2 PURPOSE: To describe how snow and ice removal operations are planned and carried out. PROCESS SUMMARY: Snow and/or ice storm conditions exist or are forecasted. Assistant Director and Director of the Division of Maintenance (DOM) develop and verify an execution strategy with the Department of Facilities Management (DFM) and the Chief Operating Officer (COO). The finalized strategy is communicated to the depots. Prior to receiving notification of the finalized snow and ice removal strategy, the depots monitor the current conditions and forecast, develop preliminary plans, complete preparation work, and create a work order for the storm/weather conditions. Once the depot has the official removal strategy, the drivers load the trucks with sand accordingly and complete an inspection of the trucks and all, as well as any final preparations. If required, the drivers complete any /or adjustments that they can make. If the truck and/or is not operational, the depot issues a work order, sends the truck and/or to heavy shop (Lincoln Center) to complete repairs, and secures a temporary loaner if available. Drivers complete pre-assigned routes, plowing only or plowing and sanding as instructed. There are two typical route schedules. The normal route schedule is to clear all areas with priority on high schools, middle schools, elementary schools, and then other facilities. The day care center schedule is to clear driveways and small parking areas at day care facilities first and then the balance of the area and other facilities and schools. The actual route schedule is determined with each storm. If a driver completes the assigned route early, the driver may assist other drivers or depots as necessary. Once the storm is complete and all the routes are complete, the drivers may restock all the sand buckets at each school and facility, return any extra sand to the depot or county road office (if returnable), and clean and inspect the vehicle and. Drivers may remove and store plows as needed.

Assistant director or director of DOM develop snow and ice removal plan. Assistant director or director of DOM communicate and verify action plan with Department of Facilities Management (DFM) and the chief operating officer (COO). Assistant director or director communicate plan to the depots. te: The Snow and Ice Removal plan is developed with other departments and involves multiple steps, which will be detailed in the future. Depots monitor current snow and ice weather conditions and forecast. Depot develops a preliminary snow and ice removal plan. Depot completes preparation work, such as installing plows and filling sand buckets at schools/ facilities. Depot begins snow and ice removal plan. Depot creates work order for this storm. What does plan include? Depot waits for plan from assistant director or director. Sand only Plow and Sand Driver loads truck with sand. Driver inspects truck and to verify that they are operational. Repeat sanding process or plowing and sanding process as instructed from page 4. Driver loads truck with sand. Driver installs plow if not already installed during preliminary preparation. Route complete? Driver inquires with depot office whether they need to assist on other routes or with other depots. Do need to assist others? Driver receives instructions for new route. Enough sand to continue route? Driver returns to county road office or depot and restocks truck. Process page 4. Driver continues on route.

Driver proceeds to schools/ facilities on the route restocking sand in sand buckets. Route complete? Driver proceeds to depot or county road office (if returnable) and empties truck. Enough sand to continue route? Driver returns to county road office or depot and restocks truck. Driver cleans and inspects vehicle. Do need to leave plow on? Driver continues on route. Snow and ice removal complete. Driver removes and stores plow.
