The plan is a fluid dcument that is nt intended as a netwrk rute service plan r a capital investment plan fr specific areas, Mr. Brennan said at the August 8 briefing. 2 That was reinfrced in discussin later in the briefing when a Transprtatin Divisin presenter described the prpsed master plan as intended t be mde neutral, allwing the implementatin either f rail r buses in transit crridrs. 3 At the briefing, Transprtatin Divisin presenters listed ptential revisins t the prpsed master plan. The ptential revisins: Cuncil directin regarding prir studies and adpted plans pertaining t streetcars 4 Incrprate Pedestrian and Bicycle Master Plan recmmendatins Change the language f gal 5 frm vulnerable t underserved Incrprate general references t safety and security Add Muntain View Crridr transit cmpnent n 5600 West Add Dept District Clean Fuels Tech Center Review references t the City s Nrthwest Quadrant fr flexibility Cuncil Members als said they wuld like t see the prpsed future rute fr the S Line and a streetcar framewrk that might be used t help infrm future ptential federal transprtatin grants. 5 The framewrk als culd delineate what transprtatin crridrs are cnducive t using buses and what crridrs are cnducive t using streetcars, accrding t Cuncil Members. 6 Public cmment appears t supprt the prpsed master plan, in particular implementing the Frequent Transit Netwrk which is the plan s fcal pint. 7 A majrity f speakers at City Cuncil public hearings n September 19 and Octber 3 spke in supprt f the plan. Mst peple spke in supprt f implementing the Frequent Transit Netwrk befre making ther transit investments. BALANCING TESTS This sectin cntains balancing tests fr three majr items cntained in the prpsed master plan r raised in the August 8 briefing the Frequent Transit Netwrk, financing prpsed master plan elements, and including mre abut streetcars in the plan. The Frequent Transit Netwrk includes tw subsets f hw plicy and zning might affect neighbrhds. The balancing tests will be first listed as a grup, and then listed individually with infrmatin germane t Cuncil Member discussin. Cuncil staff wuld like t thank cnsultant and frmer City Deputy Planning Directr Pat Cmarell fr utlining a values-based apprach t cnsidering public issues. Accrding t Ms. Cmarell: Althugh it is desirable t base plicy decisins n a great deal f infrmatin and reasned cnclusins, ften there are many unknwns, and cnclusins require making value judgments. Just as ften, thse value judgments must be made when several values imprtant t the cmmunity are in cnflict. Each f these values may be wrthy n its wn, but when it cnflicts with ther needs, difficult chices must be made and a balance reached. The key is t determine where the balance between these values lies. Page 2

FREQUENT TRANSIT NETWORK We supprt maximizing the accessibility, affrdability, and reliability f transprtatin ptins int and arund the City 8 Cut service in sme areas t cncentrate service n a frequent transit netwrk. The plan prpses t develp a series f transit rutes alng arterial streets ver 20 years. Alng the crridrs, transit service, mstly bus service, wuld perate at 15-minute frequencies between 6 a.m. and 7 p.m. Mnday thrugh Saturday, and at half-hur intervals between rughly 7 p.m. and midnight. Sunday transit service wuld perate at half-hur intervals between 7 a.m. and 7 p.m. 9 The prpsed plan divides the crridrs int Tier 1 and Tier 2 grupings t implement the Frequent Transit Netwrk. Tier 1 crridrs wuld be implemented first. (Please see Attachment: Frequent Transit Netwrk Visin: Tier 1 and Tier 2.) It might be nted that rutes in sme neighbrhds where peple might likely use transit if it was available are in the Tier 2 categry. 10 Lcal transit service is designed t cnnect neighbrhds and emplyment areas t a Frequent Transit Netwrk, but the lcal City netwrk is nt a key fcus f the Transit Master Plan because the City s limited resurces will be fcused n the develpment f the FTN. 11 Accrding t the prpsed plan, the City culd supprt UTA in maintaining a basic r lifeline level lcal service t within ne-half mile f mst residents. The service level is defined a minimum ne-hur frequency fr 12 hurs a day. 12 At the August 8 meeting UTA Chief Executive Officer Jerry Bensn identified pririty east-west transit rutes as 600 Nrth, 400 Suth and 900 Suth and 1300 Suth streets. 13 Here are the crridrs that the master plan prpses the Frequent Transit Netwrk be implemented first (Plan s cmments included): 200 S. perfrmed strngly in the Transit Master Plan analysis and is recmmended as a primary east-west transit crridr fr bus (and ptentially future bus rapid transit and/r streetcar) service between dwntwn and the University. State Street, 500 E, 900 E, and 1300 E. Cmbined with existing TRAX service in the 200 W crridr, frequent bus service n State Street, 500 E, 900 E, and 1300 E wuld prvide nrth-suth cnnectins with apprximately half-mile spacing between suthern city limits and dwntwn, as far east as the University f Utah. Nrth and Suth Temple Streets als perfrmed strngly in the Transit Master Plan analysis, and in cnjunctin with frequent service n 200 S and existing TRAX service in the 400 S crridr, wuld prvide quarter-mile spacing fr frequent service thrugh dwntwn. This east-west and nrth-suth crridr (currently served by Rute 21), prvides a cnnectin between the Central Pinte TRAX Statin and the University alng the suthern and eastern edges f the frequent grid. Redwd Rad While it lacks the density f ther crridrs, Redwd Rad is an imprtant, cntinuus street fr transit in west Salt Lake City. It wuld run alng the western edge f the recmmended Salt Lake City FTN and wuld be linked with additinal east-west FTN crridrs. Fthill Drive Current land use patterns and accessibility are challenging t serve effectively with lcal transit service. This crridr is recmmended as an Enhanced Bus crridr including treatments t ptimize transit travel in cngested peak perids. 14 The netwrk wuld be based n Salt Lake City s existing street grid, UTA s existing light rail, streetcar, and bus system, and cmpnents f UTA s prpsed cre bus netwrk that are depicted in the 2013 UTA Netwrk Study. Nrth-Suth bus rutes depicted in the UTA netwrk study are rutes n Nrth State Street, 500 East Streets, 900 East Street, Highland Drive/1300 East Street, 2100 East Street, and Fthill Drive. East- West rutes depicted in the 2013 netwrk study are 2100 Suth, 100 Suth, and Nrth and Suth Temple streets. 15 UTA has nt yet designated a cre rute service but is scheduled t finish a study f cre rutes in 2018 and implement cre rute service in UTA already perates 15-minute-frequency bus service n Redwd Rad (Rute 217); 200 Suth Street (Rute 2); 2100 Suth and 2100 East streets (Rute 21); State Street Nrth (Rute 200); 500 East Street (Rute 205); 900 East Street (Rute 209); and Highland Drive and 1300 East Street (Rute 220). Current bus service n the rutes appear t clsely fllw the UTA s Netwrk Study s cre service netwrk. The length f the rutes and service frequency als mirrr the cncept f a Frequent Transit Netwrk. Accrding t the prpsed Transit Master Plan: The FTN is designed t serve lng, direct citywide crridrs. This includes TRAX light rail, Bus Rapid Transit, and ther frequent bus mdes that are riented t serve lnger-distance trips and have a lnger spacing between stps. 17 One tl the master plan prpses t use t gauge an area s readiness fr the kind f transit perated there. The frmula is based n transit industry standards. The frmula: Operate light rail in areas where there are 12 t 24 r mre husehlds per acre and/r 16 t 32 r mre jbs per acre. Operate Bus Rapid Transit in areas where there are 10 t 15 husehlds per acre and/r 12 t 20 jbs per acre. Operate buses every 15 minutes in areas where there are 10 t 12 husehlds per acre and/r 12 t 16 jbs per acre. Operate buses every 30 minutes in areas where there are 6 t 10 husehlds per acre and/r 8 t 12 jbs per acre. 5 A case in pint invlves zning alng 200 Suth and 700 East streets. The prpsed master plan identifies 200 Suth Street as a place where a Frequent Transit Netwrk shuld be implemented first, and recmmends as a lcatin fr a secndary transit statin a place smewhere in the vicinity f where 200 Suth and 700 East streets intersect. The prpsed master plan des nt include detail n the lcatin, size and capacity f a secndary transit statin. 22 A cncept f a prpsed facility prepared as part f a grant applicatin fr federal funds t help build a transit statin shws a structure that appears t span bth sides f within a street right f way. (Please see attached graphic.) Zning alng 200 Suth Street, mstly multi-family residential, residential ffice, and ne area zned as Cmmunity Business des nt allw a bus a bus line statin r a terminal as a permitted use r a cnditinal use, accrding t the land use tables in City Cde 21A It might be nted that the applicatin did nt receive federal funds. 23 The City s authrity, particularly the City Cuncil s authrity, t change land use zning is ne f tw majr factrs, Mr. Brennen said, the City has t influence the future f transit. The City s wnership f streets n behalf f the public is the secnd factr, he said. Zning alng transit crridrs als might be a ptential way t spread equitable husing. The City has supprted cnstructin f a variety f affrdable- and market-rate husing n Nrth Temple Street, a street zned as a transprtatin mixed-use area. Affrdable husing is part f three prjects n 400 Suth Street including redevelping the Barnes Bank prperty n 400 Suth 300 East Streets. Fur Hundred Suth is an area zned as a transprtatin urban center. In additin, the City Cuncil in June 2016 adpted amendments t the Sugar Huse Master Plan t allw an extra 15 feet n the maximum building height n buildings in areas zned as Frm-Based Sugar Huse Cre fr residential uses if a minimum f 10 percent f the units are affrdable husing. 24 FINANCING THE TRANSIT NETWORK Develping the transit netwrk incrementally based n UTA s available funds. Finding additinal funds t speed up implementing the netwrk n a larger scale. Part f the August 8 discussin amng City Cuncil members was implementing mre f the plan n prpsed transit crridrs s increased service wuld be apparent t the public. UTA Chief Executive Officer Jerry Bensn estimated that it wuld take abut $1 millin a year t perate crridrs with 15-minute service end t end, all day. He suggesting picking ne rute a high value rute and wrking with the City t find financial resurces t create an example f a city and UTA wrking tgether t fashin a rute with effective transit service. 25 The Transit Master Plan recmmends a high level f capital investment n State Street, 100 Suth, and 200 Suth, as initial phases fllwed by mderate investment n Tier 1 crridrs and then Tier 2 crridrs ver 20 years. 26 (Please see attachment Crridrs fr Capital Investment.) The cst fr UTA t perate lcal bus rutes in Salt Lake City in 2014 was abut $16 millin. 27 Implementing the plan cmpletely in abut 20 years, may cst an additinal $7.7 millin a year in perating csts. 28 One ptin t mve the Frequent Transit Netwrk frward is t have Salt Lake City pay UTA t increase bus frequency r span f service n a rute. 29 The City wuld have t identify a revenue surce t accmplish the ptin. Fr areas f the City that d nt receive transit service, ne ptin wuld invlve the City r UTA r bth in negtiating with a ride-sharing service such as Uber f Lyft t prvide service t transit stps. The plan estimates the annual cst net cst t Salt Lake City wuld be rughly $500,000 t $900, The City wuld have t identify a revenue surce t accmplish the ptin. 6 It shuld be nted that t City Cuncil staff s knwledge there is n mney at present in Salt Lake City s r the Redevelpment Agency f Salt Lake City s budgets allcated fr streetcar prjects. Althugh sme discussin at the August 8 meeting invlved the absence f a streetcar system in the Transit Master Plan, the plan includes sme aspects f streetcars and a streetcar system. Accrding t the prpsed master plan, The existing light rail and streetcar system already prvides frequent service. 32 The master plan is intended t build ff this cre netwrk by identifying a high-frequency grid cmprised f bth rail and bus service. 33 Again, ne gal f the Transit Master Plan is t fster a netwrk that is a stable, relatively unchanging part f the transit system s that riders can rely n it as they d the TRAX system. 34 The prpsed master plan did nt directly include future light rail imprvements r rutes because they emerged frm lcal r reginal plans that have already cnducted a detailed study t refine the preferred transit mde fr the crridr. 35 Hwever, in the capital investment sectin the study listed rail prjects as additinal prjects supprted by Salt Lake City. They include: TRAX imprvements including the Black Line and ther dwntwn netwrk enhancements. These enhancements wuld reslve capacity issues necessary t enable direct TRAX service between the Airprt and the University, tw f Salt Lake City s majr travel demand generatrs. Dwntwn Streetcar cnnecting t the University f Utah. The Transit Master Plan crridr analysis supprts transit investments in a dwntwn streetcar including a cnnectin t the University. The analysis shwed strng demand fr east-west travel between Dwntwn and the University f Utah. The lcally preferred alternative includes prtins f 200 S (west f W Temple Street), 100 S, and S Temple Street. An additinal cnsideratin fr the prject culd include crdinatin with the plan s recmmendatin t develp a transit center in the vicinity f 200 S. and 500 E. (sic) 36 The master plan als references the S-Line in Sugar Huse. Accrding t the prpsed plan, extending the line was: Included as an element f the 900 E crridr in the Transit Master Plan crridr evaluatin. The 900 E crridr is part f the FTN and is als included in the Transit Master Plan capital recmmendatins fr Enhanced Bus. The plan will supprt evlving capital recmmendatins frm the Sugar Huse Streetcar prject that wuld imprve utility f the line, e.g., an extensin t 1700 S (cnsistent with Reginal Transprtatin Plan) with a cnnectin t the 900 E FTN crridr. A future extensin alng 900 E culd cnnect t TRAX service at 400 S. 37 It might be nted that the three transprtatin ptins the Wasatch Frnt Reginal Cuncil presented t the City Cuncil n July 25, 2017, as ptential cmpnents f the next Reginal Transprtatin Plan in 2019 include: Optin 1 Streetcar prject n 200/100 Suth streets; bus rapid transit n State Street and 1300 East Street. Optin 2 TRAX Black Line (airprt t University f Utah direct, alleviating the bttleneck at 400 Suth Street); S-Line extensin n Highland Drive t Hlladay City Center. Optin 3 Frequent, direct bus service that utilizes Salt Lake City s gridded street netwrk; S- Line extensin nrth t cnnect t TRAX Red Line. Decisins made abut the Transit Master Plan may influence which f the three ptins r a melding f the ptins that the Wasatch Frnt Reginal Cuncil submits fr public cmment in Given that, here is a recap f ptential streetcar rutes in Salt Lake City: S Line On May 7, 2013, the City Cuncil adpted Jint Reslutin N. 19 f 2013 that described the lcally preferred alternative fr the secnd phase f the S Line t cntinue alng the Sugarmnt crridr, then thrugh Simpsn Avenue t Highland Drive and turn nrth alng Highland Drive, turning int 1100 East, until 1700 Suth. 38 Page 6

7 As referenced in the prpsed master plan, a ptential future extensin f the line als was described at a December 5, 2016, Transprtatin Advisry Bard meeting as turning west n 1700 Suth Street until it reached 900 East Street, and then in the lng term turning nrth and cntinuing t 400 Suth Street. 39 Dwntwn Streetcar Line Althugh the City Cuncil delayed final cnsideratin f a lcally preferred alternative fr a dwntwn streetcar until it adpts a transit master plan, a recmmended preferred alternative is a phased apprach cntaining the fllwing elements: A streetcar line starting at 500 East Suth Temple Traveling suthbund t 100 Suth Street Turning eastbund alng 100 Suth t west Temple Street Turning suthbund t 200 Suth Street Turning westbund n 200 Suth until cnnecting with existing TRAX lines at 400 West Street. The alignment was determined in a previus analysis t have the highest ridership, and statins at Suth Temple and 100 Suth streets culd be ptential future extensins t the University f Utah. (Please see attached graphics Draft Dwntwn Streetcar Recmmendatins and Outcmes.) Anther future extensin invlves extending the TRAX Red Line n 400 Suth westward until it reaches 600 West Street and turns nrth t the Salt Lake City Central Statin. A ptential third streetcar line wuld link the Dept District t the Granary District by intersecting the future 400 Suth TRAX extensin and turning suthbund alng 400 West Street t 900 Suth Street t access the Granary District. In additin, there are diagrammed TRAX extensins alng 400 West Street between 200 Suth and 400 Suth streets, and n 700 Suth Street between 400 West and 200 West streets. 40 In a fllw up t the August 8, 2017, Cuncil wrk sessin, the Transprtatin Divisin prvided figures cmparing ridership numbers fr the 100 Suth rute with ridership numbers fr 200 Suth Street. The latter street befre the study was cnsidered the mst likely first sectin f a dwntwn streetcar system. Again, the numbers prvided indicated a higher number f ptential riders alng 100 Suth Street than 200 Suth Street. Hwever, befre the City Cuncil ultimately adpts a lcally preferred alternative rute in the future, the Cuncil may wish t cnsider the fllwing pints and questins: The prpsed Transprtatin Master Plan describes 200 Suth Street as ne that perfrmed strngly in the Transit Master Plan analysis and is recmmended as a primary east-west transit crridr fr bus (and ptentially future bus rapid transit and/r streetcar) service between dwntwn and the University. 41 Hw des 100 Suth Street perfrm under the prpsed master plan s jbs per acre and husehlds per acre threshld frmula? 8 ADDITIONAL & BACKGROUND INFORMATION Fthill Cultural District The cmbined nine venues that cmprise the Fthill Cultural District are Hgle Z, This Is The Place, Natural Histry Museum f Utah, Red Butte Garden, Frt Duglas Military Museum, The University Guest Huse Htel, Utah Museum f Fine Arts, The Twer at Rice-Eccles Stadium and Tracy Aviary. The ttal annual attendance is estimated at 2.5 millin peple. The ttal annual admissin revenue is estimated at $45 millin. The figure des nt include revenue frm fd, ldging suvenirs, gifts, and incidentals. Recent studies have shwn that the average visitr spends $24.60 per persn per event beynd the cst f admissin, accrding t Linda Hunt, Fthill Cultural District executive directr. Sme f the venues are accessible yearrund via transit. Sme are accessible seasnally. A substantial prtin f all transit trips begin r end in dwntwn Salt Lake City r the University f Utah area 70 percent in Salt Lake Cunty; 57 percent frm Davis Cunty; 24 percent frm Weber Cunty; and (befre Frnt Runner began perating in Utah Cunty) 19 percent frm Utah Cunty. 42 Six percent f Salt Lake City residents take transit t wrk; 2 percent f all trips in Salt Lake City are made n transit. 43 Ttal transit ridership n all lines that tuch Salt Lake City increased by 28 percent between 2011 and 2014; bardings in Salt Lake City in the same perid increased by 13 percent. 44 (Cuncil Staff Nte: The increase might be due t the cmpletin in 2013 f UTA s Frntlines Prject in which five rail lines were built.
