Receive and file accomplishments for Phase 1A; and, 2. Consider information on the Downtown Phase 1 B Pilot Parking Management Program and provide input and direction; and, 3. Approve an adjustment to increase the Fiscal Year appropriation for the Multi-Modal Parking Lot Pavement Overlay, Slurry and Striping Project (CIP 1531) by $44, with funding from a transfer from the Parking Maintenance Fund. EXECUTIVE SUMMARY: At the June 11, 214, City Council Retreat, the City Council directed staff to evaluate and make recommendations to add more parking in the downtown area. To address this issue, a two phased approach was decided by the City Council. The first phase (Phase 1) is to implement short term parking solutions as a pilot program. Phase 1 has been divided into Phase 1A and 1 B to evaluate the impacts and to manage the implementation. Phase 2 will include updating the 28 City of San Juan Capistrano Downtown Parking Study to give implementation strategies to provide additional parking as referenced in the Historical Downtown Center Master Plan. Phase 1 A's presentation of the Downtown Pilot Parking Management Program was made at the October 7, 214, City Council meeting. At the, City Council meeting, staff will present the outline for Downtown Phase 1 B Pilot Parking Management Program and receive input and direction from the City Council regarding implementation of the short term parking solutions. Attachment 2 is a schedule of the Downtown Pilot

The Downtown Phase 1 B Pilot Parking Management Program has been reviewed and is supported by the Orange County Sheriff's Department. Staff is recommending that the City Council consider the information on the Downtown Phase 1 B Pilot Parking Management Program and provide input and direction. Staff will return to the City Council shortly thereafter for approval on the necessary actions to implement Phase 1 B of the Downtown Pilot Parking Management Program. Phase 1 B will be completed by March 15, 215, excluding the Multi-Modal Parking Lot Pavement Overlay Project CIP 1531, which will be completed in spring 216. An evaluation of the program will be presented to the City Council six months after completion. The evaluation will include staff observations of parking during specific times and feedback from the Chamber of Commerce, the Mission and the business community, and the Orange County Sheriff's Department. DISCUSSION/ANALYSIS: Accomplishments for Phase 1A The following is a summary of the accomplishments for Phase 1 A of the Downtown Pilot Parking Management Program as of December 15, 214. City CounCil adopted Resolution to add street parking on north side of Ortega Highway east of El Camino Real and on the east of of El Camino Real north of Ortega Highway City Council adopted Resolutions to change the time limit parking for the following lots: 1. Mission Promenade/Swallows Inn Lot at El Camino Real 2. Texaco Parking Lot at El Camino Real 3. Love House Lot at El Camino Real 4. Eslinger Lot at El Camino Real Remaining tasks for Phase 1A Task Target Completion Date Sign Installation January 16, 215 City Council adopts Resolutions to change February 3, 215 time limit street parking City Council approves an Agreement with March 8, 215 Capistrano Unified School District to use the Regional Occupation Program Parking Lot Phase 18 Phase 1 B will add on-street parking spaces, parking lot spaces, and increase on-street parking efficiency. It is estimated that the proposed Phase 1 B of the parking program would be able to add twenty (2) street parking spaces by eliminating unnecessary red curb areas. Phase 1 B would also increase the efficient use of existing parking by

3 City Council Agenda Report Page 3 of 6 imposing or modifying time-limits to create more parking turnover on streets. Phase 1 B includes the following three parts to improve the downtown parking situation as follows: Part A: Add On-Street Parking Spaces for Phase 1 B Part A proposes to add a total of twenty (2) street parking spaces by eliminating unnecessary red curb area, and will be completed by March 3, 215. In order to eliminate the current red curb areas, the City Council needs to rescind the previous resolutions that established the current red curb areas. The resolutions to eliminate the current red curb areas are scheduled for the February 2, 215 City Council meeting for consideration. Part A also includes an evaluation to widen the easterly side of El Camino Real, south of Acjachema Street, in front of the Regional Occupation Program Center. The cost is estimated at $24,, which includes design, construction, and construction management. This widening will provide an additional 11 parking spaces. The widening project is not currently included in the Capital Improvement Program for Fiscal Year's 214/215 and 215/216 budget. Below is a summary of parking spaces added by the elimination of red curb for Phase 1 B. Street and Limits Additional Spaces Camino Capistrano: 12 both sides from Ortega Highway to La Zanja La Zanja: 8 Camino Capistrano to El Camino Real Total Spaces Added 2 Part B: Add Parking Lot Spaces for Phase 1 B Part B proposes to repave and overlay the Multi-Modal Parking Lot adjacent to the train depot. As part of the project, the existing parking lot striping will be reconfigured to add approximately 15 spaces, and include new lighting and landscaping with completion by spring 216. Discussions are continuing with the Capistrano Unified School District to use the Regional Occupation Program Parking Lot to add 75 parking spaces for weekend nights. City staff is also working with the downtown merchants and property owners to reassign designated parking spaces and establish employee parking in the downtown area by March 1, 215. Part C: Increase On-Street Parking Efficiency Part C proposes to modify the time limit parking to create more parking turnover and increase available on-street parking. This will be completed by March 15, 215. A five hour time limit parking on Paseo Adelanto is recommended to provide for employee parking. Employee permit parking will be allowed on Paseo Adelanto, but not on downtown streets. All employee parking changes for on-street parking and in the parking lots will be looked at comprehensively.

4 City Council Agenda Report Page 4 of 6 In summary, Part C includes: Establish Three-hour Parking Areas (from 6: AM - 1: PM) o Camino Capistrano: Del Obispo Street to Acjachema Street o El Camino Real: Forster Street to Ortega Highway o Ortega Highway: Camino Capistrano to Del Obispo Street o Forster Street and Yorba Street: Camino Capistrano to El Camino Real Establish Five-hour Parking Areas (6: AM - 1: PM) o Paseo Adelanto: Del Obispo Street to Ramos Street o El Camino Real: Ortega Highway to Acjachema Street o Camino Capistrano: Acjachema Street to La Zanja Street Establish No Parking Anytime Area o Ramos Street: Paseo Adelanto to 3 feet east Below is a comparison of the proposed changes to on-street parking: Street and Limits Existing Parking Restriction Proposed Parking Regulations Camino Capistrano Acjachema to Ortega Highway Three-hour time limit parking from Del Obispo - Three-hour time limit parking 6: AM - 1: PM for both Street to Acjachema 7:AM-6:PM (east side) sides Street - Four-hour time limit 7: AM - 6: PM (west side) Camino Capistrano Three hour time limit?am - 9am Five hour time limit parking from Acjachema to on west side. No existing 6: AM - 7: PM for both La Zanja restrictions on east side sides El Camino Real from None Five-hour time limit parking Ortega Highway to 6: AM - 1: PM for both Acjachema Street sides Paseo Adelanto from None Five-hour time limit parking Del Obispo Street to 6: AM - 1: PM on east Ramos Street side Ramos Street from None No Parking Anytime Paseo Adelanto to 3 feet east Public Outreach and Comments: The Downtown Phase 1 B Pilot Parking Management Program has been reviewed and approved by the Orange County Sheriff's Department. To receive the business community's input and support, the Downtown Phase 1 B Pilot Parking Management Program has been presented at the Chamber of Commerce meeting on December 4, 214.

5 City Council Agenda Report Page 5 of 6 The following comments were made at the December 4, 214, meeting: Need to add better lighting in the lower level of the Downtown parking structure. Recommend that the south side of La Zanja Street between Camino Capistrano and El Camino Real provide parking for tour buses and employee parking. Move employee parking out of the center of town to a parking lot nearby such as the library parking lots, La Zanja Street, and the downtown parking structure. Increase the parking efficiency for the downtown parking structure working with the downtown property owners who have assigned parking. Consider using the lower level of the parking structure for commuter parking. Provide training to the Associated Senior Action Program volunteers on hospital'ity, downtown information and how to respond to frequently asked questions. Overall, the business community, Chamber of Commerce and the Mission were pleased with the program of the City's effort to add more downtown parking spaces. FISCAL IMPACT: A summary of the estimated costs and funding source to implement the Downtown Phase 1 B Pilot Parking Management Program is shown in the following table. Item Estimated Funding Source Cost Install signage for Phase 1 B and $15, $32, in cost savings are available from remove red curbs to add 2 rental charges and property taxes for the parking spaces parking lot located at El Camino Real and Ortega Highway. Resurface the Multi-Modal $23, $186, is currently funded in the City's Parking Lot including lighting, Adopted Fiscal Year's 214/215 and landscaping and striping to add 215/216 Adopted Capital Improvement 15 parking spaces Budget for Multi-Modal Parking Lot Pavement Overlay, Slurry and Striping Project (CIP 1531 ). Staff is requesting an appropriation from the Parking Maintenance Fund of $44, in Fiscal Year 214/215 to fully fund this project. Widen El Camino Real in front of $24, For future City Council consideration. Regional Occupation Program School site to add 11 parking spaces Total Costs $485,

PRIOR CITY COUNCIL REVIEW: On October 7, 214, an outline of the Downtown Parking Management Plan was presented to the City Council. Staff was directed to proceed with the process to change the parking restrictions in the downtown parking lots and on-street parking. On November 18, 214, the City Council adopted resolutions to add on-street parking and change the time limit parking in the downtown parking lot as part of Phase 1 A of the Downtown Pilot Parking Management Program.
