2 Highway Gap New London to Paynesville Project History and Background TH is an important interregional corridor that is a key artery for the economy in the region. It provides the primary north-south route between Willmar and Saint Cloud. According to the recently completed Manufacturer s Perspective on Transportation udy it is also a critical connection to deliver goods to national and international markets. MnDOT envisions this section of TH becoming a continuous four-lane rural highway. The segment between New London and Paynesville is a part of that vision and is one of two remaining sections of two-lane facilities. MnDOT has begun the environmental review and layout development process for the -lane conversion of this seven mile segment. Once the environmental review and layout is complete, right-of-way acquisition and detailed design could begin as funds become available. Currently, there is no timeline set for construction of the project because there is no funding available at this time. 3 Highway Gap New London to Paynesville Project Funding, Construction, & Costs The Highway gap New London to Paynesville project is not yet funded for construction. Funds will need to be secured before construction can be planned. A preliminary cost estimate of $0M to $70M (infl ated to 0 dollars) has been calculated for this project, including design, right-of-way, and construction costs. Project partners are proceeding with environmental review and preliminary design in order to be prepared for construction when funding becomes available. 6 Highway Gap New London to Paynesville What is an Environmental Assessment Worksheet (EAW)? Before any project can move forward to construction, MnDOT must address and comply with laws related to the environment. An Environmental Assessment Worksheet (EAW) complying with ate guidelines will be prepared and distributed for comment. The purpose of the EAW is to provide information about a project s environmental impacts before approvals or necessary permits are issued. The worksheet consists of a standard list of 0 questions. An EAW provides background information including: - Need for the proposed project - Environmental impacts and mitigation - Agency coordination and public involvement A public hearing will be held as part of the formal comment period for the EAW. The EAW is not meant to approve or disapprove a project, but is simply a source of information to guide other approvals and permitting decisions. The EAW will be published in the EQB Mointor, a bi-weekly publication of the Minnesota Environmental Quality Board.

7 Highway Gap New London to Paynesville What is Access Management? Access management seeks a balance between land access (driveways/ intersections) and a roadway s safety and mobility (speed). MnDOT uses access management categories that range from: Category roadways Category roadways highest speeds and fewest access points lowest speeds and the most access points The project segment is a Rural Category roadway (Medium-Priority Interregional Corridor). This category emphasizes mobility (higher speeds) and a restrictive approach to access (consolidating driveways/ intersections). Rural Category roadways recommend one mile between primary intersections (junction of two major roads) and ½ mile between secondary roads (junction between major road and a minor road/local street). Limited right-in/right-out access for driveways is permitted when no reasonably convenient and suitable alternative access is available.
