1 Department of Public Works Inyo County, California Characterization of Combined Use of County Road Segment Segment Name: _Lone Pine No. 1_ Purpose: Which of the following does the combined-use segment provide? 1. A connecting link between off-highway motor vehicle trail segments, 2. An off-highway motor vehicle recreational use area and necessary service facilities, or 3. Lodging facilities and an off-highway motor vehicle recreational facility. Segment Location/Description: The proposed Lone Pine No. 1 combined use segment provides a link between the Boulder Creek RV Park in Lone Pine to Inyo National Forest Road number 16S01 located just before the Granite View subdivision and on the south side of the Tuttle Creek drainage. The combined-use segment will start at the Boulder Creek RV Park and travel west across US Highway 395 and up Lubkin Canyon Road to its intersection with Horseshoe Meadows Road. The segment will turn north on Horseshoe Meadows Road and then turn left or west on Granite View Drive which it will follow uphill and westward to the intersection with Inyo National Forest road #16S01. This Inyo National Forest maintained road is the end point to the combined-use segment. Inyo National Forest Road number 16S01 is open to use by off-highway vehicles (OHVs) and is considered to be an OHV recreational facility. The total length of this segment is 7.3 miles. The average daily traffic number averages traffic going both directions.

2 Land Use: The proposed combined-use route starts at an RV Park and Store that is zoned Multiple Residential. The route crosses US 395 and passes to the south of the Foothill Trailer Park before continuing up Lubkin Canyon Road on land zoned Open Space. The route continues on Open Space land to its end where it is close to land zoned Rural Residential. The proposed combined-use route is shown below. Start Point End Point Rules & Regulations Per Section of the Vehicle Code: (a) In accordance with subdivision (c) of Section 4000, a motor vehicle issued a plate or device pursuant to Section may be operated or driven on a local highway, or a portion thereof, which is designated pursuant to Section if the operation is in conformance with the Vehicle Code and the vehicle complies with off-highway vehicle equipment requirements specified in this division. (b) Notwithstanding subdivision (a), it is unlawful for any person using an offhighway vehicle on a combined-use highway to do any of the following: (1) Operate an off-highway motor vehicle on the highway during the hours of darkness. (2) Operate any vehicle on the highway which does not have an operational stoplight. (3) Operate any vehicle on the highway which does not have rubber tires. (4) Operate any vehicle without a valid driver's license of the appropriate class for the vehicle operation in possession. (5) Operate any vehicle on the highway without complying with the provisions of Article 2 (commencing with Section 16020) of Chapter 1 of Division 7. Note that per Section 18 of the Inyo County Assembly Bill 628 Implementing Procedures, the hours of operation in residential areas have been further restricted:

The operation of combined use routes by off-highway vehicles in residential areas is restricted to between dawn and dark and no earlier than 7:00 a.m. and no later than 8:00 p.m. This would apply to the portion of the route at Boulder Creek RV Park, in front of the Foothill Trailer Park, the portion of Lubkin Canyon Road that goes in front of a house, and also the end near the turnoff to the OHV trail segment. The speed limit is not posted for much of this route. The posted speed limit for OHVs will be 35 mph. If there is a stretch of Lubkin Canyon Road with a lower speed limit, the lower speed limit will apply. Justification: The designation of this combined-use route is part of the establishment of a pilot project pursuant to Assembly Bill 628. The goal for this application is to link existing off-highway motor vehicle trails and trailheads on federal Bureau of Land Management or United States Forest Service lands, and to link off-highway motor vehicle recreational-use areas with necessary service and lodging facilities, in order to provide a unified linkage of trail systems for off-highway motor vehicles. Costs: The cost for the signage is being provided by the California Department of Parks and Recreation. The cost for the development of the combined-use applications and consideration of the applications by the Board of Supervisors is funded by Regional Planning Assistance funds administered by the Inyo County Local Transportation Commission. The continuing cost to maintain the roadway will be provided by the Inyo County Road Department. Signage: Signage will be placed in accordance with the attached signage plan. The map above shows the location of the signs described below. 4 Sign #3 through #8 These signs will be placed at the start and end point of the route and at each intersection along the combined-use route. The distance will vary depending on how far the sign is from the start or end point of the rotue. Signs 3 through 5 will be placed for westbound traffic and Signs 6 through 8 will be placed for eastbound traffic. 7.3 Sign No. 3 though 8 Signs #9 through #20 - Directional markers will be placed app. every mile along both sides of this combined use segment. Each carsonite post will have stickers on one side. Signs #21 and #22 - Sign #21 and 22 will point to the turnoff to the start and endpoint of the combined-use route.
