6 Fast Charge Station Preliminary Design April 2011 ABIA electric vehicle study (PER) Partnership between ABIA, Electric Power Research Institute (EPRI) and Austin Energy November 2011 Survey ABIA airline to determine charge station interest SWA, United and Delta requested stations January surveyed US airports to determine charge station delivery methods, ownership, who pays for electricity and maintenance. Most airports used VALE grants, airlines maintain chargers, airlines installed chargers, airport pays electricity (rate & charges recovery) 6

10 Contractor solicitation February 2013 Invitation for bid including equipment purchase and installation Specific equipment / contractor requirements 20 fast charge stations Four charging points at each ramp location (5) Install 125A disconnect at the each bridge electrical connection Secure units to the ramp Vehicle protection Electricity consumption metering Charging cable harness system (12) BIW 9-pin plugs and (8) Euro 6-pin plugs Charger manufacturers must be at 5 US airports and support US airlines Bridge power sharing equipment required Electrical contractor must have experience installing fast charging stations Electrical contractor to acquire all building permits 10

11 Construction Phase May 2013 contract executed with TAG Electric for $356K Construction issues 5 minor change orders (power disconnects, cable supports, ramp location coordination with airlines) Note: the ramp is kinda like the wild west!!! Change orders total 3% of contract total Equipment deliver and installation completed in ~5 months Final invoice date September 2013 Contractor did a great job Received an Austin Energy rebate for $42K 11

13 Installing Chargers but No Electric Equipment April 2012 Local council of governments contacted ABIA about DERA grant partnership ABIA is designated as NAASQ attainment so limited relationship with our COG ABIA outreach to airlines identified two interested carriers DERA grant funds must go through governmental agency, funds cannot go directly to an airline 13

14 New Dance DERA Hustle ABIA is essentially the monkey in the middle ABIA takes the lead on identifying diesel vehicles, engine types, annual run hours, etc. GSE mechanics are an interesting group Information is gathered from airlines and provided to COG Timelines are critical June 2012 DERA Grant submitted ABIA / Kane 14

15 DERA Grant Specifics July 2012 EPA Region 6 recommends full funding One airline commits to replacing 4 diesel tugs with electric One airline commits to replacing 6 diesel tugs with electric and repowering to 2 belt loaders with electric 12 dirty non-road diesel engines destroyed 10,000 gallons of diesel usage eliminated annually 112 tons of CO2 removed annually Carbon neutral vehicle operations, fuel source for electricity is 100% wind power 15

16 ABIA Specific DERA Grant Nuisances ABIA must execute an inter-local agreement with CAPCOG City Council Approval ABIA Airline agreement must be executed to ensure airlines comply with grant requirements Airlines are not formally part of the DERA grant One airline drops out of the grant Other airline pickups their equipment Grant must be modified, EPA approval required ABIA is conduit between airline equipment procurement, repower and old equipment destruction ABIA required to get EPA approval of airline procurement practices 16

19 DERA Grant Summary ABIA airline replaces 6 diesel tugs and repowers 6 diesel belt loaders, all with electric Airline out-of-pocket equipment costs $255k Airline reimbursement equipment costs $135k September 2014 airline submits final request for reimbursement 19

20 ABIA Electric GSE Conversion Summary Project timeline: 2011 through charge stations installed Airlines now have 32 electric vehicles on the ramp 25,000 gallons of diesel eliminated annually 280 tons of carbon eliminated Airlines now operate carbon neutral equipment Total investment so far (minus gray hair) by all parties $1.3M. Improved COG and airline relationships COG funded an ABIA airport emission study Oh and the DERA hustle is back again, April 26, 2016 deadline 20
