1 BOARD OF SUPERVISORS BUSINESS MEETING ACTION ITEM Date of Meeting: April 21, 216 # 6 SUBJECT: ELECTION DISTRICT: CRITICAL ACTION DATE: STAFF CONTACTS: Response to Board Member Initiative: Safety Improvements at Millstream Drive and Village Center Plaza Intersection at the Dulles South Commuter Bus Lot Dulles At the Pleasure of the Board Eloisa Thring, Transportation and Capital Infrastructure Kathleen Leidich, Transportation and Capital Infrastructure Joe Kroboth, III, Transportation and Capital Infrastructure PURPOSE: In response to Supervisor Letourneau s December 2, 215 Board Member Initiative, this item provides a cost estimate for engineering design services for pedestrian safety improvements at Millstream Drive and Village Center Plaza intersection at the Dulles South Commuter Bus Lot. RECOMMENDATION: Staff recommends that the Board of Supervisors (Board) approve the use of $75,4 of the remaining balance in the Reston Bible Church Park and Ride Lot project in the Capital Fund, to be expended on the design services for safety improvements at Millstream Drive and Village Center Plaza intersection near the Dulles South Commuter Bus Lot. BACKGROUND: Dulles South commuters are served by two lots located on both the north and south sides of Millstream Drive in Stone Ridge. The north lot has 25 spaces and the south lot has 1 spaces. In order for commuters to access the bus stop located on the north side of Millstream Drive, commuters parking in the southern lot must cross four lanes of Millstream Drive at a crosswalk that vehicles approach from the west on a curve. The posted speed limit is 35 miles per hour. Given that there are several early morning departures and evening arrivals, commuters routinely have to cross Millstream Drive (Attachment 1) in the dark. Although there is a crosswalk, drivers speed through the intersection and ignore the crosswalk or cannot see pedestrians due to inadequate lighting at the intersection.
2 Item 6, Safety Improvements at Millstream Drive and Village Center Plaza Intersection at the Dulles South Commuter Bus Lot Board of Supervisors Business Meeting April 21, 216 Page 2 At the December 2, 215 Business Meeting, Supervisor Letourneau initiated an item requesting that the Board of Supervisors (Board) direct staff to perform an engineering analysis and report back to the Board with options for improvements to the crosswalk on Millstream Drive at the Dulles South Commuter Lot (the Board voted 9-). The Board further directed staff to identify possible funding sources for the design and construction of the improvements and report back to the Board. On January 7, 216, the Department of Transportation and Capital Infrastructure (DTIC) and Virginia Department of Transportation (VDOT) met to discuss potential safety improvements at the subject intersection. The safety of the intersection could be improved through additional warning signs or traffic calming measures. Measures such as street lighting or flashing yield to pedestrian signs were potential improvements discussed. VDOT supported intersection lighting at the pedestrian crosswalk to address safety concerns. On February 1, 216, DTCI staff received a proposal from a task order consultant in the amount of $75,4 to perform engineering services to evaluate and design improvements for the pedestrian crossing across Millstream Drive at the Dulles South Commuter Lot Entrance/Shopping Plaza Entrance (Attachment 2). Services will include design of lighting features and flashing beacons for existing pedestrian signs, the assessment of available power sources, and full subsurface utility designation and location service for the intersection. ISSUES: The Reston Bible Church was a site under consideration by Staff to lease a parking lot for a commuter park and ride facility. The Board had previously authorized funding for the Reston Bible Church Project from local gas tax revenues to construct a bus bay and shelter. While preparing the engineering design for this work, it was determined that significant utilities must be relocated to complete the construction. The initial estimate to relocate the utilities was a range of $5, to $1,,. The investment was too great for the short period of time the leased lot would be used. During this same timeframe, the Dulles Town Center park and ride opened and service was shifted to that location, thus no longer needing the Reston Bible Church lot. FISCAL IMPACT: The cost estimate for engineering design services for the pedestrian crossing improvements across Millstream Drive at the Dulles South Commuter Lot Entrance/Shopping Plaza Entrance is $75,4. The current available balance in the Reston Bible Church Park and Ride project in the Capital fund is $23,62.79 which is sufficient to fund engineering design services for pedestrian crossing improvements at Millstream Drive. DRAFT MOTIONS: 1. I move that the Board of Supervisors direct staff to proceed with the engineering design services for pedestrian safety improvements across Millstream Drive at Millstream Drive and Village Center Plaza intersection near the Dulles South Commuter Bus Lot. 6 Millstream Drive Pedestrian Safety Improvements Official Assignment #4 Project Title: Millstream Drive Pedestrian Safety Improvements Route(s): Millstream Drive County Project #: Official Assignment #: 4 JMT Project #: Scope of Services Project Overview The Loudoun County Department of Transportation & Capital Infrastructure (the County) has requested the services of the JMT Team to evaluate and design improvements for the pedestrian crossing across Millstream Drive at the Dulles South Commuter Lot Entrance/Shopping Plaza Entrance. Per the scoping meeting held on January 7, 216, the solution that VDOT will entertain is intersection lighting at the crosswalk. Project Management and Administration Project management and administration will be provided by JMT to ensure that the prosecution of the work is on schedule, within budget and in accordance with the County s criteria. Responsibilities and Assumptions Pedestrian Crossing Safety Enhancement The JMT Team will prepare a lighting design for the intersection of Millstream Drive at the Dulles South Commuter Lot Entrance/Shopping Plaza Entrance. The design criteria outlined in ANSI/IESNA RP-8- will be used; the specific criteria is highlighted in Table 2 from the RP-8- below: 1
7 Millstream Drive Pedestrian Safety Improvements Official Assignment #4 Based on available record plans, the right-of-way in the area is along the utility strip between the roadway and the sidewalk. Thus, the lighting fixtures will be outside of the existing roadway right-of-way. On the south side, the light pole and appurtenances will be on County property. On the north side the light pole and appurtenances will be on the shopping center (HOA) property. Per conversations with the County staff, this placement will be negotiated with the HOA. It is expected that the existing services to the lighting for the park and ride lots on the north and south side of Millstream Drive will be used for the intersection lighting. It is further understood that the lighting fixtures will need to be approved by the HOA and/or selected from their design standards. Basemapping The JMT Team will collect available record plan information to use for establishing a preliminary basemap. Virginia 811 (Miss Utility) will be contacted for a design level marking of existing underground utilities. Once the marking is complete, the JMT Team will conduct a topographic survey of the subject intersection to include surface features and subsurface utility features. Additional utility coordination will be conducted if any proposed conduit or pole placement is shown to potentially conflict with a utility. This includes contacting up to 3 utilities to obtain size and depth of their facilities. It will be noted that the contractor selected for the installation of the lighting system will be responsible for verifying utilities prior to beginning work. The limit of the survey will be approximately 5 east and west of the center of the subject intersection to incorporate the existing pedestrian warning signs, and 5 north and south of the center of the intersection. An optional service is included in this scope of services to provide full subsurface utility location designation if this is deemed necessary as work progresses and at the determination of the County. Lighting Design The JMT Team will perform a field inventory to assess the proposed locations and power distribution equipment. The JMT Team will develop a photometric model for the intersection lighting using AGi32 software using the lighting fixtures recommended by the HOA and the County. The JMT Team will submit this analysis to the County for review and approval. It is expected that the JMT Team will conduct one joint review session with the County and VDOT for the lighting photometric model. The JMT Team will coordinate with the local power utility for service drops for the lighting as required (included as an optional service). It is assumed for this scope of services that 2
8 Millstream Drive Pedestrian Safety Improvements Official Assignment #4 the existing service points feeding the existing lighting in the area can be used for servicing the new lighting system. Upon acceptance of the lighting concept shown in the photometric model the JMT Team will develop a complete PS&E package in 3 stages preliminary, final, and construction. - The preliminary package will indicate electrical service point, pole, junction box, and conduit locations, electrical conductor sizes and layouts, basic pole installation details, draft special provisions, and a preliminary estimate of construction costs. This package will also include a preliminary estimate of construction costs. - The final package will address appropriate review comments received from the County and will finalize the plans, details, panel board schedules, and specifications for the construction package. The estimate of construction costs will be updated to the refined design. - The construction package will be signed and sealed by a Virginia registered Professional Engineer for use by the County to procure a contractor to complete the work. The JMT Team will not develop the boilerplate sections of the bid documents as that is understood as a function to be completed by the County. Construction phase services are not included in this scope of work. Flashing Beacons for Existing Pedestrian Signs The JMT Team will design the installation of flashing beacons for the advance pedestrian crossing warning signs along Millstream Drive. The beacons will not be installed on the signs located at the crossing of the subject intersection. The flashing beacons will be designed in accordance with VDOT Standard FB-2. The JMT Team will assess power sources for the beacons to include hardwire connections and solar power. The team will present their recommendations to the County for final selection. Upon acceptance of the recommendation, the team will proceed to final design with the power option. Meetings The JMT Team will attend up to three (3) review meetings for the project. It is anticipated that the meetings will last approximately one (1) hour. No meetings with the general public are anticipated in this Scope of Services. Deliverables The deliverables will include: Preliminary PS&E Package Final PS&E Package 3
9 Millstream Drive Pedestrian Safety Improvements Official Assignment #4 Construction PS&E Package Signed and sealed by a Virginia registered PE Optional Services Subsurface Utility Location Services If authorized, the JMT Team will conduct full subsurface utility designation and location service for the intersection. This service will augment the existing record plan information and will provide an enhanced basemap of the intersection. This Optional Service will only be done with the consent of the County to exercise the option. Exclusions This Scope of Services specifically excludes the following items: Right-of-way or easement negotiations. survey, or plat services Public Information Meetings/Hearings Accessible ramp design and associated activities Signal warrant evaluations Coordination with school and transit agencies for bus stop locations and operations Developing boilerplate sections for the procurement package Construction phase services Structural analysis for poles or associated foundations Temporary lighting Pedestrian sidewalk/pathway lighting Schedule Photometric Analysis 3 weeks after NTP and approval of acceptable fixtures Preliminary Plans 3 weeks after acceptance of photometric analysis Final Plans and Estimate 3 weeks after Acceptance of Preliminary Plans Construction Plans and Estimate 2 weeks after Acceptance of Final Plans (Acceptance is equal to provision of review comments and indication of acceptance of the plans as they stand at the point in the development process). Fee Summary JMT will bill the County as provided in the Agreement for Service effective October 1, 214. The estimated lump sum fee for the work covered in this Scoped of Work, excluding the Optional Services is $54,1. The estimated lump sum fee for the work covered under Optional Services is $21,3. These amounts shall not be exceeded without the approval of the County. 4
