3 TCPC Meeting Policies FERC Standards of Conduct The FERC Standards of Conduct state that Transmission Function Employees are prohibited from disclosing non-public Transmission Information unless they disclose it on the OASIS. Also, Transmission Function Employees and Shared Employees are expressly prohibited from disclosing non-public information to Energy or Marketing Affiliates. Anti-Trust Policy It is the committee s policy to comply with all state and federal anti-trust laws. One objective of the TCPC is to promote or enhance competition. Careful attention should be paid to any discussions regarding you or your competitor s prices, allocation of markets, customers, or products, limiting production, and excluding dealings with other companies. Confidentiality Certain information may be protected as confidential due to Standards of Conduct concerns or because it is classified as Critical Energy Infrastructure Information. Otherwise, it should be on the OASIS. Committee members agree not to share committee activities with the media and not to discuss ideas or concerns other than a member s own in a public forum. 3

14 Cañon City Area Summary o Limited import capability on 115 kv system for N-1-1 contingencies. o Limited 115:69 kv transformation capacity and load transfer capability of the 69 kv system. o Voltage support needed for load growth at Arequa Gulch o During periods of high E-W flows across the system operate 115 kv system OPEN until new transmission line (W. Station W. Canon 115 kv) is built. 14

18 Pueblo Area Summary o Limited 115:69 kv transformation capacity and load transfer capability of the 69 kv system between Reader and West Station. o Options - New West Station 115:69 kv transformers to match the 80 MVA units planned for Reader OR new 115:69 kv transformation at the planned Overton 115 substation with sectionalize the 69 kv system between Reader, West Station and Overton. o Upgrade Fountain Valley 115 kv Substation (Bus). 18

19 2019 HW (Rocky Ford Area 115 kv) o No new issues identified o N-2 Boone 115 kv Bus outage would temporarily disrupt local service restoration via new 115 kv Tie at La Junta and Diesels at Rocky Ford. o Additional Shunt Capacitors required for voltage support following N-1-1 contingencies. o Results validated the following planned projects: Boone-Nyberg 115 kv Project La Junta (TSG&T) 115 kv Interconnection Boone-La Junta (BHCE) 115 kv & 69 kv Projects 19

21 Category D Contingency o Extreme event resulting in two or more elements removed or cascading out of service o Event loss of all transmission lines in a common rightof-way o Study Results for the 2019HW and 2025HS cases indicate that in general unintentional post-contingency tripping is limited to the BHCE 115 kv system. 21

23 Voltage Stability Analysis o Two Part Analysis o V-Q (reactive power margin) o P-V (voltage stability criteria) 23

24 Voltage Stability Analysis o V-Q & P-V Analysis Results o Adequate reactive power margin and voltage stability criteria met o Reinforced the voltage issues observed in the power flow studies with respect to the following: o Cañon City, Pueblo & Rocky Ford area 69 kv load service o Good correlation with 2012 LTP Study 24

25 Transient Stability Analysis o 2019 HW & 2019 LW with Category B (N-1), Category C (N-2 & N-1-1) and Category D (N-3) contingencies for BHCE 115 kv and major 230 & 345 kv lines in surrounding area. o Dynamic simulations resulted in acceptable performance (TPL-001-WECC-CRT-2.1) for each scenario evaluated. No post-contingency voltage or frequency criteria violations observed. 25

26 Next Steps Complete internal review of draft TCPC report and release for stakeholder review and approval. Publish final TCPC report to complete 2014 study cycle
