1 Possible Locations for EV Chargers RECOMMENDATION: THAT Council approve the installation and locations for two electric vehicle (EV) Level 2 chargers at each of the following locations: Eustace Road near the Royal Canadian Legion; Ed McGregor Park Parking Lot; and District of Sooke Municipal Hall Parking Lot AND THAT Council direct staff to issue a Request for Proposals for the Electric Vehicle Level 2 Chargers project. Report Summary: A total of six Level 2 EV chargers are recommended to be installed at three locations within the District that complement the existing Level 2 chargers already operating within the District. Previous Council Action: Resolution from 12 March 2018 Regular Council Meeting: THAT Council direct staff to write a report outlining possible locations for chargers in strategic locations throughout the District, using the existing budget; AND THAT staff enter into preliminary discussions with the Prestige Hotel to partner on funding an additional charger; Report: In 2017 a review of existing locations of electric vehicle (EV) chargers was completed and found that several destinations within Sooke had installed Level 2 EV chargers; some were public, and some were for guests of the adjacent facilities. The existing location of EV chargers is shown in the attached FIGURE 1. When looking at the distribution of the chargers within Sooke a lack of chargers within the central core was noticeable. While earlier work had focussed on a single central location for a fast charger in partnership with a local business, on March 12th, 2018 Council directed staff to focus on locations where the land was wholly owned by the District of Sooke and would create a supportive network of Level 2 chargers. In that light, a review of potential EV Level 2 charger locations was completed. The review identified several locations of high value for potential users that are either: at popular destinations, or close to the community centre and several amenities. 2 The locations that were selected as potential candidates for EV charging fit well with the existing network of charging stations and supported users in the central area of Sooke as illustrated by the attached FIGURE 2. When looking at both the existing and proposed charger locations together, they represent a cohesive network of opportunities for EV users to charge their vehicle. Installing two chargers at a single location provides: decreased per unit costs for installation of each charger; easier to spot locations for charging that minimize way-finding signage; greater capacity for users at defined locations; a way to measure comparative performance characteristics; The proposed charger locations are shown in attached document "Details of Level 2 Charging Stations", all of which are within 50m of a highway or major road. If the proposal is endorsed, electrical designs will be prepared, and a tender will be posted to invite a contractor to purchase and install all the chargers in the Summer of Budget/Financial Impacts: Although each location may have variable challenges for connecting to the power source, it is estimated that each location will cost $5000 for a power connection and $5000 per charger for purchase and installation. The budget for EV chargers which was carried over from 2017 is $77,000. The estimate for all six chargers and way-finding signage is $63,000; actual costs will depend on their location, number and type of charger selected. [The grant application to NRCAN will be applied for in 2019 when more details of Lot A and the forthcoming Regional Library are known. This grant can cover 75% of Total Project Costs.] NOTE: all parking spaces that have an EV charger will be signed accordingly and allow only EVs to park there 24/7.
