2 P a g e 2 Project Overview: At the Board Business Meeting on February 7, 2017, the Board approved (9-0) a Board Member Initiative directing the Department of Transportation and Capital Infrastructure (DTCI) to identify funds to complete a transportation analysis study to address missing pedestrian path segments along West Church Road, Cascades Parkway, Potomac View Road, and any connecting intersections within the as well as a pedestrian connection between Claude Moore Park and Park View High School. DTCI obtained a proposal from a task order civil engineering consultant that the study will cost approximately $10,000. On June 22, 2017, the Board of Supervisors approved to fund a transportation analysis of pedestrian pathways in the.

RECOMMENDATIONS: Staff recommends the Board approve the use of funds from the Sidewalk Contingency Account to perform a transportation analysis study to address missing pedestrian path segments along West Church Road (State Route 625), Cascades Parkway (State Route 1794), Potomac View Road (State Route 637), and any connecting intersections within the as well as a pedestrian connection between Claude Moore Park and Park View High School. UPDATE: The motion for Item 10 is proposed for revision for the purposes of clarity. At least one Board Member expressed concern that the limits of the study were unclear. This attempts to clarify the limits and extent of the study as proposed by staff in the item. This revised motion does not change the Staff Recommendation or proposed direction of the item, it simply clarifies the scope of this project in the motion. REVISED DRAFT MOTIONS: 1. I move that the Board of Supervisors approve the use of $10,000 from the Sidewalk Contingency Account to fund a study to identify missing sidewalk and pedestrian path segments along West Church Road, between Cascades Parkway and Sterling Blvd; Cascades Parkway, between West Church Road and Potomac View Road; Potomac View Road, between Cascades Parkway and Benedict Drive; and a pedestrian connection between the Claude Moore Park and Park View High School. OR 2. I move an alternative motion. Purpose: The purpose of this study is to evaluate and document the Board of Supervisors initiated analysis of missing pedestrian links within the. The report focuses primarily on the W. Church Road, Cascades Parkway, Potomac View Road and inter-parcel connections to Claude Moore Park from Park View High School. Background: The information used in the study is from Loudoun County GIS data (2016/2017), site visit, Google Earth and County land records. The right of way, property information and floodplain location are approximate based on GIS information.

5 Page 5 The preliminary engineer s estimates utilize VDOT NOVA Unit Costs or unit pricing from recently completed infrastructure projects in Loudoun County, plus 4% escalation for a 2020 project advertisement. The estimate includes 25-30% Design fees, 18% for Construction Administration services and 25% contingencies. The Right of Way estimate is based on cost per square foot of $11, plus 23% for plat and recordation fees. That unit cost was provided by DTCI based on recent acquisitions for transportation improvements. Introduction: The study is broken down into four (4) areas. Those areas are defined as: Area #1 is Church Road east of Cascades Parkway to Sterling Boulevard Area #2 is Cascades Parkway from Loudoun Park Lane to Potomac View Road Area #3 is Potomac View Road from Cascades Parkway to west of Benedict Drive Area #4 is access through Park View High School to Claude Moore Park

6 P a g e 6 Church Road Area 1 The limits of Church Road - Area 1 are from the intersection of Cascades Parkway to Sterling Elementary School which is approximately 4,800 feet in length. This study has identified the following design constraints used to determine the best location for the missing pedestrian facilities and provide connectivity to existing pedestrian facilities: Existing roadway ditch section (aerial image and field observation) Existing right of way restrictions, based on Loudoun County GIS information Utilities(field observation) Commercial entrances (aerial image and field observation) Existing pedestrian facility (aerial image and field observation) The selected alternative proposes to install a 6 wide sidewalk as depicted in Typical Sections 1 and 2, but has identified the use of a 10 multi-use path with a 14 Public Access Easement (PAE) in Typical Section 3.

7 P a g e 7 Existing Ditch The evaluation suggests that the typical sections shown with a retaining wall (estimated 2.5 high) may be required as the sidewalk passes along an existing parking lot on the north side of Church Road. During the design process, it may be determined that the 4 sidewalk buffer strip should be reduced to minimize impacts to the parking area. A reduction in the buffer strip will require a VDOT Design Waiver and concurrence. It might also require a reduction in the sidewalk width from 6 to 4 along the proposed wall. This will not require a VDOT Waiver. The alternative selected suggests installing the sidewalk along the north side of Church Road. From the western study point (Cascades Parkway) to eastern (Sterling Elementary School), the improvements would require: Adjustments to existing utility boxes buffer strip reduction Site access to commercial parcel Addition of pedestrian signal and crosswalk at W. Holly Avenue will require a VDOT Pedestrian Warrant Study Connections to the existing trail along frontage adjacent to Traction Place Changing facility type of a concrete sidewalk adjacent to the roadway to a meandering asphalt trail to accommodate existing drainage Typical Section 3 Easement will be required Claude Moore Park and Sterling Elementary School Looking west on Church Road where retaining wall may be required

10 P a g e 10 Cascades Parkway Area 2 The limits of Cascades Parkway - Area 2 are from the intersection of Loudoun Park Lane to the intersection of Potomac View Road which is approximately 3,500 feet in length. This study has identified the following constraints used to evaluate the addition of pedestrian facilities along the east side of Cascades Parkway: Existing pedestrian facilities Adjacent uses Right of way availability Utilities It appears that this area along Cascades Parkway was designed and constructed to accommodate a sidewalk. There were few restrictions found that would encumber the construction of a 6 contract sidewalk as shown in the typical section. Looking north on Cascades Parkway at existing sidewalk bench and utilities

11 Limited by the available information, it appears there needs to be a modification to Typical Section 1 to accommodate a reduced roadway bench width along the northbound right turn lane on Cascades Parkway to Potomac View Road. It appears any widening may impact an existing utilities and stormwater management pond adjacent to the road. This concept will require a VDOT Design Waiver to reduce the buffer strip from 4 to no buffer strip. P a g e 11 Looking north on Cascades Parkway at the reduced bench width along SWM pond The project will require adjustments to existing utility boxes in the vicinity of the existing signals at Loudoun Park Lane, Woodlawn Road and Potomac View Road.

12 Cascades Parkway Area 2 Option 2 During field observations it was determined there is pedestrian activities from Victoria Station Drive to businesses north of Woodlawn Road. Option 2 evaluated this section of Cascades Parkway and establish the following constraints: Adjacent uses Right of way availability Utilities P a g e 12 The sidewalk along this section of Cascades Parkway crosses an existing drainage structure and may require a VDOT Design Waiver to reduce the buffer strip from 4 to possibly no buffer strip. Looking south on Cascades Parkway at an existing path along the west side of the road. This area may require a reduced bench width crossing drainage structure

13 The existing pedestrian path along the west side of Cascades Parkway continues beyond the intersection of Woodland Road. The path resumes along the south side of Woodland Road to local businesses within the area. This study does not include evaluating pedestrian facilities along Woodland Road, however it is suggested that a future study be performed to understand the destinations and need for future pedestrian facilities off of Cascades Parkway. 14 Potomac View Road Area 3 Area 3 - Potomac View Road is from the intersection of Cascades Parkway to the existing sidewalk 750 feet west of Benedict Drive. The study length, on the north side of Potomac View Road, is approximately 3,500 feet. This study evaluated both sides of Potomac View Road. The south side of Potomac View Road would require: Approximately 4,300 feet of sidewalk/trail. Removed and replacement of approximately 600 feet of guardrail and two guardrail terminals Installation of fill slopes along the roadway, tying to existing grade approximately 60 offsite or more Replace 1,200 foot of 4-board fencing Meandering alignment to maintain ADA compliance P a g e 14 Looking east on Potomac View Road at existing guardrail and steep embankment slope Looking east on Potomac View Road at the existing four rail fence

15 P a g e 15 The critical issue for the southern pedestrian location is the existing terrain as it falls away from the roadway. This would result in lengthy fill slopes that will require substantial earthwork, clearing and construction easements. This evaluation selected installing the new sidewalk/trail on the north side of Potomac View Road. This location will require right of way and easement acquisition, but utilizes the existing and proposed curb and gutter sections that will reduce offsite impacts. Other criteria used to evaluate this location: location of existing sidewalks right of way utilities commercial entrances urban road sections existing drainage It appears that there is limited right of way along the westbound right turn lane on Potomac View Road. A modification to typical section 1 may be required to reduce substantial roadway cuts and right of way impacts. This can be evaluated during the engineering design process and will require a VDOT Design Waiver to reduce the buffer strip from 4 to no buffer strip at all. Looking west on Potomac View Road at the existing right turn lane and steep slopes

16 P a g e 16 This alternative includes constructing a curb and gutter section from the existing roadway high point to the existing curb and gutter along the WB right turn lane on Potomac View Road approaching the intersection with Cascades Parkway. This concept will require drainage improvements along with the new curb and gutter section. Looking west on Potomac View Road at the high point of the roadway and existing drainage ditch The proposed curb and gutter Typical Section 1 (Area 3) will continue from the westbound right turn lane to a point approximately 2,100 feet east of the Cascades Parkway intersection. The pedestrian facilities will then change to Typical Section 2 (Area 3) which then changes to a meandering 10 asphalt trail for the remaining 1,400 feet. This will honor the existing drainage without requiring considerable roadway improvements and extensive construction costs.

17 P a g e 17 Existing Ditch This section will require a 14 Public Access Easement (PEA) for use and maintenance of the trail. Looking west on Potomac View Road at the existing road section and drainage ditch Refer to Appendix 3 for supporting documentation and engineers estimate.

18 Park View High School and Sterling Elementary School Area 4 The limits of the Park View High School Area 4 is approximately 1,200 feet in length. The pedestrian facilities will begin at the southern high school entrance on N. York Road and meander to the existing Scout Trail on the Claude Moore Park property. The study constraints used to evaluate pedestrian facilities: existing sidewalk on N. York Road school properties school bus storage existing Scout Trial wetlands/stream The proposed sidewalk includes two new handicap ramp from the existing sidewalk on N. York Road along the southern side of the school entrance to the parking area. This crossing will require a VDOT crosswalk warrant study to allow crosswalk pavement markings and signage. P a g e 18

19 The alignment then proceeds south onto the elementary school parcel adjacent to the athletic field, running parallel to the bus storage area meander around the out buildings, utility/light poles and to avoiding large specimen tree. P a g e 19 The trail connects to the Scout Trail south of the existing pedestrian crossing of the existing channel. Refer to Appendix 4 for supporting documentation and engineers estimate.

20 Summary This study assessed the connectivity of existing pedestrian facilities in the as requested by Supervisor Saines and the Loudoun County Board of Supervisors. The study identified the facility types, location, constraints, right of way impacts and construction cost.
