The costructio ad operatio a statioary recreatioal vehicle maufacturig operatio cocetratig o truck bodies (Plat 65). This Permit is issued for the purpose of establishig practically eforceable emissio limitatios such that the facility will ot be cosidered a major source with respect to Title V of the Clea Air Act Amedmets of 990. This Permit may be subject to revocatio, suspesio, modificatio or amedmet by the Director for cause icludig evidece of ocompliace with ay of the above; or for ay misrepresetatio made i Applicatio No dated Jue, 205; ay other applicatios upo which this Permit is based; supportig data etered therei or attached thereto; or ay subsequet submittals or supportig data; or for ay alteratios affectig the emissios from this source. At all times, icludig periods of startup, shutdow, ad malfuctio, the Permittee shall maitai ad operate this source, icludig associated air pollutio cotrol equipmet, i a maer cosistet with good air pollutio cotrol practice for miimizig emissios. Determiatio of whether acceptable operatig ad maiteace procedures are beig used will be based o iformatio available to the Divisio which may iclude, but is ot limited to, moitorig results, opacity observatios, review of operatig ad maiteace procedures, ad ispectio or surveillace of the source..2 The Permittee shall ot build, erect, istall or use ay article, machie, equipmet or process the use of which coceals a emissio which would otherwise costitute a violatio of a applicable emissio stadard. Such cocealmet icludes, but is ot limited to, the use of gaseous diluets to achieve compliace with a opacity stadard or with a stadard that is based o the cocetratio of a pollutat i the gases discharged ito the atmosphere..3 The Permittee shall submit a Georgia Air Quality Permit applicatio to the Divisio prior to the commecemet of ay modificatio, as defied i (pp), which may result i air pollutio ad which is ot exempt uder (6). Such applicatio shall be submitted sufficietly i advace of ay critical date ivolved to allow adequate time for review, discussio, or revisio of plas, if ecessary. The applicatio shall iclude, but ot be limited to, iformatio describig the precise ature of the chage, modificatios to ay emissio cotrol system, productio capacity ad pollutat emissio rates of the plat before ad after the chage, ad the aticipated completio date of the chage..4 Uless otherwise specified, all records required to be maitaied by this Permit shall be recorded i a permaet form suitable for ispectio ad submissio to the Divisio ad shall be retaied for at least five (5) years followig the date of etry..5 I cases where coditios of this Permit coflict with each other for ay particular source or operatio, the most striget coditio shall prevail. 2. Allowable Emissios 2. The Permittee shall ot discharge, or cause the discharge ito the atmosphere, from the etire facility, volatile orgaic compouds (VOC) i a amout equal to or exceedig 00 tos durig ay cosecutive 2-moth period. [Avoidace of 40 CFR Part 70] 2.2 The Permittee shall ot discharge or cause the discharge ito the atmosphere from the etire facility ay sigle hazardous air pollutat which is listed i Sectio 2 of the Clea Air Act, i a amout equal to or exceedig 0 tos durig ay twelve cosecutive moths, or ay combiatio of such listed pollutats i amout equal to or exceedig 25 tos durig ay twelve cosecutive moths. 3 Permit No. Page 2 of The Permittee shall ot use compouds of chromium (Cr), lead (Pb), magaese (M), ickel (Ni), or cadmium (Cd) i the products that are beig applied or used i the operatio. [Avoidace of 40 CFR Part 70 ad 40 CFR Part 63 Subpart HHHHHH] 2.4 The Permittee shall ot discharge, or cause the discharge, ito the atmosphere from ay process uits at this facility, ay visible emissios which exhibit opacity equal to or greater tha forty (40) percet, uless otherwise specified. 2.5 The Permittee shall comply with Georgia Air Quality Cotrol Rule (2)(e), "Particulate Emissios from Maufacturig Processes." Subject to this rule, the Permittee shall ot cause, let, permit, suffer, or allow the rate of emissio from ay source, particulate matter i total quatities equal to or exceedig the followig rates: E = 4. P 0.67 ; for process iput weight rate up to ad icludig 30 tos per hour. E = 55 P ; for process iput weight rate above 30 tos per hour. Where E = emissio rate i pouds per hour, ad P = process iput weight rate i tos per hour. 2.6 The Permittee shall esure emissios from the spray booth are cotrolled by air filters at all times the associated spray booth is i operatio. The Permittee shall perform filter chages for these spray booth withi 24 hours of wheever the static pressure drop across the filter systems falls outside the maufacturers recommeded value. The Permittee shall take all reasoable precautios with ay operatio, process, hadlig, trasportatio, or storage facilities to prevet fugitive emissios of air cotamiats. 4. Process & Cotrol Equipmet 4. Routie maiteace shall be performed o all air pollutio cotrol equipmet. Maiteace records shall be i a form suitable for ispectio or submittal to the Divisio. 4.2 The Permittee shall replace the pait booth filters for each of the pait booths at least oce per week of operatio. 4 Permit No. Page 3 of 6 5. Moitorig 5. The Permittee shall istall, calibrate, maitai, ad operate moitorig devices for the measuremet of the idicated parameters o the followig equipmet. Where such performace specificatio(s) exist, each system shall meet the applicable performace specificatio(s) of the Divisio's moitorig requiremets. [ (6)(b)] [Vault OT-056-MO, 09/] a. Pressure drop across each spray booth. Data shall be recorded daily, if operated. 6. Performace Testig 6. The Permittee shall cause to be coducted a performace test at ay specified emissio poit whe so directed by the Divisio. The followig provisios shall apply with regard to such tests: a. All tests shall be coducted ad data reduced i accordace with applicable procedures ad methods specified i the Divisio s Procedures for Testig ad Moitorig Sources of Air Pollutats. b. All test results shall be submitted to the Divisio withi sixty (60) days of the completio of testig. c. The Permittee shall provide the Divisio thirty (30) days prior writte otice of the date of ay performace test(s) to afford the Divisio the opportuity to witess ad/or audit the test, ad shall provide with the otificatio a test pla i accordace with Divisio guidelies. d. All moitorig systems ad/or moitorig devices required by the Divisio shall be istalled, calibrated ad operatioal prior to coductig ay performace test(s). For ay performace test, the Permittee shall, usig the moitorig systems ad/or moitorig devices, acquire data durig each performace test ru. All moitorig system ad/or moitorig device data acquired durig the performace testig shall be submitted with the performace test results. 7. Notificatio, Reportig ad Record Keepig Requiremets 7. The Permittee shall maitai records of the occurrece ad duratio of ay startup, shutdow, or malfuctio i the operatio of a affected facility, ay malfuctio of the air pollutio cotrol equipmet or ay periods durig which a cotiuous moitorig system or moitorig device is ioperative.

These records shall iclude the total weight of each material used ad the VOC cotet of each material (expressed as a weight percetage). If the Permittee wishes to subtract the volatile cotet of waste materials from the VOC emissios calculatios, the records must also idicate the weight of ay cotaierized material disposed as waste, the VOC cotet of the cotaierized waste material, ad documetatio of the method for determiig the VOC cotet of the waste material. 7.3 The Permittee shall use the records required i Coditio 7.2 to calculate combied total mothly VOC emissios from etire facility. All demostratio calculatios, icludig ay Divisio-approved emissio factor, cotrol efficiecy ad/or coatig trasfer efficiecy used i the calculatios, shall be kept as part of the records required i Coditio 7.2. The Permittee shall otify the Divisio i writig if the combied total mothly VOC emissios from etire facility exceed 8.33 tos durig ay caledar moth. This otificatio shall be postmarked by the fifteeth day of the followig moth ad shall iclude a explaatio of how the Permittee iteds to maitai compliace with the emissio limit i Coditio The Permittee shall use the mothly VOC emissio data required i Coditio 7.3 to calculate the combied 2-moth rollig total of VOC emissios from etire facility for each caledar moth. The Permittee shall otify the Divisio i writig if the combied 2-moth rollig total of VOC emissios from etire facility equals or exceeds 00 tos per year. This otificatio shall be postmarked by the fifteeth day of the followig moth ad shall iclude a explaatio of how the Permittee iteds to attai compliace with the emissio limit i Coditio No The Permittee shall use the followig equatios whe calculatig the mothly VOC emissios from the etire facility i accordace with Coditio No All calculatios should be kept as part of the mothly record. These records shall be kept available for ispectio by or submittal to the Divisio for five years from the date of record. [ (6)(6) ad (2)(c)] a. If the Permittee wishes to subtract the HAP cotet of waste materials from the HAP emissios calculatios, the records must also idicate the weight of ay cotaierized material disposed as waste, the HAP cotet of the cotaierized waste material, ad documetatio of the method for determiig the HAP cotet of the waste material. 7.7 The Permittee shall use the records required i Coditio 7.6 to determie the total mothly emissios of combied hazardous air pollutats ad the total mothly emissios of each listed hazardous air pollutat from etire facility. All demostratio calculatios, icludig ay Divisio-approved emissio factor, cotrol efficiecy ad/or coatig trasfer efficiecy used i the calculatios, shall be kept as part of the records required i Coditio 7.6. The Permittee shall otify the Divisio i writig if emissios of ay idividual hazardous air pollutat exceed 0.83 tos from etire facility, or if emissios of all listed hazardous air pollutats combied exceed 2.08 tos from etire facility, durig ay caledar moth. This otificatio shall be postmarked by the fifteeth day of the followig moth ad shall iclude a explaatio of how the Permittee iteds to maitai compliace with the emissio limit i Coditio The Permittee shall use the calculatios required by Coditio No. 7.7 to determie the twelve moth rollig total emissios of each idividual HAP for each moth ad the twelve moth rollig total combied HAP emissios for each moth from etire facility for each caledar moth. The Permittee shall otify the Divisio i writig if the combied HAP emissios from etire facility equal or exceed 25 tos ad/or ay idividual HAP equals or exceeds 0 tos durig ay cosecutive twelve moth period. 7 Permit No. Page 6 of The Permittee shall maitai a log idicatig the date ad time that each spray booth filter is chaged, ad the iitials of the perso(s) chagig each filter. The log shall be kept ad maitaied i a form suitable for submissio to or ispectio by the Divisio. Ay failure to perform the filter chages required by Coditio 4.2 shall be cosidered a deviatio from that coditio ad shall be oted as such i the log. 8. Special Coditios 8. At ay time that the Divisio determies that additioal cotrol of emissios from the facility may reasoably be eeded to provide for the cotiued protectio of public health, safety ad welfare, the Divisio reserves the right to amed the provisios of this Permit pursuat to the Divisio's authority as established i the Georgia Air Quality Act ad the rules adopted pursuat to that Act. 8.2 The Permittee shall calculate ad pay a aual Permit fee to the Divisio. The amout of the fee shall be determied each year i accordace with the Procedures for Calculatig Air Permit Fees. 8.3 Georgia Air Quality Permit No B-0-0 is hereby revoked i their etirety.
