That a copy of Public Works Department Report PW 12-13, "Multi Residential Battery Recycling Pilot Program", be forwarded to the Region of Durham and Area Municipalities. 2.0 Executive Summary: Multi-residential apartment complexes and high-rise buildings offer waste diversion opportunities to recover post consumer material such as, used batteries. In 2012, Whitby launched a public space Battery Recycling drop-off program, diverting more than 0.7 tonnes from landfill. Staff a're proposing that the Department implement a Battery Recycling Pilot for multi-residential buildings and complexes. This pilot is intended to begin in th e summer of 2013, expanding to more buildings on a case by case basis throughout the duration of the year. Staff will then report back to Council after one year with results of the Pilot Program.

3 Report to: Report Number: 3.0 Operations Comm ittee PW Multi-Residential Battery Recycling Pilot Page 2 of 4 Origin: This report originates from within the Public Works Department. 4.0 Background: In 2012, a Battery Recycling drop-off program was implemented at designated Town facilities. This program has helped to divert more than 0.7 metric tonnes of batteries from landfill. Prese ntly Whitby has a- service agreement with Raw Materials Inc. (RMC) for the processing of all collected used batteries. RMC provides containers and signage for the program. Whitby's Waste Management staff collect and consolidate batteries at the Operations Centre. RMC collects consolidated loads of batteries for final processing at no cost to the Town of Wh itby. The Town of Whitby provides- a contracted bulk garbage collection service for 4,192 units in 98 multi-residential apartment buildings and complexes. The Region of Durham provides containerized blue box recycling to many multi residential bu ildings. Other waste diversion opportunities have not been available to multi-residential buildings up until now due to operational challenges which include: limited storage space, poor accessibility for residents to get into refuse room and the prevalence of contamination or illegal dumping. 5.0 Discussion/Options: 5.1 Multi-Residential Battery Recycling: Battery recycling opportunities for residents have improved in 2012 with the implementation of nine "(9) pub lic drop-off locations at Town facilities such as the library and recreation centers. The Region of Durham has also implemented a curbside battery co llection pilot program to co llect batteries in the blue box twice _ a year (in November and March). Residents livin g in multi-residential buildings presently do not have the same accessibility to battery recycling options. Staff are proposing to implement a Battery Recycling Pilot Program for multi residential buildings. Battery recycling drop-off containers will be placed at a central location in the building such as a lobby or waste room. Once the battery container is full, the property manager would contact the Town of Whitby's Operations Centre to schedule a collection. 5.2 Proposed Pilot Locations: Staff has approached four multi-residential locations (listed in Table 1) to confirm interest and participation for the Battery Recycling Pilot Program.

Public The Waste Management Division has partnered with Durham College, offering a four ( 4) week internship opportunity to a business student This student wi ll assist with public relations, education and logistics pertaining to the Battery Recycling Pilot Program. B. Financial It is anticipated that the total fi nancial cost associated with the Battery Recycling Pilot Program will be less than $1000 and will be funded from the current Operating Budget This cost will include costs for pri nted material and staff time to provide collections. Corporate and/or Department Strategic Priorities The Battery Recycling Pilot Program in multi-residential buildings helps meet Whitby's Community Strategic Plan in the pursuit of developing partnerships with public and private sector organizations for innovative service delivery arrangements. 8.0 Summary and Conclusion: Staff are proposing to implement a Battery Recycling Pilot Program for select multi-residential buildings and complexes beginning in the summer of The Pilot Program would utilize existing service agreements with RMC Inc.. The Battery Recycling Pilot Program is intended to expand waste diversion opportunities to residents living in multi-family buildings.
