1 Douglas County Transportation & Land Services FLEET MAINTENANCE TECHNICIAN HEAVY EQUIPMENT MECHANIC 1. GENERAL FUNCTIONS OF THE JOB Perform skilled trouble diagnosis, mechanical maintenance and repair on diesel and gasoline powered vehicles and mobile construction equipment. Work primarily in repair shop. Answer emergency calls for field repair to service defective equipment at work sites. This position reports to Fleet Systems Manager, but works without supervision most of the time. This is a bargaining unit position. Mechanics must furnish all hand tools required to perform their job. Each mechanic will receive a monthly tool allowance to cover tool losses and damage. 2. ESSENTIAL JOB FUNCTIONS Organize and plan multiple tasks and responsibilities. Perform responsible and complex work involving the use of independent judgement and personal initiative. Must demonstrate and maintain the desire and willingness to work well with coworkers, county offices, other entities and the public. Project a positive professional image. Inspect, diagnose and repair equipment such as cars, trucks, bulldozers, loaders, backhoes, mowing machines, graders and portable gasoline engines such as chain saws, pumps, generators, sanders and compressor engines. Perform major overhaul on both diesel and gasoline engines, including disassembly, assembly, valve grinding, replacement of piston rings, rod bearings, wrist pins, cylinder sleeves, timing chains, replace injectors, test and repair fuel pumps; assemble, tune and time engines, and all other aspects of engine overhaul and repair necessary. Machine parts when indicated. Perform electrical and computerized equipment diagnosis; adjust and replace voltage regulators and alternators; rewire complete control systems; replace coils, alternators and starters. Overhaul transmissions, torque converters, differentials, clutches and hydraulic systems for equipment and accessory controls. Diagnose brake problems (air and hydraulic), re-line brakes, hone cylinders, bleed lines and make adjustments. (Must Be Air Brake Certified) Page 1 of 5

2 Diagnose and repair power steering problems. Make repairs to steering and suspension systems on various types of County Equipment. Obtain and install necessary replacement parts from stock room, order replacement stock parts. Record materials, time, and repairs made to each vehicle repaired and serviced. Order parts from vendors for all types of equipment in a knowledgeable and timely manner, using repair and parts manuals as resources for information on same. Operate shop equipment such as grinders, boring bars, vacuum gauge, voltage regulator tester, wheel balancer, drill presses, pullers, lathes, jacks, air tools, scope, dwell meter, timing light and mechanics hand tools. Use oxyacetylene and arcwelding equipment, wire-feed welding equipment, plasma arc and air arc, to cut or repair parts involving critical welding tolerances or stress factors. Inspect, diagnose and repair air conditioning systems in all types of vehicles and equipment. (Must Have Air Conditioning Certificate within 3 months of employment.) Shall have a good working knowledge of all aspects of hydraulic components and systems and the ability to diagnose and repair same. 3. OTHER RESPONSIBILITIES & FUNCTIONS Attend meetings and seminars both in and out of the area. Act as backup for other divisions within the department. Perform parts and materials machining. Occasionally supervises other technicians as assigned. Review equipment as it moves through the shop for unreported mechanical deficiencies by visual and mechanical inspection. Clean and maintain area shops as directed by the appropriate supervisor. Operate and assume road maintenance technician duties on all pieces of county equipment when requested. Must be a team player. DESIRABLE KNOWLEDGE, SKILLS AND ABILITIES Knowledge of: A knowledge of diesel and gasoline engine parts, functions, trouble diagnosis and repair; principles of operation and function of torque converters, steering, brake, hydraulic systems, electrical and other vehicle and vehicle accessory control systems; use of mechanics' repair manuals and parts catalogs. Diagnosis of mechanical defects and problems on heavy equipment. The use of mechanics tools and shop equipment to make repairs skillfully and safely. Page 2 of 5

3 Estimating material and time needed to complete jobs; Equipment repair manuals and parts manuals, diagrams and instructions to make proper repairs and to identify, describe and order parts. Skills in: Problem solving techniques. Working knowledge of hydraulic components and systems and electrical components and systems required. Welding, cutting and brazing of all types of materials Vehicle and mobile equipment operation with sufficient skill to road test and possibly act as a fill in if asked on the Road Crew. Ability to: Be a team player. Project a positive, professional image for self and the county. Work in and around stressful situations. Relate with co-workers, elected officials, public and private individuals and agencies in a positive manner. Meet deadlines while maintaining flexibility necessary to accommodate any given situation. Acquire additional certifications as necessary. Physically perform the essential functions of this position. 5. PHYSICAL REQUIREMENTS Manual dexterity necessary to perform repetitive tasks. Climbing stairs in the office and other facilities this position visits or works in. Sight and hearing of acceptable standards. Candidates must have freedom of movement in the back, arms and legs and have normal eyesight and hearing or corrective lenses and/or aids. Lifting up to 40 lbs. at least waist high during the normal course of performing normal daily duties. Bending and stooping while working on equipment and during the normal course of the day. Walking in pursuit of parts and supplies and/or to various areas of the shops, offices and work site locations. Driving to various locations throughout the county to repair equipment or attend meetings. 6. WORKING CONDITIONS Working independently most of the time. Duties are performed in a variety of weather conditions and shop environments. Shifts other than the traditional 8:00 a.m. 5:00 p.m. may be available during certain periods of the calendar year. Overtime, evening and weekend work may be required. Environment may be stressful in striving to meet deadlines. Page 3 of 5

4 May require travel with reasonable accommodation to off-site facilities and locations. 7. RECRUITING REQUIREMENTS Must present a favorable public appearance. Journeyman standing as an automotive mechanic as indicated by completion of a recognized four-year mechanic apprenticeship or full journeyman standing in Automotive Machinist Union, or; Minimum of five years experience in the heavy duty mechanical field, with references, or; Completion of automotive trade school courses can be substituted for two-years experience. Must have an Air Brake Certification upon hire and must have Conditioning Certificate within 6 months of employment. Mechanics must furnish all hand tools required to perform their job. Each mechanic will receive a monthly tool allowance to cover tool losses and damage. Random drug and alcohol testing is required if job offer is made. Positive results shall be considered grounds for disqualification from employment for this position. A valid Washington State Driver s License upon hire and a Class A CDL and Endorsements T (tankers) and N (doubles and triples) within 3 months of employment. A background security check may be required if a job offer is made. A written knowledge test and a hands-on skills test will be given to all final applicants. Page 4 of 5
