1 Scarborough Subway Extension Stakeholder Advisory Meeting February 28, 2017

2 City Council Direction The Scarborough Subway Extension (SSE) project and budget were approved by City Council in 2013, prior to an alignment or station concept being developed. In May, 2015, City Council directed staff to report back on a recommendation of whether to proceed with a Design-Build- Finance or a Design-Bid-Build approach to procurement of the SSE. In 2016, Council approved an express subway option to Scarborough Centre as part of a Scarborough transit network plan that also includes SmartTrack and an LRT on Eglinton Avenue East. Council directed staff to continue to develop an express subway option. 2

3 Summary of Report Recommendations This report recommends City Council: Approve the extension of Line 2 to Scarborough Centre via the McCowan alignment Approve the Triton bus terminal concept Authorize commencement of the Transit Project Assessment Process (TPAP) for the project Authorize the procurement of the SSE through a Design-Build procurement model, subject to: A satisfactory project procurement support agreement with Infrastructure Ontario Direction to Infrastructure Ontario from the Minister of Infrastructure to proceed with an agreement Request written confirmation of the sources of funding for the federal and provincial commitments to the SSE project 3

SRT Corridor Express subway to Scarborough Centre via SRT corridor (2.2km portion at-grade), with elevated east-west alignment into Scarborough Centre Removed from consideration: Requires closure of SRT; cost savings not considered sufficient to justify impact to existing SRT customers Removed from consideration: This option is approximately the same cost as the preferred McCowan alignment but has an inferior station location, i.e., further from centroid of existing and future customers Carried forward for further analysis: Evaluation is included in update to IBC $3.129 $3.316 $3.159; $3.346 with Triton bus terminal concept Removed from consideration: Requires closure of SRT $2.966 Notes: SSE cost estimates prepared by the TTC. Estimates include cost to construct. Costs do not include costs for project delivery, management reserve or risk allowances. These costs are reflected in the staff report to the Executive Committee. Costs do not include lifecycle and operations/maintenance. Costs have been escalated based on the preliminary schedule. The schedule reflects in service by Q2 2026, with construction taking approximately 6 years ( ). Schedule based 5 on March 2017 approval to proceed. Cost estimates have been developed at approximately 5% design and are a Class 4 cost estimate (per AACE guidelines).

6 Recommended Alignment McCowan alignment is strongly preferred due to placement of station: Focal point of Scarborough Centre is on McCowan Road Development potential largely on the east side of McCowan Brimley alignment is not recommended It would fail to achieve project s main objective to transform Scarborough Centre into a vibrant urban node because the station would be far from current and future destinations Limited development potential on the western edge of Scarborough Centre due to proximity to heavy industrial uses Brimley alignment would be approximately $214M less than the base McCowan At-grade alignment Brimley cost savings largely due to lack of constraints on station site and a shorter alignment; station would be located in green field. 6

10 Recommended Bus Terminal Concept Staff recommend the Triton Terminal concept as it best achieves project objectives of developing Scarborough Centre into a vibrant urban node Preserves development potential and would not preclude a future urban street network consistent with the vision for Scarborough Centre This concept would see bus bays stacked on two levels, within the vicinity of Triton Road The Triton concept adds approx. $187M (YOE$) to the McCowan At-grade construction cost estimate TTC is proceeding with further design refinement on this option 10

13 Recommended Procurement Approach The TTC and the City are recommending a Design-Build or Design-Build-Finance (DBF) approach, subject to reaching a satisfactory agreement with Infrastructure Ontario The design-build model would minimize conflicts between designer and contractor, thereby reducing risk, and if added, the financing element would motivate the contractor to finish on schedule The TTC and the City do not have expertise to support a DBF delivery without the support of IO If a satisfactory agreement with IO cannot be reached, TTC and the City recommend pursuing a Design-Bid-Build procurement, based on a single construction contract 13
