1 CITY OF REDLANDS EQUIPMENT OPERATOR IN TRAINING (OIT) EQUIPMENT OPERATOR I/II DEFINITION Under immediate supervision (Equipment Operator in Training) or general supervision (Equipment Operator I) or direction, (Equipment Operator II) to operate construction, maintenance, and transportation equipment in a variety of maintenance activities including street, drainage, and water/wastewater utility system maintenance operations according to required standards. DISTINGUISHING CHARACTERISCS Equipment Operator in Training (OIT) This is the entry level in the class series. Positions at this level usually perform most of the duties required of the positions at the I level, but are not expected to function at the same skill level and usually exercise less independent discretion and judgement in matters related to work procedures and methods. Work is usually supervised while in progress and fits an established structure or pattern. Exceptions or changes in procedures are explained in detail as they arise. Since this class is often used as a training class, employees may have only limited or no directly related work experience. Equipment Operator I, II These are the full journey levels in the class series. Positions at this level are distinguished from the OIT level by the performance of the full range of duties as assigned, working independently and exercising judgement and initiative. Positions at this level receive only occasional instruction or assistance as new or unusual situations arise, and are fully aware of the operating procedures and policies of the work unit. Positions in this class series are flexibly staffed and positions at these levels are either filled by advancement from the OIT level or from the outside based on equipment operating experience. SUPERVISION EXERCISED Equipment Operator in Training (OIT) Exercises no supervision. Equipment Operator I May exercise technical and functional supervision over lower level staff.

2 Equipment Operator II Exercises technical and functional supervision over lower level staff. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES Drive and operate light, medium, and heavy construction equipment including dump trucks, front loaders, skip loaders, bobcats, rollers (large and small), graders, gradealls, street sweepers, D6 and D8 bulldozers, John Deere tractors with mower attachment, backhoes, water trucks, weed spray trucks, line eraser/grinders, trailers for moving equipment, air compressors, aquatic tanks (truck-trailer), water pulls and forklifts. Maintain and care for tools and power equipment. Assist in training new employees to use tools and power equipment safely and productively. Provide supervision to lower level staff and temporary laborers. When assigned to Street Division: Repair and patch streets by sweeping surfaces, loading asphalt, and raking, shoveling, and rolling asphalt. Remove concrete with front loader and jack hammer. Remove graffiti and sign posts with front loader, and graffiti truck truck/pressure washer. Inspect ditches, drainage areas, and roadside shoulders for removal of weeds and application of herbicides and sprays. Perform emergency work such as road closures, street failures, and drain work. Install traffic cones and barricades for safety; assist Police and Fire Departments in emergency situations. When assigned to Solid Waste Division: Push and compact waste at the face of the landfill using a D6 and/or D8 dozer. Compaction of waste utilizing a landfill compactor.

3 EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES (cont.) Hauling of soil utilizing a scraper. Operation of a grader to grade landfill haul roads and tipping pads. Cover waste with tarps, green waste and soil in compliance with permit documents and State regulations. Interact with representatives from regulatory agencies, drivers and other divisions and departments using the landfill. Operation of skip loader and supervision of lower level employees and temporary laborers in sorting waste for diversion in the load consolidation area. Maintenance of landfill gas collection system, surface drainage and leachate collection systems. OTHER JOB RELATED DUTIES (all divisions) Perform related duties and responsibilities as assigned. JOB RELATED AND ESSENTIAL QUALIFICATIONS Knowledge of: Equipment Operator in Training (OIT) Basic tools, materials and heavy equipment used in construction work or landfill operations. Occupational hazards and standard safety practices. Safe driving principles and practices. Skill to: Learn to drive and operate light, medium, and heavy construction equipment including dump trucks, front loader, skip loader, bobcat, roller (large and small), grader, gradeall, sweeper, D6 and D8 bulldozers, John Deere tractor with mower attachment, backhoe, water truck, weed spray truck, scraper, water pull, compactor, line eraser/grinder, trailer for moving equipment, air compressor, aquatic tank (truck-trailer), and forklift.

4 Skill to: Learn to use and operate the full range of hand tools and power tools in a safe and efficient manner. Perform a variety of heavy manual labor for extended periods of time and in unfavorable weather conditions. Operate a motor vehicle safely. Ability to: Make minor repairs and adjustments to equipment. Perform preventive maintenance on mechanical equipment. Apply good judgment and practical knowledge to resolve unusual or irregular problems in the area of work assigned. Perform duties in a manner to maximize public safety in the area of work assigned. Understand and follow oral and written instructions. Communicate clearly and concisely, both orally and in writing. Establish, maintain, and foster positive and harmonious working relationships with those contacted in the course of work. Experience and Training Guidelines: Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Experience: Two years of experience in maintenance and construction work. Training: Equivalent to a high school diploma.

5 License or Certificate: Possession of a valid driver's license. Must possess a valid Commercial Class B driver s license with Air Brake and Tank Endorsements within 60 days. Equipment Operator I In addition to the qualifications for Equipment Operator in Training (OIT): JOB RELATED AND ESSENTIAL QUALIFICATIONS Knowledge of: Methods and techniques of operating diesel and gasoline heavy and light equipment. Operations, services and activities of a public works maintenance program or landfill operation. Methods and techniques of public works construction, maintenance, and repair. Operational characteristics of mechanical equipment and tools used in public works maintenance and landfill activities. Ability to: Perform the full range of skilled and semi-skilled maintenance, construction and repair work. Work independently in the absence of supervision. Supervise lower level employees. Experience and Training Guidelines: Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Experience: Four years of experience in maintenance and construction work, including two years of experience operating heavy equipment.

6 Training: Equivalent to a high school diploma, supplemented by journey level training in equipment operation. License or Certificate: Possession of a valid Class B Commercial driver s license with air brake and tank endorsements. Equipment Operator II In addition to the qualifications for Equipment Operator in Training (OIT) and Equipment Operator I: EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES Drive and operate D8 dozer, 615 Scraper, and 623 Scraper. Identify equipment needs for each assigned project. Perform minor repairs and adjustments on equipment; report the need for major repairs. Survey surrounding work area for proper elevation as per plans. Separate hazardous materials from refuse; log for documentation. Provide training to lower level staff in the operation of equipment. JOB RELATED AND ESSENTIAL QUALIFICATIONS Ability to: Perform a variety of semi-skilled construction and maintenance tasks. Perform minor maintenance on assigned equipment in an efficient, safe manner. Read blueprints, sketches and construction drawings. Fill out log sheets for State and local enforcement agencies. Use surveying equipment to properly construct refuse cells.

7 Experience and Training Guidelines: Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Experience: Four years of experience in maintenance and construction work, including three years of experience operating landfill or street construction/ maintenance heavy equipment. Training: Equivalent to a high school diploma, supplemented by journey level training in equipment operation. License or Certificate: Possession of a valid Class A or B Commercial driver s license with air brake and tank endorsements. Special Requirements: (all positions) Essential duties require the following physical skills and work environment: Ability to sit, stand, walk, kneel, crouch, stoop, squat, crawl, twist, and lift up to 60 lbs.; endure exposure to heat, noise, outdoors, vibration, confining work space, chemicals, mechanical hazards, and electrical hazards; ability to travel to different sites and locations.
