With Stonemannor coming onboard and the Roads department expecting to start providing winter maintenance starting winter 2017/2018. part of the winter maintenance will involve completing snow removal upon sidewalks. This trailer will coincide with the implementation of the additional sidewalk plow (201803) this trailer will be required to transport the unit from location to location utilizing an existing truck from the current township fleet. 5 PUBLIC WORKS Utility Vehicle New Utility Vehicle Growth Mark Archer This utility vehicle is to be added to the fleet for joint use between the Public Works Director, Operations Coordinator and the Operations Technician. This proposed vehicle will be utilized for transportation to site meetings,inspections. 6 Public Works Plow Truck New Tandem Truck complete with winter control equipment Growth Mark Archer With the increase of the number of km of new residental roads within new development and the time required to complete winter maintenance upon those roads. A new truck complete with winter control attachments will be required to complete maintenance activities within the timeframe required. 7 Public Works / Parks and Properties Sidewalk Plow Additional Sidewalk Plow (combination Tractor/mower) Growth Mark Archer / Ron Belcout This unit will be required for the 2017/2018 winter season as the Township will be starting to undertake the winter maintenance within Stonemannor Development. Current sidewalk snow removal routes are on average 8 hours to complete each route, a new route would be required to reduce overtime and alow the Township meet the Minimum Maintenance Standards. This unit is also 50/50 split with Recreation Parks and Properties, therefore this unit would reduce the number of operating hours during both winter and summer maintenance on the current units within the fleet and extend the expected life of each unit. 8 Recreation, Parks and Properties Wide Area Flex Mower Grass mowing equipment This purchase is being proposed due to growth Ron Belcourt Commencing in 2017 the township will assume the turf maintenance of the Snow Valley Lowlands waste water plant, storm water management pond on Budd's Mill, Snow Valley Road trails, Stone Manor water & waste water plant and the Stone Manor storm water management pond. All of these areas have varing slopes, mounds and rough terrain which our current equipment is not suited for. The most efficient and cost effective equipment to maintain these areas plus other sites in the Snow Valley/Centre Vespra area is with a tractor and PTO driven wide area flex mower. We propose to have the equipment floated to a start area and then the operator would road the equipment to the various sites alleviating the need for another truck and trailer. This additional acreage to be cut will require the addition of 1 student, as we are not at the point of needing a third cutting crew, we propose to have one of the full time operator's that currently operates a zero turn mower, operate the tractor and wide area mower and have a summer student operate a zero turn mower. 13 Public Works Replace #8 Tandem New Tandem Truck complete with winter control equipment Replacement Mark Archer Township heavy trucks are utilized year round for aggregate hauling, ditch cleaning road reconstruction and winter control. Winter control is a very harsh environment with the use of salt and salt brine that reduces truck life. The current asset management policy suggests a life of 710 years on heavy duty trucks. truck #8 is an 11 year old Sterling tandem truck complete with winter maintenance equipment with over 206,000km. As shown below the tracking of the total vehicle costs for repairs, this unit has on average been higher than the average for the total repair costs compaired to rest of the Tandem Trucks in the fleet. 15 Public Works Replace 2006 Dodge pick up #5 Replacement of a 2006 Dodge Pick Up Replacement Mark Archer Truck #5 is a ten year old truck with over 221,000km that has doubled the expected life cycle for pickup trucks within the public works fleet. The proposed replacement truck will then roll into service as the Yard 2 Supervisor's Truck, with the current Supervisor's truck being moved over to the Patrol vehicle for 2nd life. The current 2008 Ford Ranger used a the patrol truck will go into the Parks and Properties fleet for 3rd life summer use. 16 Recreation, Parks and Properties Compact Tractor Replacement Replace 1997 New Holland 1620 Compact Tractor This project is being proposed due to renewal/replacement Ron Belcourt Staff are requesting that this piece of equipment be replaced do to its age, physical condition and its size no longer meets the requirements of the Recreation, Parks and Properties department. When the tractor was purchased in 1997, its purpose was to cut grass to supplement the wide area mower, ball diamond maintenance and minor maintenance projects in the parks. Since that time, the property and department portfolio has expanded considerably with new and right sized equipment has been acquired to complete the current workload. This tractor is too small to complete many of the tasks or operate the attachments to maintain the properties. This tractor was also used for a number of winter seasons for sidewalk snow removal which worked the tractor beyond its capabilities. A larger tractor will be required to operate the wide area flex mower, if approved, to maintain the new acreage in the Snow Valley/Centre Vespra area, plus having a larger tractor will also improve our efficiency when aerating, top dressing & over seeding the sports fields. In this era of large sometime complicated events (large collisions, weather and fires) there is a need for a Rescue/Incident Command vehicle. 21 Fire & Emergency Services Motorola Digital Radio Migration Migration to Motorola Digital Radios Replacement Fire Chief 2017xx Motorola Digital Migration In 2016 and 2017 a number of municipalities will be switching over to digital to increase efficiencies and develop a higher level of Health & Safety on the Fire ground. This migration will enhance the ability to have two channels to handle multiple emergency calls, also this enable to use neghbouring municipalities towers (like a cell phone roams) to provide better coverage in outlying areas of the township. Also paging would be analog and will not affect the digital transmission if crews are in a hazardous environment.
