Crrespndence: Mr. Lyman nted that the nly crrespndence received was abut the Hrizntal Curve Safety Prgram signs and will be discussed later in the meeting under Unfinished Business. 5. First Selectmen s Reprt A. Bard f Selectmen Prclamatin: In hnr f Selectman Malavasi s retirement, Mr. Lyman read a Prclamatin frm the Bard f Selectmen in his hnr. The public in attendance applauded Mr. Malavasi wh thanked them fr putting their trust in him and electing him t tw terms n the Bard f Selectmen. He als stated that it was an hnr t serve with the Twn s ther Selectmen. Mr. Lyman als reprted n the fllwing: Electrical Outages Eversurce had advised him that 99% f the Twn s electrical service will be back up as f nn n Thursday (11/2). He nted that 10% f the Twn s residents are currently withut pwer and three rads are still blcked by fallings trees, ples and/r pwer lines. Eversurce Rate Increase He was ntified that Eversurce will be submitting a rate increase request t the CT Public Utilities Regulatry Authrity (PURA). He nted that the expected increase will be apprximately 6%. 1

2 Abductin Incident He reviewed a timeline f the events and ntificatins surrunding the recent abductin incident in East Haddam. He reprted that the CT State Plice s Majr Crimes Unit handled the incident and his cntact there admitted that there was a breakdwn in cmmunicatins with the Twn. He further nted that he had fllwed the State Plice s instructins regarding what infrmatin he culd release t the public in his ntificatins. Mr. Lyman advised that he has asked the schl superintendent t cntact the State Plice and instruct them t ntify him immediately, in the future, whenever there is an incident at r invlving ne f the Twn s schls. B. Municipal Office Building Cmmittee Update Craig Mansfield: Mr. Lyman recgnized Mr. Mansfield wh prvided an update n the renvatin wrk in the new Municipal Office Building. He nted that the prject is n schedule and n-budget. He advised that the expected substantial cmpletin date is prjected t be n r abut January 19 th with a mve-in date planned fr mid- February. He nted that the cmmittee is very pleased with the wrk Dwnes Cnstructin is ding n the building. C. Twn Wide Radi System Cmmittee Update Craig Mansfield: Mr. Mansfield reprted that the state is wrking with the cntractr f the Munt Parnassus Twer t reslve a leak issue and the Twn cannt hk-up t the twer until that issue is reslved. He further advised that the Bard f Educatin and Planning & Zning Cmmissin have apprved a lcatin n the back side f the new Middle Schl fr a secndary radi twer site. He nted the cmmittee has been wrking with the Gdspeed t allw the Twn t place a few small antenna n the rf f the Opera Huse which will be the Twn s third site, cvering the CT River area. He stated that the antenna currently lcated at the Twn Annex will be relcated t the tp f the Gdspeed Opera Huse rf when the municipal ffices mve t the Mdus lcatin. In respnse t a questin raised by Ms. Link, Mr. Mansfield advised that very little f the budget fr this prject has been spent t date. 6. Citizen s Cncerns The fllwing citizen s cncerns were discussed at the meeting: In respnse t a questin raised by Ms. O Byle, Mr. Mansfield advised that the Gdspeed will nt charge the Twn t lcate the antennas n the Opera Huse rf. In respnse t a questin raised by Mr. Crss, Ms. Varricchi advised that any Twn emplyee wh is issued a Twn credit card, must agree t and sign a frm utlining the plicy fr the prper use f the card. Regarding the recent abductin incident in Twn: In respnse t a questin raised by Ms. Riling, Mr. Lyman cnfirmed that he did speak with the State s Attrney regarding the incident and that several f the facts he prvided in his ntificatin(s) were clarified. Ms. Dickinsn expressed her cncern that Channel 3 News reprted mre details abut the incident than was prvided in Mr. Lyman s ntificatins and Mr. Lyman reiterated that he had fllwed the State Plice s instructins regarding the infrmatin he culd prvide t the public. 2

3 Mr. Bergern als expressed cncern abut what he perceived as a lack f infrmatin in Mr. Lyman s ntificatins and nted that he has tw small daughters he needs t keep safe. In respnse t Ms. Riling s suggestin that the Emergency Management Directr shuld have crdinated cmmunicatin with the State Plice and the public, Mr. Mansfield advised that, as Emergency Management Directr, he is charged with managing the Twn s respnse t large scale emergency situatins. He stated that he was unaware f the incident at the time it was ccurring and that his name was nt used in any f the ntificatins. Mr. Mansfield further nted that, had he been invlved, he wuld als have fllwed prper prtcl and nly released infrmatin t the public as authrized by the State Plice. 7. Unfinished Business A. Shagbark Slar Prject Discussin: There was n new update n this agenda item. B. Slid Waste Facility Ordinance Amendment/Transfer Statin Discussin: Mr. Lyman reprted that there are currently six vlunteers fr the Transfer Statin Cmmittee. He nted that the cmmittee will have five regular members and tw alternate members. He expects the Bard f Selectmen will appint seven members t the cmmittee at their next regular meeting. C. Ordinance Cdificatin Discussin: Mr. Lyman reprted that the draft rdinance bk has been upladed t the Twn s website fr citizens t review. D. Senir Center Usage Discussin: There was n discussin regarding this agenda item. Mr. Malavasi stated that he hped as many Twn rganizatins as pssible can use the Senir Center. E. Plan f Cnservatin and Develpment: Mr. Lyman called the Selectmen s attentin t an updated draft f the Bard s sectin f the Plan f Cnservatin and Develpment. He nted that the changes they discussed at their Octber 18 th Special Meeting were incrprated int the draft and he asked the Selectmen t review the changes. Mtin made by Mr. Lyman, secnded by Mr. Malavasi, t recess the meeting in lieu f the scheduled Twn Meeting. Unanimus aye. The meeting was recessed at 7:53 p.m. and recnvened at 8:26 p.m. F. Hrizntal Curve Safety Prject Update: Mr. Lyman reviewed the histry f the prject and stated that ther twns have als expressed cncern abut the type and number f signs being installed. He advised that any individuals that remve the signs will be charged with larceny by the state and any twns that remve signs prir t them being turned ver t the municipality will be charged fr the cst f the signs by the state. He nted that the state has already impsed significant bills n tw twns fr their remval f sme hrizntal curve signs. Mr. Lyman reiterated his plan t hire a traffic engineer t appraise the placement and number f signs after the prject is turned ver t the Twn. He nted that the UCnn Safety Circuit Rider may als d the appraisal fr n charge. Mr. Lyman asked Mr. Walter, wh was First Selectmen when the Twn applied fr the prject, t prvide sme additinal backgrund. Mr. Walter stated that the State s Hrizntal Curve Safety 3

4 Prject came t the Twn s attentin arund the same time he and Public Wrks Directr Lunt were reviewing several ptentially dangerus rads in Twn fllwing traffic deaths n Eli Chapman Rad and Rute 149. He stated that they bth felt it wuld be a gd idea t participate in the grant; hwever, he feels that the reality des nt fit with what he believed was the prpsed intentin f the prject. He nted that he and Directr Lunt wrked with the state s Safety Circuit Rider prir t their decisin t participate in the state s grant and recmmended the Twn use the same resurce t re-evaluate the signs nce the prject is turned ver t the municipality. 8. New Business A. Beer & Wine Apprval Request Grange Hall: Mr. Lyman called the Selectmen s attentin t an in the meeting packets frm Recreatin Directr Quinn, dated Octber 13, 2017, requesting permissin fr a BYOB Beer and Wine event at the Grange Hall fr a Cinema Film Shwing n January 13, Mtin made by Mr. Lyman, secnded by Mr. Malavasi, t apprve a BYOB beer and wine event at the Grange Hall fr a Cinema Film Shwing n January 13, Unanimus aye. B. Bard/Cmmissin/Cmmittee Changes (EDC): Mr. Lyman advised that he had spken with Ms. Rubenbauer wh infrmed him that, while she wuld like t cntinue t serve n the Ecnmic Develpment Cmmissin, health issues prevented her frm ding s. He nted that she had agreed t send him written cnfirmatin f her intentin t resign frm the Cmmissin; hwever, he has nt yet received that cmmunicatin and he feels that she has larger issues t deal with at this time. Tax Refunds: Mr. Lyman called the Selectmen s attentin t ne tax refund. Mtin made by Mr. Lyman, secnded by Ms. Link, t award a tax refund in the amunt as presented: $ t JP Mrgan Chase Bank. Unanimus aye. 9. Public Cmment: The fllwing public cmment was discussed at the meeting: In respnse t a questin frm Ms. Armstrng, Mr. Lyman stated that hiring a traffic engineer t advise the Twn n whether r nt t remve hrizntal curve signs, and which nes, wuld prvide the Twn with a defense in curt if there is an accident at a site where signs were eliminated. He emphasized, hwever, that it wuld nt guarantee the Twn wuld win if a law suit were filed against it. The fllwing cncerns regarding the state s Hrizntal Curve Safety Prject were raised at the meeting: In respnse t a cncern raised by Mr. Gelstn, Mr. Lyman advised that the state did nt prvide him with a prjected cmpletin date fr their Hrizntal Curve Safety Prject. Mr. Gelstn 4

5 stated that it was his pinin that the night-time glare frm the new signs cause a greater hazard than if there were n cautinary signs psted. Mr. Rse expressed cncern that visitrs t his hme culd be at an increased risk if an accident ccurs upn their leaving his driveway because the signs limit the liability f the state. Ms. Guidi submitted a petitin t remve the signs and advised that she wuld cntinue t cllect signatures. Mr. Lyman stated he wuld send the petitin(s) n t the CT Department f Transprtatin Cmmissiner. Mr. Dill expressed cncern that if the safety signs are remved, in any lawsuit against the Twn, the state s engineers pinin wuld verride the pinin f any traffic engineer hired by the Twn. Ms. Dickinsn suggested checking t see if the state s guidelines fr psting traffic safety signs have changed because there seems t be many mre hrizntal curve signs being installed than what the public has been used t seeing. Several ther members f the public restated their cncerns abut the number f hrizntal curve signs being psted and the resulting night-time glare frm the signs. Several members f the public viced differing pinins regarding the use f Facebk fr accurate infrmatin n public safety issues. Mr. Lyman and Mr. Mansfield prvided infrmatin abut the Twn s Everbridge ntificatin prcess and encuraged citizens t sign-up fr the emergency ntificatins. Ms. Blaschik thanked the Selectmen fr prviding the citizens with lcatins fr shwers, t pick-up ptable water, and fr charging electrnic equipment after the weekend s strm and cnsequent widespread pwer utages. 10. Selectmen s Discussin: Mr. Malavasi nce again thanked the citizens and Selectmen fr allwing him t serve n the Bard f Selectmen fr tw terms. He als thanked Ms. Zemienieski and Ms. Varricchi fr their assistance during his term. 11.
