1 Campbell County Gillette, Wyoming Job Classification Title: FLSA Status: Non-Exempt Job Type: Pay Range/Band: 52/23 56/25 Class specifications are intended to present a descriptive list of the range of duties performed by employees in the class. Specifications are not intended to reflect all duties performed within the job and/or department. DEFINITION To perform a variety of skilled to highly skilled duties involved in minor and major mechanical repairs to gasoline and diesel powered automotive, heavy and light construction and other power-driven equipment; available for on call or emergency services as necessary. This is the full journey level in the class series. Positions in this class are expected to perform the full range of duties with only occasional instruction or assistance. Positions at this level frequently work outside the immediate proximity of a supervisor. This is the advanced journey level in the class series. Positions in this class series are normally filled by advancement from level II requiring five to six years of experience and successful performance. When filled from the outside, the employee is required to have prior related experience which allows the employee to meet the qualification standards for the III level. Positions at this level are distinguished from the II level by performing extremely specialized duties in a highly independent manner. Advanced journey level positions may exercise technical, functional or direct supervision over lower level positions. SUPERVISION EXERCISED AND RECEIVED Exercise no supervision. Receive general supervision from assigned supervisor. Exercise technical, functional or may exercise direct supervision over or other assigned staff. Receive direction from assigned supervisor. EXAMPLES OF IMPORTANT AND ESSENTIAL DUTIES Important and essential duties may include, but are not limited to, the following:

Inspect, diagnose, and locate mechanical difficulties on County automobiles, trucks, and a variety of diesel and gasoline powered maintenance and construction equipment; perform minor and major overhauls of equipment, engines and other major drive train components. 2. Diagnose, maintain, repair, and recondition the following: electrical system components, ignition systems, computer controls, electronic controls, microprocessors, alternators, high voltage power generators, starters, batteries, hydraulic systems, high pressure water systems, including pumps, valves, rams, hoses, motors, high pressure air systems, including rebuilding of pumps, valves, cylinders, hoses, chassis, steering assemblies, transmissions, rear end assemblies, other complex mechanical components on heavy equipment, tractors and light equipment, front and rear drive axles, drive train components, belts, gears, chain drives, propeller shafts, fuel injection systems on diesel and automotive applications, carburation systems, tracks and rollers on heavy earth moving equipment. 3. Repair and replace tires on small equipment, automotive, diesel and construction equipment; check and adjust vehicle alignment. 4. Repair and replace components such as generators, distributors, relays, lights, switches, and low voltage light systems. 5. Repair, adjust and replace brake systems including wheel cylinders, masters cylinders, disc pads, machine drums and rotors, hydraulic and air brakes. 6. Perform preventive maintenance of assigned vehicles and assure vehicle safety for vehicles used by county employees and the public. 7. Install, maintain, modify, and layout sanders, plows, and related snow removal equipment and systems; perform snow removal as required. 8. Assist in the planning and operation of division projects. 9. May assist in the bidding of vehicles and light/heavy equipment to include writing specifications. 10. Weld, fabricate and assemble parts and equipment for County automotive and heavy equipment; fabricate, modify and repair body, chassis parts, and machine parts. 11. Weld, braze, solder, and cut steel, stainless steel and aluminum by torch, electric arc, mig welder, and plasma cutter; manufacture components to better the operation of equipment. 12. Maintain cleanliness of work area and tools; ensure compliance with established safety procedures. 13. Maintain and repair shop equipment including hoists, grinders, welders, compressors, steam cleaners, and presses. 14. Maintain materials and inventory of parts; assist in the purchasing of equipment maintenance parts. 15. Maintain work, time, material, and vehicle maintenance records. 16. Respond to service calls. 17. Attend and participate in staff meetings and related activities; attend workshops, conferences, and classes to increase professional knowledge; serve on committees as assigned. OTHER JOB RELATED DUTIES Perform related duties and responsibilities as required. JOB RELATED AND ESSENTIAL QUALIFICATIONS Knowledge of: o Tools, equipment, and procedures used in the overhaul, repair, and adjustment of gas and diesel-powered equipment. o Procedures of preventive maintenance related to automotive, heavy and light construction equipment. o Principles and procedures of hydraulic systems, high pressure air systems, and highpressure water systems. o Operating and repair characteristics of a wide variety of automotive, light and heavy equipment used in county government. o Operation and care of internal combustion engines and hydraulic equipment. o Methods, materials, equipment and tools used in welding and fabrication work.

3 o Pertinent Federal, State, and local laws, codes and regulations. o Recordkeeping to include vehicle maintenance logs. o Principles and practices of inventory and purchasing. o Writing vehicle and light/heavy equipment specifications. o Operational hazards and standard safety practices necessary in the area of assigned work. o Safe driving principles and practices. Skill to: o Operate the full range of equipment necessary to perform assigned duties including, but not limited to, technical diagnostic equipment and a personal computer. o Operate a motor vehicle, light, medium, and heavy equipment safely. Ability to: o Perform journey level equipment mechanical work including the diagnosing, troubleshooting, fabricating, and repair of equipment. o Provide own tools as required. o Work independently in the absence of supervision. o Accurately determine mechanical repair needs and estimate the cost and time of repairs. o Use a variety of equipment maintenance tools and equipment. o Maintain a variety of shop and repair records. o Read and understand various vehicle and light/heavy equipment manuals, blueprints, and schematics. o Understand and follow oral and written directions. o Exercise good judgment, flexibility, creativity, and sensitivity in response to changing situations and needs. o Communicate clearly and concisely, both orally and in writing. o Establish, maintain and foster positive and harmonious working relationships with those contacted in the course of work. In addition to the qualifications of : Knowledge of: o Advanced methods and techniques of automotive and light/heavy equipment repair. o Principles and practices of supervision. o Budget preparation and monitoring. Skill to: o Operate and interpret diagnostic equipment. Ability to: o Direct and/or evaluate the work of lower level staff. o Assist in budget preparation. o Perform advanced equipment mechanical work to include the diagnosing, troubleshooting, fabricating, and repair of equipment. o Train and interpret OSHA standards and safety. EXPERIENCE AND TRAINING GUIDELINES: Any combination equivalent to experience and training that would provide the required knowledge, skills, and abilities would be qualifying. A typical way to obtain the knowledge, skills, and abilities would be: Education/Training: Mechanic I

4 o Equivalent to a high school diploma supplemented by a formal specialized training program or documentable work experience equivalent to a journey level in automotive and diesel technology. Experience: o Three to four years of journey level experience as a mechanic. Education/Training: o Equivalent to a high school diploma supplemented by a formal specialized training program or documentable work experience equivalent to a journey level in automotive or diesel technology. Experience: o Five to six years of experience in a position comparable to the level. LICENSES, CERTIFICATIONS, OR REGISTRATIONS: Must be current or obtained within a specified time frame as defined upon employment. o Valid driver's license or Commercial Driver s License (CDL). o MSHA certification. o ASE or manufacturers certification. WORKING CONDITIONS: Essential duties require the following: In addition to the qualifications of : Working Environment: o Significant exposure to noise, outdoors, vibration, confining work space, chemicals, explosive materials, mechanical hazards, and electrical hazards; ability to travel to different sites and locations; availability for emergency calls as required. Physical Activities: o Essential functions require maintaining physical condition necessary for sitting, standing, walking, kneeling, crouching, stooping, squatting, twisting upper body, climbing, and lifting an average of 50 lbs.
