2 Highway 9 OVERVIEW OF ASSESSMENT Assessment Limits Highway 23 from County Road 40 to North Shore Dr Purpose: Identify opportunities to reduce serious and fatal crashes. Facilitate discussion between local partners, stakeholders, and the public to seek input on concerns and priorities. Develop recommendations and establish priorities for improving safety that balance future development, mobility, and accessibility, in both the near- and long-term. Schedule: Initial activities for the assessment began in March 2017 and the overall assessment will be completed by November The assessment will be conducted in three phases: Potential Growth Area Phase 1: Identify the purpose and need. J-TURNS AS A SOLUTION IN MINNESOTA Reduce right-angle crashes by decreasing conflict points Reduce fatalities and injuries caused by broadside crashes on 4-lane divided highways Studies show a 70% reduction in fatalities and a 42% reduction in injury crashes WHAT OTHER BENEFITS DO THEY OFFER? Can be designed and built in approximately one year Often less expensive than constructing an intersection with a stop light or roundabout and are a fraction the cost of building an interchange Acquiring additional land is typically not needed 1.
