2 A. Planned Transmission Projects 2013 Annual Progress Report to WECC Pacific Gas and Electric Company 1. Midway Gregg - Tesla 500 kv Line Project Estimated Date of Operation: 12/2019 The Tesla Midway electric transmission project is a potential project in the California Central Valley that would increase the bidirectional transfer capability of Path 15 by MW and be completed in the 2020 timeframe. The project is being designed to: (1) bring renewable energy from resources in central and southern California to northern California, (2) improve Fresno area reliability, and (3) alleviate transmission constraints on the operation of the Helms Pump Storage Plant (PSP). PG&E is presently evaluating project feasibility and may initiate the WECC project coordination and rating process per WECC s established procedures at some future date. 2. Bay Area 500kV Long Term Plan (T073) Estimated Date of Operation: 5/2019 This project was cancelled. 2

Waiver of Significant Transmission Project Status Table 1 and 2 update the planned transmission and generation projects, respectively, in PG&E service area that were presented in PG&E 2012 Annual Progress Report. These projects were granted the waiver of Significant Transmission Project status for the purpose of Project Coordination Review Process after no letter opposing the waivers was received, Table 3 and 4 list the planned transmission and generation projects, respectively, in PG&E service area requesting waiver of Significant Transmission Project status. The purposes of these projects are for serving local load, to enhance or maintain local reliability, and/or to reduce local capacity requirements. These projects are not expected to have significant impacts on the operation of the Western Interconnected System. PG&E requests waivers of the Significant Transmission Project status for the purpose of Project Coordination Review Process. Install second 230/70 kv Transformer at Wheeler Ridge Substation Raise transmission towers and reconductor the Table Mountain - Rio Oso/Palermo-Colgate-Rio Oso 230 kv Lines. Build a four-breaker 230 kv ring bus arrangement at Cottle Substation and loop the substation onto the Bellota Melones 230 kv Line. Reconfigure the Bellota Melones 230 kv Line to loop in and out of the new Cottle 230 kv Ring Bus and, if 1 Facilities indicated will be removed from the 2014 annual progress report. Reconductor the Midway-Morro Bay 230 kv lines with higher capacity conductors to enable renewable resources to be delivered to the grid. The Helm-McCall 230 kv Line will be equipment at McCall and Helm Replace Transformer number 1, at Moraga Substation with larger units. Install redundant transformer at Valley Springs Substation rated to handle 200 MVA or higher. Install third 230/115 kv Transformer at Herndon Substation. Install an additional 230/115 kv transformer at Morro Bay Substation Reconductor limiting sections of Tesla - Newark 230 kv No. 2 with larger capacity conductors. Replace Weber 230/60 Transformer Nos. 2 and 2a with a new transformer rated at least 300 MVA with LTC and associated equipment Reconductor the Pittsburg-Tesla 230 kv Nos. 1 and 2 Lines with larger capacity conductors. Install redundant special protection schemes at multiple substations and Helms PSP to trip pumping units offline at Helms PSP. The Helm-McCall 230 kv Line will be equipment at McCall and Helm Upgrade protection at Panoche Substation will require expansion of the substation. Reconductor the Contra Costa - Moraga 230 kv DCTL with larger capacity conductors. The project scope is to either reconductor the Rio Oso - Gold Hill, Rio Oso - Atlantic and Table Mountain - Rio Oso 230 kv lines or to construct a new 230 kv line from North Valley to Sierra systems. Install 3rd 230 / 115 Transformer at Pittsburg Substation with a rating of 420 MVA Reconductor the Rio Oso - Atlantic (18 miles) and Rio Oso - Gold Hill (29 Miles) 230 kv Line with larger conductors. Replace the Rio Oso 230/115 kv transformers (Nos. 1 and 2) with higher capacity rated units. Convert 115 kv bus to BAAH. Reconductor the Vaca Lakeville No. 1, Tulucay Vaca, and Tulucay Lakeville 230 kv Lines with larger capacity conductors. 6 Table 2 Planned Generation Interconnection Projects Waiver of Significant Transmission Project Status Granted in NO. PROJECT NAME PROJECT DESCRIPTION ID The SMUD Solano Wind Project Phase III Generation Interconnection (the Project ) consists of forty-four (44) wind turbine Generating Units each rated at 3 MW. The maximum net output to the CAISO Controlled Grid will be 128 MW. The 1 step-up transformers are one three phase, SMUD Solano Wind 3.16 MVA, 1/34.5 kv for each wind turbine Phase III Generation Generating Unit and one three-phase, 166 Interconnection Project MVA, 34.5/230 kv for the total output of N/A the Project. The Project will be connected to the existing Sacramento Municipal Utility District (SMUD) Russell Substation 230 kv bus which is connected to PG&E s Birds Landing Switching Station 230 kv bus Calpine Russell City Energy Center Calpine Russell City Energy Center (East shore - Dumbarton) Green Ridge Wind Power Project Carrizo Plain Solar Generation Caliente Switching Station Interconnect 600 MW generation project to PG&E's East shore Substation 230 kv Bus. Convert bus. Replace transformer. Build 230 kv generation tie line. Reconductor East shore - Dumbarton 115 kv Line to interconnect 600 MW generation project to PG&E's East shore Substation 230 kv Bus. Green Ridge Power, LLC is proposing to repower the Jackson Substation via Green Ridge Wind Power Generation Interconnection Project. This project will interconnect 75.1 MW (net output) wind power-based generation facility to the PG&E transmission system. Jackson Substation is currently interconnected onto PG&E s Lone Tree-Cayetano 230 kv Line. First Solar plans to interconnect 190 MW of solar generation onto the Morro Bay - Midway 230 kv Lines High Plains Ranch II, LLC, (SunPower) proposes to interconnect 250 MW of solar generation onto PG&E's Midway-Morro Bay 230 kv Lines by December This will require construction of a new switching station to interconnect this project onto the Midway-Morro Bay 230 kv Lines. Prior to December 2013, High Plains Ranch II will temporarily interconnect 140 MW of solar generation on the Midway- Morro Bay 230 kv No. 1 Line by December 2011, which will require construction of a temporary tap connection. 7 7 Montezuma II Wind Generation Interconnection Project 8 Solar Switching Station NextEra Energy Resources, LLC (NextEra), proposed to interconnect its Montezuma II Wind Project (The Project) to the California Independent System Operator Corporation ( CAISO ) Controlled Grid. The Project consists of 34 Siemens wind turbine generating units each rated at 2.3 MW with total output of 78.2 MW. This project proposes to interconnect to a new ring bus at the existing Montezuma Project (High Winds III) Substation Topaz Solar Farms, LLC, plans to interconnect 150 MW of solar generation onto the Morro Bay - Midway 230 kv Lines. Any other associated terminal equipment will also be replaced as necessary Upgrade the limiting substation equipment (jumper conductors and wave traps) at Moraga and Castro Valley substations Install second 230/70 kv Transformer at Kearney Substation, install 4 element 230 kv ring, expand 70 kv bus and reterminate lines This project proposes to install a 230/115 kv transformer at Fulton Substation Replace Transformer number 2, 230/115 kv at Moraga Substation with larger unit. Construct a second Rio Oso Atlantic 230 kv Line. Install reactive support device to replace old synchronous condensers Install three 75 MVAR steps of mechanically switched capacitors on the Wheeler Ridge 230 kv bus, expand the 230 kv bus as necessary reconductor 0.5 miles of the Wheeler Ridge-Lakeview 70 kv line and transfer Copus from the Old River-Copus 70 kv line to the Wheeler Ridge-Lakeview 70 kv line. Install a new Static Var Compensator (SVC) at Rio Oso Substation and a new Shunt Capacitor at Atlantic Substation.
