Engineering Supervisor Subject: Authorize the General Manager to Make an Additional Purchase of Five (5) 15kV 1200A Vacuum Circuit Breakers with Powell Electrical Systems, Inc. in an Amount Not to Exceed $112,000 Under a One-Year Contract Extension as Specified in the Professional Services Agreement CS RECOMMENDATION By motion, authorize the General Manager to make an additional purchase of five (5) 15kV 1200A vacuum circuit breakers with Powell Electrical Systems, Inc. (Powell) in an amount not to exceed $112,000 under a one (1) year contract extension as specified in the Professional Services Agreement CS (Exhibit A). BACKGROUND By Resolution No. 4854, issued October 26, 2010, the Public Utilities Board (Board) authorized Alameda Municipal Power (AMP) to enter into a materials contract with Powell to supply and assist in installation of four 15kV vacuum circuit breakers in accordance with Specification No. MS This contract was executed as one-time purchase with an option to extend up to five years from the contract date. All four 15kV vacuum circuit breakers under the initial purchase were delivered and installed on May 25, At the December 19, 2011 regular Public Utilities Board Meeting, the Board authorized AMP to purchase an additional four vacuum circuit breakers under materials contract extension as specified in the First Amendment To Materials Agreement MS These additional four 15kV vacuum circuit breakers were delivered and installed on August 3, 2012 under the First Amendment to the Materials Contract. The project was scheduled to be completed in April 2012 but due to alignment issues with the existing switchgear panel, the four breakers needed to be sent back to the factory for minor modifications to the outer housing. Since they were installed after the close of the 2012 financial budget cycle, the payment was taken from the FY13 capital budget, which has allocated funds for a total of nine circuit breakers.
2 AGENDA ITEM NO: 4.I.2 MEETING DATE: 12/10/2012 ADMINISTRATIVE REPORT NO.: DISCUSSION As part of the multi-year capital infrastructure program under the 12kV Substation Switchgear Upgrade, AMP started the replacement of the aging and outdated air circuit breakers in FY11. Since the beginning of the program, eight air circuit breakers have been replaced with vacuum type circuit breakers at Cartwright Substation. By end of FY13, AMP plans to replace an additional five 1200A feeder breakers at Cartwright Substation in an amount not to exceed $112,000. There is an eight percent price increase compared to the previous purchase price due to material and labor escalation cost from Powell. Staff recommends purchasing the new vacuum circuit breakers manufactured by Powell and the contract be extended for an additional year under the Professional Services Agreement CS for consistency of the breaker types installed and maintenance purposes in the Cartwright substation.. The table below shows a list of completed and proposed 15 kv vacuum circuit breakers in accordance with AMP s multi-year capital infrastructure program.
