AltaLink has retained TERA Environmental Consultants (TERA) to complete consultation and prepare regulatory applications for transmission reinforcement in the Drayton Valley area on its behalf. TERA will consult with residents and stakeholders adjacent to the proposed transmission facilities and provincial regulatory agencies that may be interested in the project. To reinforce the transmission system in the Drayton Valley area, AltaLink is proposing to: Build a new 138 kv transmission line between Moon Lake and Violet Grove substations using mostly existing rightof-way. Upgrade the Entwistle, Moon Lake and Violet Grove substations to accommodate the 138 kv line. Remove the existing 69 kv transmission line between the Moon Lake substation and Drayton Valley substation. Remove from service other existing 69 kv transmission lines and substations in the Drayton Valley Area. We will summarize stakeholder input and any commitments we make in a Facility Application (FA). The FA describes plans to meet technical requirements set by the AESO and provides information on routing, environment, costs, project components and schedules and our participant involvement program. We will submit the FA to the AUC for its approval. The AUC is a quasi-judicial agency established by the Alberta government that ensures fair and responsible delivery of our utility services. The AUC may decide to review the application through a public hearing process or written hearing process. AltaLink has enclosed a copy of the AUC brochure: Public Involvement Facility Applications, which describes how you can be involved in the AUC process. Open house - you re invited AltaLink strongly believes in the public consultation process and is seeking feedback from you. Residential impact Input from key stakeholders including the Town of Drayton Valley and Brazeau County Electrical considerations including FortisAlberta's distribution system in the area Visual impact What are the project details? Transmission Line Approximately 30 kilometres of new 138 kv transmission line, called 673L, will be built between the Moon Lake and Violet Grove substations, replacing the old 69 kv transmission line in this location. The proposed rebuilt 138 kv line would be constructed primarily in the same right-of-way along Highway 22 and the 69 kv transmission line and poles will be removed. The new 138 kv structures will be single wood poles with overhead shield wires. Please see the picture to the right for an example of this type of structure. The AESO is an independent, not-for-profit entity responsible for the safe, reliable economic planning and operation of the Alberta Interconnected Electric System. What happens during construction? Depending on where you are in relation to the project you may see or hear construction crews and noise when installing the new structures and stringing wires. Any noise associated with the construction and/or operation of the new facilities will comply with the AUC's Noise Control Rule 12 and any other relevant provincial noise regulations and standards. Substation Upgrades The Entwistle substation (235S) is located adjacent to Highway22 within the NE ¼ of Section 17 Twp 53 Rge 7 W5M. The project transformer and associated equipment. A transformer is the device in a substation that steps voltage up or down so electricity can be safely distributed to your community. While the majority of the rebuilt line will be in the same right-of-way along Highway 22, AltaLink is also consulting with stakeholders about several new route options going around the town of Drayton Valley. AltaLink is proposing the new route options because rebuilding the portion of the line through the town would require power outages that would be very difficult to secure and would cause disruption in service to the town. FortisAlberta would like to retain the portion of the old 69 kv transmission line through the Town of Drayton Valley to continue distribution service to their customers located along the highway. Removing 69 kv Transmission Lines and Substations From Service In the Drayton Valley area, 69 kv substations Drayton Valley 46S, Pembina Pipelines 3080S and Easyford 249S will be decommissioned and salvaged. The majority of the 69 kv transmission lines called 544L and 573L that connect to these substations is expected to be salvaged and removed. Portions of these lines may be transferred to FortisAlberta for distribution use.
