(Texas) Proposed Transmission Reliability Projects Entergy Transmission Planning Summit New Orleans, LA July 14, EGSI-TX Transmission Western Region Reliability Improvement Plan: Phase II In 2003, several planning studies indicated the Western Region has the potential to encounter voltage stability problems and thermal overloading under the double contingencies listed below. o Loss of Lewis Creek Unit & 345 kv Line 119 (Crockett-Grimes) o Loss of Lewis Creek Unit & 230 kv Line 568 (China-Jacinto) o Loss of both Lewis Creek Units Phase II of the Western Region Reliability Improvement Plan addresses the projected load growth with the following projects: o 500/230kV Auto (Cypress) COMPLETED o Construct Line 822 (China-Porter) 230kV COMPLETED o Construct 230/138kV Porter Substation COMPLETED o Line 599 (Amelia-China) 230kV IN PROGRESS o Install 300 MVAR SVC at Porter Substation 2006 o Install series compensation on Line 822 (China-Porter) 2006 Estimated Cost: $114MM 2

3 69 kv Beaumont Network s In the 69kV Beaumont area there exists several single contingency thermal overloads including: o 69kV Line 581 (Helbig Rosedale) o 69kV Line 468 (Elizabeth Gallier) o 230/69kV Helbig Autotransformers o 69kV Bus Tie Breakers (Helbig & Amelia) Add line breakers at Yankee Doodle 69kV Substation. Close normally open points at Lincoln and Crockett 69kV Substations. Rebuild 69kV Line 576 (Lincoln South Beaumont) & 69kV Line 98/190 (Dupont Beaumont South Beaumont) to 106MVA capacity. o Approximately 5.5 miles of 69kV transmission lines Estimated Cost: $8 MM 5 69 kv Beaumont Network s CLOSE CLOSE N.O. 5 Grimes 345/138kV Substation Reconfiguration 345/138kV autotransformers tied to same node of 345kV and 138kV ring busses. Single contingency loss of either 345/138kV autotransformer causes the loss of the parallel autotransformer. Install a 345kV circuit breaker to separate autotransformers on 345kV ring and reconfigure station to alternate lines and loads. Install 138kV breaker to separate autotransformers on 138kV ring. 6 138kV Line 886 (Tamina Cedar Hill) 138kV Line 886 (Tamina Conroe Bulk) is one of the primary sources into the Montgomery County load pocket. The single contingency loss of 138kV Line 582 (Oak Ridge - Porter) causes 21% thermal overloads on the section of 138kV Line 886 from Tamina to Cedar Hill. Re-conductor approximately 6 miles of 138kV Line 886 (Tamina Cedar Hill) to 411MVA capacity. Estimated Cost: $5 MM kV Line 886 (Tamina Cedar Hill) UPGRADE UPGRADE TO TO 411MVA 411MVA CAPACITY CAPACITY 12

7 138kV Line 571 (Jacinto Splendora) 138kV Line 571 (Jacinto Porter) is one of the major tie lines to the Western Region. The single contingency loss of 230kV Line 820 (China Porter) causes thermal overloads on the section of 138kV Line 571 from Jacinto to Splendora. Line 571 is limited by sections of 649ACAR (206MVA). Re-conductor approximately 13 miles of 138kV Line 571 to 411MVA capacity. Estimated Cost: $13 MM kV Line 571 (Jacinto Splendora) UPGRADE UPGRADE TO TO 411MVA 411MVA CAPACITY CAPACITY 14

8 230kV Line 195 (Hartburg Inland Orange) 230kV Line 195 (Hartburg Helbig) is one of the primary sources for the EGSI-TX 230kV transmission system. The single contingency loss of 500kV Line 547 (Cypress Hartburg) causes 3.0% thermal overloads on the section of 230kV Line 195 from Hartburg to Inland Orange. Re-conductor approximately 4 miles of 230kV Line 195 (Hartburg Inland Orange) to 1042MVA capacity. Estimated Cost: $4 MM kV Line 195 (Hartburg Inland Orange) HELBIG UPGRADE UPGRADE TO TO 1,042 1,042 MVA MVA CAPACITY CAPACITY 16

9 EGSI-TX Breaker s Based on asymmetrical fault current analysis, various circuit breakers have been identified as underrated. Replace the identified underrated circuit breakers with appropriately sized breakers o Cow 69kV #5515, #5510 o Orange 69kV #3165, o Orange 69kV #3365 o South Beaumont 69kV #3700 o Port Neches 138kV #3345 o West End 69kV # o Orange 69kV #3370 o Dupont Bulk 69kV #3255, #3260 o Helbig 69kV # & Beyond Western Region Reliability Improvement Plan: Phase III & IV (Proposed) Phase III: 230kV path from Cypress to Lewis Creek Potentially convert 138kV Lines 524/824 (Jacinto-Lewis Creek) to 230kV voltage level. Construct a 230kV transmission line from Cypress to Jacinto. Phase IV: 230kV path from Porter to Lewis Creek Substations Completes Lewis Creek, Jacinto, China, Porter 230kV transmission loop. NOTE: Phases III & IV of WRRIP can be mitigated by additional firm generation in the Western Region. 18
