RECOMM ENDATIONS: A. THAT staff submit an expression of interest to participate in Metro Vancouver's applications to the Federation of Canadian Municipalities related to improving the regional network of electric vehicle charging infrastructure as described in this report. B. THAT this report be provided to the Environment Advisory Committee for information. PUR POSE: To seek endorsement of Delta's participation in two Metro Vancouver applications to the Federation of Canadian Municipalities' Municipalities Climate Innovation Program for feasibilities studies that will investigate opportunities to increase th e number of publicly available electric vehicle charging stations in the region.... BACKGROUND: Metro Vancouver is preparing an application to the Federation of Canadian MuniCipalities' Municipalities for Climate Innovation Program seeking funding for a feasibility study that would provide site evaluation design options and budget estimates for approximately 140 new level 2 electric vehicle charge points at local government facilities throughout Metro Vancouver. An application is also being submitted for funding to complete a gap analysis to identify appropriate locations for direct current fast charge stations within Metro Vancouver. Once sites are identified through the feasibility studies the intent is to submit a subsequent application for capital funding from the same funding program. A level 2 charging station is 240 volts (3-6 kw). The aim of public Level 2 (240 volt) chargers is to provide charging while "at work" and "on -the-go". Level 2 chargers require 4 to 6 hours to fully charge an electric vehicle's battery but can provide a reasonable
2 Page 2 of 4 November "top-up" within 1 to 2 hours (20-40 kms). The cost to purchase and install a level 2 charging station is approximately $10000 and a dual point charging station is $ A direct current fast charger provides 50 kw of energy and can provide an 80% charge with 20 minutes of charging. Direct current fast chargers are typically located along major transportation routes to allow for long distance travelling with electric vehicles. The cost to purchase and install a direct current fast charging station ranges from $50000 to $ Delta receives regular inquiries from members of the public that own electric vehicles or are interested in purchasing an electric vehicle regarding the availability of electric charging stations in the community. There are two dual point level 2 charging stations in Delta located at Boundary Bay Regional Park and at the Canadian Wildlife Service on Westham Island. A $5000 rebate from the provincial government along with allowing single occupancy electric vehicles to use the HOV lane are increasing the number of electric vehicles in the community. The City of Richmond has 10 level 2 electric vehicle charging stations located at City Hall and community facilities. The City of Surrey has 15 level 2 charging stations and two direct current fast chargers located at the Surrey Museum and City Hall. The Township of Langley has six level 2 charging stations and one direct current fast charge station. The locations of the municipal charging stations are at municipal halls and community facilities. Charging is typically provided free of charge at level 2 charging stations but is usually restricted to a two-hour maximum. Fees are charged at the direct current fast charge locations. There are 22 level 2 dual point charging stations at the Tsawwassen Mills and Tsawwassen Commons malls. There is no charge for the use of these stations. The website shows the location of all publicly available charging stations. Attachment A is a screenshot from this site showing the level 2 and direct current fast charge stations in and around Delta. Council Policy: The support of electric vehicle charging infrastructure is consistent with Delta's Community Energy and Emissions Plan and efforts to reduce community greenhouse gas emissions. II DISCUSSION: Level 2 Charge Points Staff are proposing that the following sites in Delta be submitted to Metro Vancouver for consideration to be included in the Metro Vancouver grant application. Municipal Hall/Delta Archives: A dual point station located adjacent to the Delta Archives building that would provide 2-hour maximum charging for visitors to the Delta Municipal Precinct area during the day. This location could also provide for overnight
3 Page 3 of 4 November charging of municipal electric vehicles if electric or plug-in hybrid cars are added to the fleet. South Delta Recreation Centre: A dual point station located at South Delta Recreation Centre would primarily serve patrons to this facility and the nearby commercial areas. Sungod Recreation Centre: A dual point station located at Sungod Recreation Centre would primarily serve patrons of this busy municipal facility. North Delta Social Heart: A dual point station at an appropriate location would be available for users of the North Delta Recreation Centre playing fields library and health unit. Direct Current Fast Charge Sites Metro Vancouver is also applying for funding to complete a gap analysis of the existing network of fast charge sites and to determine a set of siting criteria for locating the next wave of direct current fast chargers in the region. The study will provide a map of optimal locations to support the selection of future direct current fast charge locations. No potential locations are required to be identified by member municipalities as part of this application. It is recommended that Delta participate in this project given the number of major transportation corridors through our community. Participation would involve no financial contribution and some minimal staff time. Next Steps Further analysis of the sites described in this report would identify the most practical and cost effective location for electric vehicle charging infrastructure and provide reliable budget estimates to support future grant applications related to installation. The intent is that the feasibility studies will inform future grant applications for capital funding for the installation of charging stations and staff will report back to Council on this subject once the feasibility studies are completed. Operational issues including the charging of user fees which is something recently implemented in the City of Vancouver would also be discussed. Implications: Financial Implications - The Federation of Canadian Municipalities funding for feasibility studies under the Municipalities Climate Innovation Program provides funding of up to 80% of the total costs of the studies. Metro Vancouver will be applying for $40000 in funding for the study to identify Level 2 charging sites ($50000 total project cost) and $64000 for the Direct Current Fast Charge study ($80000 total project cost). Metro Vancouver will be funding the 20% contribution directly. There are no direct contributions requested from member municipalities for these studies.
4 Page 4 of 4 November CONCLUSION: It is recommended that Delta participate in Metro Vancouver's applications for proposed feasibility studies looking at opportunities to improve the electric vehicle charging infrastructure in the region.
