Red Curb" on EXECUTIVE SUMMARY: The City, Orange County Transportation Authority (OCTA), and the Southern California Regional Rail Authority (SCRRA) have been working to improve the traffic circulation at the Del Obispo Street railroad crossing. Reducing travel delay at this location has been a high priority of the City Council. The City executed an Agreement with the Orange County Transportation Authority to install a second eastbound left-turn lane on Del Obispo Street and Camino Capistrano. The additional "No Parking Anytime - Red Curb" is necessary to install the second left turn lane. DISCUSSION/ANALYSIS: The City, OCTA, SCRRA have been working to improve the traffic circulation at the Del Obispo Street railroad crossing. Reducing travel delay at this location has been a high priority with the City Council. For the past seven months, data collection, video recording, field observations, and research has been conducted to prepare a report and provide recommendations to reduce the number of unnecessary queue cutter traffic signal activations. This has been one of the primary causes of traffic delay. Approximately sixteen percent (16%) of the queue cutter traffic signal activations occur when there is no train crossing Del Obispo Street.

2 City Council Agenda Report December 1, 2015 Page 2 of 2 Public Works and Utilities Department staff recommended that the installation of a second eastbound left-turn lane on Del Obispo and Camino Capistrano be included in the traffic report prepared by the SCRRA's traffic consultant. The second left-turn lane is one of the recommendations in the traffic report and is estimated to reduce the number of unnecessary queue cutter activations. On October 6, 2015, the City Council approved an Agreement with OCTA to fund a portion of the costs for the second leftturn lane. Under the Agreement, OCTA will pay for $28,160 of the estimated costs of $32,000 to install the second left-turn lane. Removal of parking on the eastside of Camino Capistrano, will result in the removal of seven (7) on-street parking spaces. Staff has contacted the property owner who owns the business that will be impacted. The property owner understands the need to remove the parking and only asked that the parking removal occur after the Holiday Season. Staff assured the property owner that parking removal will be affective after January 1, FISCAL IMPACT: The estimated cost to install the red curb is $800. Funds are available in CIP ENVIRONMENTAL IMPACT: Not applicable. PRIOR CITY COUNCIL REVIEW: On October 6, 2015, the City Council approved a Cooperative Agreement with the Orange County Transportation Authority to install a second left turn lane from eastbound Del Obispo Street onto northbound Camino Capistrano. 4 RESOLUTION NO xx A RESOLUTION OF THE CITY COUNCIL OF THE CITY OF SAN JUAN CAPISTRANO, CALIFORNIA, ESTABLISHING A "NO PARKING ANYTIME - RED CURB" ZONE ON CAMINO CAPISTRANO BETWEEN DEL OBISPO STREET AND FORSTER STREET WHEREAS, the City Traffic Engineer has recommended that certain areas on Camino Capistrano, as herein described, be designated "No Parking Anytime- Red Curb"; and WHEREAS, it has been determined that "No Parking Anytime - Red Curb" is necessary to install a second left turn lane from eastbound Del Obispo Street to northbound Camino Capistrano; and WHEREAS, the City Council has determined that the public health, safety and welfare will be promoted by designating the herein described area as "No Parking Anytime - Red Curb" zone; and WHEREAS, it is established by Ordinance that the City Council may, by Resolution, designate certain streets or portions of streets as "No Parking Anytime - Red Curb" zones pursuant to any one or more of the circumstances described in Section of the California Vehicle Code. NOW, THEREFORE, BE IT RESOLVED, by the City Council of the City of San Juan Capistrano that the following streets or portion thereof be designated as " No Parking Anytime - Red Curb" on the east side of Camino Capistrano between Del Obispo Street and Forster Street. BE IT FURTHER RESOLVED, that the City Engineer is hereby authorized to cause the appropriate red curb be painted.
