1 REGIONAL MUNICIPALITY OF WATERLOO JOB DESCRIPTION POSITION: ROADS EQUIPMENT REFERENCE NO: OPERATOR (HEAVY) DEPARTMENT: TRANSPORTATION & DIVISION: TRANSPORTATION ENVIRONMENTAL SERVICES UNION: CUPE LOCAL 1656 REPORTS TO: AREA SUPERVISOR REVISED: April 25, 2013 GENERAL PURPOSE: Performs general roads maintenance activities on Regional roads, bridges and roadsides, including winter snow and ice control duties and general summer roads maintenance, primarily operating trucks/vehicles such as tandem/single axle dump trucks, stake trucks, pickups, and utility vehicles, and using hand tools and maintenance equipment on various maintenance activities. MAJOR RESPONSIBILITIES: Performs daily maintenance circle checks, in accordance with Regional specifications, before using equipment. Performs minor repairs or replacements of parts as required. Completes checklist; advises supervisor or lead hand of any requirements for additional service/repair. Greases equipment and adds fluids, such as oil or windshield washer fluid, as required. Checks wheel lugs and torques them as required. Cleans interior and exterior of equipment, as required. Operates tandem axle dump trucks and other utility vehicles to haul material such as gravel, asphalt, topsoil, and gabion stone to various worksites within the Region and to haul material and equipment from outside the Region as required. Cuts grass and other vegetation along Regional roadsides and on selected Regional properties, using agricultural tractor equipped with flail mover(s) and/or boom mower extension. Removes graffiti from Regional property, and erects barriers to contain dust and chemicals, as necessary. During winter season, operates tandem axle trucks for plowing, salting, and sanding operations. Operates combination plow/wing units and computerized material spreading unit (e.g. Compu-spread, Epoke). Adjusts application rates of salt, sand, and anti-icing materials to suit conditions. Performs concrete repairs to bridges, curb/gutters, sidewalks and catchbasins/manholes, including removal and replacement of same, operating various pieces of equipment, as required Performs snow and ice control activities, including snow and ice removal from sides of road or drainage areas, using hand tools, maintenance equipment, and other vehicles and equipment (e.g. tractor, loaders, snow blower shoulder grader, snowplow/dump truck). Once properly trained and certified, operates shoulder grader with windrow elimination attachment for regrading of gravel shoulders to maintain shoulders in safe condition.
2 - 2 - Cleans out catchbasins using hand tools. Occasionally operates stake truck or dump truck to haul material to disposal site. Installs culverts, including the construction of gabion walls and stream liners, restoration of trenches, and landscaping. Maintains and cleans bridge decks and structural component. When properly certified and trained, uses oxygen-acetylene torches to cut metal components on culverts, storm sewers, snowplow blades. Occasionally operates tractor-loader, wheel loader, or truck to assist crews in removal of tree stumps, including restoration of excavation and landscaping. Performs the felling and removal of trees and brush from Regional roadsides and properties. When certified, uses chainsaw to fell and work up trees. Operates brush chipper to clean up tree branches and brush. Occasionally operates loader to load tree parts on trucks. Installs and removes snow fences, including pounding in stakes using hand held pounder or tractor mounted equipment. Operates truck or tractor loader to transport fences to and from the job site, install or remove stakes. Performs all general roads maintenance activities on Regional roads and roadsides, as required, such as cold/hot patching, dead animal and debris removal, guide rail/cable maintenance, and sounds barrier, retaining wall, and drainage maintenance. Installs and removes snow plow equipment, including plow harness and spreaders, and prepares them for storage in the spring or for use in the winter. During winter operations, removes and re-installs plow units from trucks, as directed. Performs other equipment repairs, including replacing/repairing pins, blades, cables. Operates vehicles and equipment, such as weed trimmers, hand mowers, commercial riding mowers, walk behind compaction equipment, post hole augers, tar kettles, power tools, chippers, breakers, pumps and compressors, pickups, backhoes, loaders, stake trucks, utility vehicles and tandem axle dump trucks to perform annual program activities. Performs surveys related to roadway construction, as required. Performs concrete repairs to bridges, curbs/gutters, sidewalks, and catchbasins/manholes, including removal and replacement of same. Performs traffic control duties, including set up of traffic control plans, as required around worksites for safety of self and rest of work crew. Once properly trained and certified, performs sweeper and road patrol duties, as assigned. Performs other related duties as assigned.
3 - 3 - RESPONSIBILITY FOR MATERIAL/FINANCIAL RESOURCES: Ensures roads maintenance vehicles, equipment (e.g. computer, 2-way radio) and hand tools used for own work are operated properly and not subjected to abuse. Performs regular checks on equipment to ensure it is maintained in safe working condition. Logs all items inspected in daily equipment inspection book. Reports need to repair or replace tools or equipment to supervisor or lead hand immediately. Occasionally purchases materials or supplies using a petty cash fund, to a corporate limit of $75. Ensures salt/sand is applied at a proper application rate to ensure roads are safe while minimizing costs and the effect on the environment. NATURE AND IMPACT OF ERROR: Failure to operate tools or equipment properly could result in public property damage or damage to Regional equipment and properties and could cause financial loss and embarrassment to the Region. Failure to be alert at all times, when operating tools or equipment or when controlling traffic around crews, could cause an accident and result in injury or death to self, staff, or the public. Failure to properly account for time spent on the job or equipment type or hours used, could result in inaccurate reporting of costs and financial loss to the Region. RESPONSIBILITY FOR SUPERVISION OF STAFF & OTHERS: Occasionally acts in the temporary capacity of Lead Hand (Roads), which requires the incumbent to direct the performance and quality of work and conduct of the crew, to ensure that work is carried out in a safe and expeditious manner, to advise crew of required safety regulations, to ensure appropriate safety equipment and protective devices are employed, and to ensure that time cards and any other reports or necessary documents are completed accurately and forwarded to the appropriate person. Occasionally provides guidance and trains summer students and new incumbents in this job. CONTACTS AND HUMAN RELATIONS: Internal: Has occasional contact with Manager, Transportation Operations; daily contact with Area Supervisor, other supervisors, Lead Hand (Roads), clerical or dispatch staff, and other employees in the Transportation Division or other Transportation and Environmental Services areas to resolve road problems and mechanical difficulties, request information or advice on jobs, and forward complaints and calls for assistance. Has weekly contact with technicians in Fleet Services to discuss and coordinate maintenance or repair activities. Has occasional contact with staff from Materials Management when requisitioning supplies. Has occasional contact with staff from other departments when performing work activities, such as grass cutting, on Regional owned properties. External: Has daily contact with public when performing maintenance duties. Has contact with Police and Fire officials regarding accidents, clearing of roads after accident or fire. Has regular contact with utility companies (gas, telephone, electrical, cable) to determine/confirm locates. Occasionally has contact with various ministries and authorities regarding safety regulation infractions (Ministry of Labour), environmental damage (Ministry of Environment, Grand River Conservation Authority). Occasionally has contact with area municipality staff regarding road activities on Regional roads or properties bordering local roads or property.
4 - 4 - EFFORT (Mental, Physical): Performs work in accordance with policies and procedures of the Transportation & Environmental Services Department, safety standards, and Federal and Provincial regulations. Work is subject to review by the supervisor. Drives vehicles and other equipment (e.g. plows, dump truck, loader) approximately 60% of the time to travel between work sites, plow, or patrol roads requiring mental and visual concentration and prolonged sitting. Uses hand tools (e.g., shovels, rakes, wrenches) and performs manual work (e.g., grounds keeping, road/equipment maintenance approximately 30% of the time. Remainder of time is spent exchanging information with supervisor, peers, and the public. Lifts and carries equipment and supplies, such as sand bags, delineators and barricades, plow blades and runner shoes, pipes, snow fence, concrete storm system components, bags of calcium or concrete mixtures, and bags of grass seed which are bulky and/or heavy, usually weighing up to 40 kg and occasionally weighing up to 50 kg, independently or assisted as required. Pushes and pulls equipment, pipes, and concrete parts weighing between 10 and 100 kg. WORKING CONDITIONS: Performs approximately 10% of work inside a shop for equipment maintenance. Performs approximately 90% of work outside of shop. In the winter, work outside of the shop is performed in/from a vehicle approximately 75% of the time, and outdoors remaining 25% of the time. In the summer, work outside of the shop is performed in/from a vehicle approximately 40% of the time, and outdoors remaining 60% of the time. Performs work outdoors on the Regional road system and properties in varying weather conditions, exposing incumbent to extreme heat, cold, snow, rain, wind, dust and noise from equipment, and vehicular traffic. Performs work in accordance with the Occupational Health and Safety Act and uses personal protective equipment (e.g., masks and respirators, hard hat, safety boots, coveralls, chainsaw pants, hearing protection) to mitigate exposure to various chemicals and potentially hazardous materials or conditions, (e.g., roadside debris, ultraviolet rays, dead animals, body waste, paint odours, noxious weeds). Sets up traffic control plans to protect self, co-workers, and public. Incumbent is occasionally subjected to foul language, verbal abuse, and/or difficult contacts from members of the public or other agencies. Works shifts as required. Occasionally works weekends, evenings, and holidays during winter storm season and is occasionally required to perform emergency services (day or night) throughout the rest of the year. Occasionally works up to 15 hours per day, particularly during winter to maintain roads in a safe condition for the public.
5 - 5 - SKILL: Knowledge: Ability to read and understand policy, procedural and instructive material such as safety notices, equipment operation manuals, material safety data sheets, and product labels, and basic writing and arithmetic skills, normally acquired through the attainment of a Grade 12 secondary school education or equivalent*. Functional knowledge of, and demonstrated ability, in the proper operation and use of equipment related to the job duties, normally acquired through 2-years* of directly related experience. Functional knowledge of road building requirements, including cross sections, excavation, installation of road beds, side slopes, ditches, line and grade. Functional knowledge of surveying procedures and ability to perform surveys related to roadway construction. Knowledge of Regional standards, policies, and practices, and Provincial and Federal legislation, including the Ontario Traffic Manual, Occupational Health & Safety Act, Highway Traffic Act, Transportation of Dangerous Goods Act, and related on-the-job training, (e.g. Snowfighter II, First Aid & CPR, Defensive Driving, Confined Space Entry, Spills Management, Propane Handling, Bucket Truck Training, Crane Training, Chainsaw Training, Concrete Training). Knowledge of Ministry of Transportation Book 7 traffic control plans. Ability to function effectively and safely in a variety of environmental conditions, including exposure to hazards related to the roads system. Communication skills in order to receive and comprehend instructions, interact positively with supervisors, other staff, and the general public, and participate as an effective team member. Computer skills with ability to use software such as a time and attendance management system (e.g., TAMS), and weather and road monitoring software (e.g. GIS). Valid class "D" driver's licence with "Z" (Air Brake) endorsement and acceptable driving record are required to operate Regional vehicles/equipment. Ability to work variable hours as assigned. Ability to support and project values compatible with the organization. * Equivalency would be attained through Grade 10 secondary school education and 3-years directly related experience. Language Communication (Written & Verbal): Ability to read, understand, complete, interpret, and set up Traffic Control Plans. Ability to complete various forms and written communication, such as time cards, vehicle maintenance checklists, Commercial Vehicle Operator's Registration (CVOR) reports, and other basic written communications. Ability to occasionally provide general verbal information to the public inquiring about the roads system; and to interact positively and exchange information with supervisors, other staff, and members of the public.
