1 Who can you contact for more information? Yellowhead Area Transmission Reinforcement: TERA Environmental Consultants Dave Sare Phone: Drayton Valley Area AltaLink Website: Address: Avenue SE Calgary, AB T2A 7W7 Alberta Electric System Operator (AESO) at What is this newsletter about? You are receiving this newsletter because you are a resident or landowner located near the proposed transmission reinforcement in the Drayton Valley Area and we want to provide you with important project information. Alberta Utilities Commission (AUC) at (You can call toll-free by dialing before the number.) How can you provide input? What does this project involve? AltaLink has retained TERA Environmental Consultants (TERA) to complete consultation and prepare regulatory applications for transmission reinforcement in the Drayton Valley area on its behalf. TERA will consult with residents and stakeholders adjacent to the proposed transmission facilities and provincial regulatory agencies that may be interested in the project. If you have questions regarding this project, please contact TERA using the contact information below. To reinforce the transmission system in the Drayton Valley area, AltaLink is proposing to: Build a new 138 kv transmission line between Moon Lake and Violet Grove substations using mostly existing rightof-way. Upgrade the Entwistle, Moon Lake and Violet Grove substations to accommodate the 138 kv line. Remove the existing 69 kv transmission line between the Moon Lake substation and Drayton Valley substation. Remove from service other existing 69 kv transmission lines and substations in the Drayton Valley Area. We will summarize stakeholder input and any commitments we make in a Facility Application (FA). The FA describes plans to meet technical requirements set by the AESO and provides information on routing, environment, costs, project components and schedules and our participant involvement program. We will submit the FA to the AUC for its approval. The AUC is a quasi-judicial agency established by the Alberta government that ensures fair and responsible delivery of our utility services. The AUC may decide to review the application through a public hearing process or written hearing process. AltaLink has enclosed a copy of the AUC brochure: Public Involvement Facility Applications, which describes how you can be involved in the AUC process. Open house - you re invited AltaLink strongly believes in the public consultation process and is seeking feedback from you. We will be hosting an open house for transmission reinforcement in the Drayton Valley Area in October. AltaLink representatives will be there to provide information about the proposed project and answer any questions you may have. Please contact us if you have questions prior to the open house. Drayton Valley October 14, p.m. to 8 p.m. We want to provide you with: Project details A project schedule A map of the project area Contact information Thank you! Your feedback is important to us. To learn more about this project visit Who is AltaLink? AltaLink owns the transmission system in the area and is consulting with you about this project. We are a regulated utility that owns and operates approximately 11,800 kilometres of transmission lines and approximately 270 substations. We provide electric service to more than 85 per cent of Albertans and own the majority of the transmission system in central and southern Alberta. Included in this Stakeholder Information Package: Mackenzie Conference Centre Ave Drayton Valley, AB The Alberta Electric System Operator's (AESO) Notice of Filing Need Application An Aerial Photo Map A Dialogue on Electric & Magnetic Fields Good Neighbours Public Involvement in Facility Applications to the Alberta Utilities Commission (AUC)

2 Electricity. When you need it. Why is this project needed? What factors were considered when selecting potential routes? Residential impact Input from key stakeholders including the Town of Drayton Valley and Brazeau County Electrical considerations including FortisAlberta's distribution system in the area Visual impact What are the project details? Transmission Line Approximately 30 kilometres of new 138 kv transmission line, called 673L, will be built between the Moon Lake and Violet Grove substations, replacing the old 69 kv transmission line in this location. The proposed rebuilt 138 kv line would be constructed primarily in the same right-of-way along Highway 22 and the 69 kv transmission line and poles will be removed. The new 138 kv structures will be single wood poles with overhead shield wires. Please see the picture to the right for an example of this type of structure. The AESO is an independent, not-for-profit entity responsible for the safe, reliable economic planning and operation of the Alberta Interconnected Electric System. What happens during construction? Depending on where you are in relation to the project you may see or hear construction crews and noise when installing the new structures and stringing wires. Any noise associated with the construction and/or operation of the new facilities will comply with the AUC's Noise Control Rule 12 and any other relevant provincial noise regulations and standards. Substation Upgrades The Entwistle substation (235S) is located adjacent to Highway22 within the NE ¼ of Section 17 Twp 53 Rge 7 W5M. The project transformer and associated equipment. A transformer is the device in a substation that steps voltage up or down so electricity can be safely distributed to your community. While the majority of the rebuilt line will be in the same right-of-way along Highway 22, AltaLink is also consulting with stakeholders about several new route options going around the town of Drayton Valley. AltaLink is proposing the new route options because rebuilding the portion of the line through the town would require power outages that would be very difficult to secure and would cause disruption in service to the town. FortisAlberta would like to retain the portion of the old 69 kv transmission line through the Town of Drayton Valley to continue distribution service to their customers located along the highway. Please refer to the enclosed map for details in your area. The rebuilt transmission line will require an increase in span length between transmission line poles, and some landowners may now have a pole in a new location near their property or some trees may need to be trimmed or removed. Entwistle substation The Moon Lake substation (131S) is located adjacent to Highway 22 within the NE ¼ of Section 20, Twp 51 Rge 7 W5M. The project transformer and associated equipment. After consulting with stakeholders, AltaLink will select a final route and file an application to the Alberta Utilities Commission (AUC) for approval to build the transmission line. Removing 69 kv Transmission Lines and Substations From Service In the Drayton Valley area, 69 kv substations Drayton Valley 46S, Pembina Pipelines 3080S and Easyford 249S will be decommissioned and salvaged. The majority of the 69 kv transmission lines called 544L and 573L that connect to these substations is expected to be salvaged and removed. Portions of these lines may be transferred to FortisAlberta for distribution use. From the Moon Lake substation to the Entwistle substation, the existing 69 kv line is currently being rebuilt to 138 kv standards as part of AltaLink s regular maintenance program. This line will be energized at 138 kv as part of the AUC application for this project. Demand for electricity in the area west of Edmonton continues to grow and transmission system reinforcements are required to meet the need for power. The AESO has directed AltaLink to upgrade and replace its equipment in the Drayton Valley area to 138 kv, today's minimum transmission standard, to ensure the reliability of the electric system in the area. Some of the transmission lines in the area are more than 50 years old and are at the end of their useful service life. Throughout the construction process, AltaLink and its contractors will follow all applicable Alberta Environment legislation and requirements and use appropriate techniques to protect water quality, soil, vegetation and wildlife habitat. Access and activities on private property are done in consultation with the landowners. What about Electric and Magnetic Fields (EMF)? AltaLink recognizes that some people are concerned about EMF and we treat those concerns very seriously. For more information please refer to the brochure titled A Dialogue on Electric & Magnetic Fields included with this package. Moon Lake substation What is the project schedule? The Violet Grove substation (283S) is located adjacent to Highway 620 within the NE ¼ of Section 30 Twp 48 Rge 7 W5M. The project includes the addition of a 138 kv line breaker and all associated equipment and material. This circuit breaker is an electrical switch designed to protect circuits or substation equipment during a fault. Fall 2009 File application with the Alberta Utilities Commission (AUC) April 2010 Start project construction if approval is granted by the AUC November 2010 Typical 138 kv wood pole structure.
