3 Buffalo Drive Road Safety Audit UPWP Task Contract No: Road Safety Audit Report Buffalo Drive, CC 215 to Blue Diamond Road (SR 160) Pre Construction Phase Audit Clark County Introduction The Regional Transportation Commission of Southern Nevada (RTC) in coordination with Clark County authorized a Road Safety Audit (RSA) be conducted on Buffalo Drive in Clark County from CC 215 to Blue Diamond Road (SR 160). The purpose was to identify the potential road safety issues and recommend countermeasures to mitigate those safety issues for inclusion in a future project. Scope of Audit The Safety Audit Team conducted a formal Pre Construction Phase Road Safety Audit on Buffalo Drive from CC 215 to Blue Diamond Road for a total of 3.10 miles on March 10, The Safety Audit Team recognizes that compliance with design standards does not necessarily result in an optimally safe road design and that the failure to comply with standards does not necessarily result in an unsafe design. The goal of this road safety audit is to identify potential road safety issues and opportunities for improvements in safety for all road users. The road safety audit is not intended as a replacement for design quality control or standard compliance checks, a traffic impact or safety impact study, a road safety inventory program, or a traffic safety modeling effort. Neither is the audit intended as a means of evaluating design work, checking compliance with standards, investigating crashes, or providing a safety review. Instead, the Team strived to look at safety issues from a different perspective and develop recommendations for potential safety enhancement. Definitions Feasibility Study, as defined for this report, is a study by the roadway designer to determine if the safety recommendations can be included in the project scope, considering the project time frame and budget constraints. Priority 1 is defined as those improvements that can be done in the immediate future by Clark County Public Works. Priority 2 is defined as those improvements that can be included in a future project when funding becomes available. PARSONS 1

4 Buffalo Drive Road Safety Audit UPWP Task Contract No: Objectives Identify potential safety issues that may be addressed by Clark County Public Works or a future project thereby reducing the risk and severity of crashes. From the road user and pedestrian viewpoint, identify confusing and/or misleading messages. Improve awareness of safe maintenance practices. Reason for the Road Safety Audit The RTC contracted a Road Safety Audit on Buffalo Drive between CC 215 and Blue Diamond Road to address recent crashes on the road (131 crashes between 11/1/2007 and 10/31/2010) and the future growth along Buffalo Drive. A significant portion of the property along Buffalo Drive is still undeveloped. The Briefing Meeting for the RSA Team was held on Thursday, March 10, 2011 at 2:00 PM at the Parsons office at 6795 Edmond Street, Las Vegas, Nevada. P.D. Kiser, Parsons, made a brief presentation that covered the Road Safety Audit s procedures, crash data, traffic volumes and characteristics of the roadway and surrounding properties. Kiser Parsons (Team Leader) Topics of Discussion The following bullets summarize the discussion topics covered at the meeting: Road Safety Audit purpose, procedures, goals and objectives. Buffalo Drive safety issues. Crash Data, three year study period (01 November 2007 to 31 October 2010). Current traffic operations. Enforcement issues. Maintenance issues. Following the meeting, the subject segment of Buffalo Drive was driven in each direction during a daytime review and again for a nighttime review. The daytime and nighttime field reviews were held on March 10, The daytime field review was attended by P.D. Kiser, Polly Carolin, Shital Patel, PARSONS 2

Kiser, Dulcie Latorre, Jill Donnelly and Vamsi Surapaneni. The team discussed several items of interest during the field reviews. Notable items are summarized below in TABLE 1. A debriefing meeting was held on Thursday, March 10, 2011 following the daytime and nighttime field reviews. The debriefing meeting was attended by the same persons that attended the daytime and night time field reviews. The purpose of the debriefing meeting was to consolidate and prepare documentation of field review observations and brainstorm mitigation measures that may be appropriate to address noted findings. Following is a compilation of the comments and recommendations from the March 10, 2011 field reviews and the debriefing meeting. Buffalo Drive from CC 215 to Blue Diamond Road General Information There are two general purpose lanes in each direction on Buffalo Drive with raised medians at the roundabout approaches and for the left turn lanes at select intersections. There is traffic signal control on Buffalo Drive at the CC 215 off ramps and at Blue Diamond Road. The Buffalo Drive intersections at Warm Springs, Robindale and Windmill are 4 way stops. The intersections at Wigwam and Pebble have roundabout control and all other intersections are two way stops where the cross street must stop for Buffalo Drive traffic. Traffic signals are planned for installation at the Buffalo Drive and Warm Springs intersection in The speed limit on Buffalo Drive is 35 mph from CC 215 to Blue Diamond Road. There are no School Speed Limit Zones on this section of Buffalo Drive. The functional classification of this section of Buffalo Drive is Major Arterial. Overall Crash Data There were 131 crashes that occurred on this 3.10 mile section of Buffalo Drive in a three year period from 01 November 2007 to 31 October There were 49 injury crashes with 83 injuries. There were no fatal crashes during the three year crash period. The overall crash summary, shown in the appendix, provides more detailed crash information. o Predominant Crash Types There were 82 Angle crashes that included 33 injury crashes with 65 injuries, 25 Rear end crashes that included 8 injury crashes with 9 injuries and 14 Non collision crashes that included 4 injury crashes with 4 injuries. o Contributing Factor There were 19 crashes where the driver had been drinking, 6 crashes where the factor was Other Improper Driving, 4 crashes with driver inattention or distraction and 3 crashes where the factor was drug involvement. o Light Conditions There were 77 daylight crashes and 54 nighttime crashes. The audited portion of Buffalo Drive lies within Clark County. The following intersections and intersection control exist on the audited portion of Buffalo Drive: o CC 215 at the eastbound off ramp Traffic signal control o Badura Avenue (T intersection) Stop sign for eastbound traffic on Badura o Warm Springs Road 4 way stop o Robindale Road 4 way stop PARSONS 3

6 Buffalo Drive Road Safety Audit UPWP Task Contract No: o Windmill Lane 4 way stop o Wigwam Avenue Roundabout o Pebble Road Roundabout o Blue Diamond Road Traffic signal control Buffalo Drive is on the Clark County Transportation Improvement Plan to be widened to a 5 lane section (2 through lanes each direction with center turn lane) by According to NDOT Traffic Count Station data the Average Daily Traffic (ADT) on Buffalo Drive is: o Buffalo Drive, 0.2 miles North of Oleta Avenue was 8,700 in 2007 and 7,800 in The downturn in the economy is the most likely reason for the reduction in traffic volumes between 2007 and Observations Note: Bulleted items are team observations; recommendations are in bold italics. Recommendations are only one method of mitigation presented by the RSA team for discussion, other mitigation strategies can and should be explored in more detail by the Design Team where possible. Buffalo Drive from CC 215 to Blue Diamond Road The CC 215 eastbound off ramp right turn movement to southbound Buffalo Drive does not have any merging pavement markings. The southbound merge lane ends abruptly with no smooth transition into the southbound through lane. See Photos 1 and 2. Photo 1 Southbound Buffalo Dr. at CC 215 Merge lane with no markings PARSONS 4

8 Buffalo Drive Road Safety Audit UPWP Task Contract No: There are concrete curbs (approximately 20 feet long) located on the edge of the pavement along both sides of Buffalo Drive. There is an approximate 2 to 3 foot gap between the curbs. Terry Johnson, Clark County Public Works Maintenance Manager, was contacted about the reason for the installation of the curbs. He was unsure about the original intent of the curbs but assumed they were there to keep vehicles from running off the roadway. With the gap between the curbs they are not functioning as a stormwater facility and could actually be a safety issue for errant vehicles and motorcycles. See Photo 3. 9 Buffalo Drive Road Safety Audit UPWP Task Contract No: There is a concrete stormwater box that crosses under Buffalo Drive just south of the Buffalo Drive/Badura Avenue intersection. This drainage facility is protected in the southbound direction by guardrail. The guardrail appears to be of insufficient length to prevent a southbound errant vehicle from dropping into the drainage channel. See Photo 4. 10 Buffalo Drive Road Safety Audit UPWP Task Contract No: On Buffalo Drive, approximately 100 ft. north of the Warm Springs Road intersection and approximately 200 ft. north of the Windmill Lane intersection, there is a swale or low point that potentially could fill with stormwater during a storm event. Standing or moving water on the roadway could present a safety issue for drivers. See Photos 5 and 6. 11 Buffalo Drive Road Safety Audit UPWP Task Contract No: Priority 1 Recommend Clark County Public Works conduct a field investigation of the swales (low points) on Buffalo Drive approximately 100 ft. north of the Warm Springs Road intersection and approximately 200 ft. north of the Windmill Lane intersection to determine if mitigation measures are justified to either warn of possible flooding in the roadway or correct the roadway geometry. One possible measure may be to install Road May Flood warning signs (W8 18). The stop signs at the Buffalo Drive/Warm Springs Road and Buffalo Drive/Robindale Road intersections have minimal retroreflectivity at night making it difficult to see the signs at a reasonable distance from the intersections. Also, the stop sign on the northwest corner of the Buffalo Drive/Warm Springs Road intersection (for eastbound traffic) is at a substandard height. Priority 1 Recommend Clark County Public Works perform nighttime reviews of the stop sign retroreflectivity at the Buffalo Drive/Warm Springs Road and Buffalo Drive/Robindale Road intersections. If the sign retroreflectivity is determined to be below Clark County standards recommend the stop signs be replaced. Recommend raising the height of the stop sign on the northwest corner of the Buffalo Drive/Warm Springs intersection (for eastbound traffic) to meet the Manual on Uniform Traffic Control Devices (MUTCD) requirement for sign height. A number of the traffic signs on Buffalo Drive and the cross street intersections are damaged or are covered with graffiti. Priority 1 Recommend Clark County Public Works perform a review of all signs on Buffalo Drive and the cross street intersections to identify and replace all damaged signs and those covered with graffiti. There are no speed limit signs on southbound Buffalo Drive between the Warm Springs Road and Windmill Lane intersections. Priority 1 Recommend Clark County Public Works install a 35 mph Speed Limit sign on southbound Buffalo Drive just south of the Warm Springs Road intersection to aid in driver speed compliance and speed limit enforcement. 12 Buffalo Drive Road Safety Audit UPWP Task Contract No: On northbound Buffalo Drive, south of the Warm Springs Road intersection, the travel lanes are reduced from 2 to 1. There are no pavement markings or signs to communicate this lane drop to the northbound drivers. See Photo 7. Some of the pavement markings are painted lines and some are raised pavement markings. The painted lines are faded and not effective at night. See Photos 8 and 9. 14 Buffalo Drive Road Safety Audit UPWP Task Contract No: On southbound Buffalo Drive just south of the Warm Springs Road intersection there is a pavement transition area created by the new gas station/mini market on the southwest corner. The transition was signed using six Object Markers (OM3 R). This is an inappropriate use of the object markers. See Photo 10. 15 Buffalo Drive Road Safety Audit UPWP Task Contract No: The visibilities of the stop signs for southbound and northbound Buffalo Drive at Windmill Lane are partially blocked by the poles for the solar powered street lights. See Photo 11. Photo 11 Partially blocked Stop Sign on SB Buffalo Drive at Robindale Priority 1 Recommend Clark County Public Works evaluate the driver visibility of the stop signs on Buffalo Drive at Windmill Lane. Determine if the stop sign support post can be relocated to improve sign visibility or side mount the stop signs on the support post similar to the stop sign for northbound Buffalo Drive at Robindale Road. On northbound Buffalo Drive approaching the Robindale Road intersection there is no Stop Ahead Warning sign. Priority 1 Recommend Clark County Public Works install a Stop Ahead Warning sign on northbound Buffalo Drive approaching the Robindale Road intersection. There is a mixture of standard street lights (powered from the electric grid) and solar powered street lights on Buffalo Drive. The solar powered street lights produce a lower level of light on the roadway compared to the standard street lights and a number of the solar powered lights are not functioning at night. Priority 2 Recommend Clark County Public Works upgrade the solar powered street lights to standard street lights (powered from the electric grid) when the Buffalo Drive improvement project is implemented by PARSONS 13

16 Buffalo Drive Road Safety Audit UPWP Task Contract No: Priority 1 Recommend Clark County Public Works perform maintenance on those solar powered street lights on Buffalo Drive currently not functioning at night to make them operational. Several years ago roundabouts were installed on Buffalo Drive at the intersections of Wigwam Avenue and Pebble Road as an interim solution to speeding on Buffalo Drive and to improve intersection safety. These roundabouts do not meet the current Manual on Uniform Traffic Control Devices requirements for signing and pavement markings. See Photos 12 and 13. 17 Buffalo Drive Road Safety Audit UPWP Task Contract No: Photo 13 Roundabout at Buffalo Drive and Pebble Priority 1 Recommend Clark County Public Works upgrade the roundabout signing and pavement markings to meet the MUTCD requirements at the Buffalo Drive roundabouts at Wigwam and Pebble. See MUTCD signing and pavement marking standards in the Appendix. Priority 2 Recommend Clark County Public Works upgrade the design of the existing roundabouts on Buffalo Drive at Wigwam and Pebble to meet national roundabout design standards when the Buffalo Drive improvement project is implemented in the future. This would include creating a visual screen in the center island to help guide drivers around the center island. PARSONS 15

19 Buffalo Drive Road Safety Audit UPWP Task Contract No: There are a number of residents that live on either side of Buffalo Drive that own and ride horses in the area. Clark County has developed a draft trails plan that shows equestrian trails crossing Buffalo Drive at Cougar Street and Agate Street. The plan also shows a multi use trail that parallels Buffalo Drive between Agate Street and Cactus Street (south of Blue Diamond Road). See Clark County Trails Map in the Appendix. Priority 1 Recommend Clark County Public Works coordinate with Clark County Comprehensive Planning to determine the equestrian trail crossing locations and install Equestrian Crossing Warning signs (W11 7) in each direction on Buffalo Drive. The intersection of Buffalo Drive and Windmill Road has experienced 26 angle crashes during the 3 year period of November 1, 2007 to October 31, This represents 32% of all angle crashes on Buffalo Drive between CC 215 and Blue Diamond Road. All but two of these angle crashes at Windmill involved east west traffic. Priority 1 Recommend Clark County Public Works install larger stop signs and Stop Ahead pavement messages at the Buffalo Drive/Windmill intersection for eastbound and westbound traffic approaching the intersection.
