1 SRF No MEMORNDUM TO: FROM: Earl Haugen, The Forks MPO Nick Erpelding, PE, PTOE DTE: October 25, 2012 SUJET: SUMMRY OF TRFFI SIGNL FIELD FINE TUNING TRIP OTOER 15-20, 2012 Jon Krieg and I traveled to Grand Forks the week of October 15, The purpose of the trip was to fine-tune new Weekday M Peak, Weekday PM Peak, and Saturday Midday Peak signal timing plans at 44 intersections (6 corridors) in Grand Forks. This work is the final component of the signal timing task of the Long Range Transportation Plan update project that SRF is currently working on for The Forks MPO. This memo summarizes the work completed on the trip, observations, recommendations, and suggested next steps for the ity and MPO. Day-by-Day Trip Overview: Monday, October 15, 2012: Drove to Fargo. Tuesday, October 16, 2012: Drove to Grand Forks. Downloaded timing plans in entracs, entered timing plans for 42nd, Demers, and Washington and entered fine-tuning day plans for Washington. Wednesday, October 17, 2012: Fine-tuned Gateway and Washington in the morning. Entered fine-tuning day plans for olumbia, 42nd, and Demers after lunch. Fine-tuned Gateway, Washington, 42nd, and Demers in the afternoon. Thursday, October 18, 2012: Fine-tuned 32nd and olumbia in the morning and afternoon. In the evening, entered day plans for Saturday into entracs and prepped for Saturday fine-tuning.

2 Earl Haugen October 25, 2012 The Forks MPO Friday, October 19, 2012: Fine-tuned morning plan on Gateway, Washington, Demers, and olumbia. Fine-tuned Saturday plan on 32nd and olumbia. Updated weekday day plan schedules to run new plans on Gateway, 32nd and olumbia corridors. Updated time clocks on Washington. Saturday, October 20, 2012: Fine-tuned Saturday plans on all corridors. Reset clocks on Washington, adjusted daylight savings time controller settings on olumbia. Updated Saturday day plan schedules to run new plans at Gateway/olumbia, Gateway/Washington (where offset and split updates were made). Drove to Minneapolis. Summary of Timing Plan Performance on Each orridor: Gateway: New weekday plans worked well. The existing Saturday plan worked well with an offset adjustment at olumbia (where north/south left turn phases had been added) and a split adjustment at Washington. t the Gateway/Washington intersection, all plans were adjusted to provide lead/lag north/south lefts for better efficiency and safety. Extra time was given to freeway ramp left turn movements due to heavy truck volumes. Demers: ll plans worked very well due to light traffic. Few fine tuning adjustments and no Saturday plan adjustments. 32nd: ppeared to be the busiest corridor. hallenges included constraint to use lead/lead phasing at several intersections due to protected/permissive phasing, especially at 34th and 38th. The spacing between these two intersections suggests better two-way progression could be provided with lead/lag phasing which could be implemented if/when flashing yellow arrows (FY) are installed. nother possibility to investigate would be to increase cycle length for 34th and 38th after turn lane storage is expanded at these intersections. For example, run 34th and 38th at 150 seconds, run the ramps and 31st at 75 seconds, and run the remainder of the corridor as per current plan. The busiest time for the corridor appears to be during the afternoon peak; Saturday traffic seems lighter. lthough Saturday traffic is lighter, the 110-second Saturday plan did not work as well as the weekday PM 120-second plan, due to the poor two-way progression between 34th and 38th. We suggest trying the PM plan on Saturday after entracs scheduling has been implemented. couple of intersections appeared to have some sticky detectors, especially 34th and 38th on the side streets. alls were held on these approaches after all cars had cleared, resulting in additional delay for other approaches. 42nd: Similar to Demers, traffic volumes on this corridor were light. There is good progression on the south end of corridor, but less so on the north end, partially due to a fair number of preempts

The intersection in front of the lerus enter (11th), and 6th both had wiring issues that were reported to Kevin Thielman, ity of Grand Forks immediately upon observation. We also noticed that the event days and day plans programmed into the controllers were not consistent across the entire corridor. Some did not have 2012 and 2013 event day information entered. The existing Saturday plan worked well without adjustments. olumbia: The shorter 90-second cycle length in the morning worked well with good two-way progression while still accommodating pedestrians. During the morning peak at UND just before 8 am, some of the northbound left turners did not get served during protected yellow, but most were served during permissive period. In the afternoon, there was good progression southbound, but less so northbound. Installation of FY (or protected-only phasing) with lead/lag would provide significant benefit here, especially on south end of corridor. Several intersections with apparently sticky detectors were observed, especially 24th, 11th and 13th. ontroller settings at several intersections were updated to prevent overriding of the daylight savings time information managed in entracs. ontroller clock time at a couple of the intersections appeared to drift significantly during the day. For example, at 13th, the clock drifted several seconds in just a few hours. We recommend using entracs to set all controller clocks at least twice per day. On Saturday, the existing plan worked well with one offset adjustment at Gateway/olumbia. Washington: There were significant clock issues, due to a portion (four intersections on the south end) of the corridor coming online in entracs on Friday with a portion still unconnected. locks at the four entracs intersections were automatically set and clocks at the remaining intersections were drifting about nine seconds per day. It will be important to get all on entracs as soon as possible to ensure good clock synching. Until the entire corridor is on entracs, controller clocks should be reset as frequently as possible. When the clocks were synched, good two-way progression was observed for all plans. During the peak 15 minutes in the morning, the intersection of Washington/Demers was nearing capacity with the shortened 100-second cycle. Good progression from eastbound 32nd to northbound Washington (heavy dual left movement) especially during PM and Saturday plans was observed. For the Saturday plan, splits were updated at Gateway/Washington. Summary of Transit Signal Priority (TSP) Operations: TSP timings are in place and appeared to be operational for the new plans at these intersections: 32nd/34th 32nd/20th 42nd/University olumbia/13th olumbia/24th Washington/University Washington/17th To fully verify TSP operation, each approach should be visited with TSP-equipped vehicle. Detection of calls on the phase selector should be verified, as should receipt of calls into the

4 Earl Haugen October 25, 2012 The Forks MPO controller. We recommend performing a TSP performance audit that would include these checks on an annual basis at all TSP-equipped intersections. TSP was not set up at remaining TSP-equipped intersections. To enable TSP at these intersections, info for the S/3 signal controller input screen Main Menu-4-3 (MM-4-3) is needed; specifically which TSP phase corresponds to which approach. If documentation of the correct settings is not available from earlier programming efforts, this info can be determined in the field using a TSP-equipped vehicle. fter MM-4-3 is programmed, max green reduction info will need to be programmed in MM-4-4 and detection lengths programmed into the GTT central management software (where not already programmed). General Recommendations: Geometric recommendations: Increase turn lane capacity at 32nd/34th and 32nd/38th. Eliminate negative offset for left turn lanes at protected/permissive locations to improve safety, especially along 32nd venue corridor. Remove alignment kinks on olumbia at University to improve safety. Timing recommendations: onsider adding FY (or protected-only phasing) to allow for lead/lag at all protected/permissive locations, especially 32nd/34th, 32nd/38th, olumbia/11th, olumbia/13th, olumbia/17th, olumbia/24th, and olumbia/28th. Refine sticky detection settings to reduce delay, especially at 32nd/34th, 32nd/38th, 32nd/Washington, olumbia/11th, olumbia/13th, olumbia/28th, and olumbia/32nd. onsider reducing vehicle extension times on movements where stop bar extension detection is used. dd all intersections to entracs. Use entracs to update all controller clocks regularly (suggest twice per day). Switch control of timing in controllers from Time-ased ontrol, or T (local controller day plans and event days) to System-ased ontrol, or SYS (entracs schedule) to allow for manual implementation of timing plans at multiple intersections in roughly 30 seconds. This change will make it very easy to turn on a snow day plan or manually set intersections to a specific plan (such as for fine-tuning or during an unplanned event). This change will also reduce the complexity and tedium of timing operations allowing ity staff to easily make tweaks as traffic conditions change over time. Other recommendations: Fix wiring issues at 42nd/6th and 42nd/11th. onsider speed studies to update speed limits on Gateway between Stanford and 20th, entire length of Demers, 42nd south of Demers.

5 Earl Haugen October 25, 2012 The Forks MPO Perform general maintenance of signal equipment including damaged background shields and visors, cabinet debris and filters. Replace burned out light bulbs: o Don t Walk indication for eastbound crosswalk on north side of intersection at Washington/University. o Westbound doghouse green ball at olumbia/13th. o Eastbound far left indication red ball at Washington/2nd. Fix damaged pole base cover at olumbia/17th. Next Steps: fter remaining corridors (42nd, Demers, Washington) are brought online in entracs, update controller day plan schedules for each intersection on these corridors to run the new timing plans. SRF will perform this work remotely under our current contract. fter all corridors are online in entracs, suggest converting control from T to SYS. This will involve entering schedule information directly into entracs as opposed to each controller individually. entracs will then command intersections to run the various timing plans rather than each intersection determining which plan to run based on a local schedule. fter the typical daily schedules are set up, set up the event plans for each different type of event to replicate how the system currently operates on event days. The intersections covered by each type of event plan will be configured in entracs so that only one schedule needs to be maintained for each type of event plan. If this setup is not covered by T as part of their entracs install, SRF can perform this work under a new contract. s noted earlier, this conversion will allow for easy input of manual timing plans (such as the snow day plan or a specific event plan) during unplanned incidents or events.
