8 ED5 Test Track 230 kv Transmission Line Project 1. Name: Transmission Infrastructure Program (TIP) Project 230-kV ED#5 230 kv Transmission Project 2. Participants: Western Area Power Administration - Desert Southwest Region 3. Status: In service date is 7/2014. Transmission line is in place. 4. Description of Work: Installed a second circuit, 22 miles long, on Western s 115-kV Casa Grande-Empire and Empire-ED5 transmission lines which were recently rebuilt as dual circuit steel monopoles, and 23 miles, on the SRP s Duke-Pinal Central 500-kV steel monopoles. 5. Project includes a 225 MVA 230/115/12.47 kv transformer, two breaker 230 kv ring bus configuration, 3 breaker and a half bays built to 230 kv standards but operated at 115 kv. 5. 14 WAUW Annual Progress Report Western Area Power Administration (Western) Upper Great Plains Region (UGPR) WAUW Control Area March 12, 2014 Listed below is Western s UGPR Annual Progress Report, which is provided on a BA, TO and/or TOP basis. None of WAUW s planned transmission system additions/upgrades have any regional impacts to the WECC Interconnected System and none are above the 200 kv or 200 MW reporting thresholds. However, they are significant to the local area and some do include future provisions for energization at 230 kv. 1. Final Progress Report Shelby 2 Substation Reactor Replacement Project (Start Summer 2010, Completed April 2013) Western owns, operates and maintains the Shelby 2 230/115/12.47kV Substation. The existing 6.5 MVA oil filled reactor reached its reliable life cycle and was schedule to be replaced. System studies were conducted to size a new unit based on current system operating conditions and topology. A replacement 12 MVA air core unit has been delivered and available for installation. This project was scheduled for 2010 but was postponed due to higher priority projects. The reactor has been physically installed and the project is awaiting final steel for an associated disconnect switch that was determined to be non-reliable. Completion is expected by April, No interruption of customer service during construction is anticipated. 2. Updated Progress Report Havre Substation Upgrade Project (Start Fall 2010, Expected Completion Fall 2014) Western currently owns, operates and maintains the Havre 161/115/12.47kV Substation. Upgrades are a result of needed relaying replacements and a new 115 kv interconnect for network load. The existing 115 kv single breaker and bypass switch will be replaced with a ring bus configuration serving the existing Shelby circuit and new network service interconnect. In addition, a new dedicated circuit interrupter will be installed for protection of the transformer. Construction design is complete. The control building was completed 2012 and currently is receiving protective relaying upgrades. Completion of the 115 kv yard work is expected by fall of The 115 kv bus will be out of service for extended periods during the 2014 construction season. However, no interruption of customer service during construction is anticipated. Minor outages are expected for Hill County Electric Coop during sequenced re-energization. Herron Park is currently served via a temporary tap off the Havre-Shelby 115 KV line.

Updated Progress Report Havre to Rainbow 161kV Transmission Rebuild / Upgrade Project (Started Fall 2007, On-Hold , Target Completion 2022) This project is on-hold status due to high priority oil load growth. Western s 103 mile Havre Verona Rainbow 161kV transmission line was constructed and energized in It electrically parallels NorthWestern Energy s (NWE s) Havre Rainbow 161kV circuit. These two circuits maintain separate rights-of-ways with two crossings. Western intends to rebuild its circuit in segments, at 230kV specification. Each segment is anticipated to be complete and re-energized in approximately one month. The existing right-of-way is inadequate and will be expanded in most areas and re-routed in others. An Environmental Assessment (EA) is complete for this project and has been issued for final publication. The first 30 mile segment between Havre and Verona is complete, along with 1 mile at the Rainbow / Great Falls end for re-termination into NorthWestern Energy s (NWE's) Great Falls Substation in conjunction with Project 2) described below. In 2011, 14 miles of reroute and reconstruction began in the Loma, MT area and was approximately one-third complete when crews were re-dispatched due to storm damage in Eastern Montana / Western North Dakota (East Grid WAUE BA). Due to both storm damage and dramatic oil exploration load growth in the Eastern Montana / Western North Dakota area, this project has been placed onhold for approximately 5 years, with approximately 5 years of construction remaining prior to completion. Therefore, target completion is estimated to be Once the project resumes, construction will again continue during nonpeak loading periods only. Upon completion of each segment, the line will continue to be energized at 161kV until such time that conversion to 230kV is required. Additional system impact study analyses will be required with stakeholder approval prior to the 230kV voltage conversion. No interruption of customer service during construction is anticipated with this project. The project will receive a single 1 mile reroute this summer, near Carter, to raise the highway crossing for accommodation of extra large/tall shipments of pre-fabricated tanks North of Great Falls, MT. 4. Updated Progress Report New 161/115kV Substation between Richardson Coulee and Malta Substations (On-Hold Status, Earliest Start Fall 2014, Target Completion 2016) This project is on-hold status waiting for regulatory approval. Western currently owns, operates and maintains the 180 mile Fort Peck-Richardson Coulee-Malta- Harlem-Havre 161kV circuit, which is constructed for future 230kV conversion. A new substation is anticipated to be installed approximately 18 miles East of Malta in the 49 mile section between the Richardson Coulee and Malta Substations. This new substation will provide a 161kV ring bus constructed at 230kV specification, 161/115kV transformation and a 115kV tap for a new 115kV line that will extend approximately 48 miles to serve an ultimate 21 MW of new oil

16 development network load. VAR support will include a 15 MVAR shunt capacitance at the new 161kV substation and a 15 MVAR shunt capacitance at the load. Due to regulatory delays, construction is not anticipated to begin before fall of No interruption of customer service during construction is anticipated.
