1 Infrastructure and Level f Service Parkway Emplyment Center Small Area Plan Stakehlders Meeting January 25, Refers t human-engineered infrastructure fr water resurces (such as water, wastewater treatment, pipelines, and reservirs), pwer lines, fiber ptic/cable cnnectivity, and public facilities such as schls, fire, and plice. Grup #1 Findings: 216 multi-family units apprved: Sanitary sewer main built and accepted. Maps need updating t shw 8-18 lines by Service Authrity. New signal t be cnstructed. On-site grading plan. Texas Dnut style develpment. Tpgraphy is very tugh, large scale grading is very difficult with 80 f vertical break. What are the prpsed infrastructure plans in the nrth f the study area? Rads in the suthern prtin f the study area are strng/well develped. Rad infrastructure is the next step, which will lead t water line extensins. Willingness t dedicate land fr the extensin f the Summit Schl Rad? Grup #2 Findings: What is the rle f industrial uses in the study area? Is a cnventin center feasible due t the lcatin with military bases/federal ffices in DC? Parking: pssible infill develpment w/garage parking cnstructed at VDOT Park & Ride. High quality architecture, use in view sheds alng Catn Hill Rad. Cyber security is an ptin fr the area. New schls culd be built with an alternative design in the eastern part f the Cunty since nt much space is available fr them. Grup #3 Findings: Aging utilities (50+ years) are in need f an upgrade. The high vltage pwer lines may be an pprtunity fr trails, but will need t crdinate with Dminin Energy regarding access. There is a desire f residents fr a bike trail t cnnect t the Park & Ride lt. Pwer lines prvide an pprtunity fr secure ffices, redundancy fr sensitive/secure develpments. Preserve sme park areas and green space. Opprtunity fr native flwers and lw in height shrubs/bushes. There are extensive RPA areas, sme areas are difficult/unable t build. Need fr Great Oaks Drive t be extended in the DMV. There are seven cmmuter lts and an auxiliary lt; they d nt functin very well. Factr in an aging ppulatin fr future plans. 1

2 Grup #4 Findings: Opprtunity fr secure black fiber lcatins fr cybersecurity/federal uses. There are sme wells in the study area, why? Desire fr high quality emplyment. Optin t re-align a prtin f verhead lines. There is a need fr schls and libraries in this part f the Cunty. Transprtatin Grup #1 Findings: Minnieville Rd is a great resurce. Transprtatin facilities meet the current demand. Culd cnnect Summit Schl Rd and Telegraph Rd. Nt very walkable r bikeable. Opprtunities: Increase the use f public transit, especially PRTC. Wrk/live can wrk fr sme peple. Structured parking with cmmercial/retail spaces. It is a gateway. Cnduct a ridership study/survey f cmmuters. Transprtatin Oriented Develpment fr the existing cmmuter lts. This area is a bedrm cmmunity, s nt sure if wrk/live wuld wrk. Parking in the cmmuter lt requires enfrcement. Grup #2 Findings: There are three majr rads cnnecting/surrunding the study area. Planned rad infrastructure including bike/pedestrian access t the cmmuter lt. Hrner Rd cmmuter lt is nt well designed. 2

3 Opprtunities: Create mre cnnectivity fr pedestrians/cyclists trying t get t the cmmuter lt. Pedestrian and bicycle paths that cnnect nearby residential areas t the cmmuter lts (culd use the RPA s t create trail cnnectins straight t the cmmuter lts). Design Hrner Rd cmmuter lt as a structured parking lt & reduce the parking ftprint. VRE cnnectin in the future? Telecmmuting is grwing. Nn-cnfrming use lts. Telegraph Rd and Minnieville Rd crssings are an issue, they are cnfusing. New prffer legislatin leads t fewer transprtatin imprvements fr residential prjects. Grup #3 Findings: Cmmuter lts keep expanding. Cmmuter lts are clse t I-95, which can result in cngestin. Nt a strng culture fr cmmuting by bus. Opprtunities: Trees alng shared use paths. Cmmuter lts culd g up with structured parking. Park & Ride satellite lts ut west. Strengthen intra-cunty transit system Increase number f bus stps and rutes. Park & Ride fr lcal residents. Cnsider access fr disabled/elderly. Safer bike/pedestrian crssing/cnnectin between cmmuter lts. On street parking is prblematic in the cmmuter lts due t lack f enfrcement. The cst f public transprtatin can be higher than driving a private vehicle. Grup #4 Findings: Access t I-95 crridr Visibility frm I-95. Buses have lw ridership. Is this due t slugging? Tpgraphy is a challenge. There are envirnmental quality issues. 3

4 Opprtunities: Extensin f Great Oaks Drive t Catn Hill Rd. Shuld be added t the Cmprehensive Plan. Cnsider buying ROW t ensure Summit Schl Rd cnnects t Telegraph Rd. Park & Ride facility is a great suthern gateway t PWC. Land values d nt justify structured parking. Telegraph Rd is underutilized and puts pressure n Minnieville Rd. Ecnmic Develpment/Land Use All Grup Findings: Pwer lines prvide redundant pwer. Access t I-95. Fiber ptic lcatin/density in r near the study area? Utilities are present and available fr extensin. Diverse wrkfrce. Cmmuter lt access. Large, vacant parcels. Visibility frm I-95. Access t I-95, Frt Belvir, and Marine Crps Base Quantic. Sewer has been extended. Water is accessible. Public transit, buses. Cyber security pprtunities. Gd wrk frce mix. Cmmuter lts are an inefficient use f space/land. I-95 can be a traffic bttleneck. The cst f extending Summit Schl Rd is likely expensive. Envirnmental resurces limit sme pprtunities fr develpment. Lack f existing infrastructure. Pwer lines create develpment cnstraints. Cultural Resurces/Green Infrastructure All Grup Findings: There are existing trees, natural spaces, and stream crridrs. There are three cemetery sites. Specimen trees and the frest canpy. Pwer line crridrs divide the study area. N safe bicycle/pedestrian access t the cmmuter lt. Nise frm I-95 and Prince William Parkway. Steep tpgraphy; add steep slpes f 15-25% n the base maps. Develpment pprtunities are challenged by many cnstraints, such as tpgraphy. Nt much data n cultural resurces/histry. Nt much public/pen space wither passive r active in this part f the Cunty. Lack f active recreatin and sprts fields. Opprtunities: May cntain cultural resurce sites, pssible pre-cntact archaelgical sites. Emplyees like pen space, can incrprate in the design f new develpments. Check fr an inventry f natural resurces. Preserve pen/park space, especially since there is demand in the eastern part f the Cunty. Trails, bth walking and biking alng stream crridrs. Active recreatin. 5

Fund a study fr cultural resurces identificatin, perhaps fund frm the CIP. Build in resiliency t use existing natural resurces fr strmwater management. Demand fr a passive use park. Cnnect natural features with trails. Lk at maps with greater detail fr envirnmental features. Cnsider the macr view f the regin fr level f service. Need a catalyst t mve develpment frward. Cnnect the dts/crdinate between the varius disciplines invlved in the future f PEC. Cnnect in a cmprehensive and practical way. Analyze what green space is accessible.
