16 To: Selectboard From: Charles Safford, Town Manager Date: December 18, 2017 Re: Capital Plan Letter of Transmittal The Town received $859,906 in local option taxes in FY 17 and over the last three completed fiscal years the average is $815,000. Finance is estimating $900,000 in new local option tax revenue for FY 19. Of this $350,000 has been earmarked for Stowe Arena debt service leaving $550,000 for capital appropriations. Staff is recommending $590,000 in new capital spending in FY 19. As of 11/28/17 the unallocated capital reserve fund is $437,978. If $590,000 in new capital spending is approved and all other things remain equal the unallocated capital reserve will be $397,978. The proposed projects are as follows: Class 1 Highway Sidewalk / Curb Semi-final Design $370,000 Rec Path Gables Bridge Underpass Feasibility & Conceptual Design $45,000 Memorial Park Tennis Courts, Fencing & Lighting Replacement $175,000 TOTAL: $590,000 The Recreation Field Study is not recommended at this time. At the 9/11/17 Selectboard meeting, the Selectboard indicated they were not ready to advance the recreation fields until there was a larger community discussion regarding Mayo Farm (including agriculture) leading up to 2028 when the conservation easement has a built-in process for potentially modifying the easement.
