THAT the project budget for W2998A (ID6661), 900 mm Feedermain from Dorval Drive to the Davis Road Pumping Station, Town of Oakville, be increased by $8,985,000 from $14,199,000 to $23,184,000 to accommodate additional work required and that the required funding be financed as set out in Attachment #1 to Report No. PW re: Tender Award - Contract W , 900 mm Feedermain from Dorval Drive to the Davis Road Pumping Station and 300 mm Watermain on Speers Road, Wards 2 and 3, Town of Oakville, Our Files: PR- 2998A and PR-3049A. 2. THAT Council authorize the award of Contract W2998A-16 to D Orazio Infrastructure Group Limited of Oakville, Ontario in the amount of $20,656,162 (excluding HST) for the construction of W2998A, 900 mm Second Feedermain to Davis Road Booster Pumping Station (ID6661), and W3049A, 300 mm Watermain on Speers Road from Woody Road to Kerr Street (ID6749), Town of Oakville, as set out in Report No. PW THAT Council authorize the award of the administration and inspection services for contract W2998A-16 to Environmental Infrastructure Solutions Inc. of Markham, Ontario at an upset limit of $804,600 (excluding HST) as set out in Report No. PW THAT the Commissioner of Public Works be authorized to execute any and all associated documents upon receipt of the necessary approvals. REPORT Executive Summary The 900 mm feedermain to the Davis Road Booster Pumping Station (W2998A) was identified as part of the 2011 Sustainable Halton Water and Wastewater 1

2 Master Plan to support future growth in the Town of Oakville, the Town of Milton and the Town of Halton Hills (Georgetown) and improve security of supply. The project is financed through the 2012 Allocation Program. The 300 mm watermain reconstruction on Speers Road from Woody Road to Kerr Street, in the Town of Oakville, project W3049A (ID6749), was approved by Council under the 2016 State of Good Repair Capital Program. During detailed design a number of changes were required to the scope of the work associated with the construction of the feedermain which resulted in the following additional costs: Extension of the planned feedermain by approximately 280 meters to facilitate servicing of Midtown Oakville Development; Installation of the feedermain on Kerr Street at a lower depth to facilitate future CN railway grade separation project; Incorporation of tunneling and night work to minimize traffic disruption; Enhanced traffic control measures in the area of the Trafalgar Go Station. In August 2016, staff issued a tender under Contract W2998A-16 for the construction of W2998A and W3049A in the Town of Oakville. Seven bids were received for this project and D Orazio Infrastructure Group Limited of Oakville, Ontario was the lowest compliant bid at $20,656,162. In order to accommodate the cost associated with the additional work required to complete project W2998A, additional funding in the amount of $8,985,000 is required. Construction of Contract W2998A-16 is scheduled to commence in November 2016 and be complete in November of Background The 900 mm feedermain to the Davis Road Booster pumping station (W2998A) was identified as part of the 2011 Sustainable Halton Water and Wastewater Master Plan to support future growth in the Town of Oakville, the Town of Milton and the Town of Halton Hills (Georgetown) and improve security of supply. The 300 mm watermain reconstruction on Speers Road from Woody Road to Kerr Street, in the Town of Oakville, project W3049A (ID6749), was approved by Council under the 2016 State of Good Repair Capital Program. The tender for Contract W2998A-16 was issued on Friday, August 5, 2016 and incorporated requirements for the construction of both projects. 2

3 Construction is scheduled to commence in November 2016 and be complete in November of Discussion During the detail design of the feeder main it was determined that changes were required to the scope of the work as originally planned in order to facilitate: the future Canadian National Railway (CN) grade separation on Kerr Street; servicing of planned development in Midtown Oakville; minimizing of traffic impact during construction. The Town of Oakville is planning the construction of a grade separation at the CN tracks on Kerr Street north of Speers Road. To avoid conflict with the future grade separation it was necessary to lower the planned elevation of the feedermain from approximately two metres to a depth of six metres over a length of approximately 400 metres. This not only added to the quantity of excavation but placed the feedermain into the shale bedrock significantly increasing unit cost of the excavation. The original alignment of the feedermain was intended to cross Trafalgar Road at Cross Avenue. To accommodate development plans in Midtown Oakville, a revised alignment incorporating a new crossing of Trafalgar Road at Argus Road, south of the QEW interchange, was adopted. This revised alignment increased the length of the feeder main by approximately 280 meters and placed the road crossing within the Ministry of Transportation s controlled access highway limits. As a condition of the Ministry of Transportation encroachment permit, tunnelling of the crossing is required. The revised alignment along Argus Road also required construction of the feedermain at a greater depth to avoid utility conflicts and extensive traffic control measures, including night work, to minimize impacts to local traffic and surrounding businesses. Procurement Process Halton Region issued a tender for Contract W2998A-16 on Friday, August 5, 2016 to seven pre-qualified contractors and four tunnelling sub-contractors. Tenders for these projects closed on Tuesday, August 23, The seven tenders received are listed in the table that follows. Staff checked all bids for accuracy and, after mathematical adjustments, D Orazio Infrastructure Group Limited of Oakville, Ontario was deemed to be the lowest compliant tender. 3

4 Staff is recommending that the low tender submitted by D Orazio Infrastructure Group Limited in the amount of $20,656,162 (excluding HST) be accepted. Consulting Services Halton Region issued a Request for Proposal (P ) for engineering services during the construction and warranty period for the Davis feedermain from Dorval Drive to Davis Road Pumping Station in the Town of Oakville on Thursday, July 14, There were three consultant submissions which were evaluated in accordance with Halton Region s consultant procurement process. The highest total ranking proposal in accordance with the specified technical and financial scores was submitted by Environmental Infrastructure Solutions Inc. in the amount of $804,600 (excluding HST) and staff is recommending that Environmental Infrastructure Solutions Inc. s proposal be accepted. 4

5 FINANCIAL/PROGRAM IMPLICATIONS In order to implement the above described works, the project budget for W2998A (900 mm Second Feedermain from Dorval Drive to the Davis Road Pumping Station (Zone O1)) will be increased by $8,985,000 from $14,199,000 to $23,184,000 as set out in Attachment #1. Of the $8,985,000 additional funding required, $4,313,000 will be financed from the water capital reserve for the state of good repair component (i.e. non-growth), $3,364,000 will be financed from the residential development charges and $1,308,000 will be interim finance using the Capital Investment Revolving Fund for the non-residential development share. Halton Region will recover the interim financing for the non-residential development share, including any carrying cost, from future development charges. As approved by Council through the Financing Plan Framework (Report No. CS-20-12), the project required for the watermain will be financed consistent with the 2012 Allocation Program. The project budget for the state of good repair project (non-development) W3049A (300mm Watermain on Speers Road from Woody Road to Kerr Street ) is $886,000.
