2 Outdoor Ditribution (14.4 kv and 25 kv) INTRODUCTION Qualified Peron Ç WARNING The equipment covered by thi publication mut be intalled, operated, and maintained by qualified peron who are knowledgeable in the intallation, operation, and maintenance of underground electric power ditribution equipment along with the aociated hazard. A qualified peron i one who i trained and competent in: The kill and technique neceary to ditinguih expoed live part from non-live part of electrical equipment. The kill and technique neceary to determine the proper approach ditance correponding to the voltage to which the qualified peron will be expoed. The proper ue of the pecial precautionary technique, peronal protective equipment, inulating and hielding material, and inulated tool for working on or near expoed energized part of electrical equipment. Thee intruction are intended only for uch qualified peron. They are not intended to be a ubtitute for adequate training and experience in afety procedure for thi type of equipment. Ç NOTICE When an S&C Voltage Senor i ued to provide ac power input for an S&C Battery Charger (Catalog Number Suffix -Y1, -Y4, or -Y7 ), the gear mut be applied at ytem line-to-line voltage ranging from kv through 17.0 kv for 14.4-kv model, and from kv through 29 kv for 25-kv model. In addition, when voltage enor are ued to provide ac power input for the battery charger, ingle-phae voltage ening (Catalog Number Suffix -Y1, -Y2, or -Y3 ), or optional three-phae voltage ening (Catalog Number Suffix -W1 ), the voltage enor mut be connected to the voltage limiter at all time. If the voltage enor are diconnected from the voltage limiter while the gear i energized, the voltage enor will be damaged. Ç CAUTION The equipment in thi publication mut be elected for a pecific application. The application mut be within the rating furnihed for the equipment. Rating for thi gear are lited on a rating label on the interior of the door (right-hand door only for double-door model). Page 2 of 33

3 INTRODUCTION Continued General Intruction manual regarding intallation and operation of the pad-mounted gear, witch operator, and controlequipment-group component are included in the Intallation and Operation Information Kit provided with each unit of S&C Remote Superviory PMH Pad-Mounted Gear. Wiring diagram and a catalog dimenional drawing howing cable-locating and anchor-bolt dimenion are alo provided in the information kit. All peronnel involved with intallation and operation of the gear hould be thoroughly familiar with the content of the kit. The following intruction cover operation of fue and manual Mini-Rupter Switche in S&C Remote Superviory PMH Pad-Mounted Gear. For operating intruction regarding Type PM Switch Operator or the controlequipment-group component, refer to the applicable S&C intruction heet. S&C Remote Superviory PMH Pad-Mounted Gear permit automated witching and provide fault protection for underground ditribution ytem. See Figure 1, 2, and 3. Thi gear contain the following: 600-ampere S&C Mini-Rupter Switche for three-pole live witching of three-phae ource circuit. Type PM Switch Operator to provide power operation of the aociated Mini-Rupter Switche. Control-equipment-group component (ee Appendix C) and interconnecting-control-wiring bae pacer with low-voltage wiring for each witch operator or 400-ampere hooktick-operated S&C Power Fue with Uni-Rupter for ingle-pole live witching of ingle-phae or three-phae load circuit. Model available offer a choice of S&C Type SML-20 or SML-4Z Power Fue, S&C Fault Fiter Electronic Power Fue, or a variety of ingle-barrel current-limiting fue. Penta-Latch Mechanim on door for acce control. Mechanim provide automatic door latching and permit padlocking only when the door i latched cloed. Door can be opened only with a pentahead ocket wrench or tool except when hexhead actuator (Catalog Number Suffix -B1 or -B2 ) are pecified. A variety of optional feature are available for S&C Remote Superviory PMH Pad-Mounted Gear. The catalog number tamped on the nameplate affixed to the encloure door i uffixed with letter-number combination applicable to the gear furnihed. Refer to Appendix D for decription of the optional feature. 7 SAFETY PRECAUTIONS Ç DANGER Pad-mounted gear contain high voltage. Failure to oberve the precaution below will reult in eriou injury or death. Some of thee precaution may differ from company operating procedure and rule. Where a dicrepancy exit, uer hould follow their company operating procedure and rule. 1. QUALIFIED PERSONS. Acce to pad-mounted gear mut be retricted only to qualified peron. See Qualified Peron on page SAFETY PROCEDURES. Alway follow afe operating procedure and rule. 3. PERSONAL PROTECTIVE EQUIPMENT. Alway ue uitable protective equipment uch a rubber glove, rubber mat, hard hat, afety glae, and flah clothing in accordance with afe operating procedure and rule. 4. SAFETY LABELS. Do not remove or obcure any of the CAUTION, WARNING, or DANGER label. 5. KEY INTERLOCKS. v If optional key interlock were furnihed, they mut be in place. v Check the operating equence of key interlock to verify proper equencing. v After the pad-mounted gear i intalled, either: (1) detroy the extra et of key or (2) make them acceible only to qualified peron. Thi will maintain the integrity of the key-interlock cheme. v Key interlock are not ecurity lock and are not ubtitute for padlock. 6. OPENING DOORS. Do not force door open. Forcing a door open can damage the latching mechanim. If optional key interlock are furnihed, correctly poition the interlock o the door can be opened. 7. CLOSING AND LOCKING DOORS. v Door mut be ecurely cloed and latched, with padlock in place at all time unle work i being performed inide the encloure. v Manual Mini-Rupter Switche have witch-operating-haft acce cover located on the ide of the pad-mounted gear encloure. They mut be cloed and padlocked at all time unle the witche are being operated. v Do not cloe a door on a fue in the open poition. The door will trike the fue pull ring which will interfere with door cloing. The door may be cloed if the fue i removed from the mounting. 8. ENERGIZED TERMINALS. Alway aume that both et of power terminal on any Mini-Rupter Switch or fue are energized unle proved otherwie by tet, by viual evidence of open-circuit condition on both et of terminal, or by oberving that both et of terminal are grounded. 9. BACKFEED. Mini-Rupter Switche, witch terminal, fue, and fue mounting (Uni-Rupter, load-ide hinge, and terminal) may be energized by backfeed. 10. DE-ENERGIZING. Before touching any device that i to be inpected, replaced, erviced, or repaired in the high-voltage compartment, alway diconnect Mini-Rupter Switche, fue, and other device uch a voltage enor from all power ource (including backfeed) and control ource, tet for voltage, and properly ground. 11. TESTING. Tet for voltage on both et of power terminal of any Mini-Rupter Switch or fue uing proper high-voltage tet equipment before touching any device that i to be inpected, replaced, erviced, or repaired in the high-voltage compartment. 12. GROUNDING. v Make ure that the pad-mounted gear encloure i properly grounded to the tation or facility ground. v After the gear ha been completely diconnected from all ource of power and teted for voltage, intall uitable grounding cable in all compartment before touching any device that i to be inpected, replaced, erviced, or repaired in the high-voltage compartment. 13. SWITCH POSITION. v Alway confirm the open/cloe poition of the Mini-Rupter Switche by viually oberving the poition of the witch blade. v Switche and witch terminal may be energized by backfeed. v Switche and witch terminal may be energized in any poition. Fue and fue mounting (Uni- Rupter, load-ide hinge, and terminal) may be energized by backfeed even when the fue i in the fully open poition. 15. S&C GRAPPLER. v The Grappler (Catalog Number 4423) i the S&C fue-handling fitting upplied with each unit equipped for fue. v The Grappler improve grip, balance, and control of fue during handling. v Alway ue the S&C Grappler attached to a uitable univeral pole (1¹ ₄ diameter) to handle barrier and to intall, remove, open, or cloe fue. The univeral pole mut be at leat 4 feet long (S&C Catalog Number 4451R2-E, or equal) for 14.4-kv gear or at leat 6 feet long (S&C Catalog Number 4452R2-E, or equal) for 25-kv gear. 16. MAINTAINING PROPER CLEARANCE. v When working in the high-voltage compartment, alway maintain proper clearance from energized component. v When handling barrier or when intalling, removing, opening, or cloing fue, alway ue an S&C Grappler attached to a uitable univeral pole (ee 15 above). 17. DUAL-PURPOSE FRONT BARRIERS. v Alway ue an S&C Grappler attached to a uitable univeral pole to handle barrier in the high-voltage compartment. v Do not leave dual-purpoe front barrier in the lide-in poition for more than one week. If the barrier are left in the lide-in poition for an extended period of time, there i the poibility of corona dicharge to the barrier. Prolonged expoure to corona dicharge can damage the barrier and reult in a flahover, injury, and equipment damage. v Switch Side: Thee barrier are intended for temporary ue to iolate the blade of the Mini-Rupter Switch from the main contact while work i being performed. v Fue Side: Thee barrier are intended for temporary ue to iolate the fue from the contact of the Uni-Rupter while work i being performed. 18. CLOSING FUSES. Cloing a fue into a faulted circuit will caue a loud noie, a flah of light at the Uni-Rupter contact, and the fue to blow. Cloing a fue into a faulted circuit i alway a poibility. When cloing a fue, alway turn your face away then ue a wift, unheitating thrut ince the cloing operation i completely operator dependent. With Uni-Rupter, the fue can be cloed into a fault current once or twice a pecified in Appendix B, and the Uni-Rupter will remain operable and able to carry and interrupt rated current. 19. FUSE STORAGE AND HANDLING. v Alway tore fue in a clean, dry location. v Never tore end fitting, holder, interrupting module, or fue in high-voltage compartment unle the unit i equipped with the optional fue-torage feature (Catalog Number Suffix -E1, -E2, or -E3 ). v If equipped with the fue-torage feature, do not handle pare fue unle dual-purpoe front barrier for witche are in their normal, upended poition to help avoid contact with live part. 9 MANUAL SWITCHING WITH MINI-RUPTER The following intruction are for operation of manual Mini-Rupter Switche. For Mini-Rupter Switche operated by Type PM Switch Operator, refer to Intruction Sheet Complete rating for Mini-Rupter a applied in S&C Remote Superviory PMH Pad-Mounted Gear are hown in Appendix B. Before proceeding, refer to the DANGER on page 7 and 8. Operating the Mini-Rupter Switch 1. Remove the padlock and open the witch-operatinghaft acce cover. See Figure Remove the folding witch-operating handle from it torage pocket behind the acce cover. Unfold the handle and lide it onto the hex witch-operating haft. Note the witch-poition indicator which i attached to the hex witch-operating haft and ret againt a top in either the open or cloed poition. Arrow indicate witch-open or witch-cloed poition. 3. Rotate the handle in the appropriate direction to open or cloe the witch, and check the witch-poition indicator to verify that the witch i in the deired poition. Ç WARNING Alway confirm the open/cloe poition of the Mini- Rupter Switch by viually oberving the poition of the witch blade. 4. Remove and fold the witch-operating handle, and return the handle to it torage poition. Then cloe and padlock the acce cover. Ç CAUTION Do not leave the witch-operating-haft acce cover unlocked if the gear i left unattended by qualified peron. Failure to maintain proper clearance will reult in eriou injury or death. Alway ue an S&C Grappler (Catalog Number 4423) attached to a uitable univeral pole (1¹ ₄ inche in diameter) to handle barrier and to intall, remove, open, or cloe fue. The univeral pole mut be at leat 4 feet long (S&C Catalog Number 4451R2-E, or equal) for 14.4-kv gear or at leat 6 feet long (S&C Catalog Number 4452R2-E, or equal) for 25-kv gear. Place the dual-purpoe front barrier in the lide-in poition whenever the Mini-Rupter Switch i open. When the barrier i in the lide-in poition, the witch blade are iolated from the main contact. Thi alo keep the blade from cloing if, for any reaon, the Mini-Rupter Switch i operated. To inert the barrier in the lide-in poition, ue an S&C Grappler attached to and in line with a uitable univeral pole. Figure 5 through 7 how the uggeted inertion method. The Grappler prong are pointed upward when lifting the front barrier. Ç WARNING Do not leave dual-purpoe front barrier in the lide-in poition for more than one week. Thee barrier are intended for temporary ue to iolate the blade of the Mini-Rupter Switch from the main contact while work i being performed. If the barrier are left in the lidein poition for an extended period of time, there i the poibility of corona dicharge to the barrier. Prolonged expoure to corona dicharge can damage the barrier and reult in a flahover, injury, and equipment damage. Ç NOTICE Before cloing a Mini-Rupter Switch, remove the dualpurpoe front barrier from the lide-in poition. Cloing a witch on the barrier will block the witch blade and reult in a talled condition. If the Mini-Rupter Switch i inadvertently cloed with the front barrier in the lide-in poition, it will be neceary to unblock the blade. To do thi, rotate the witchoperating handle all the way to the OPEN poition. Thi will return the blade to the open poition. If a poweroperated Mini-Rupter Switch i cloed with the dual-purpoe front barrier in the lide-in poition, refer to IF OPERATOR STALLS in Intruction Sheet Figure 5. 11 MANUAL SWITCHING WITH MINI-RUPTER Continued To retore the dual-purpoe front barrier to the normal upended poition, ue an S&C Grappler attached to a uitable univeral pole. With the Grappler prong pointed upward (a hown in Figure 7), lowly and carefully withdraw the barrier o that, a it clear the lide-in poition, the hole in the barrier catch on the hook of the gear. Then lower the barrier to it normal, upended poition. (If, for any reaon, the barrier wa completely removed from the encloure, a uggeted method of placing it in it normal, upended poition i hown in Figure 8. Note that the barrier i upported on the Grappler prong and held there by engagement of the lifting ring with the Grappler cone. 12 Outdoor Ditribution (14.4 kv and 25 kv) FUSING S&C Remote Superviory PMH Pad-Mounted Gear i furnihed with S&C Fue Mounting with Uni-Rupter that accommodate S&C Type SML-20 Power Fue, S&C Type SML-4Z Power Fue, or S&C Fault Fiter Electronic Power Fue. Fault Fiter Electronic Power Fue Mounting alo accommodate a variety of current-limiting fue. Ç WARNING When electing current-limiting fue, the voltage rating of the fue mut conform to the recommendation in Appendix E. Failure to conform to thee recommendation can reult in a flahover, injury, and equipment damage. Aembling the Fue S&C Power Fue Intall an SMU-20 Fue Unit into each et of end fitting, an SM-4 Refill Unit into each holder, or a Fault Fiter Interrupting Module and Control Module into each holder, in accordance with the intruction heet furnihed with the fue unit, refill unit, or interrupting module. Current-Limiting Fue S&C Holder for current-limiting fue are deigned for ue in pad-mounted gear model that include mounting for Fault Fiter Electronic Power Fue. Thee holder will accommodate the current-limiting fue lited in Appendix E. For intruction on intalling current-limiting fue in current-limiting fue holder, refer to S&C Intruction Sheet Intalling the Fue in the Mounting Follow the intruction found under Intalling and Cloing the Fue on page 13 through 16. Warranty Qualification The tandard warranty contained in eller tandard condition of ale (a et forth in Price Sheet 150) doe not apply to S&C Remote Superviory PMH Pad-Mounted Gear where fue unit, fue-unit end fitting, holder, refill unit, or witch blade of other than S&C manufacture are ued in conjunction with S&C SML Mounting. Nor doe it apply to S&C Remote Superviory PMH Pad-Mounted Gear where other than Fault Fiter Electronic Power Fue, S&C Switch Blade, or the current-limiting fue lited in Appendix E are ued in conjunction with Fault Fiter Electronic Power Fue Mounting and S&C Holder deigned therefor, or when current-limiting fue are applied other than a et forth under Recommended Voltage Rating for current-limiting fue in Appendix E. 13 SWITCHING WITH UNI-RUPTER Intalling and Cloing the Fue Before proceeding with the intruction on intalling and cloing the fue,d refer to the DANGER on page 7 and 8. Ç DANGER When working in the high-voltage compartment, alway maintain proper clearance from energized component. Failure to maintain proper clearance will reult in eriou injury or death. Alway ue an S&C Grappler (Catalog Number 4423) attached to a uitable univeral pole (1¹ ₄ inche in diameter) to handle barrier and to intall, remove, open, or cloe fue. The univeral pole mut be at leat 4 feet long (S&C Catalog Number 4451R2-E, or equal) for 14.4-kv gear or at leat 6 feet long (S&C Catalog Number 4452R2-E, or equal) for 25-kv gear. Ue an S&C Grappler attached to and in line with a uitable univeral polel to perform the procedure lited below: 1. Open the appropriate fue-compartment door and ecure it with the door holder. See Figure 9. On doubledoor model, the adjacent compartment door hould be cloed and latched to minimize expoure to high voltage. 2. If optional inner barrier panel (Catalog Number Suffix -G7 ) are furnihed, looen the pentahead bolt and remove the panel. Then remove only the dual-purpoe front barrier aociated with the fue mounting into which the fue will be intalled. See Figure 10. Inert the barrier into the lide-in poition uing the Grappler a illutrated in Figure 11. Note that the barrier i upported on the Grappler prong and held there by engagement of the lifting ring with the Grappler cone. Ç WARNING Do not leave dual-purpoe front barrier in the lide-in poition for more than one week. Thee barrier are intended for temporary ue to iolate the fue from the contact of the Uni-Rupter while work i being performed. If the barrier are left in the lide-in poition for an extended period of time, there i the poibility of corona dicharge to the barrier. With the Grappler prong pointed downward, inert the longer prong into the pull ring of the fue. See inet of Figure 15. Then with one face turned away, cloe the fue with a wift, unheitating thrut. See Figure 15. Remove the Grappler from the pull ring. Ç NOTICE After removing the Grappler from the pull ring, make ure that complete fue cloure wa attained by puhing againt the fue with the Grappler. Failure to completely cloe the fue can reult in damage to the Uni-Rupter. 7. Ue the Grappler to hang the dual-purpoe front barrier in it normal, upended poition. See Figure 10. Opening and Removing the Fue Before proceeding with the intruction on opening and removing the fue, refer to the DANGER on page 7 and With the Grappler prong pointed downward, inert the longer prong into the pull ring of the fue. See Figure 16. Ç DANGER When working in the high-voltage compartment, alway maintain proper clearance from energized component. Failure to maintain proper clearance will reult in eriou injury or death. Alway ue an S&C Grappler (Catalog Number 4423) attached to a uitable univeral pole (1¹ ₄ inche in diameter) to handle barrier and to intall, remove, open, or cloe fue. The univeral pole mut be at leat 4 feet long (S&C Catalog Number 4451R2-E, or equal) for 14.4-kv gear or at leat 6 feet long (S&C Catalog Number 4452R2-E, or equal) for 25-kv gear. Ue an S&C Grappler attached to and in line with a uitable univeral pole to perform the procedure lited below: 1. Open the appropriate fue-compartment door and ecure it with the door holder. See Figure 9. On doubledoor model, the adjacent door hould be cloed and latched to minimize expoure to high voltage. 2. If optional inner barrier panel (Catalog Number Suffix -G7 ) are furnihed, looen the pentahead bolt and remove the panel. NOTE: The Uni-Rupter i deigned to require a hard pull to unlatch the fue, thu reducing the poibility of an incomplete opening operation. 5. Remove the Grappler from the fue pull ring. Ç DANGER The fue and fue mounting (Uni-Rupter, load-ide hinge, and terminal) may be energized by backfeed even when the fue i in the fully open poition. Alway aume that both terminal of a fue are energized unle proved otherwie by tet, by viual evidence of open-circuit condition on both terminal, or by oberving that both terminal are grounded. Failure to follow thee precaution can reult in eriou injury or death. Ç NOTICE Do not cloe a door on a fue in the open poition. The door will trike the fue pull ring which will interfere with door cloing. The door may be cloed if the fue i removed from it mounting. 6. Place the dual-purpoe front barrier aociated with the fue to be removed in the lide-in poition. Ue the Grappler for thi, a illutrated in Figure 18. Note that the barrier i upported on the Grappler prong and held there by engagement of the lifting ring with the Grappler cone. Ç WARNING Do not leave dual-purpoe front barrier in the lide-in poition for more than one week. Thee barrier are intended for temporary ue to iolate the fue from the contact of the Uni-Rupter while work i being performed. If the barrier are left in the lide-in poition for an extended period of time, there i the poibility of corona dicharge to the barrier. Ç WARNING To minimize expoure to high voltage on double-door model, cloe and latch the adjacent door. Alo remove the dual-purpoe front barrier (uing the Grappler) or inner barrier panel, if furnihed. Ç DANGER When working in high-voltage compartment, alway maintain proper clearance from energized component. Failure to maintain proper clearance will reult in eriou injury or death. S&C Power Fue From a afe ditance, oberve the blown-fue target for the fue type furnihed (refer to Figure 21): SML-20 Power Fue or Fault Fiter Electronic Power Fue A red blown-fue target project from the top of the SML-20 Power Fue upper end fitting or the Fault Fiter Holder when the fue ha operated... making it eay to check fue condition with the fue in the cloed poition. The blown-fue target retract within the end fitting or holder when the blown fue unit or interrupting module i replaced. SML-4Z Power Fue A fluorecent-orange target in the tranlucent SML-4Z Holder move to the BLOWN indicator window when the fue operate, permitting a poitive viual check of fue condition without removing the fue from it mounting. The target fluorece when illuminated. NOTE ON HANDLING: The current-deign upper end fitting for ue in SML-20 Power Fue, and the Fault Fiter Holder employ a free-floating blown-fue target which can move (by force of gravity) into the BLOWN poition hould the fue be inverted during handling. Fue condition can be verified by returning the fue to the upright poition. If the fue i blown, the target will remain in the extended (projecting) poition. Remove the blown fue from it mounting following the intruction found under Opening and Removing the Fue on page 17 through 20. Then follow the intruction for replacing blown SM-4 Refill Unit, SMU-20 Fue Unit, or Fault Fiter Interrupting Module (a applicable) that are provided with each new refill unit, fue unit, or interrupting module. For intruction on replacing current-limiting fue in S&C Holder, refer to S&C Intruction Sheet S&C Holder will accommodate the current-limiting fue lited in Appendix E. Ç WARNING Before cleaning, completely de-energize, tet, and ground the pad-mounted gear. Never ue preureprayed abraive to clean pad-mounted gear. Preure-prayed abraive will damage witch and fue component. Place dual-purpoe front barrier for witch and fue compartment into the lide-in poition. See Figure 7 and 11. Thi will provide phyical iolation for additional ecurity if it i neceary to work on the cable connected to the Mini-Rupter Switch or fue. Ç DANGER When acce to high-voltage compartment i required for inpection, ervice, or repair, alway oberve the precaution below. Failure to oberve thee precaution will reult in eriou injury or death. 1. Acce to pad-mounted gear mut be retricted only to qualified peron. See Qualified Peron on page Alway follow afe operating procedure and rule. 3. Before touching any device, alway diconnect witche, fue, and other device from all power ource (including backfeed) and control ource, tet for voltage, and properly ground. 4. Alway aume that both et of power terminal on any witch or fue are energized unle proved otherwie by tet, by viual evidence of open-circuit condition on both et of terminal, or by oberving that both et of terminal are grounded. 5. Tet for voltage on both et of power terminal of any witch or fue uing proper high-voltage tet equipment. 6. After the gear ha been completely diconnected from all ource of power and teted for voltage, intall uitable grounding cable in all compartment. 7. For maintenance of non-s&c equipment, follow the manufacturer intruction. 8. Make certain the encloure i properly grounded to the tation or facility ground. Do not return equipment to ervice unle uch ground are properly made. NOTE: Occaionally, low-voltage component may require maintenance. The maintenance of other lowvoltage component iolated from high-voltage compartment may be performed under the afety rule for equipment rated 600 volt or le. If maintenance i to be performed on device connected to the econdary of a voltage enor, hort-circuit the econdary connection. For proper etting of Type PM Switch Operator, refer to FINAL CHECKS BEFORE WALKING AWAY in Intruction Sheet For proper etting of the component furnihed with the communication and control equipment group (Catalog Number Suffix -Y1 ), refer to S&C Intruction Sheet Padlock all door and witch-operating-haft acce cover before leaving the intallation ite, even momentarily. Oberve thi procedure even in thoe cae where the gear i acceible only to qualified peron. Encloure Finih The reponibility for enuring that a finih protect the encloure lie with both the manufacturer and the uer. S&C Remote Superviory PMH Pad-Mounted Gear i finihed with the S&C Ultradur Finihing Sytem, which provide lating protection for the encloure. To retain thi protection, the uer hould take periodic corrective action a follow: 1. Touch up any penetration of the finih to bare metal uch a cratche and abraion due to hipping or vandalim to maintain the original integrity. S&C touch-up finih and primer are available in aerool pray can order by Catalog Number: for olive green finih, for light gray finih, and for red-oxide primer. No other finih or primer i approved. The area to be touched up hould be cleaned to remove all oil and greae. Sand the area, removing any trace of rut that may be preent, and make ure all edge are feathered before applying primer. 2.
