3 1 Prject pilt cities The PRO-E-BIKE prject prmtes clean and energy efficient vehicles, electric bicycles and electric scters (cmmnly named E-bikes ) fr delivery f gds and passenger transprt amng private and public bdies such as delivery cmpanies, public administratin and citizens in Eurpean urban areas, as an alternative t cnventinal fssil-fueled vehicles. Fr each pilt city, a strategic framewrk was develped with a list f cncrete measures and an actin plan fr facilitatin f E-bikes utilizatin and market uptake. Actin plans were prepared fr the respective municipalities r plicy/decisin makers, which will serve as a basis fr meaningful wrk in the future and fr implementing measures and plicies, and btaining funds. The exceptin was Prtugal, where tw actin plans were prepared: ne fr Lisbn and anther fr Trres Vedras. The pilt cities, actively invlved in the PRO-E-BIKE prject, are: Zadar (Cratia), Valencia (Spain), Mtala (Sweden), Mravske Tplice (Slvenia), Genva (Italy), Heerhugwaard (Netherland), Trres Vedras (Prtugal) and Lisbn (Prtugal). Pilt cities vary accrding t different criteria, e.g. ppulatin, area f municipalities, climate features, and ther. 4 The fllwing table shws the key characteristics f the pilt cities that participated in the PRO-E-BIKE prject. The fllwing indicatrs are described: ppulatin (number f inhabitants), density (ppulatin per km 2 ), surface (in km 2 ), climate features, traffic situatin. The wettest mnth is Nvember with an average f mm f rain. The best mnth t swim in the sea is in August when the average sea temperature is 25 C. Due t the flat terrain with small slpes, Zadar has very favrable cnditins fr the cnstructin f bicycle paths and develpment f cycling. Fr this reasn, the City f Zadar is planning t develp a new cycling infrastructure, as well as t upgrade and mdernize the existing ne, in rder t prvide higher safety f all rad users and encurage the disseminatin f the use f bicycles as a cmmn means f transprt. It will encurage greater use f bicycles in everyday transprtatin, which will have an impact n reducing CO 2 emissins and will encurage further develpment f envirnmentally friendly transprt. All tgether wuld cntribute t a cleaner city and higher living standard in Zadar, as well as t the turism develpment. Italy Genva 594,904 inhabitants 2,400/km km 2 Gena has a ht Mediterranean/ dry-summer subtrpical climate. Summers in the city are pleasant and nt as humid as in ther Italian cities, with temperatures f abut 20 C. The winter weather in Gena is pretty mild at arund 10 C. The urbanized area and the main rads are cncentrated n the castline and in the tw main valleys. The rad netwrk is characterized by an average width f abut six meters, which, during peak hurs, leads t high saturatin indexes. Almst 60% f Gena citizens prefer walking and public transprt while the rate f cycling is lw, less than 1% accrding t a recent survey. In 2008, the first, and actually unique, bicycle lane was inaugurated in Gena: it is a 2.5 kilmeters lng shared path (with pedestrians) between the city center and the Municipality f Gena. The bike-sharing service in Gena is limited in size, number f statins and bikes, and it is underutilized.

5 Nether- land Heerhu- gwaard 53,321 inhabitants 1,389/km km 2 The climate f Heerhugwaard is classified as cld and temperate. The rainfall in Heerhugwaard is significant, with precipitatin even during the driest mnth. The average annual temperature in Heerhugwaard is 9.1 C. Precipitatin here averages 781 mm. The city f Heerhugwaard aims t make sustainable transprt an integral part f future urban develpments. They prmte sustainable transprt mdes such as the (E-)bike amng the city s aldermen and cuncilrs. Besides, Heerhugwaard is trying t adjust the infrastructure f the city t the advantage f the cyclists. The city als aims t increase the awareness f entrepreneurs abut the pssibilities that E-(carg) bikes ffer. In rder t achieve the city s aims, Heerhugwaard has wrked tgether with Mbycn n an actin plan. Varius measures have been defined therein that might be implemented t increase the use f E-(carg) bikes. Prtugal Lisba 545,245 inhabitants 6,458/km km 2 Lisbn and its metrplitan area has a Subtrpical-Mediterranean climate, with shrt and very mild winters and warm summers. Public transprt has recently undergne great imprvements t accmmdate bicycle traffic. Mrever, an integrated ticket has recently been intrduced t all public transprt users. A bike-sharing system is expected t be finished in There is a high level f traffic in the city center. Prtugal Trres Vedras 79,465 inhabitants 200/km km 2 The climate is mild and generally warm. The winter mnths are much rainier than the summer mnths. The average temperature in Trres Vedras is 15.7 C. Sft mdes f mbility have been ne f the strategic areas f actin set by the cunty, which already prvides a bikesharing system called "Agstinhas". The name is a tribute t the renwned cyclist Jaquim Agstinh wh lives in the city. Slvenia Mravske Tplice 752 inhabitants 87/km km 2 Mst rainfall is seen in June, July and August (rainy seasn). On average, the warmest mnth is August and the clest mnth is January. Transprt infrastructure in Mravske Tplice and traffic cnnectin t neighbring places are very gd. Due t the prximity f the highway lcatin, gd traffic psitin f Mravske Tplice is favrable and attractive fr turists, entrepreneurs and ther visitrs t this turist destinatin. Great emphasis in recent years was placed n cnstructing bike path that cnnects Mravske Tplice with neighbring villages and with Murska Sbta, the largest city and the cultural, ecnmic and educatinal center f the regin. Spain Valencia 800,000 inhabitants 6.000/km km 2 Valencia features a typical Mediterranean climate, with an average temperature abve 17 ºC. Warm summers and mild winters. The City Cuncil has wrked ver 20 years t imprve the envirnmental quality, setting reductin f greenhuse gases emissin and the fight against the climate change as main gals. Sweden Mtala 42,545 inhabitants 34/km 2 1,267 km 2 In Mtala, the climate is cld and temperate. Mtala is a city with a significant rainfall. There is a lt f rain even in the driest mnth. Precipitatin here averages 602 Mtala city (Sweden) has had prblems with a lt f traffic thrugh the city. Mtala is als a bike-friendly city, aiming fr a cntinuus imprvement. Cycling in Mtala is easy and prvides a fast way t get t wrk, schl and ther activities. Distances are shrt, and every year, the number 5

6 mm. and the length f the bicycle paths are increased. Measures have als been implemented t increase the number f peple using bicycle instead f car as a means f transprt. A new bridge has changed traffic flws utside the city. A 50-year traditin f rganizing Sweden's biggest cycling race makes Mtala a cycling city. Mtala has high ambitins when it cmes t becming a fssil-fuel-free city, and plans t increase cycling traffic. The municipality wrks t influence emplyees, pliticians and residents t see the bike as the first chice fr shrt-distance transprt. PRO-E-BIKE is a way t generate interest in electric bicycles. 6

7 2 Assessment f perfrmance The fllwing table shws the main benefits and results achieved in the pilt cities invlved. The prject was als prmted in the media and the City f Zadar s web site, as well as during the City f Zadar Energy Week. Utility Cmpany Čistća Ltd. and hme fr mentally ill adults St. Francis als tested the E-bikes, which have prven t be a gd alternative t the cnventinal nes. The activities perfrmed were significantly successful. The main result and effect f the activities was an increased interest f citizens, delivery cmpanies and turists, as well as a mre efficient everyday wrk perfrmance. The main benefit that these activities and results brught t Zadar was an increase in everyday wrk efficiency f the cmmunal inspectrs wh mstly used E-bikes and E-scters, especially during the turist seasn when the traffic rads are crwded, which finally resulted in the reductin f fuel cnsumptin and maintenance csts. Target grups were invlved by fficial invitatin f the City f Zadar, as well as thrugh the media, Energy Week, prject presentatins, etc. The target grups immediately recgnized benefits f the invlvement, s n significant stimulatin was needed. Italy Genva The interactin with Gena Municipality was very psitive and several disseminatin events were rganized in synergy between the tw IEE prjects, PRO-E-BIKE and Ele.C.Tra. Bth Inf Days have been rganized simultaneusly, allwing t reach a wider audience public administratin representatives, mbility managers f cmpanies, E-vehicle prducers and retailers, and general ppulatin. The interactins with Gena Municipality allwed sharing f the PRO-E-BIKE gals and ensured great visibility f the PRO-E- BIKE prject amng cmpanies and citizens. The invlvement f the Municipality in the activities related t the redactin f the actin plan was mre difficult due t the prcedures f the Public Authrity and the existing plans and pririties f the Municipality regarding mbility. Netherland Heerhugwaard The city f Heerhugwaard was very interested t put effrt int the prject frm the beginning. Hwever, the initial enthusiasm has waned a little because nly ne cmpany (Subway) has jined the prject since then. Nevertheless, an actin plan was develped and they participated in the exchange event at Mtla. Als, an additinal infrmatin event n electric vehicles was rganized fr lcal businesses, in which PRO-E-BIKE had a separate stand with infrmatin abut E-(carg) bikes and E-scters fr cmpanies. Heerhugwaard has gained cnsiderable insight int prmting E-bike technlgy t retail and small independent cmpanies. The actin plan is helping them t implement (parts f) SUMP int the amended Lcal Traffic and Transprtatin plan. The biggest benefit fr Heerhugwaard is the develpment f the actin plan, since it gives them cncrete tls t prmte the use f E-(carg) bikes and E-scters fr prfessinal use. In many cases, hwever, ther end-users have benefited as well. Inf Day was rganized especially fr cmpanies in Heerhugwaard. The city actively fllwed up with the interested parties. Fr instance, a grup f retailers frm the inner city recently had questins n hw t rganize deliveries int pedestrian-nly areas. This prved a great pprtunity t prpse the use f E-(carg) bikes t them. The discussin n this is still nging.

8 Prtugal Lisbn In the city f Lisbn, three pilts were cnducted. ISS (Occam) E-scters were intrduced fr daily deliveries in tw different cmpanies: Camisla Amarela and Mç de Recads. Additinally, tw Inf Days were rganized t raise awareness f cmpanies and general public regarding the use f electric scters and bicycles as an alternative t reduce emissins and nise. Presentatins and infrmatin regarding the PRO-E-BIKE prject were prvided, and the pilts were cnducted in the city f Lisbn, where the pilt cmpanies were presenting their vehicles and expressing their pinin regarding the utilizatin f E-scters fr distributin. The main target grups were cmpanies and the general ppulatin. T encurage the invlvement f the cmpanies, we prvided them with the E-scters and E-bikes fr their daily deliveries. By ding s, we gave them the pprtunity t test this technlgy withut csts. T encurage the invlvement f the general ppulatin, we cnducted Inf Days where several presentatins and explanatins were prvided in rder t raise awareness regarding the use f this technlgy and its benefits. PRO-E-BIKE was annunced by the media thrugh different channels, as well as during the Inf Days. The pilts have been prducing gd results. The cmpanies are satisfied with the perfrmance f the E- scters and they intend t cntinue using them after the cmpletin f the pilt. The cmpanies that accepted the challenge are already using this type f vehicles and will certainly serve as a trigger fr the adptin f this technlgy by ther cmpanies. Althugh it is nt pssible t quantify the success f the disseminatin actins (Inf Days and news in the media), we had several participants, especially delivery cmpanies, lking fr infrmatin during the Inf Days. With these pilts, the city f Lisbn has launched a new paradigm where electric scters and bikes are prmted instead f cnventinal vehicles. Prtugal Trres Vedras The Municipality f Trres Vedras is extremely cmmitted t the PRO-E-BIKE prject. In additin t several meetings which were aimed at develping the actin plan, the Municipality als supprted PRO-E- BIKE activities, such as tw Inf Days and testing f the E-bikes during the 6-mnth perid. As fr the Inf Days, bth were rganized with the supprt f the Trres Vedras Municipality. The first Inf Day was held in the Municipal Market n March 14, The target grups f the event were lcal traders and the general public. The secnd ne tk place during the Eurpean Mbility Week, n September 22, near the Bus Terminal f Trres Vedras. The venue had been chsen because f its prximity t the park & ride areas and the parking spt f the electric vehicle frm anther Eurpean prject, REPUTE (Renewable Public Transprt Enterprise), which is a prject n the use f renewable energy in public transprt. The E-bike used fr the delivery f dcuments t the schls was a successful experience. Its perfrmance was in accrdance with the demands, and the emplyees were very satisfied with it. The E-bike used in the pl system was als a psitive experience in general. Hwever, it has nt been used as much as it was initial expected, as it has prved difficult t mtivate the emplyees t use it instead f the car. There were als sme technical prblems preventing the use f the E-bike (e.g., when charged but nt in use, the battery shut ff and the E-bike did nt wrk, making it necessary t call maintenance). The Municipality is very familiar with the use f the E-bikes and did nt hesitate t test them with the emplyees under specific cnditins. One f the E-bikes was used by an emplyee fr delivery f internal mail/dcuments t the lcal schls every day, and the ther ne was placed in a pl system, which was used by the emplyees fr travelling t lcal meetings, services, 8

9 etc. During the 6-mnth perid, they have used the E-bikes fr their activities. Slvenia Mravske Tplice The Municipality f Mravske Tplice rganized tw Inf Days. The first ne was rganized within the 18th Municipal hliday f Mravske Tplice, where electric bicycles were intrduced. Presentatin f the electric bicycles t the general public was ne f the activities where the peratin f electric bicycles culd be practically shwn and tested. The secnd Inf Day was rganized as part f the 20th bicycle marathn in the municipality f Mravske Tplice, which is amngst thers als the pilt city f the prject. We managed t get general interest fr electric bikes amngst the participants f the bicycle marathn. We have thus cntributed t raising awareness f the advantages and benefits f using the electric bikes in varius cmpanies. The intrductin f E-bikes t the wider public is ne f the activities that actually shws and demnstrates the benefits and advantages f using f the E-bikes fr varius purpses and in varius business activities. The key findings were that by using f electric bikes, the invlved cmpanies: have saved mre mney (less fuel csts); helped t reduce harmful emissins in the air; helped t increase the visibility f their cmpany in the lcal envirnment. By participating in the PRO-E-BIKE prject, we wanted t shw t cmpanies and ther interested individuals that the usage f electric bikes is a viable frm f sustainable mbility, suitable fr businesses lcated bth in urban and rural areas. Spain Valencia Valencia city cuncil has shwn its invlvement in this prject since the early beginning. Thrugh the Envirnmental Department, the city fficials have been infrmed f every actin. They have actively participated in the trials, using ne f the carg bikes fr deliveries t Mercad Central, a fd market managed by the city cuncil. Envirnmental fficials have als actively participated in the tw Inf Days rganized during the extensin f the prject t prmte sustainable transprt in the city. Tw Inf Days have been rganized with the cllabratin f the city cuncil, pilt cmpanies, urban lgistics experts and representatives f ther similar Eurpean initiatives (Drthy prject and the Cluster f Lgistics in the Valencia Regin). Other target grups, such as retailers, municipal fd markets, LSPs, supermarkets, transprt assciatins, etc., have been infrmed abut the benefits f the prject. Sweden Mtala The testing perid f the E-bikes in hme care services was very imprtant in terms f creating interest and understanding that the E-bikes really are an alternative t the car n shrt trips. It als led t ther activities, such as child care and adult educatin, acquiring E-(carg) bikes. During the Inf Day, the municipality had the pprtunity t infrm abut their E-bike prjects fr thers in the regin and was inspired by ther cmpanies and rganizatins that have replaced car with electric bicycles. Main benefits f the prject were thse related t the awareness regarding the use f sustainable vehicles, bth fr passengers and freight deliveries. Valencia city cuncil is very cmmitted t reduce pllutin levels in the city by implementing lw-emissin vehicles in ther activities such as plice, Aguas de Valencia (water supply in the city), cleaning, garden maintenance, ffice material supply, etc. After cmpletin f the trials, there were many remarkable results. 2,670 kilmeters were cvered during the 6 mnths f the prject extensin, which represents abut 28.5 km per day. Depending n the cmpany, the average number f rders per day varied between 3 and 12. Saving in CO 2 ttaled 0.5 kg CO 2 per rder (abut 819 kg in ttal), and 0.2 EUR per rder in fuel cnsumptins (abut 330 EUR in ttal). Participatin in the PRO-E-BIKE prject supprted Mtala's plan t increase cycling. Thrugh participatin in the prject, a sectin in the upcming cycle plan will fcus n the cnditins fr E-(carg) bikes. During the annual business exhibitin in Mtala with 6,000 visitrs and 150 9

10 participating cmpanies, the municipality presented its activities and then exhibited electric carg bikes at their stand. Thrugh cperatin with the electric cmpany ESEA, tw EU prjects culd be the regin's first electric vehicle trade shw, which allwed pliticians and fficials in the regin t meet the suppliers f all the different electric vehicles, as well as the cmpanies that prvide charging statins, and a rad shw where cmpanies frm the frmer exhibitin visited the municipality s that mre pliticians and fficials wuld have the pprtunity t test drive the electric vehicles and meet the suppliers. 10

11 3 Sustainability f the actins In mst cases, the pilt cmpanies were invlved in the delivery f varius gds, letters and small packages, tbacc prducts, ffice materials r ther specific services. In very shrt time, they have recgnized the advantages and benefits f using E-vehicles fr their business and their custmers. The key identified benefits/advantages were: cst savings, prmtin f the pilt cmpanies, better quality f prvided services and gd feedback frm their clients. After cmpletin f the prject, many pilt cmpanies will cntinue with the use f E-bikes r/and E-scters. Due t numerus benefits, the majrity f the pilt cmpanies have cmmitted t cntinue using E-bikes and E-scters in the future. The new vehicles have already been implemented in their daily activities and cntribute t reductin f nise and emissins withut perfrmance lsses. Out f 38 pilt cmpanies participating in the testing f E-bikes and E-scters, 27 cmpanies (71%) decided t cntinue using E-bikes and E-scters in the future. 11 cmpanies (29%) decided nt t cntinue using them. The actin plan f Gena, fr example, identified three main themes, Cycle-mbility, Electric-mbility and Cycle-lgistics, included a cntext analysis fr the city f Gena, and tried t determine the measures that culd be adpted t prmte the transprt with E-bikes, ensuring their feasibility and sustainability. Fr Cycle-mbility, in particular, the actin plan f Gena identified the enhancement f urban cyclenetwrk as ne f the main issues t be tackled in rder t imprve the safety level f cycling in the city f Gena: this actin is in line with the effrts f the Municipality t fster Cycle-mbility, as highlighted in the SUMP Furthermre, the actin plan underlined the ptential f establishing 30 km/h znes thrughut the city, as a n-cst, yet very effective incentive fr Cycle-mbility. As fr Electric-mbility, the actin plan remarked the psitive initiatives carried ut by Gena Municipality, underlining the rle f public administratin in reinfrcing the perceptin f this technlgy amng citizens and in easing the shift frm traditinal vehicles t electric nes. Finally, the cntributin f the public administratin has been highlighted fr the third level f actin, Cycle-lgistics, shwing hw it can cntribute t prmting the start-up f micrenterprises and dedicating unused public space t the set-up f urban lgistic center, bth f which fster private entrepreneurship with limited cst t public administratin. The actin plan (develped fr and made available t each f the invlved pilt cities) represents the initial step twards the ultimate bjective in the cntext f the Eurpean Cmmissin initiative t reduce CO 2 emissins by 20% by The scpe f the actin plan is cnstantly develping it states that it shuld be regularly updated t adapt t the market cnditins, t the natinal and Eurpean guidelines n energy efficiency and renewable energy surces, as well as t new prpsals and initiatives by the municipal administratins and prfessinal rganizatins. Fr many years, mst f the pilt cities have been wrking n and pursuing the bjectives f sustainable mbility. Several strategic plans were develped regarding Mbility and Electric Mbility, as well as participatin in different prjects, which demnstrated the cmmitment f the invlved municipality t sustainable mbility. Sme cuntries are planning t cntinue the activities included in their actin plan, e.g. planing regular meetings with stakehlders and rganizing varius infrmatinal days, alng with ther disseminatin actins, during the mbility week. The E-Bike simulatin tl is available fr the cmpanies, which helps them t estimate ptential benefits f the intrductin f E-bikes as a substitute fr their current cnventinal fleet, measured in eurs (EUR) and envirnmental impact (CO 2 emissins, etc.). 4 Lessns learned As fr the test perid, it is very imprtant that the staff and managers are well infrmed abut the purpse f reducing car travel, and that the prject is part f municipality s r cmpany's envirnmental effrts. Staff wh feel empwered and managers wh can explain the benefits will certainly achieve better results. Als, when intrducing new mdes like electric vehicles, it is very imprtant that all invlved get the pprtunity t test the vehicles befre they are used in actual service.

12 Sme remarkable pints have been identified during the prject abut the ways t successfully intrduce E-scters and E-bikes t urban lgistics activities. E-scter perfrmances: Cntractrs f big cmpanies are afraid t use E-scters because f their cncerns abut battery duratin. Hwever, distances travelled during average wrking days are ften far shrter than the battery life, and the scter can be recharged during the night (thus aviding the need fr fast recharge systems). Lgistics cmpanies have very stringent peratinal requirements, but the tested E-scters demnstrated their technlgical reliability. E-scter cst: Anther prblem is related t the E-scter s purchase price, which ften needs t be cvered by the subcntractr: in this case, the cmpanies can prvide incentives, such as free recharge f the E-scter. E-bike perfrmances: Big lgistics cmpanies are afraid t intrduce E-bikes t their lgistics chain because they are perceived as inefficient: during the pilts, they demnstrated their effectiveness fr delivering letters and small parcels (E-bikes), as well as bulky bxes (E-carg bikes). PRO-E-BIKE experience shws that they can be a reliable alternative t traditinal vans. Anther issue cncerns the lad capacity, but the pilts demnstrated that the right chice f the bike type (bikes with nrmal frame, carg bikes r carg trikes) can prvide sufficient lad capacity withut any perfrmance lss, especially if the cmpany chses a pedal-assisted bike. Rle f public administratin: The intrductin f E-bikes makes the lgistics chain mre cmplex (and expensive) due t the need fr warehuses fr E-bikes. Public administratins can play a crucial rle by prviding disused public spaces t lgistic cmpanies fr E-lgistics. Furthermre, they can encurage Cycle-lgistics by creating cycle paths fr cnnecting suburban areas with city centers and 30 km/h znes thrughut the city. Finally, they can wrk n the prmtin f E- mbility by enhancing access f electric vehicles t sme areas f the city, prviding netwrk charging and including E-vehicles in their fleet. One f the main lessns learned is that entrepreneurs, stakehlders, public authrities and plicy makers shuld be invlved frm the beginning. Maximum results can nly be achieved with crdinated effrts. Effrts have t be made in terms f regulatins r benefits fr the cmpanies that use E-scters and E- bikes, s that they perceive these vehicles as smething that gives them added value. Private stakehlders (delivery cmpanies) shwed high reluctance and suspicin regarding the use f the E-scters. Therefre, it is necessary t cntinue t raise their awareness. Hwever, nce the pilts started, their reluctance disappeared. If there are sme difficulties in capturing the interest f stakehlders, a pssible, useful and feasible slutin is t cmbine with ther flagship events (e.g. festivals, mbility events). Smetimes it was nt easy t cnvince the cmpanies t buy (r even try) the E-bikes. The key lessns learned by many stakehlders were that gals are achievable and that individuals are willing t engage, but the key prblem in ensuring the cntinuity f peratins is ften the lack f necessary funds. Fr example, during the implementatin f the pilts in Valencia (Spain), sme prblems regarding the infrastructure have been detected as well. Bike lanes are t narrw t be used by carg bikes. In these cases, car lanes have t be used, which can pse safety prblems. This issue shuld be taken int accunt by the public authrities. There is als a lack f regulatin regarding the traffic f carg trikes, as they are ften nt included in the regulatin. In this case, plicy makers shuld wrk t slve this prblem. 5 Success stries Success stries arise spntaneusly as a result f circumstances and the interest f stakehlders in implementing certain measures t imprve the current situatin and cntribute t a better quality f life and sustainable mbility. During the implementatin f the prject activities, the needs f the invlved stakehlders have been identified, as well as their expectatins and desire fr a certain shift frward, which will als cntribute t the imprvement f the situatin. 27 pilt cmpanies ut f 38 participating (71%), which have tested this E-vehicles fr delivery f varius 12

13 gds, letters and small packages, fd, tbacc prducts, ffice materials and/r ther specific services (hme care services fr the elderly and the disabled, living at hme), decided t cntinue with the use f E-bikes/E-scters in their business activities nce the trials ended. Amng thse cmmended fr achieving the cmmn gal were representatives f the invlved municipalities frm different EU regins, as well as representatives f varius pilt enterprises and ther stakehlders. In many cases, a cmpletely new visin f ding business was develped frm the s-called pilt activities. Businesses that implemented test activities (use f E-bikes and E-scters) have acquired a new dimensin, a new perspective, new pprtunities, new gals, and new custmers. The mst imprtant aspect f the invlvement in the prject has been the creatin f interest in electric bicycles. Subsequently, sme agreements have been signed between lgistics cmpanies and the bike manufacturer. Mrever, by rganizing Inf Days, cmpanies and citizens have shwn interest in learning mre abut these initiatives. With the PRO-E-BIKE prject, we intrduced delivery cmpanies t manufacturers f E-scters and E- bikes. They are nw business partners, wrking tgether t prmte a mre sustainable mbility. Their use f the vehicles was a successful experience and they intend t cntinue with its use. The PRO-E-BIKE prject cntributed t the emissin and energy cnsumptin reductin in the invlved municipalities, t addressing scial respnsibility aspects and t the increase in the prductivity and prcess efficiency f the municipalities. 6 Perfrmance indicatrs Image 2: Pilt cmpany PUURLAND, Ibiza, Spain Key perfrmance indicatrs are very imprtant fr the decisin f rganizatins t use the E-bikes. Organizatins use them t estimate and evaluate their perfrmance against previusly established lngterm bjectives. During the prject implementatin: 38 PILOT COMPANIES participated in the testing f the E-bikes and E-scters; 16 INFO DAYS were rganized; tw per each prject partner; 8 ACTION PLANS have been develped, ne fr each f the participating cities: - Actin plan fr the pilt city f Zadar (Cratia), - Actin plan fr the pilt city f Valencia (Spain), 13

During the trial perid, cnstant mnitring was carried ut with delivery cmpanies. The main parameters measured during the pilts were: Ttal kilmeters travelled, Kilmeters travelled per day, Average distance per rder (km), Average weight transprted per day (kg), Average driving speed (Km/h), Fuel savings per rder (EUR), Services (rund trips), Incidents, e.g. failed deliveries, custmer cmplaints, technical malfunctins, fines, etc., Maintenance csts per E-bike, Insurance csts per E-bike. 16 7 Cnclusin and summary f the mst imprtant messages The PRO-E-BIKE prject culd be cnsidered as a success stry fr mst f the invlved pilt cities. After develpment f the pilts, cmpanies shwed cmplete satisfactin with this kind f deliveries. Mrever, infrmatin days rganized have created high expectatins amng citizens and cmpanies. Recmmendatins fr further actins with regard t the intrductin and use f E-bikes fr delivery services in the invlved cmpanies: If the bike is a new type f vehicle in the rganizatin, it is imprtant t: - talk psitive abut the electric bike, - give staff pprtunity t test drive the new bike, - allw staff t brrw electric bike fr private use. Maintenance shuld be clear s that everyne knws where t g in case f prblems. Create e-bike rutes where yu always use the electric bike instead f a car. The intrductin f E-vehicles can play a significant rle in terms f reducing the impact f pllutants and climate-altering emissins: The use f electric bicycles (E-bikes and E-carg bikes) culd help t vercme sme limitatins (related t the rgraphy f cities) f traditinal bikes, cmmnly used fr Cyclelgistics, and t increase the carrying capacity. Furthermre, the synergy with the E-scters wuld enable a range f vehicles with a very lw impact, capable f a wide range f deliveries. finally, the intrductin f electric vans allws a fully electrified fleet. The E-scters prved t be efficient in serving the delivery cmpanies in Lisbn, situated n several hills, and ther cities. The pilts cmpanies are satisfied with the perfrmance f the E-scters and intend t cntinue with their use after the cmpletin f the pilts. The pilts prduced gd results. They seem t be a suitable way t prmte sustainable delivery service, at n cst t the delivery cmpanies. It is imprtant t prmte the invlvement f the general ppulatin. Entrepreneurs, stakehlders, public authrities and plicy makers shuld be invlved frm the beginning in rder t btain maximum results. Municipalities are very imprtant players in the prcess f prmting the use f E-bikes/E-scters t cmpanies in the lcal envirnment. In rder t stimulate the use f E-(carg) bikes and E-scters, municipalities shuld help t: infrm public (cmpanies, stakehlders), build r renew the necessary infrastructure (electric charging pints; E-bike-friendly infrastructure: fcus n bumps, ples, sidewalks, parking spaces, sharp crners, narrw bike paths), prmte the use f E-vehicles in cmpanies. Besides strategic plans reprting the cmmitment t sustainable mbility by decisin makers and municipalities, it is als imprtant t implement measures adjusted t lcal cntexts and cultures. Als relevant are cmmunicatin and disseminatin thrugh events t raise awareness f the use f these vehicles, such as PRO-E-BIKE Inf Days. Finally, synergies with ther prjects and cperatin with municipalities is the best way t reach all target grups, frm public and private cmpanies t the general public.
