4 1 Projects in Construction: The following projects have been approved by the Alberta Utilities Commission at both the need, facilities and routing stages with construction set to begin or on-going. 1.1 System Projects: The projects listed in this section are bulk transmission systems projects Project Alberta Industrial Heartland Bulk Transmission Development -Updated The project includes 65km of 3000MVA 500kV double circuit line from Ellerslie substation to the new 500kV substation Heartland located in Fort Saskatchewan. The project will also include 20km of 1000MVA 240kV double circuit lines connected to the existing 240kV lines between Lamoureux substation, Josephburg substation and Deerland substation near the new Heartland substation. The expected ISD date is end of March September, The project is under construction right now. The TFO contact: Michael Ng, Michael.ng@altalink.ca Alan Xu, P.Eng, Illice Tan PMP Project Manager Heartland, Project Delivery North Transmission Alan.Xu@aeso.ca Illice.tan@aeso.ca Project Edmonton Region 240kV Line Upgrades - Updated The project includes the following components: increase the capacity of 908L and 909L up to the summer rating of the primary conductor (2x477 kcmil) by replacing the conductor on the small conductor section (first 4 km of line east of Sundance 310P), increase the capacity rating of 902L up to the summer rating of the primary conductor (2x477kcmil) by replacing the conductor on the small conductor sections of 902L (first 4 km of line east of Wabamun 19S and first 4 km of line east of Sundance 310P), This is scheduled for completion by March 31/2013. rebuild the 41 km east-west single circuit wood pole sections of 904L (Jasper to Wabamun) using 2x1033 kcmil conductor, Due to on-going negotiations with land owners in the area this has been postponed to early rebuild the 6 km east-west single circuit wood pole section of 904L (Jasper to Petrolia) using 2X1033 kcmil conductor, Due to on-going negotiations with land owners in the area this has been postponed to early increase the capacity of both 904L sections out of Jasper 805S up to the summer rating of the primary conductor (2x477 kcmil) by replacing the conductor on the small conductor section (12 km of line south of Jasper 805S), Due to on-going negotiations with land owners in the area this has been postponed to early Page 1

5 construct 12 km of new double circuit 240 kv line with one side strung east from Keephills 320P to the 904L-908L-909L confluence point west of Stony Plain in order to move the termination point of 908L from Sundance 310P to Keephills 320P, and add two associated 240 kv breakers at Keephills 320P, swap the connections of 904L and 908L at the 904L-908L-909L confluence point south of Jasper 805S in order to move the termination point of 904L from Wabamun 19S to Sundance 310P, install Special Protection Systems (SPS) for three double circuit tower failure events (Category C5), and install a 240 kv 600 MVA phase shifting transformer in 9L57 line and three associated 240 kv breakers; preferred location is the proposed Livock substation north of Brintnell. This is scheduled for September 1/2013 The planned operating date is end of March, The project is under construction right now. All permits and licenses were granted except for item 2. TFO contact: AltaLink: Joe Napora, ; joe.napora@altalink.ca EPCOR: Wilf Behr, ; wbehr@epcor.ca Alan Xu, P.Eng, PMP Brian Belway Project Manager Heartland, Project Delivery North Transmission direct Alan.Xu@aeso.ca Brian.Belway@aeso.ca Project Southern Alberta Transmission Reinforcement -Updated The project considers the implementation of a 240kV loop in the Southern Alberta region in order to allow the future connection of 2400 MW of wind development in that region and to move this power to the Calgary area through three power corridors; on the east from Whitla to West Brooks, on the center from Peigan to Foothills and on the west from Goose Lake to Langdon through the 500kV transmission line 1201L. This project consists of the following lines: 911L replaced by Foothills to Peigan 240 kv double circuit transmission line with 50% series compensation. Each circuit rated with a summer/winter capacity of 980/980 MVA. A new 240 kv double circuit line, approximately 150 km in length, from Cassils (W. Brooks) to Bowmanton (East Medicine Hat). Each circuit rated at a summer/winter capacity of 980/980 MVA. A new 240 kv switching station at a location known as Milo Junction and converting the two existing three terminal Langdon - West Brooks - North Lethbridge lines into six two-terminal lines. A new 240 kv double circuit line, approximately 80 km in length, from Bowmanton (Medicine Hat) to Whitla connecting the wind farms in the south. Each circuit rated at a summer/winter capacity of 980/980 MVA. A new Chapel Rock (Crowsnest) 500/240 kv substation cut into existing 1201L. The station will include two 1200 MVA 500/240 kv transformers, two 240 kv 100 MVAR capacitor banks and a +200/-100 MVAR SVC and one 45 MVAr shunt reactor. A new Chapel Rock Fidler Castle Rock Ridge - Goose Lake 240 kv double circuit transmission line with a rated summer/winter capacity of 980/ MVA. Page 2

6 The addition of a 138kV Phase Shifting Transformer between Coleman and Pincher Creek. A new Ware Junction Langdon 240 kv double circuit transmission line with a rated summer/winter capacity of 980/ MVA and including 50% series compensation. The addition of two (2) 240/138kV 400MVA transformers at Peigan. New 240kV Etzikom Coulee substation to connect future wind farms. Interconnect Etzikom Coulee with Picture Butte (MATL) substation. Interconnect Etzikom Coulee with Goose Lake. The project is planned to be fully operational by Currently most of the project developments are at Facility Application stage. The eastern corridor Whitla- West Brooks is under construction with a forecast ISD March Two facilities, the Phase shifting transformer at Russell and the new Milo switching station, are in-service since December The Ware Junction Substation Upgrade is planned to be in service in November The connection studies conducted for this system project does not indicate an impact on the transfer capability of WECC Path 1. Project Manager Transmission Project Delivery South Tel: Ed.Mayer@aeso.ca Project North South Transmission Reinforcement -Updated This project consists of two 1000 MW 500 kv line-commutated HVDC lines to alleviate transmission congestion along the SOK cut-plane. These two transmission lines are mandated by the Alberta Legislature as a Critical Transmission Infrastructure (CTI) project in the Electric Status Amendment Act, The need for this line was re-affirmed by the Minister of Energy in Feb East Alberta Tie-Line (EATL) connects the Heartland 500kV Substation in the Fort Saskatchewan Area to the new Newell 240kV substation in the Brooks Area. It will be built as bi-pole line with 1000 MW monopole converters using remaining conductor as metallic return. The project was approved by the Alberta Utilities Commission on November 15, West Alberta Tie-Line (WATL) connects the Genesee 500kV Substation in the Wabamun Area to Langdon 500 kv substation which is also the terminal of 1201L 500kV BC-Alberta Tie-line. It will be built Page 3

7 as bi-pole line with 1000 MW mono-pole converters using remaining conductor as metallic return. The project was approved by the Alberta Utilities Commission on December 6, The addition of these two HVDC lines will significantly increase the North to South transfer capability (SOK limit) within Alberta. As the 1201L 500kV Alberta to BC export capability is limited by the SOK limit, the addition of these two lines will increase the Total Transfer Capability of 1201L. This impact will be quantified by Inter-Tie Rating Studies due in Q4 of 2012 and HVDC Operations Studies scheduled to be completed by Q2 the end of The estimated ISD of WATL is Q1 April 2015 and ISD of EATL is Q December Kelly Yagelniski, PMP, B.Admin Program Manager direct Phase 2 Project Red Deer Area Transmission Development - Updated The Red Deer Area Transmission Development project will be implemented in two stages. Pending the approval of the Need Identification Document Facility Application, this Specification may be revised at a later date. Following is an overview of the major components of the proposed developments in stage I. The timing of stage II will be determined by the future load projections. 8 The original ISD was Q4 2012, however the revised ISD has yet to be determined. These are either major generation projects with 200 MW and above or load connection on the bulk system in proximity to the WECC Path Project 482 Montana Alberta Tie Ltd (MATL) Merchant International Power Line - Updated The MATL project proposes to interconnect the transmission systems in Alberta and Montana via a 240/230 kv transmission line. Within Alberta, the construction of a new substation approximately 6 km north of Lethbridge including three 240 kv breakers in a ring configuration and approximately 1 km of double circuit 240 kv line to accommodate the MATL interconnection. MATL s merchant line will be Alberta s first direct transmission interconnection with the United States. The proposed transmission line is a 230 kv three-phase AC line running from north of Lethbridge, Alberta, to Great Falls, Montana. In Alberta, the line will be connected to the existing 240 kv line (923L) through a new substation Picture Butte 120S located 15 km northeast of the existing North Lethbridge 370S substation. In addition to the substation connection facilities the substation will also contain a 240/230kV phase-shifting transformer to control the amount and direction of power flowing on the line. From the proposed substation, the transmission line will head east and south before leaving Alberta and entering Montana. The line will continue southward through Montana to a new mid point station, Marias Substation, and then on to Great Falls. At Great Falls, the line will connect to an existing NorthWestern Energy (NWE) substation. The MATL project will have a normal rating of 300 MW. The line will be operated by the AESO in Alberta and by NWE in Montana. The project has received approval the Alberta Utilities Commission (AUC), National Energy Board (NEB) as well as other responsible Federal, Provincial authorities. Construction is on-going with a scheduled completion date of Q The estimated in-service energisation date is in June Intertie commissioning will start after energisation followed by Commercial Operation in July The temporary NaturEner Rim Rock Windfarm in Montana has been cancelled. Project Manager Transmission Project Delivery South Tel: Project ENMAX No. 65 Substation -Updated The project includes a new 240kV substation Enmax No. 65 with 2x400MVA 240/138kV transformers. 400m of new double circuit 240kV lines with a rating of 965MVA will connect the Enmax No. 65 substation to the existing 240kV lines 9L11. The expected operation date is end of July Q3, The project is under construction right now at 60% completion. The power station is composed of two 240 MW gas turbines and one 320 MW HRSG. The power station is proposed at the eastern edge of the City of Calgary and approximately 4 km south of existing Janet 74S substation. There is a large system portion associated with this project in order to prepare the AIES in the Calgary area to be able to accept a maximum generation output of 860MW from the Shepherd Energy Center. Major transmission related components of the Project are outlined below. The following is an overview summary of interconnection facilities required: Customer Provided Facilities: Construct Shepard Energy Centre and tie-in to ENMAX No. 25 substation (SS-25). Facilities to connect Shepard Energy Centre to AIES (Customer Related): Construct a new switching station ENMAX SS-25 and tie-in to Shepard Energy Centre. Construct underground circuits to connect ENMAX SS-25 substation to AIES. Connect ENMAX SS-25 to existing 911L from ENMAX SS-65. The new line section shall be renumbered as 1080L with a minimum summer rating of 489 MVA as per line data information provided by the TFO. Page 6

10 System Reinforcement to accommodate Shepard Energy Centre (System Related): Build a 240kV double circuit line to connect ENMAX SS-25 to Janet 74S substation. The lines shall be designated as 985L and 1003L, with minimum summer rating of 920MVA. De-energize or salvage the portion of existing 911L line north of ENMAX SS-25 based on construction space requirements. System Reinforcement as part of Foothills Area Transmission Development (FATD) Project (System Related): Upgrade East Calgary 5S Substation (new 240kV equipment and two (2) 400MVA transformers). Build a new 138kV line 23.80L from ENMAX SS-23 to Janet 74S L shall have a minimum summer rating of 260 MVA. Build a new 138kV line 2.80L from ENMAX SS-23 to ENMAX SS L shall have a minimum summer rating of 260 MVA. Rebuild 138kV and 15kV system at ENMAX SS-2. Connect portion of the existing 917L and existing 2.80L together to form a single 240kV circuit. The line shall be designated as 1077L and this line will not be energized as part of Shepard interconnection. 1077L shall have a minimum summer rating of 489 MVA. Maintain 240kV system connectivity between East Calgary 5S and Janet 74S substations by connecting portion of the existing 917L and existing 23.80L together to form a single 240kV circuit. The line is designated as 917L. 917L shall have a minimum summer rating of 489 MVA. Note: The terms Customer Related and System Related are included here only for the purpose of cost allocation under the AESO Tariff. 11 2 Projects Pending Approval: The following projects are pending approval from the Alberta Utilities Commission at the need, facilities and/or routing stage. 2.1 System Projects: The projects listed in this section are bulk transmission systems projects Project Hanna Region Transmission Development Phase 2 ON HOLD The Hanna Region Transmission Development Project is designed to reinforce the transmission system in the Western Part of Central Alberta in anticipation of future load growth, in particular, pipeline pumping load. Several Transmission Facility Owners are involved in this project. The major components of this project consist of: String second side on the 240 kv double-circuit line from Oakland to Lanfine and Related Alterations at Oakland 946S and Lanfine 959S. Cordel 755S to Halkirk Switching Substation, New double circuits 240 kv Line (one side strung) and Related Alterations. Anderson to Oakland Transmission Project 9L70/9L97 240kV lines, Oakland Substation and Related Alterations String Second Side on the 240 kv double circuits Line from Oakland 946S to Coyote Lake 963S and Related Alterations at Oakland 946S and Lanfine 959S. Additionally, the following components are designed to reinforce the local network: Convert existing Hanna 763S Substation to 144 kv Substation. New 144 kv Line from Coyote Lake 963S to Hanna 763S and Related Alterations Addition of 2nd 240/144 kv Transformer at Pemukan 932S. Addition of 2nd 240/144 kv Transformer at Lanfine 959S. Addition of 2nd 240/144 kv Transformer at Hansman Lake 650S. Nilrem 574S Substation Capacitor Bank Addition Hansman Lake 650S Substation Capacitor Bank Addition Metiskow 648S Substation Capacitor Bank Additions Decommission of 6L44 (Rowley 768S to Big Valley 778S) and 6L22 (Michichi Creek 802S to Rowley 768S) The current scheduled complete date is in year 2017 subject to change on hold. The need of this project has been approved by the Alberta Utilities Commission with the timing and staging of this project under review. Due to the broad scope of this project involving multiple transmission facility owners, AESO has the oversight on this project under Dean Patterson Anita Patel. 12 2.1.2 Project FATD - Foothills 237S Substation & East Calgary Development - Updated The AESO has identified the need to reinforce the transmission system in the south Calgary and in the High River Planning area. This reinforcement will alleviate the existing and anticipated constraints to accommodate the expected load growth and integrate the proposed generation capacity within the subject area, and facilitate transmission of generation from southern Alberta to load centres. The FATD project will consist of two separate sub-projects. This project proposes to install various 240 kv lines between substations Janet 74S, SS-25, SS-65, Foothills 237S and Langdon 102S to improve the area system capacity as well as the construction of a new Substation Foothills 237S. Also included in this project is the installation of 138 kv lines in the High River planning area. The new Foothills 237S substation will serve as the termination points for the double circuit line 1029L/1030L from Peigan 59S. This is where the Southern Alberta Transmission Reinforcement (SATR) project is tied with FATD project to achieve the required overall system performance. The scope of the 240 kv transmission developments included in the AESO s FATD East NID is as follows: A new 240 kv substation designated Foothills 237S that includes two new 240/138 kv transformers, each with a rating of 400 MVA. A new 240 kv double circuit line from Foothills 237S substation to future ENMAX No. 65 substation with a minimum summer rating of 600 MVA for each circuit. The lines will be designated 1106L and 1107L. A new 240 kv double circuit line from Langdon 102S to Janet 74S with a minimum summer rating of 800 MVA for each circuit. The lines are designated 1064L and 1065L. Create a new 240 kv double circuit line from Langdon 102S to East Calgary 5S2 using a combination of lines 936L, 937L, 917L, and 1077L; 917L and 1077L, which were included in the East Calgary NID are connected to 936L and 937L to create the new 240 kv path between East Calgary and Langdon substation in FATD East NID. As per the TFO s data submission, the summer rating of each circuit is 489 MVA. The lines are to be designated 936L and 937L. Summary of Transmission System Developments included in the FATD East NID Create a 240 kv double circuit line between future ENMAX No. 65 substation to future ENMAX No. 25 substation, by energizing sections of the existing 850L transmission line to 240 kv. Transmission line 850L is built to 240 kv standards and is currently operating at 138 kv. 850L and 1080L share the same towers. As per the TFO s data submission, the summer rating of the line is 489 MVA. The line designation will be changed from 850L to 1109L. Terminate line 985L at Janet 74S substation, thus completing the circuit. The new 240 kv transmission line 985L is included in the East Calgary NID and proposed to be built on the same towers as 1003L. The minimum summer rating of this line is 920 MVA. De-energize sections of the 911L line from south of ENMAX No. 65 substation to Foothills 237S. The existing 911L in the High River planning area will be de-energized upon completion of the SATR project. The project is in Alberta Utilities Commission Approval process, ISD forecasted for FATD-East is Q4 2014/ Q1 Q The connection studies conducted for this system project does not indicate an impact on the transfer capability of WECC Path 1. The preferred alternative includes: New 240/138kV substation (Harry Smith) south of Stony Plain with 2 x 240/138kV 400MVA transformer New 240/138kV substation (Saunders Lake) north of Leduc with 2 x 240/138kV 400MVA transformer New 25km 138kV line from 780L to Cooking Lake and reconfiguration New 33km 138kV line from Harry Smith to Carvel 432S New Capacitor Banks at Leduc 325S (27MVAR), Camrose 285S (27MVAR), N.W. Cardiff 191S (27MVAR) and Onoway 352S (3.5MVAR). Up-rate to 550MVA of 910L (~700m) and 914L (~650m) at Ellerslie 89S; and up-rate 723L within Westlock 438S and Clyde 150S substation The AESO conducted additional analysis capturing the impact of the proposed development on the SOK- 240kV transmission path capability. The results showed that the project will have a minimal impact on the SOK capability if either of the N-S developments (Project 737) is energized before the energisation of the Saunders Lake substation. Connection of the Facility to the transmission system requires development of a new 240kV switching station to provide access to existing line 1036L and a new single-circuit 240 kv transmission line connected to wind power plant. Stage 2 is dependent on meeting the milestone when installed and proposed generation capacity connected at the 138 kv side of Fidler 312S exceeds 80% of the capacity of the first transformer (288 MW assuming 0.9 power factor). The windfarm is rated at 350 MW with 100 MW inservice at Stage 1 and 250MW at Stage 2. The Stage 1 development is dependent upon the completion of substation Fidler 312S for connection. The Stage 2 development is dependent upon the completion of transmission lines 1004L/992L from Fidler 312S to Chapel Rock 491S for connection. Under the current configuration, the wind power plant will consist of Vestas V90 3MW wind turbines. Both stages are onhold pending regulatory approval of Fidler 312S and transmission lines 1004L/992L. The reason for the staged approach is to inject as much as the system can handle without serious RAS constraints prior to the approval and completion of the Chapel Rock substation (connection to the 500kV Page 15

After the Chapel Rock Substation is built the system in the Pincher Creek area will become unconstrained (mostly) and will be able to handle the full projected output of the Heritage Windfarm. Under this collector configuration, the outage of any single transmission line will not be the largest single element outage in AIES. This wind power plant is located in the Eastern part of Alberta, it is not expected to have an impact on the transfer capability of the WECC Path 1. The customer had requested an ISD of October, 2013 however due to the system development required for the connection (988L) the ISD has been set at December, The project is currently completing P&L application waiting on further details of the 988L development before consultation can begin. ISCG Facility Cancelled Swan Hills Synfuels Limited Partnership ( SHSLP ) is proposing to construct a 340 MW (gross), dual fuel combined cycle cogenerating facility called the Swan Hills Synfuels ( SHS ) Power Plant. The auxiliary load is approximately 60MW. The SHS Power Plant will be developed as part of a larger SHS In-situ Coal Gasification (ISCG) Facility, and will be capable of operating on both natural gas, as well as syngas derived from in-situ coal gasification. The new Muskooa 119S substation connecting the SHSLP plant will be connected to the Louise Creek 809S station (Swan Hills Planning Area) via a radial 5km single circuit 240kV lines. The desired In-Service-Date for the SHS Power Plant and the ISCG Facility substation is July 1, The project is in the process of Need Identification Document and Facilities Approval preparation. The customer has requested an ISD of July, 2014, however due to the system development required for the selected alternative (988L) the ISD has been set at December, 2015 for Phase 1 and December, 2016 for Phase 2. The project is currently in Stage 2 waiting on the completion of Connection Studies and Connection Proposal by the customer's studies consultant.
