3 PUBLIC ENGAGEMENT FEEDBACK The pen huse was very busy but the staff were the mst helpful and friendly f any pen huse I've ever attended. Generally at pen huses, especially transprtatin-related nes, I feel talked dwn t by representatives frm the cnsulting firms. Here, they tk the time t listen and have a respectful cnversatin and share ideas. Thank yu very much fr a well-run pen huse! Appreciated being able t attend the first library stakehlder meeting (wasn't available fr subsequent nes). Appreciated all the stakehlder cnsultatin. It seems like an exciting prject. 4 FEEDBACK FORM FINDINGS Since respndents t the feedback frm are self-selecting, the results are nt scientific and nly prvide a summary f the respnses received. This means that n estimates f sampling errr can be calculated and therefre n margin f errr is attributed t the results in the reprt. Name and were ptinal, with the pstal cde as cmpulsry t cmplete the n-line survey. The majrity f survey respndents reside in the City f Winnipeg s electral ward f River Heights Frt Garry. See map in appendices fr participant place f residence. Survey participants were asked abut their mtivatin t visit Grant Park. 48% respnded they visit Grant Park t play r participate in recreatin. 5 Survey participants were asked abut their varius mdes f travel t Grant Park and asked t identify all that apply. The majrity (91%) f respndents travel t Grant Park by car, and ne third f participants als including walking t Grant Park and ne quarter als nted travelling by bicycle. Survey participants were asked what facilities they use when cming t Grant Park. Participants were asked t indicate all that apply. 6 Survey participants were asked abut their level f supprt t relcate the River Heights Library t the Grant Park site. 57% f respndents supprted the additin f the library, with 28% ppsed and 15% unsure. Of the 181 respndents, 125 prvided further cmment when asked why they d r d nt supprt the additin f the River Heights Library t the study site. The supprting cmments fcus n imprved facilities and cnvenience t ther campus amenities. Respndent s greatest cncerns fcus n decreased neighburhd access/walkability and increased parking cngestin at the Pam Am site. Cmments (un-edited) as fllws: Old site is cramped with n rm t expand. 7 The larger space with mre amenities in a higher traffic area wuld be great. This is nt that cnvenient fr River Heights residents. I will have t chse t g t either the Grant Park lcatin r the Charleswd library withut a mre centrally lcated library. Neither f thse libraries has cnvenient parking. The Pan Am pl and Clinic parking lts are frequently quite full and even with add parking fr a new library, I dn't anticipate the parking situatin will imprve. Nt if it means taking away the sccer fields. Libraries are becming less relevant. Cst desn't necessarily justify creating a new library. The nly way I wuld supprt a new library is if there was adequate pen space fr artists r musicians t be able t hld perfrmances. The library is ur primary, we use it a lt but it is sadly ut f date and parking is brutal. A mre mdern ne is definitely necessary, as the ld ne has utlived its usefulness. The lcatin is nt cnvenient This mves it frm being in the heart f the cmmunity t the periphery. Less peple will be able t walk there, increasing the cmmunity members need t use their car. What's the advantage f relcating, I walk t the library nw The Existing Facility has a "lng and strng" place in the neighburhd where it is lcated. It is easily accessible by transit, walking and cycling and car. It is a well resurced library in terms f reading material, special services materials (i.e. audi), children s' bks and mre. It is always very busy. It is a neighburhd institutin, hme t imprtant life experiences, and special memries fr multiple generatins f families living in the area. Mving it t the new study site is a mistake as it will be further away frm its catchment area which is a mature residential neighburhd (River Heights) and mve it t the Grant Park neighburhd which has n residential t the suth and very little residential t the east. Yur next questin is imprper as yu dn't ffer the ptin fr ther respnses, fr instance: nt at all; ther. Libraries aren't being used as much thanks t the Internet. Current library is t small with n parking I use the library weekly...i wuld lve t walk there!!! The library's current lcatin is central t the River Heights cmmunity. Mving it t Taylr wuld mean getting in a car and driving t that area. Please keep River Heights Library in River Heights. Libraries are a dying thing While I like the idea f a new and imprved library, I like the lcatin f the existing River Heights library. I understand that repairs and maintenance are needed fr the RH library but given the trend twards digital access fr library materials, I questin whether building a new library is financially feasible. T put it bluntly, where is the best use f taxpayer dllars? Is it cheaper t retrfit the existing library? What wuld be dne with the land is the RH library is mved? Hw much wuld this new library cst? Traffic/Parking cncerns. Hard t find parking spts nw especially hen Pan Am Pl has swim meets. T cngested an area! Difficult t get in and ut f what I presume is the parking fr library. My daughter may attend Grant Park High Schl s it will als be cnvenient fr her t access the library. I dn't see that the library fits in with the purpse f the ther buildings. Parking is ften difficult as it is and with new buildings I believe there wuld be mre f a parking prblem. I prefer the present lcatin, as it is very accessible t the cmmunity by bus and walking. If a new library were t be built, I wuld prefer t see it cmbined with anther f the buildings instead f a stand-alne building. I als wuld nt want t see the trees cut dwn. It is currently a cmmunity library in the heart f the River Heights residential area. Thus, it is highly accessible fr families in the neighburhd. Putting it at Grant Park means yu're asking families t drive cars t get there. N ne wants t bike r walk with their family alng a 4-lane, fast-mving thrughfare [Grant Ave.]. This mve makes n sense t me. I use the library regularly. It is lcated in the cmmunity, adjacent schls and used by residents wh walk t is. It is integral part f the cmmunity and t be adjacent t sprts facilities is cntrary t senirs' needs. The charm f River Heights is being able t walk t services WITHIN the neighburhd. Pre-teens and early teens can safely walk t the library n their wn. The new lcatin is a real lss fr families with children under 12 in River Heights. Parking will be a nightmare. Put it in Pan Am pl - lts f space there Mre peple wuld use the library I grew up n Queenstn Street between Fleet and Crydn and the library was an imprtant study/research site fr me during my schl years (Grade 6-Unic) especially when I did nt have a vehicle. Grant Park High Schl was a lng walk and NOT OPEN utside f schl hurs. I have lived n Waverley, Waterl (Acad-Cres) and nw n Brebank and have always used this branch frequently and easily by ft r by car. There is n indicatin that cultural events wuld ccur are the prpsed centre s that leaves n the library s as a literary asis n a sprts field. McNally at Grant Park allws fr reading/brwsing at this site already. I think the city culd add a wheelchair access elevatr t the Crydn site as they did t the Crnish site. 10 library - a much greener ptin that driving. I think the present lcatin meets the needs f ur cmmunity best. It is easily accessible by bike and walking (and car if necessary). We have a cmmunity that values its sidewalks and uses it t access varius venues. Placing the library at GP increases car usage and CO2 emissins. NOT user friendly at all! I wuld perhaps use the library nce a mnth since I wuld have t drive!!! Presently I visit the library 2-3 times a week! Lgical t cncentrate services near bus rutes and ther services families and thers may access. Hwever, the RH library is currently centrally lcated. Mving in t the C4-RHCC area is mre central. If a new library is needed in this cmmunity, this is a gd lcatin, but I will nt visit the library I like it where it is currently situated. It has a great prximity t the elementary schl and serves as a municipal ambassadrial presence n this therwise retail/restaurant avenue. There is n N/S bus transprtatin frm Nrth River Heights (i.e. Beaverbrk + Academy - hw d we get t library by bus?); traffic cngestin already very high during schl hurs. We walk t the library at least nce and ften twice a week. It is a vital part f ur neighburhd. I see hw the Library at Cindy Klassen Rec fits s well, s the same cmb at Grant Park wuld be ideal. I use City f Winnipeg libraries weekly - walking distance t a cmmunity library wuld be great. I d g t the Crydn branch, but it's ut f my way really. I lve this idea. I primarily use the Millennium Library right nw since it is near my wrk but having a library in the Grant area wuld be a wnderful additin particularly since there are s many schls and families in the area. The current River Heights library is lcated in a primarily residential neighburhd, and gets a lt f ft traffic frm the neighburhd. It als has a bus stp directly in frnt. The Grant Park lcatin wuld require many mre peple t drive. I find it very cnvenient t have a library in a lcatin with ther facilities. This new lcatin is very accessible fr everyne. It is walkable frm where I live. As I am nt a resident f the immediate neighburhd nr am I a lng-time River Heights library user I d nt feel it is my place/decisin t supprt the library's relcatin. Let the residents and users f the library decide because they will be the nes using, r nt using, any new facility. The River Heights Library is currently t small and in need f renvatin. I'd like t see a mre exciting place fr children and specifically teens t gather t d hmewrk, read and relax. 13 Survey participants were asked abut their frequency f visiting the River Heights Library if it were added t the Grant Park site. 76% f respndents nted they wuld visit ne time per week. Tw design cncepts fr the Grant Park Recreatin Campus were presented fr public feedback. The features f each cncept were identified and the differences between the tw cncepts were briefly described. Survey participants were asked t review the cncepts and describe what they believe t be the pprtunities, benefits and challenges f each cncept, and what is the mst imprtant t them. The questining prvided a diversity f qualitative answers that ranged frm persnal cmfrt and cnvenience, imprved mdern facilities and accessibility t cncerns f parking cnstraints, traffic vlumes, cnstructin prbability and walking distances t and between facilities. Nice center is created Updated facilities and brings added value t the cmmunity Relcating the library t this mre easily accessed intersectin is a great benefit fr the cmmunity. The pedestrian crridr is a great imprvement linking the residences in the suthwest area with the shpping at Grant Park. In the past, pedestrians felt like they were trespassing when they cut thrugh the schl grunds t reach the Safeway. Enhanced amenities fr Grant Park HS. The upper weight rm at Pan Am Pl really needs t be imprved. Right nw, it is small, training machines are squashed int very limited space, the air is always bad, and access is bad frm the staircase and t washrms. This maintenance was essential t keeping the building peratinal. Maintenance t the Ice plant by Cimc was prperly dne but this Ice plant is perating beynd its functinal life span.

It is recmmended that the lighting be upgraded t LED as it is a mre energy efficient means f lighting as well as ffers greater flexibility with cntrl and dimming.2 Ice surface lighting cnsists f HID high bay type fixtures. It is recmmended that these fixtures be replaced with LED high bay type fixtures that can prvide greater illuminatin as well as additinal cntrl ptins f either multi level lighting r dimming as required fr different levels f cmpetitin r functin.3 Exterir HID lighting is installed near man drs and verhead drs. An undergrund utility feed is prvided t an 800A CSTE lcated directly utside the area f the electrical service..2 Sub distributin panels are lcated thrughut the building and are frm a variety f manufacturers.3 All distributin is recmmended fr replacement as it has reached the end f its rated life Life Safety.1 Fire alarm.1 The building is equipped with a Simplex cnventinal fire alarm system lcated in the frnt vestibule..2 Smke and heat detectrs are lcated thrughut the building. N visual signals were nted..4 The fire alarm system is recmmended fr replacement and upgraded t an addressable system which meets all current cde requirements. 150 1 INTRODUCTION 1.1 Backgrund MORR Transprtatin Cnsulting Ltd., n behalf f HTFC Planning and Design has prepared this Transprtatin Impact Study (TIS) fr the Grant Park Campus Plan and Feasibility Study. This reprt details the anticipated transprtatin impacts frm the Campus Plan n the surrunding area. 1.2 Grant Park Recreatin Campus Plan The Grant Park Recreatin Campus Plan and Feasibility Study prvides the City f Winnipeg with a cmprehensive framewrk plan fr the redevelpment f the Grant Park area, as well as guidance and directin n future investments that supprt greater recreatin pprtunities and cmmunity wellbeing. The study site includes the Pan Am Pl, Charles A. Barbur Arena, surrunding sccer fields, ancillary green spaces, and the Pan Am Clinic building cmplete with parking area. The plan, illustrated in Attachment 1, includes the fllwing primary develpments: Cnstructin f a new 14,500 ft 2 library in the nrthwest crner f the site. Cnstructin f a new 71,000 ft 2 cmmunity centre and twin ice surface arena at the suth end f the site. Decmmissining and remval f the existing Charles A. Barbur Arena. 1.3 Study Area and Analysis Scpe The study area, scpe, and apprach fr this study were develped in cnsultatin with City f Winnipeg staff and are in accrdance with the Transprtatin Impact Study Guidelines as utlined in the 2011 Draft City f Winnipeg Transprtatin Impact Study Guidelines. Figure 1 illustrates the Grant Park Campus Area limits, the TIS study area, and the TIS intersectin lcatins. This study assesses weekday PM peak hur cnditins fr the existing cnditins (2016) and anticipated build ut plus five years (2025). The fllwing describes the specific mdelling scenaris: 2016 Existing traffic vlumes mdelled n the existing rad netwrk; 2025 Future backgrund traffic vlumes mdelled n the future rad netwrk; and 2025 Future backgrund traffic and ttal develpment traffic mdelled n the future rad netwrk. The study assesses the vehicular peratin fr the seven intersectins illustrated in Figure 1 using the methdlgy utlined in the Highway Capacity Manual, facilitated thrugh the use f Synchr (versin 9) sftware. In additin, this study als evaluates transit cnnectins, active transprtatin facilities, and site access. Based n the future peratins, recmmended mdificatins t the transprtatin infrastructure are prvided. 1

Waverley Street is a nrth-suth minr arterial rad with a fur-lane urban crss-sectin. The mst recent traffic cunt in the Grant Park Campus area indicates an AWDT vlume f 13, There is a psted speed limit f 50 km/h. Waverley Street is ne-way suthbund immediately nrth f the Grant Avenue intersectin, hwever it perates tw-way thrughut the study area. In the nrthbund directin, there are NO STOPPING restrictins in place during the AM and PM peak perids. Cambridge Street is a nrth-suth residential cllectr rad with ne thrugh lane per directin. There is a speed limit f 50 km/h and parking is permitted alng the curb in the suthbund directin. The mst recent traffic cunt indicates an AWDT vlume f 6,820 2 (2016 traffic cunt) between Pseidn Bay and Grant Avenue and an average weekday daily traffic vlume f 2,600 2 (2003 traffic cunt) between Ebby Avenue and Taylr Avenue. 156 2.3 Transit Service There are several transit rutes and transit stps directly adjacent r within the vicinity f the Campus. A Park and Ride is als lcated acrss frm the campus at Cambridge Street and Grant Avenue in the Bethesda Church parking lt, further encuraging alternative transprtatin ptins. The fllwing transit bus rutes service the study area: Rute 64 Lindenwds Express prvides primarily nrth-suth service between Lindenwds and the Dwntwn. The rute services the study area at the Grant and Cambridge stp. Bus service is scheduled apprximately every 30 minutes during the AM peak perid twards dwntwn and apprximately every 30 minutes during the PM peak perid twards Lindenwds. Rute 65 Grant Express prvides primarily east-west service between Westdale and the Dwntwn. The rute services the study area at the Grant and Cambridge stp. Bus service is scheduled apprximately every 20 minutes during the AM and PM peak perids. Rute 66 Grant prvides primarily east-west service between Unicity / Pl Park and the Dwntwn. The rute services the study area alng Grant Avenue. Bus service is scheduled apprximately every 10 minutes during the AM and PM peak perids. 157 2.4 Cycling Facilities The nly existing cycling infrastructure that is part f the AT netwrk within the study area is the multi-use path alng the suth side f Taylr Avenue. This path cnnects the multi-use path n Waverley Street t the bike lanes n Harrw Street. As part f the Waverley Street Underpass prject, cnstructin is scheduled fr a new ff-street path n the nrth side f Taylr Avenue t the west f Waverley Street as well as a cnnectin n Waverley Street between Taylr and Mathers Avenue. These facilities are illustrated in Figure 4. 159 3 FUTURE BACKGROUND CONDITIONS 3.1 Future Transprtatin Netwrk Mdificatins The main mdificatins t the future study area rad netwrk are a result f the Waverley Underpass prject. The primary bjective f the prject is t prvide a grade separated crssing fr Waverley Street at the CN Rivers Rail Line, and imprve the transprtatin netwrk reliability. This wrk will als include significant intersectin imprvements t the Waverley Street / Taylr Avenue intersectin and Waverley Street / Grant Avenue intersectin. Additinally, Taylr Avenue will be twinned t the west f the study area between Lindsay Street and Waverley Street. Cnstructin n the Waverley Underpass prject began in early 2017 and is anticipated t be cmpleted by City f Winnipeg Public Wrks was cnsulted t determine any additinal planned radway imprvements. The nly planned radway repairs (within the next five years) within the study area are intersectin surface repairs at the Grant Avenue and Nathaniel Street intersectin, hwever this is nt anticipated t impact gemetry r capacity at the intersectin. N majr changes are currently prpsed t the transit netwrk in the study area (ther than minr rute changes t Rute 86 described in Sectin 2.3). 3.2 Future Backgrund Traffic Vlumes Future backgrund traffic cmprises tw cmpnents: Traffic increases related t additinal thrugh traffic grwth n the radway netwrk; and Traffic increases related t ther prpsed develpments in the immediate area. Discussins with the City f Winnipeg indicated that a traffic grwth rate f 1.0% n the arterial radways (Grant Avenue, Taylr Avenue, and Waverley Street) is apprpriate. Analysis f 2011 and 2006 census data fr the River Heights Cmmunity Area indicates an annual grwth rate f 0.2%. This study applies an annual grwth rate f 0.5% t frecast future backgrund traffic grwth n the lcal and cllectr streets within the study area. City f Winnipeg staff were cnsulted t determine what additinal develpments, if any, wuld be likely t directly impact traffic vlumes in the study area. City staff advised that the main develpment-related impact wuld be frm the build ut f the Grant Park Pavillins and the Parker Lands Redevelpment Site. Grant Park Pavillins is a 1,000,000 plus square ft mixed-use infill develpment, anchred by the recently cnstructed Walmart Supercentre and lcated n the suth side f Taylr Avenue between Wiltn Street and Nathaniel Street. The Parker Redevelpment Site has a fcus n develping a sustainable in-fill residential neighburhd situated n the suth side f the CN rail line. Traffic increases frm these develpments are assumed t be included in the future backgrund traffic grwth and are nt explicitly calculated in this analysis. Figure 5 presents the prjected 2025 backgrund traffic vlumes in the study area, based n applying the annual grwth factr t the 2016 backgrund traffic vlumes. 10

161 4 Grant Park Campus Plan 4.1 Trip Generatin Expected vehicular trips fr cmpnents f the Campus Plan were calculated based n equatins published in the Institute f Transprtatin Engineers (ITE) publicatin, Trip Generatin (7 th Editin). Trip generatin is calculated fr the fllwing Campus develpments: Library Trips fr the new 14,500 square ft library are estimated based n the ITE Trip Generatin Manual (ITE cde 590). Barbur Arena is being remved, hwever the parking lt will remain with apprximately the same number f parking stalls. 165 5 VEHICLE TRAFFIC ANALYSIS Traffic peratins at the study area intersectins during the PM peak hur were analyzed based n the methdlgy utlined in the U.S. Transprtatin Research Bard s Highway Capacity Manual (HCM) 2000 editin, using the Synchr (versin 9) sftware package. Fr the signalized intersectin analyses, the HCM level f service (LOS) 3, intersectin capacity utilizatin (ICU) LOS 4, average vehicular delay, and vlumet-capacity (v/c) rati were nted. In additin, the LOS, delay, and v/c rati fr any critical mvements 5 were identified. Fr the unsignalized intersectins, the LOS, delay, and v/c ratis were identified fr the stp-cntrlled mvements. The LOS fr every individual mvement is prvided in the Synchr reprts within Attachment D. This study assesses weekday PM peak hur cnditins fr the existing cnditins (2016) and anticipated year f full build ut plus five years (2025). This methdlgy presents a cumulative warrant pints system which takes int cnsideratin factrs such as vehicle/vehicle cnflicts, vehicle/pedestrian cnflicts, and radway characteristics. A scre f 100 r mre cumulative warrant pints is cnsidered the minimum value required t warrant a traffic cntrl signal. Althugh the methdlgy alne is generally nt sufficient backgrund fr the installatin f a traffic cntrl signal, it can be used as a pririty indicatr and when paired with safety, peratinal, and physical cnsideratins, may justify the installatin f a traffic cntrl signal. The traffic vlumes used fr the signalizatin warrant prcedure were develped using a cnservative apprach, which cnsidered the intersectin f Taylr Avenue and Cambridge Street in islatin f the ther intersectins. The prcedure requires traffic vlumes fr the AM peak, mid-day, and PM peak perids. T btain the traffic vlumes, a raw 6-hur cunt cnducted at this intersectin in 2014 was prjected t the year 2025 using the 1.0% annual grwth rate assumed in this study. Since this cunt nly includes the AM and PM peak perids, the mid-day perid traffic was determined based n the rati between AM peak traffic and mid-day traffic fr the cunt cnducted at Taylr Avenue and Pseidn Bay. The warrant analysis was als cmpleted fr an additinal scenari with future Grant Park Campus develpment traffic added. Pedestrian vlumes were nt available fr the intersectin and therefre were nt cnsidered fr this warrant. The results f the signal warrant analysis are utlined in Table 6. The Campus Plan cncept minimizes new develpment with direct vehicular access pints t Nathaniel Street. 174 5.9.1 Access t Charles A. Barbur Arena Parking Lt (Access 1) This access (access 1) is lcated n the west side f Nathaniel Street and currently serves the parking lt fr the Charles A. Barbur Arena. Future plans require this parking lt t serve adjacent sccer fields and the existing track lp. This is the nly access t the parking lt, and it serves left-turning and right-turning traffic entering and exiting the parking lt. Tw primary cncerns are assciated with this access: 1. The access is clsely spaced t the adjacent access serving the Grant Park High Schl parking lt (access 2) 2. The access is lcated in the sutheast crner f the parking lt, hence creating ptential cnflicts with vehicles parked in that crner r entering/exiting a parking space in that crner f the lt Since this access and the access serving the Grant Park High Schl are each the sle access pints fr their respective facilities, it is unlikely that either culd be remved. Hwever, it is prpsed t mve this access apprximately 8-9 meters nrth, s it is in the centre f the parking lt and prvides better vehicular flw. The City f Winnipeg Private Access By-Law states that a nn-residential, private apprach must nt exist within 3 metres f the lt line f the adjacent prperty (part 19(c)). This prpsed relcatin is within cmpliance f the adjacent prperty clause and als aligns with the apprved cncept plans fr the Grant Park Campus. Such a relcatin wuld mitigate the ptential undesirable interactin between vehicles parked at the sutheast crner f the parking lt and vehicles entering/exiting the parking lt, as well as prvide fr apprximately 3 additinal parking spaces Access t Grant Park High Schl Parking Lt (Access 2) This access (access 2) is lcated n the west side f Nathaniel Street and currently serves the parking lt fr the Grant Park High Schl. This access serves left-turning and right-turning traffic entering and exiting the parking lt. Since this is the nly access serving the parking lt, it is unlikely that it culd ptentially be remved, despite the relatively small spacing between this access and the ne serving the Charles A. 175 5.9.5 Nrthwest Access t Grant Park Mall (Access 5) This access (access 5) is lcated n the east side f Nathaniel Street and currently serves the Grant Park Mall, and the Petr Canada gas statin. This access serves left-turning and right-turning traffic entering and exiting and is ne f tw Nathaniel Street accesses serving the Grant Park Mall develpment. It is recmmended t leave the existing access unaltered Access t Petr Canada (Access 6) This access (access 6) is lcated n the east side f Nathaniel Street and currently serves the Petr Canada gas statin. This access serves left-turning and right-turning traffic entering and exiting the gas statin. The City f Winnipeg Private Access By-Law 7 specifies the fllwing rule n nn-cnfrmance f a private access (part 17(1)(a)): the private access must nt be detrimental t the safe and efficient mvement f vehicular and pedestrian traffic upn the adjacent street. The main cncern regarding this access is the clse prximity t the intersectin f Grant Avenue and Nathaniel Street. The nrth edge f this access is lcated apprximately 13 metres frm the right-f-way f Grant Avenue, and is lcated apprximately 7 metres frm the nrthbund stp line. The Transprtatin Research Bard Access Management Manual 8 defines an area surrunding an intersectin, referred t as the functinal area. The functinal area f an intersectin is larger than the physical intersectin, and includes the area where intersectin peratin and cnflicts significantly influence driver behaviur, vehicle peratins, r traffic cnditins. T manage cnflicts relating t an intersectin, the manual recmmends that n access be prvided within the functinal intersectin area. The functinal area includes the area within the fllwing distance, upstream f an intersectin, referred t as the upstream functinal distance. This distance is calculated using the fllwing frmula 8 : Upstream Functinal Distance = d + d + d D 1 is the distance a vehicle travels during the perceptin-reactin time (PRT), d 2 is the distance travelled during vehicle deceleratin t a cmplete stp, and d 3 is the queue strage length. In this case, assuming a PRT f 1.5 secnds, a design speed f 30 mph (48 km/h), and a cnservative typical queue strage f 1 vehicle, the upstream functinal distance is calculated as fllws: D 1 = 65 feet (19.8 metres); D 2 = 135 feet (41.1 metres); D 3 = 25 feet (7.6 metres) This prduces an upstream functinal distance f 68.5 metres, which indicates that access 6 is well-within the functinal area f the intersectin f Grant Avenue and Nathaniel Street, and therefre may interrupt the effective management f cnflicts at the intersectin. Accrding t the Winnipeg Technical Standards and Practices n Median Openings 9, mid-blck median penings may be cnsidered t accmmdate new facilities such as truck terminals and high-vlume traffic generatrs (shpping centres r similar cmmercial develpments greater than 50,000 square feet, recreatinal centres, etc.), when traffic peratins/safety are nt cmprmised. The ftprint f the prpsed cmmunity centre (apprximately 71,000 ft 2 ) satisfies this requirement. A secndary, right-in/right-ut nly access pint nt Taylr Avenue is als prpsed. Thrugh initial discussins with Winnipeg Transit, it was identified that a transit nly median pening fr the secnd access pint may be beneficial in the future if new rutes are added t prvide additinal service t the area. The crss-sectin then narrws t apprximately 10 m suth f the McDnalds drive-thru egress. During student pick-up and drp-ff, the signage is nt adhered t and vehicles stp alng the entire segment f Nathaniel Street resulting in slw and unsafe cnditins. The fllwing are key findings frm best practices fr schl drp-ff and pickup znes frm (1) the ITE Schl On-Site Design Briefing Sheets, (2) the Manitba Schl Area Traffic Safety Guidelines fr Manitba, and (3) Schl Area Transprtatin Safety Guidelines: Drp ff lcatin: Drp ff lcatins shuld be ne-way and access the schl prperty frm the right-hand side f vehicles. Curb frnt space shuld be maximized t prevent excessive queuing which spills back t adjacent streets. Several alternatives were evaluated t mitigate safety cncerns and imprve traffic flw during student drp-ff and pick-up times. Based n the review f best practices it is recmmended t cnstruct a defined lading area using curb bulbuts and line painting. Cnstruct tw curb bulbuts, ne near the beginning f the natural drp-ff/pick-up (apprx. 20 m suth f Grant Avenue), and anther apprximately 30 m nrth f the pedestrian crridr. 180 7 ACTIVE TRANSPORTATION ANALYSIS Althugh the campus is easily accessible, there are sme circulatin issues and pprtunities within the site. A perimeter sidewalk allws users t access the site frm surrunding neighburhds, hwever, there are few sidewalks frm the perimeter t facility entrances r linking the facilities t each ther. Alng Grant Avenue, fr example, ne sidewalk cnnects t a secndary entrance f Grant Park High Schl, while there is n sidewalk cnnecting t Pan Am Pl. During warmer mnths, infrmal paths can be seen wrn int the grass where the public has cut acrss greenspace t reach the frnt entrance f a facility. An infrmal path als exists thrugh Grant Park High Schl. Members f the cmmunity walk frm Grant Park Mall, thrugh the sutheast entrance f the high schl, exiting near the bus lp r the practice ftball field. This pathway is in pr repair and prly lit. This path f travel pses a safety risk t the schl and wuld benefit frm a frmalized east-west cnnectin thrugh the entire site. An existing frmal path cnnects Grant Park High Schl t Pan Am Pl; hwever, the site wuld als benefit a frmalized nrth-suth cnnectin, creating an verall campus netwrk. T further encurage alternative mdes f transprtatin, the Cncept Plan prpses an internal multimdal trail fr pedestrians and cyclists. The trail will create a strng cnnectin t the city s larger cycling netwrk and can ffer additinal amenities in the frms f different types f bike parking and bike repair statins. The internal multi-mdal trail als ffers pedestrians a 1.25-kilmeter lp, in additin t the existing Grant Park High Schl track and an almst 2-kilmeter perimeter sidewalk lp. The internal lp helps cnnect the facilities t each ther and an east-west pedestrian spine cnnects Nathaniel Street t Pseidn Bay. The trail will als cnnect the greenspaces f the site. Benches, pedestrian lighting, and additinal tree plantings will help enhance the pedestrian experience alng the trail, creating cmfrtable spaces t rest and relax in the sun r shade. The plan als prpses a redesign f existing parking lts t create a safer pedestrian envirnment, and a hierarchy f circulatin paths. These facilities are illustrated in Figure 10. At the Ebby Avenue and Pseidn Bay intersectin curb extensins culd be prvided t decrease the crssing distance acrss Pseidn Bay. It is recmmended that transit stps n Pseidn Bay be mved near Ebby Avenue which is n a direct pedestrian desire line t the Clinic entrance and an enhanced pedestrian cnnectin prvided between Pseidn Bay and the clinic entrance. 182 8 CONCLUSIONS AND RECOMMENDATIONS Analysis reveals the fllwing cncerning the transprtatin impacts f undertaking the Grant Park Campus Plan Develpment: The Campus Plan includes the fllwing primary mdificatins t the existing campus: Cnstructin f a new 14,500 ft 2 library in the nrthwest crner f the site. Cnstructin f a new 71,000 ft 2 cmmunity centre and arena at the suth end f the site. Decmmissining and remval f the existing Charles A. Barbur Arena. At full build ut, the develpment is anticipated t generate the 270 PM peak hur trips (116 in / 154 ut) and 2,576 daily trips. Trip distributin was based n an analysis f the catchment neighbrhds fr the library and cmmunity centre and their relative ppulatins. Analyses fr future cnditins were cmpleted using Synchr Traffic mdelling sftware. Mst intersectins are nt expected t be negatively impacted belw an acceptable level f service (belw LOS C). The Taylr Avenue and Pseidn Bay intersectin peratins analysis indicates that the suthbund apprach n Pseidn Bay will perate with excessive delays in the future cnditins with tw-way stp cntrl. The signal warrant analysis reveals that signals will be warranted at this intersectin at the 2025 hrizn. With traffic signals in place, the intersectin is expected t perate at a gd verall level f service (LOS A) during the PM peak hur. Nathaniel Street prvides access t majr trip generatrs including Grant Park High Schl, Charles A. Barbur Arena, and Grant Park Mall. Based n a traffic cunt cnducted fr this study, the current traffic vlumes are near the acceptable capacity fr this type f radway. The Campus Plan cncept minimizes new develpment with direct vehicular access pints t Nathaniel Street. A review f the existing access pints n Nathaniel Street was cnducted t assess their cmpliance with the City f Winnipeg Private Access By-Law. The access t the Petr Canada gas statin is well-within the functinal area f the intersectin f Grant Avenue and Nathaniel Street, and therefre may interrupt the effective management f cnflicts at the intersectin. 186 Trip Generatin Check As discussed in Sectin 4.1 f this reprt, a traffic cunt was cnducted at the Dakta Cmmunity Centre and the Luis Riel Library. The traffic cunt was cnducted between Wednesday, Nvember 30 and Thursday, December 1, 2016 using a Mivisin camera. The cunt cvered the full perating hurs f the facilities (6:00 a.m. t 11:00 p.m.). Traffic entering the cmplex frm the nrth and suth directins was surveyed, but n traffic exiting the cmplex was surveyed. The traffic cunt data is representative f the cmbined trip generatin f the Dakta Cmmunity Centre and Luis Riel Library. These cmmunity centre and library facilities are f similar size t the planned respective facilities as part f the Grant Park Campus. Therefre, it is expected that trip generatin results fr these facilities, develped using the traffic cunt, are similar t thse at the planned Grant Park Campus. The cmplex is situated n the west-side f Dakta Street in St. Vital, and cnsists f ne entering cnnectin t Dakta Street and ne exiting cnnectin t Dakta Street. The Dakta Cmmunity Centre cnsists f an internal flr-space f apprximately 68,000 square feet, supplemented by an utdr basketball curt and three utdr hckey rinks.
