oe gear ratio, E > 8% ad if for each gear ratio E 3% the Type I test must be repeated, but may be performed i laboratory chose by the maufacturer subject to the approval of the test agecy gratig type approval. The report of the tests shall be submitted to the test agecy by the maufacturer. 7.3 Vehicle models of Differet Referece Weights, coefficiet of coast dow ad Differet Overall Trasmissio Ratios 7.3. Approval grated to a vehicle model may be exteded to vehicle models differig from the approved type oly i respect of their referece weight, coefficiet of coast dow ad their overall trasmissio ratios, provided that all the coditios prescribed i Para 7. ad 7.2 above are fulfilled. 7.4 ote : Whe a vehicle type has bee approved i accordace with the provisios of Para 7. to 7.3 above, such approval may ot be exteded to other vehicle types. 7.5 Vehicle model with differet makes of emissio related compoets : 7.5. The ames of suppliers of items such as igitio coil, mageto, CB poit, air filter, silecer, etc. metioed above, the maufacturers shall iform the test agecy that MoRTH / CMVR / TAP-5/6 (Issue 4) Page 778

8 I additio to carried out the type approval, the ames of ew alterate suppliers for these items as ad whe they are beig itroduced At the time of first type approval or for a subsequet additio of a make for a particular part, work out the combiatios of tests i such a way that each make of such parts are tested at least oce. 7.6 Durability of ati-pollutio devices (Type III test) 7.6. Approval grated to a vehicle type may be exteded to differet vehicle types, provided that the egie/pollutio cotrol system combiatio is idetical to that of the vehicle already approved. To this ed, those vehicle types whose parameters described below are idetical or remai withi the limit values prescribed are cosidered to belog to the same egie/pollutio cotrol system combiatio Egie: - umber of cyliders, - egie capacity (± 5%) - cofiguratio of the cylider block, - umber of valves, - fuel system - type of coolig system - combustio process - cylider bore ceter to ceter dimesios Pollutio cotrol system : - Catalytic Coverters: o umber of catalytic coverters ad elemets o Size ad shape of catalytic coverters (volume of moolith ± 0%), o Type of catalytic activity (oxidizig, three-way) o Precious metal load (idetical or higher), o Precious metal ratio (+/-5%) o Substrate (structure ad material), o Cell desity, o Type of casig for the catalytic coverter(s), o Locatio of catalytic coverters (positio ad dimesio i the exhaust system, that does ot produce a temperature variatio of more tha 50 K at the ilet of the catalytic coverter). This temperature variatio shall be checked uder stabilized coditios at a speed 42 km/h for 2 & 3 wheelers ad the load settig of type I test. - Air ijectio : o With or without o Type (pulsair, air pumps...) - EGR: o With or without Iertia category : The two iertia categories immediately above ad ay iertia category below The durability test may be achieved by usig a vehicle, the body style, gear box (automatic or maual) ad size of the wheels or tyres of which are differet from those of the vehicle type for which the type approval is sought. 8 Coformity of Productio : MoRTH / CMVR / TAP-5/6 (Issue 4) Page 779

9 8. Every produced vehicle of the model approved uder this rule shall coform, with regard to compoets affectig the emissio of gaseous pollutats by the egie to the vehicle model type approved. The admiistrative procedure for carryig out coformity of productio is give i Part VI of this documet. 8.2 Type I Test: Verifyig the average emissio of gaseous pollutats : For verifyig the coformity of productio i a Type I Test, the followig procedure as per Optio is adopted To verify the average tailpipe emissios of gaseous pollutats of low volume vehicles with Aual productio less tha 250 per 6 moths, maufacture ca choose from the Optio or Optio 2 as listed below: 8.3 Optio 8.3. The vehicle samples take from the series, as described i 8. is subjected to the sigle test described i para above. The results shall be multiplied by the deterioratio factors used at the time of type approval. 10 Table I of Chapter of this part shows values of the pass (A) ad fail (B) decisio umbers agaist curret sample umber. The test statistic is the ratio d I V ad must be used to determie whether the series has passed or failed as follows : - Pass the series, if d /V < A for all the pollutats - Fail the series if d /V > B for ay oe of the pollutats. - Icrease the sample size by oe, if A < d /V < B for ay oe of the pollutats. Whe a pass decisio is reached for oe pollutat, that decisio will ot be chaged by ay additioal tests carried out to reach a decisio for the other pollutats. - If o pass decisio is reached for all the pollutats ad o fail decisio is reached for oe pollutat, a test shall be carried out o aother radomly selected sample till a pass or fail decisio is arrived at. 12 8.4 Optio Miimum of three vehicles shall be selected radomly from the series with a sample lot size After selectio by the authority, the maufacturer must ot udertake ay adjustmets to the vehicles selected, except those permitted i Part VI. MoRTH/CMVR/TAP-5/ First vehicle out of three radomly selected vehicles shall be tested for Type - I test as per MoRTH/CMVR/TAP-5/6 Para of chapter Oly oe test (V ) shall be performed if the test results for all the pollutats meet 70 % of their respective limit values (i.e. V 0.7L & L beig the COP Limit) Oly two tests shall be performed if the first test results for all the pollutats does t exceed 85% of their respective COP limit values (i.e. V 0.85L) ad at the same time oe of these pollutat value exceeds 70% of the limit (i.e. V > 0.7L) I additio, to reach the pass decisio for the series, combied results of V & V 2 shall satisfy such requiremet that : (V + V 2 ) <.70L ad V 2 L for all the pollutats Third Type - I (V 3 ) test shall be performed if the para 4. above does t satisfy ad if the secod test results for all pollutats are withi the 0% of the prescribed COP limits, Series passes oly if the arithmetical mea for all the pollutats for three type I tests does t exceed their respective limit value (i.e. (V + V 2 + V 3 )/3 L) If oe of the three test results obtaied for ay oe of the pollutats exceed 0% of their respective limit values the test shall be cotiued o Sample o. 2 & 3 as give i the Figure - 2 of chapter of this part, as the provisio for exteded COP ad shall be iformed by the test agecy to the odal agecy These radomly selected sample o.2 & 3 shall be tested for oly oe Type - I test as per para of Part 09, Chapter of MoRTH/CMVR/TAP-5/ Let X i2 & X i3 are the test results for the Sample o.2 & 3 ad Xi is the test result of the Sample o. which is the arithmetical mea for the three type - I tests coducted o Sample o. However, at the maufacturer's request, tests may be carried out with commercial fuel. 8.6 Type II Test : Carbo-mooxide ad Hydrocarbos emissio at idlig speed Whe the vehicle take from the series for the first type I test metioed i 8.2 para above, subjected to the test described i Chapter 9 of this Part for verifyig the carbo mooxide ad hydrocarbo emissio at idlig speed should meet the limit values specified i para above. If it does ot, aother 0 vehicles shall be take from the series at radom ad shall be tested as per Chapter 9 of this Part. These vehicles ca be same as those selected for carryig out Type I test. Additioal vehicles if required, shall be selected for carryig out for Type II test. At least 9 vehicles should meet the limit values specified i para above. The the series is deemed to coform.
