The project has been constructed. The proposed scope of services is necessary to perform cycle testing of the ASR well and comply with terms of the FDEP-UIC Program. We are proposing to use MWH as the subconsultant for this project. The specialty sub-consultant responsible for design, permitting and construction supervision of the ASR system was MWH Global. A proposal has been received from MWH and is included as part of the proposal contained herein. MWH will be responsible for the majority of work performed herein. As such, their proposal represents the bulk of professional fees for this scope of work. It is estimated that the total project duration, including the reporting period, may take up to 24 months. We have prepared a not to exceed, lump sum fee estimate for the City's consideration. We appreciate this opportunity to continue serving the City and are available at your convenience to discuss the project further. 2 CITY OF COCOA BEACH RECLAIMED WATER AQUIFER STORAGE AND RECOVERY (ASR) SYSTEM CYCLE TESTING SCOPE OF SERVICES AND FEE ESTIMATE General The proposed scope of engineering services shall include engineering, hydrogeologic services, and related professional services during construction for the above referenced project. The project includes cycle testing and reporting as further defined herein. The estimated testing and reporting period is up to 24 months. Proposed technical services include all professional services during cycle testing. Professional services to be provided are further described, as follows: Task A - Professional Engineering: 1. Attend and preside over cycle testing progress meetings. 2. Review and approve sub-consultant pay requests. 3. Conduct site visits during cycle testing. 4. Review and approve final FDEP reports. Task B - Hydrogeologic Services: A detailed scope of services and fee estimate from MWH Global is attached and included as part of the overall proposed scope of services. Exclusions The scope of work does not include any effort related to legal services, geotechnical/material testing, laboratory testing and other services not specifically defined herein. Estimated Schedule The construction period defined within the project specifications is following the Notice to Proceed (NTP).lt is estimated that the NTP will be issued approximately 1-2 months following project award. Sub-consulting fees shall be billed at actual cost plus 10% for administrative costs, insurance and overhead. 7 CITY OF COCOA BEACH WATER RECLAMATION FACILITY ASR WELL SYSTEM CYCLE TESTING COORDINATION AND REPORTING 1.0 PURPOSE The purpose of this scope of work is to provide hydrogeologic services during cycle testing for the Class V Aquifer Storage and Recovery (ASR) Well facilities at the City of Cocoa Beach (CITY) Water Reclamation Facility (CCBWRF) located in eastern Brevard County, approximately 3 miles south of State Highway 520 and 1.5 miles west of State Highway AlA. MWH (CONSULTANT) will provide these services under subcontract with Quentin L. Hampton & Associates (QLI-1) (CLIENT), the project Engineer of Record. 2.0 PROJECT BACKGROUND The completed ASR system consists of one Lower Floridan aquifer Class V test production ASR well (TPW-1), and two associated monitor wells. One Lower Floridan aquifer Storage Zone Monitor Well (SZMW-1) and one Upper Floridan aquifer Shallow Monitor Well (SMW-1) are permanent installations at the ASR site. The well system meets the requirements of the Florida Department of Environmental Protection (FDEP) Class V Underground Injection Control (UIC) well standards and the specific conditions of the UIC well construction permit issued on April 14, (Permit No UC). Well construction was also subject to the conditions of Consumptive Use Permit Number , issued by the St. Johns River Water Management District (SJRWMD) on February 8, SCOPE OF SERVICES The following tasks are included in the budget for this technical scope of work. Task 1 -Proj ect Ma n agemen t and Technical Direction CONSULTANT's Project Management duties will consist of the following: A. Project Status and Reporting - CONSULTANT will assess and report weekly regarding status of technical tasks in progress to support testing and permitting activities. Example topics include testing status, requests for additional information (RFI) status, water quality, flow availability, and scheduling tracking. B. Monthly Invoicing - CONSULTANT will perform routine project management monthly budget tracking, estimate to complete assessments and prepare monthly invoices to the CLIENT based on percentage complete. C. Project Closeout - CONSULTANT will assist in compiling project closeout materials and submit to CLIENT. Task 2 - Cycle Testing Coordination and Reporting The CONSULTANT will assist the CITY and CLIENT with coordination, planning, and reporting of Cycle Testing for the ASR system. Once authorization for operational testing has been obtained from the FDEP, CONSULTANT will work with the CITY and CLIENT in defining data collection and reporting requirements for initial cycle testing. It is assumed that two cycle tests will be performed under this task. 8 Cycle 1 - Recharge ASR well for 30 days, followed by 30 days of storage and a period of recovery to a specific water quality limit. Cycle 2 - Recharge ASR well for 60 days, followed by 60 days of storage and a period of recovery to a specific water quality limit. The CONSULTANT will conduct the following activities under this task. Subtask 2.1- Project Meetings The CONSULTANT will participate in scheduled project progress and coordination meetings. A total of four (4) project progress meetings have been budgeted. Participants in the progress meetings will include representatives of the CITY, CLIENT project manager, Regulatory Agencies, and CONSULTANT project manager. Subtask Cycle Test Planning l. CONSULTANT will meet with FDEP, the CLIENT, and the CITY to develop a Cycle Testing Plan for the System. 2. CONSULTANT will submit plan to the CLIENT and the CITY prior to submission to FDEP. 3. CONSULTANT will incorporate changes and submit final testing plan to FDEP for approval. Subtask Cycle Test 1 l. CONSULTANT will visit plant during start-up of Cycle Test l and evaluate instrumentation, monitoring equipment, and procedures. 2. CONSULTANT will monitor progress during Cycle Test l and Review Monthly Operating Reports from the CITY to FDEP. 3. CONSULTANT will review the results of Cycle Test 1 and prepare a technical memorandum describing the first cycle test and providing a recommendation for further testing during Cycle Test 2 to the FDEP. Subtask Cycle Test 2 l. CONSULTANT will visit plant during start-up of Cycle Test 2 and evaluate instrumentation, monitoring equipment, and procedures. 2. CONSULTANT will monitor progress during Cycle Test 2 and Review Monthly Operating Reports from the CITY to FDEP. 4. CONSULTANT will review the results of Cycle Test 2 and prepare a technical memorandum describing the first cycle test and providing a recommendation for further testing of Cycle Test 3 to the FDEP. Subtask QA/QC The CONSULTANT will manage and provide QA/QC on deliverables to the FDEP, CLIENT, and CITY. 4.1 EXCLUSIONS The following specific tasks are not included in this Scope of Work: Any additional planning or testing requested by FDEP. 9 Operation and recording of data during testing of the ASR System. Any additional meetings or presentations with parties other than FDEP, CLIENT, and the CITY. If required, such meetings will be accommodated via amendment to this scope of work. The above services may be added to this Scope of Work by mutual agreement. 5.0 PERIOD OF SERVICE Attachment A provides the anticipated schedule for the project. The total duration of CONSULTANT services will be up to 104 weeks from written notice to proceed. 6.0 COMPENSATION The tasks identified above are summarized in Attachment B. The man-hours and direct project expenses are provided per each task. The services above will be compensated on an hourly, not to exceed basis and invoiced monthly based on CONSULTANT's time sheets or other documentation of monthly expenditures. The estimated total fee is $111,208. CONSULTANT reserves the right to manage work hours between tasks and employee classifications, and/or utilize other employee classifications, provided that the work assignment total fee is not exceeded and the designated (assigned) project personnel are not changed without prior approval of the CLIENT.
