Approved by: /s/ Sr. Electrical Engineer Girish Balachandran General Manager Subject: Award Materials Contract for Single-Phase and Three-Phase Pole-Mounted and Pad- Mounted Distribution Transformers (Specification No. MS ) RECOMMENDATION By resolution, award separate material contracts to ERMCO, HD Supply Utilities Ltd. (Cooper), and Howard Industries, Inc. to supply, as a one-time purchase, single-phase and three-phase pole-mounted and pad-mounted distribution transformers for Alameda Municipal Power (AMP). AMP reserves the right to extend this contract for two additional years after the one-time purchase. The immediate initial purchase will be supplied by ERMCO for $38,018 and Howard Industries Inc. for $14,115 for a combined total of $52,134. Deferral of action on this matter could delay the delivery of the transformers necessary to maintain minimum inventory levels and to serve future commercial and residential developments. BACKGROUND In October 2009, the Public Utilities Board (Board) authorized the General Manager to solicit proposals from qualified vendors and manufacturers to supply pole-mounted and pad-mounted distribution transformers. Following Board approval, Engineering staff prepared Material Specification No. MS In accordance with the specifications, vendors and manufacturers were asked to provide bids for both mineral oil-filled and vegetable oil-filled distribution transformers for each unit type with AMP selecting one or both of these types. Request for Proposals (RFP) for the various types of transformers were mailed to 10 vendors and manufacturers on February 23, Notice to Bidders was also published in the Alameda Journal on March 5, On March 16, 2010, bids were received from three (3) different vendors and manufacturers for most of the transformers.
2 AGENDA ITEM : 3.F.2 MEETING DATE: 05/17/2010 ADMINISTRATIVE REPORT : AMP required all bidders to submit transformer loss data with their bids. Bids were evaluated based on conformance to the specifications, equivalent cost of ownership, unit cost, delivery time, product quality, reliability, manufacturer s support, and vendor/bidder s qualifications. The recommended bid for award was selected for meeting the minimum technical requirements, having the lowest equivalent cost of ownership, shortest delivery time, and the least number of exceptions to the specifications. Howard Industries, Inc. submitted bids that met the minimum technical requirements for specification numbers MS A.1, A.2, A.3, A.4, A.8, B.1, B.2, and C.1 to C.4 (both mineral and vegetable oil); and G.1 and G.2 (mineral oil only). ERMCO submitted bids with the shortest delivery time, the least number of exceptions, and meeting the minimum technical requirements for specification numbers MS A.5, A.6, A.7, A.9, B.3, B.4, E.1 to E.6, and F.1 to F.6 (both mineral and vegetable oil). HD Supply Utility Ltd (Cooper) submitted bids with lowest equivalent cost of ownership and meeting the minimum technical requirements of the specifications for specification numbers MS D.1 to D.6 (both mineral and vegetable oil). Staff recommends awarding separate Materials Contracts to ERMCO, HD Supply Utility Ltd (Cooper), and Howard Industries, Inc. to supply single-phase and three-phase pole-mounted and pad-mounted distribution transformers for a one-time purchase with an option to extend for two additional years. Transformer quantities in the proposals are for bidding purposes only. Quantities of future orders will be based on actual needs of AMP. For AMP s immediate needs, staff recommends to purchase KVA, KVA, and 1-75 KVA, 3-phase pad-mounted transformers for a combined total of $52,134. FINANCIAL IMPACT Transformer costs are generally included in the capital budget for each fiscal year. The proposed FY 2011 budget has sufficient funds for the purchase of these transformers. Future budgets will include a line item to accommodate future transformer purchase needs. 14 W, THEREFORE, BE IT RESOLVED that the Public Utilities Board of the City of Alameda hereby authorizes the General Manager to award separate material contracts to purchase single-phase and three-phase pole-mounted and pad-mounted distribution transformers in accordance with the specification from ERMCO, HD Supply Utilities Ltd. (Cooper), and Howard Industries, Inc., with the immediate initial purchase from ERMCO for $38, and from Howard Industries, Inc. for $14, for a combined total of $52,134.38, including sales tax and transportation charges; and, authorizes the General Manager to sign said contract.
