Lcated at the base statin r at the Radi Netwrk Cntrller (RNC), it als prvides access t real-time radi and netwrk infrmatin (such as subscriber lcatin, cell lad, etc.) that can be explited by applicatins and services t ffer cntextrelated services; these services are capable f differentiating the mbile bradband experience. Fr applicatin develpers and cntent prviders, the RAN edge ffers a service envirnment with ultralw latency and high-bandwidth as well as direct access t real-time radi netwrk infrmatin. Mbileedge cmputing allws cntent, services and applicatins t be accelerated, increasing respnsiveness frm the edge. The custmer s experience can be practively maintained thrugh efficient netwrk and service peratins, based n insight int the radi and netwrk cnditins. Operatrs can pen the radi netwrk edge t third-party partners, allwing them t rapidly deply innvative applicatins and services twards mbile subscribers, enterprises and ther vertical segments. Prximity, cntext, agility and speed can be translated int value and can be explited by mbile peratrs, service and cntent prviders, Over the Tp (OTT) players and Independent Sftware Vendrs (ISVs), enabling them t play cmplementary and prfitable rles within their respective business mdels and allwing them t mnetize the mbile bradband experience. This envirnment can create a new value chain and an energized ecsystem cmprising applicatin develpers, cntent prviders, OTT players, netwrk equipment vendrs and mbile peratrs. Based n innvatin and business value, this value chain will allw all players t benefit frm greater cperatin. The intentin is t fster disseminatin f the deliverables prduced by the ISG MEC in rder t develp favrable market cnditins which will create sustainable business fr all players in the value chain, and t facilitate glbal market grwth.

2 The gals f the ISG MEC are t: ISG MEC Prpsal page 2 f 11 Create a standardized, pen envirnment which will allw the efficient and seamless integratin f third-party applicatins acrss multi-vendr Mbile-edge Cmputing platfrms. This will ensure that the vast majrity f the custmers f a mbile peratr can be served. Enable and accelerate the develpment f edge applicatins acrss the industry, increasing the market scale and imprving the market ecnmics. Address regulatry and legal requirements. 4 Terms f Reference fr ETSI ISG MEC [TWP D.3, Part Aa)] 4.1 Scpe The purpse f the ISG MEC is t prduce (Standards Track Deliverables) interperable and deplyable Grup Specificatins that will allw the hsting f third-party applicatins in a multi-vendr Mbile-edge Cmputing envirnment. The architectural blueprint presented in the white paper ((ETSI/BOARD(14)99_xy) frms the basis fr the wrk in the ISG and the scpe f the first release. The scpe f the first release is restricted and includes the fllwing elements: Applicatin platfrm services and Applicatin Prgramming Interfaces (APIs): Cmmunicatin services that allw applicatins hsted n the same server t cmmunicate with each ther and with the platfrm services; Service registry which is used t define the services that are available n the platfrm. It is als used by applicatins t lcate the end pints fr the services they require and t publish their wn service end pints fr ther applicatins t use. Radi netwrk infrmatin API, prviding lw-level radi and netwrk parameters that can be used by authrised applicatins hsted n the platfrm t calculate and present the fllwing high-level and meaningful parameters: Cell-ID, lcatin f the subscriber, cell lad and thrughput guidelines; Traffic fflad service which is used t ff-lad selective, plicy-based, user-data streams t an applicatin hsted n the platfrm. Virtual Machine (VM) Service Level Agreement (SLA): descriptin and negtiatin f clud services based n a standard unit f measurement; supervisin mechanisms fr the availability and the integrity f the VMs, platfrm services and APIs; Mechanisms fr truble shting MEC applicatin platfrm management interface The ISG MEC will prduce an (infrmatinal) ntlgy cntaining the terminlgy that will be used cnsistently by the set f MEC specificatins, as well as a gap analysis, identifying critical functinal elements and techniques that need t be standardized t prvide greater value; In additin, the fllwing (nrmative) specificatins will be develped: Requirements; Framewrk and reference architecture; Specificatins relating t the platfrm services and the APIs.

3 ISG MEC Prpsal page 3 f 11 As a general guideline, the ISG MEC will use and refer t existing specificatins (bth ETSI and external specificatins) where apprpriate. In additin t technical (nrmative) specificatins, the ISG MEC will advance mbile-edge cmputing in the industry, accelerate the adptin f the cncept and the standards and address legal and regulatry requirements. The grup will prduce (infrmative) reprts in the frm f white papers and tutrials and will arrange wrkshps and events. 4.2 Membership Membership is restricted in accrdance with Clause 3.4 f the ETSI Technical Wrking Prcedures t ETSI Full/Assciate members and applicants fr Full/Assciate membership, wh have signed the ISG MEC agreement. Observers and nn-members f ETSI may nt becme members f the ISG but may participate in the ISG accrding t the rules as described in the ISG MEC Participant Agreement (see clause belw). Participatin f nn-members f ETSI is subject t acceptance f the ISG Participant Agreement, and payment f a per-meeting participatin fee as described in the ISG Participant Agreement. 4.3 Dues Dues fr membership and peratin are fixed n an annual basis by the members, based n the csts the members anticipate t incur. Currently, n r minimal annual dues are anticipated. Observers and nn-members f ETSI are required t pay a per-meeting participatin fee as described in the ISG Participant Agreement. This per-meeting fee is set initially at 100 (excluding taxes) per persn per meeting day. These fees may be mdified by ETSI n cnsultatin with the ISG MEC. 4.4 Duties and Rights f Members Members and Participants have the duty t cnstructively cperate n the develpment f ISG Grup Specificatins within the scpe f the ISG MEC as described in clause 4.1. Members have the right t cast their vte n the apprval f a Grup Specificatin when necessary, and in ther instances when decisins by the members are required. Members have the right t appeal directly t the ETSI Bard t challenge a Chairman's decisin and shall infrm the ISG Chairman and the ETSI Directr General befrehand. Vting is by weighted individual vte, and vting rights are dependent n regular participatin in the ISG MEC: members are required t have been present in at least ne f the three meetings (face-tface r remte/cnf call) preceding any vte in rder t have the right t vte. 4.5 Preparatin f Grup Specificatins Grup specificatins are prepared within the ISG r wrking grup. The wrking grups are chaired by wrking grup chairs, wh are appinted accrding t the rules f peratin f the ISG. All draft specificatins must be apprved by the ISG members using the decisin making prcess detailed in the rules f peratin f the ISG. If a specificatin is prepared in a wrking grup and fails t be apprved by the members, it is referred back t the wrking grup.

4 4.6 Detailed deviatins frm the ETSI Technical Wrking Prcedures (TWP) ISG MEC Prpsal page 4 f 11 In the fllwing, deviatins frm the applicable ETSI TWP as agreed by the members f ISG MEC, including deviatins t the ETSI TWP made in the ISG MEC Membership Agreement, are stipulated. Sectin 4.6 is included in these Terms f Reference nly fr infrmatin as the prevailing dcument in respect f changes t the TWP is the ISG MEC Membership Agreement Participatin in the wrk f the Industry Specificatin Grup (extensin f TWP 3.4) Observers r nn-members f ETSI must agree t the ISG MEC Participant Agreement in rder t be authrized t participate. The Participant Agreement will be terminated if the participant has nt participated in at least ne meeting f the ISG in a 12 mnth perid. A revcatin ntice under article 9.1 (c) f the ISG Participant Agreement is sent t the participant in this case. The ISG MEC Chairman will peridically review the participatin recrd f authrized Participants. In additin, access t meeting dcuments, mailing lists etc. will be remved frm authrized Participants if they fail t participate in, r register and pay participatin fees fr tw successive meetings. Such access will be restred upn registratin fr a subsequent meeting f the ISG MEC Cnvening an ISG meeting (TWP 3.5) Invitatin t an Industry Specificatin Grup MEC meeting (TWP 1.5.1) The invitatin t an Industry Specificatin Grup MEC meeting and the necessary lgistical infrmatin shall be disseminated by the hsting rganizatin at least 30 days befre the meeting t all n the Industry Specificatin Grup MEC membership list (see clause 1.5.5). The first meeting f the Industry Specificatin Grup MEC will be annunced in a Cllective Letter, with at least 30 days ntice, by the ETSI Secretariat Agenda fr an Industry Specificatin Grup MEC meeting (TWP 1.5.2) The draft agenda shall be disseminated by the respnsible Chairman t all n the Industry Specificatin Grup MEC membership list at least 30 days befre a meeting. The draft agenda shall include details f draft ETSI deliverables fr apprval and fficials fr appintment. Any ther subject matters where vting may be required shall als be included and indicated in the draft agenda Dcumentatin fr an Industry Specificatin Grup MEC meeting (TWP 1.5.3) Meeting dcuments shall fllw a cnsistent numbering system as shwn in the fllwing example: ETSI/MEC(nn)x_filename This numbering system has three lgical elements: 1) ETSI: t indicate that it is an ETSI dcument; 2) MEC: the name f the ISG; 3) (nn): t indicate the year, e.g. (98); 4) x: a unique number f the dcument, appended with a revisin number if applicable; 5) filename f the dcument

5 ISG MEC Prpsal page 5 f Registratin fr an Industry Specificatin Grup MEC meeting (TWP 1.5.4) Every Attendee shall register n arrival at each meeting. Each Attendee wh represents an ISG MEC member r ISG MEC Participant rganizatin shall declare the precise name f that rganizatin. An Attendee may nly represent ne ISG MEC member r ne ISG MEC Participant Maintaining an Industry Specificatin Grup MEC membership list (TWP 1.5.5) The ISG shall maintain a membership list within an explder list established specifically fr that purpse. Any individual may jin this explder list if he/she is a representative f an ETSI member that has signed the ISG MEC Member Agreement r the ISG MEC Participant Agreement and has an ETSI server user accunt, and thse wh jin this explder list will be cnsidered as being n the ISG MEC membership list. Failure t recnfirm the intentin t remain n the explder list at regular intervals will result in remval frm this explder list and thus frm the ISG membership list. Nte that lists are nrmally reviewed every six mnths. The ISG membership list shall be used fr the disseminatin f infrmatin and fr the decisin making within the ISG Decisin making (TWP 3.7) Principles f decisin making (TWP 1.7.1) The Industry Specificatin Grup MEC shall endeavur t reach Cnsensus n all issues, including the apprval f draft ETSI deliverables and the adptin f Grup Specificatins. If Cnsensus cannt be achieved, the Chairman can decide t take a vte which may be perfrmed by a secret ballt. A vte may be cnducted during an Industry Specificatin Grup MEC meeting r by crrespndence. Where vting is used, vte results shall be evaluated by the Chairman n the basis f a weighted individual vte as described in Article 11 f the Rules f Prcedure. ISG Participants d nt have the right t vte. Decisins cncerning (i) the ISG Budget under Article 3.1(b) f the ISG MEC Agreement, (ii) Additinal Csts under Article 3.1(c) f the ISG MEC Agreement, and (iii) the allcatin f csts amng members f the ISG MEC under Article 3.2 f the ISG MEC Agreement, require unanimus supprt f the ISG MEC members wh are present and are eligible t vte, as defined belw. Fr all ther decisins, except fr the appintment f fficials f the ISG MEC fr which clause 3.3 f ETSI Technical Wrking Prcedures applies, a prpsal shall be deemed t be apprved if 71 % f the vtes cast are in favur. Abstentins r failure t submit a vte shall nt be included in determining the number f vtes cast. Fr interpreting the result f an electin fr an ISG fficial, a simple majrity f the vtes cast shall be used (see the prcedure in clause ) Vting during an Industry Specificatin Grup MEC meeting The fllwing prcedures apply fr vting during an ISG r ISG wrking grup meeting: befre vting, a clear definitin f the issues shall be prvided by the chairman; vting members shall nly be entitled t ne vte per member; if a vting member has mre than ne representative present, nly ne representative may vte;

6 ISG MEC Prpsal page 6 f 11 if manual vting prcedures are used, each vting member may nly cast the vte nce; if electrnic vting prcedures are used, vtes may be changed prir t the clsure f the vte; ISG members are nly eligible t vte (vting members) if they have participated in at least ne f the three meetings preceding any vte (wrking grup and ISG plenary meetings cmbined); funding members f the ISG as identified in the ISG Agreement shall be eligible t vte during and up t the end f the first three meetings fllwing the creatin f the ISG. Thereafter they are subject t the abve participatin requirements as fr all ther members; vting by prxy is nt permitted; there are n qurum requirements; vting shall be n the basis f a weighted individual vte; the result f the vte shall be recrded in the meeting reprt Vting by crrespndence The fllwing prcedures apply fr vting by crrespndence: befre vting, a clear definitin f the issues shall be prvided by the Chairman and disseminated t all n the ISG membership list; the vting perid shall be a minimum f 14 days, r a lnger perid defined by the ISG Chairman. The vting perid r clsing date shall be cmmunicated t all n the Industry Specificatin Grup membership list befre the start f each vte; vting shall be n the basis f a weighted individual vte; ISG members are nly eligible t vte (vting members) if they have participated in at least ne f the three meetings preceding any vte (wrking grup and ISG plenary meetings cmbined); funding members f the ISG as identified in the ISG Agreement shall be eligible t vte during and up t the end f the first three meetings fllwing the creatin f the ISG. Thereafter they are subject t the abve participatin requirements as fr all ther members; electrnic vting nly, shall be used fr vting by crrespndence; vtes may be changed prir t the clsure f the vte; there are n qurum requirements; at the end f the vting perid the Chairman shall cunt the vtes as described in clause abve; The result f the vte shuld be disseminated t everybdy n the ISG membership list within 15 days Vting fr the electin f an ISG MEC fficial Fr the purpse f electing any ISG MEC fficial the prcedures given in clauses , and shall apply. In the case where there is mre than ne candidate, a secret ballt shall be used. When, in the first ballt, n candidate has btained mre than 50% f the vtes cast, a secnd ballt shall be held. The secnd ballt shall be held amng the tw candidates wh have btained the highest number f vtes

7 ISG MEC Prpsal page 7 f 11 in the first ballt. The candidate btaining the higher number f vtes in the secnd ballt is then elected. The ISG MEC Chairman shall be respnsible fr the vting prcess and shall ensure that cnfidentiality is maintained. If the vte is cnducted during an ISG meeting nly the final result shall be recrded in the meeting reprt. If the vte is cnducted by crrespndence nly the final result f the vte shall be disseminated Appealing against a Chairman's decisin Any member f the ISG wh is against the Chairman's ruling n a vte may submit its case t the Bard fr decisin. In such cases the member shall als infrm the ISG MEC Chairman. When the ISG MEC Chairman has made a ruling, his decisin shall be taken as the basis fr future peratins, unless verturned by the Bard. 5 ETSI field f interest [TWP D.3, Part Ab)] ETSI plays an active rle in the develpment and implementatin f telecmmunicatin standards. ETSI has develped pen mbile cmmunicatin standards, such as GSM, UMTS and LTE, independently and with partners in ther regins. These specificatins have been successfully adpted wrldwide. In additin, ETSI is currently wrking n the develpment f standards relating t clud and internet technlgies as well as end-t-end netwrk architecture (which, amng ther aspects, als addresses Cntent Delivery Netwrks (CDN)). The wrk f ETSI MEC aims t unite the telc and IT clud wrlds, prviding IT and clud-cmputing capabilities within the RAN (Radi Access Netwrk). Creating this ISG and specifying the elements presented in clause 4.1 will enable third-party applicatins t be hsted in a multi-vendr Mbile-edge Cmputing envirnment. Prximity, cntext, agility and speed can be translated int value and explited by mbile peratrs, service and cntent prviders, OTT players and ISVs. These parties can play cmplementary and prfitable rles within their respective business mdels, since they can mnetize the mbile bradband experience. Mrever, ETSI has an active ISG wrking n Netwrk Functin Virtualizatin (NFV) which is tasked with leveraging the standardized IT virtualizatin technlgy t cnslidate multiple types f netwrk equipment int standards-based, high-vlume servers, switches and strage which culd be lcated in data centres, netwrk ndes and n the end user s premises. With NFV, entire classes f netwrk nde functins can be virtualized int building blcks that may be cnnected r chained tgether t create cmmunicatin services. The wrk n MEC will cmplement the wrk n NFV and the scpe will be highly fcused. MEC will enable third-party applicatins and services (Layer 4 and abve) t be hsted n tp f a RAN element, i.e. abve the netwrk layer. These applicatins and services can benefit frm being in clse prximity t the custmer and frm receiving radi-netwrk cntextual infrmatin. Fr details n the scpe, see clause 4.1 abve. The MEC specificatins will amngst thers refer t and reuse the NFV specificatins when apprpriate.

8 ISG MEC Prpsal page 8 f 11 6 Reasns why verlapping r cmplementary elements (with reference t existing wrk r Terms f Reference f any existing Technical Cmmittee r Prject) are regarded as desirable [TWP D.3, Part Ac)] The wrk f the ISG MEC cmplements current prjects in ETSI and in ther rganizatins, such as the 3rd Generatin Partnership Prject (3GPP), OpenStack, the LINUX Fundatin, Distributed Management Task Frce (DMTF), OASIS (Advancing Open Standards fr the Infrmatin Sciety), Clud Security Alliance (CSA), and Open Netwrking Fundatin (ONF). The ISG MEC will align and liaise with the ETSI ISG NFV and with ther related initiatives, reusing existing specificatins where apprpriate. 7 Timeline [TWP D.3, Part Ad)] The lifetime f the ISG MEC is expected t be mnths frm setup. The ISG MEC intends t hld an initial meeting within 30 days f frmatin. ISG MEC meetings and cnference calls will be planned in rder t generate ISG MEC Grup Specificatins and reprts. It is expected that meetings will take place abut 4 times a year; each meeting may last 3 days. After 18 mnths, the ISG MEC will issue a prpsal regarding its future activities (maintenance f the specificatins cvered by the first release, wrk items fr the secnd release, etc.). The ISG MEC may extend its perid f activity in rder t maintain the specificatins and t wrk n future releases, r it may be absrbed int an ETSI Technical Bdy. The ptins are t: Cntinue the ISG MEC fr an extended perid with revised Terms f Reference (TR), r Absrb the wrk int a new Technical Bdy (new WG in a TC, new TC, new EP r new EPP). This wuld mean that all ISG participants wuld be required t becme ETSI members, if they desire t cntinue wrking in such new Technical Bdy. 8 Chairmanship [TWP D.3, Part Ae)] Nurit Sprecher (Nkia Netwrks) has accepted t stand as cnvenr fr the first meetings. The Cllective Letter annuncing the first meeting will include a call fr candidates fr the Chairmanship. If it is nt pssible t appint a permanent Chairman at the first meeting then the meeting shall appint a cnvenr fr the secnd meeting. The chairman, vice-chairmen and wrking grup chairmen f ISG MEC are appinted fr a perid f maximum 2 years. 9 Resurce requirements [TWP D.3, Part Af)] N resurce requirements, beynd the "basic administrative supprt" prvided by the ETSI Secretariat t ISGs, have been identified. Further resurce requirements may be identified frm time t time by the ISG members, wh will decide n the funding arrangements as required. 10 ETSI Secretariat resurces [TWP D.3, Part Ag)] Basic administrative supprt will be prvided by the ETSI Secretariat, e.g.:

9 inf/meeting/dcument handling area n the ETSI Prtal; dcument strage area n the ETSI DOCBOX server; lists prvisin entry f the Wrk Items int the WPM database (prvided by ESP); ISG MEC Prpsal page 9 f 11 prcessing/publicatin f ETSI Deliverables (prviding they have respected the ETSI Drafting Rules); a supprt fficer will be allcated t prvide guidance and assistance t the ISG. Supprt fr meetings will be prvided when the meeting is held at the ETSI Headquarters, e.g.: meeting rms in ETSI premises; meeting supprt fr invitatins, badges, etc in ETSI premises; tea/cffee in ETSI premises. Meetings held utside f the ETSI Headquarters shall be supprted by the hsting member rganizatin. In additin the secretary will supprt the ISG MEC in rganizing wrkshps and pssible interperability events. 11 ISG Membership Agreement [TWP D.3, Part Ah)] See the Annex f this dcument. 12 ETSI full and/r assciate members having declared their willingness t prvide resurces [TWP D.3, Part Ba)] The fllwing members have indicated that they are willing t supprt the ISG (at least fur required) and are cnsidered t be the funding members f the ISG: DOCOMO Cmmunicatins Labratries Eurpe GmbH Huawei Technlgies (UK) IBM Eurpe Intel Crpratin (UK) Ltd Nkia Netwrks VODAFONE Grup Plc

In additin, the ISG MEC will deliver an (infrmatinal) ntlgy presenting the critical functinal elements and techniques that need t be standardized t prvide greater value as was identified in the gap analysis task. Based n the results f the gap analysis, the ISG MEC will liaise with the relevant rganizatins and ask them t develp the critical functinal elements and techniques that need t be standardized in rder t prvide greater value. It is expected that the specificatins fr the supprting standards will be drawn up during 2016 and In additin t the specificatins listed abve, the ISG MEC will prduce infrmative reprts in the frm f white papers and tutrials that will be used t advance Mbile-edge Cmputing in the industry, accelerate the adptin f the cncept and the standards, and create a favurable legal and regulatry envirnment. 14 Internal rganizatin [TWP D.3, Part Bc)] The ISG MEC will be respnsible fr prducing the ntlgy and the technical specificatins; An industry-enabling wrking grup that will be tasked with advancing Mbile-edge Cmputing in the industry, accelerating the adptin f the cncept and the standards, and creating a favurable legal and regulatry envirnment. The grup will prduce (infrmative) reprts in the frm f white papers and tutrials and will arrange wrkshps and events. The ISG vice-chair will serve as the industry-enabling wrking grup chairman and will reprt t the ISG. 15 Any cmmittee/prject-external ETSI resurces required (i.e. utside thse prvided by the Industry Specificatin Grup participants) shall be specified [TWP D.3, Part Bd)] N additinal resurces such as experts r Special Task Frces have been identified. This will depend n the results f the initial wrk f the ISG MEC. 16 Maintenance arrangements fr deliverables shall be specified [TWP D.3, Part Be)] The maintenance f any deliverables will be assured by the ISG MEC. At the end f the wrk the ISG MEC will define the fllw-n respnsibility fr any required maintenance.

11 ISG MEC Prpsal page 11 f The relatinship with the ETSI Technical Organisatin shall be specified (i.e. list the interfaces between the ISG and ETSI TBs) [TWP D.3, Part Bf)] The ISG MEC intends t establish a liaisn relatinship with the fllwing ETSI TBs and Partnership Prject: EP E2NA/TC NTECH ETSI ISG NFV 3GPP Depending n the way in which the wrk prgresses, the ISG MEC may establish a liaisn relatinship with the fllwing rganizatins: OpenStack, LINUX Fundatin, Distributed Management Task Frce (DMTF), OASIS (Advancing Open Standards fr the Infrmatin Sciety), Clud Security Alliance (CSA), and Open Netwrking Fundatin (ONF). If required, the ISG MEC may decide t establish additinal liaisn relatinships.
