3 NEW HTA subsection 1(1) definition: road-building machine means a self-propelled vehicle of a design commonly used in the construction or maintenance of highways that, (a) Belongs to a class of vehicle prescribed in the regulations (b) Has the features or equipment prescribed in the regulations, or (c) Is being used as prescribed in the regulations

Mobile equipment vehicles Mobile cranes (other than off-road mobile cranes) Excavators (other than off-road excavators) Street sweepers (other than low-speed street sweepers) 2. Vehicles constructed on a truck chassis 3. Vehicles identified as a truck, multi-purpose passenger vehicle or an incomplete vehicle by a compliance/manufacturer label issued under MVSA 4. Vehicles from outside Canada with comparable label described in #3

11 Non-RBMs will be subject to the same requirements as other CMVs including: Vehicle Registration Motor Vehicle Insurance Driver s Licensing CVOR Trip inspections Hours of Service* *Some vehicles will be given exemptions and minor modifications which will be discussed

12 - Exemptions Hours of Service All former RBMs (manufactured prior to January 1, 2017) are eligible for a temporary exemption from HOS Up to a period of 5 years ending June 30, 2022 Must apply for/possess an exemption certificate

15 Weights and Dimensions Hydrovacs, sewer cleaners and street sweepers manufactured prior to January 1, 2017 will be eligible for a time-limited permit Permit will allow for higher than HTA weights but within MGVWR and MAWR Grandfathering period: 3-15 years based on model year of vehicle

17 Safety Inspections Minor modifications to NSC 11b for mobile equipment vehicles (mobile cranes, excavators and street sweepers) ABS if equipped it must function as intended Exempt from certain lamp requirements (centre high mount stop lamp and day-time running lamps) and certain requirements for lamp location and lens markings required by Canadian Federal Standards Allowance for alternate safety marks on the windshield and other windows

19 Slow Moving Vehicles (HTA Section 76) A slow moving vehicle is as follows: a) Farm tractor; b) Self-propelled implement of husbandry; c) A motor vehicle towing an implement of husbandry; or d) A vehicle that is not capable of attaining and sustaining a speed greater than 40 km/h.

Slow Moving Vehicle Sign (HTA Section 76(6.1)) A slow moving vehicle sign must be displayed on the rear of any slow moving vehicle or rearmost vehicle in the combination.

20 Slow Moving Vehicle Sign (HTA Section 76(6.1)) A slow moving vehicle sign must be displayed on the rear of any slow moving vehicle or rearmost vehicle in the combination. A farm tractor, self-propelled implement of husbandry or motor vehicle towing an implement of husbandry is prohibited from exceeding 40 km/h. If any other vehicle (backhoe, grader, vacuum truck, etc.) is travelling at a speed greater than 40 km/h, and is displaying a SMV sign, the vehicle would not meet the definition of a SMV, a violation for displaying the sign, a charge could be laid and the the sign must be removed.
