The prpsed amendment repeals the entire existing sectin f the rdinance n ff-street parking and replaces it with a new language. The intentin f the Planning Cmmissin was t clarify when the parking rdinance applied, what standards and specificatins were fr parking imprvements and hw mdificatins t the requirements wuld be reviewed. The prpsed rdinance states that all new cnstructin, re-develpment r change f use f cmmercial and industrial prperty that is subject t the requirements f Sectin 6-25 Site Plan Review shall be required t prvide ff-street parking and circulatin areas in accrdance with the requirements f the rdinance. 2 Page 2 Mem n Parking Ordinance Amendments April 19, 2011 Clarify what cnstitutes parking and circulatin areas that are required t be paved and what cnstitutes strage areas and can be graveled. Prpsed Definitins f Vehicle Parking and Circulatin Areas and Vehicle Strage Areas clearly defines what cnstitutes a parking lt and is required t be paved and what cnstitutes a strage area and can be gravel. Review paving requirements t mre clearly establish cnstructin standards but als t encurage pervius parking surfaces. The Cunty Engineer recmmends that the Cunty adpt the State Urban Design Standard Manual (SUDAS) fr Parking Lts. Previusly the SUDAS requirement fr subdivisin rads and infrastructure design and specificatins has been included in the Sctt Cunty Subdivisin Regulatins. The SUDAS addresses parking lt layut, pavement design, lading requirements, drainage, landscaping, screening, and lighting. It includes prvisins that state if the lcal rdinances specifically addresses a requirement, the lcal rdinance applies but if it is nt specifically addressed by the lcal regulatins the SUDAS standards are used. Establish requirement t pst perfrmance bnd fr parking imprvements befre certificate f ccupancy is issued. Prpsed amendment includes requirement fr a perfrmance bnd in the amunt f 125% f the cst estimate f paving be psted prir t issuance f an ccupancy permit and that the bnd be held until paving is cmpleted within ne year f ccupancy. Allw exceptins t the parking requirements t be reviewed as a Special Use Permit rather than as a variance. Prpsed amendment states that exceptins r mdificatins t the requirements f the parking regulatins be reviewed under the standard f a Special Use permit by making applicatin t the Zning Bard f Adjustment under the prcedures and criteria f Sectin 6-27 C (2) Special Use Permit Review.

3 URBAN DESIGN STANDARD MANUAL CHAPTER 12 - PARKING LOTS SECTION 1 - GENERAL INFORMATION 1.1 CONCEPT GENERAL INFORMATION This chapter prvides general criteria and guidelines fr ff street parking lts. The majrity f jurisdictins have their wn parking lt rdinances and criteria. Hwever, when variances are requested r when certain elements are nt in current rdinances these guidelines will prvide the parameters. Als, the guidelines may be used as standards fr thse jurisdictins that d nt have rdinances cvering parking lts. In frmulating the guidelines, a wide variety f factrs were cnsidered including zning and parking lt layut. A parking lt is nt usually expected t serve the brad spectrum f traffic, except fr ccasinal use, that streets and highways must serve. Therefre, it is imprtant t determine the type f traffic the lt will be expected t serve. The principal cnsideratins when designing ff street surfaced parking lts are type f traffic, Jurisdictinal setback requirements, handicapped requirements, and strm water runff requirements. 1.2 CONDITIONS 1. The design f parking lts shuld be in cnfrmance with the fllwing: A. AASHTO's plicy n Gemetric Design f Highways and Streets. B. Americans with Disabilities Act/State and Federal Handicapped Standards. C. Cnflict - In case f a cnflict between the abve design standards, the Jurisdictinal Engineer shuld be cntacted fr clarificatin. 2. Cnstructin Standards shall be the mst recent revisin f The Urban Standard Specificatins fr Public Imprvements. 3. Prject submittals - All prjects are t be submitted t the Jurisdictinal Engineer fr review, cmment and apprval. 1.3 GENERAL CRITERIA General planning is an imprtant detail. It shuld be cnsidered when laying ut a parking lt. The fllwing is a list t be cnsidered when designing parking lts: 1. Maximum cnvenient parking capacity t insure the best use f available space: Use rectangular areas when pssible. Make the lng side f the parking area parallel t the main access rad. Design traffic lanes t serve tw rws f parking stalls where pssible. Align the perimeter f the area with parking stalls where pssible. 1 10/20/2009

A surface water drainage plan is imprtant and must be designed t include a slpe f.6% minimum with a preferred minimum f 2% n paved surfaces. Parking lts are nrmally designed s sme f the water is cllected internally and is cnveyed away thrugh undergrund systems. Where rainfall runff frm large impervius surfaces must be regulated, parking lts are ften called n t serve as detentin basins. This means that the pavement must stre water fr a perid f time withut incurring any damage due t lss f supprt frm a saturated subgrade. 4. Besides interir drainage inlets and under grund drainage systems parking lts must ften accmmdate ther appurtenances such as: A. Traffic islands and pedestrian ways B. Lighting C. Landscape areas, fencing, and screenings D. Vehicle and trash strage, lading dcks, and cncentratin f fuels and lubricants E. Undergrund utilities Prvisins fr the appurtenances shuld be cnsidered in the planning. and design f the jinting system and layut fr cnstructin. Cnstructin staging is als imprtant. Fr example, undergrund utilities shuld be cnstructed in early stages and cmpacted prperly t prevent future settlement f paved surfaces. 5. Traffic flw int and ut f the parking area as well as within must be studied carefully t allw vehicles (bth large and small) t mve easily and with maximum safety and efficiency. Refer t Chapter 5, Sectin 5 - Access Criteria. 6. Pedestrian mvement in parked vehicle areas must be planned t prvide the highest degree f safety and cnvenience. Refer t the Americans with Disabilities Act/State and Federal Handicap Standards. 7. Where facilities are planned t serve light vehicles and heavier delivery trucks, cntrls r special lanes are usually impsed t separate and channelize the heavier trucks away frm areas designed fr autmbiles and light trucks. Facilities designed fr heavier vehicles are very likely t be thse facilities where relatively accurate predictins f vehicle sizes and numbers are pssible. Thse facilities intended t serve nly light vehicles may have slabs whse thickness is influenced mre by the practical limitatins f the material and the effects f the envirnment than by the stresses impsed by the vehicles. Refer t the specific Jurisdictin where develpment is ccurring fr minimum pavement thickness requirements. If a Jurisdictin has nt set frth requirements then refer t Sectin 4 f this Chapter fr pavement thickness requirements. 2 10/20/2009

Cmmunity and custmer relatins are enhanced by attractive landscaping that includes prper plantings and fencings in screening areas such as trash strage and lading dcks. Refer t Jurisdictin where develpment is ccurring fr the specific landscaping and screening requirements. If a Jurisdictin has nt set frth requirements then refer t Sectin 5.1 f this Chapter fr landscaping and screening requirements. 9. Adjacent parking lts, accessways r cnnectins between lts must be cnsidered in the design. Many times in cmmercial areas supprt between cmmercial business are ignred until after the business is peratinal. This leads t exiting frm ne parking lt t the adjacent street and then entering immediately nt the next parking area. This causes traffic peratinal prblems and may be avided when planned early. The design f a parking lt shuld take int accunt the internal circulatin within the lt. Care shuld be taken t incrprate a scheme where traffic mvement within the lt will be the least impeded and nt affect the traffic n the public street. 10. The future expansin f a parking lt and the facility it serves shuld als be cnsidered in the initial design insfar as additins may affect changes in the traffic pattern and may place heavy vehicles n pavement that was initially intended nly fr light vehicles. Industries and shpping centers served by public transprtatin and schls served by buses are examples f places where expansin may transfrm aut parking areas int truck r bus driveways. 11. The parking angle fr rws f stalls is imprtant. The three mst cmmnly used angles fllw: 45 degree angle - Where lt size restricts the dimensins available fr aisles and stalls a 45 degree angle may be warranted. Since a small change f directin is required frm the traffic lane t the stall, the aisle can be reduced in width. Hwever, this results in lss f sme f the stalls. 60 degree angle - This stall angle is used mst ften due t ease f entering and backing ut and the fact that the traffic lane can be a reasnable width with reasnable install efficiency. 90 degree angle - The main reasn t use this integral is t achieve the highest stall capacity in a parking lt. In mst in and ut lts, the disadvantage such as difficulty f entering the stalls may utweigh the advantage f the high stall capacity. 3 10/20/2009

This includes ttal space requirements fr lanes. turns and stalls in the preliminary space requirement calculatins. Individual standard stalls are typically 9'x18' as the desirable minimum depending n wner's requirements and whether the facility is attended parked. Stall widths where shppers have large packages, such as supermarkets, shuld be 9.5' r even 10' wide. Smaller stall widths (gruped tgether) may be allwed by Jurisdictins fr preferred attendant parking lts. Als special sectins may be marked ff fr cmpact cars (8'x16') if allwed by rdinances. General tw-way traffic lanes shuld be a minimum width f 24 feet (tw 12' lanes). 13. Entrances and exits require special attentin and are usually clsely cntrlled. Separate entrance and exit driveways shuld be used when pening width is less than 24 feet (tw 12' lanes). The entering vehicles shuld be figured in planning the lcatin f entrances and exits in rder t align these vehicles easily with interir traffic lanes. Refer t Chapter 5 fr driveway separatin and lcatin requirements. The number f driveways and areas within each lt requires careful study t meet the'needs f the wner and legal requirements f the Jurisdictin. Refer t Chapter 5 fr required number f driveways and the lcatin f such within a parking lt. 14. Prper lighting f the parking area is imprtant frm the vehicle and pedestrian, safety and cmmunity relatins standpint. Sme details t cnsider are: Plan the initial lighting installatin s that it can be easily expanded r increased at sme later time. When lighting is required within the interir f the parking lt, installing light ples n a 30" high structural base fr ples lcated n the pavement surface shuld be cnsidered where safety cncerns are an issue, Design lighting in accrdance with Chapter 11, Sectin 2 - Radway Lighting Design, Refer t Table 2.1 fr the recmmended illuminance values and unifrmity ratis fr parking lts. Where pssible any light ples installed in medians r alng the perimeter f the parking lt shuld be ffset a minimum f three (3) feet frm the edge f pavement r back f curb and may nt require bases, 15. Paint striping, markings and signage are imprtant parts f parking lts and include: Lines r stripes, wrds, numbers and symbls. Wrds nting "In" and "Out" and "Stp" may be included. Interir bumpers and stps may be a prblem due t maintenance with street sweeping and/r snw remval and must be evaluated n their use. The use f steel ples, such as bllards set in cncrete is discuraged, but may be used fr utility and ther structure prtectin per Jurisdictinal Engineer apprval. 17. Subgrade must be a unifrm select material cmpacted t a cnsistent density. If nt available a granular subbase is t be cnsidered. Reference Sectin 4.2 fr subgrade design requirements. 5 10/20/2009

The fllwing are cnsidered as guidelines and where a Jurisdictin des nt have an rdinance cvering a certain item the designer can fllw these as a guide. The Jurisdictin als recgnizes that due t additinal needs f certain develpments their rdinance may result in inadequate parking spaces r parking spaces in excess f its needs. The frmer situatin may lead t traffic cngestin r parking vilatins n adjacent streets as well as unauthrized parking n nearby private lts. Therefre, the Jurisdictin may permit deviatins frm the requirements and allw mre parking r less parking whenever such deviatins are likely t satisfy the standard. 2. Unknwn uses fr new buildings are prpsed when the wner r develper des nt wish t designate the type f use that will ccupy the building. The mst intensive use pssible shuld determine the parking requirements. 3. In determining the parking requirements f a business, the designer needs t lk at the maximum emplyment perid in which the greatest number f emplyees are present at the business. If a building cntains tw r mre uses, the parking requirements may be determined by the additin f the parking requirements fr each use. 2.2 RESIDENTIAL Parking shuld be prvided fr single family dwellings, tw family dwellings, and multiple dwellings. All develpments shuld prvide a sufficient number f ff street parking spaces t accmmdate the number f vehicles that rdinarily are likely t be attracted t the develpment. The parking spaces may be designed in accrdance with this manual subject t the Jurisdictin's apprval. The designer shuld refer t the individual Jurisdictin's Zning Ordinance fr the number f required parking spaces per type f dwelling unit. 2.3 COMMERCIAL/OFFICE Off street parking shuld be prvided fr cmmercial uses which include sale and rental f gds, merchandise and equipment. Parking lt requirements fr thse uses are determined by space per square feet f grss flr area. Off street parking requirements fr ffice, clerical, research and service uses nt primarily related t gds r merchandise, are determined by space per square feet f grss flr area. Off street parking requirements fr educatinal, cultural, religius philanthrpic, scial and fraternal uses, are determined by space per classrm r space per grss flr area plus additinal spaces fr emplyees. In sme cases, spaces fr safe and cnvenient lading and unlading must be cnsidered. 6 10/20/2009

Off street parking requirements fr institutinal residence fr care f cnfinement facilities are determined by the number f beds within the facility r the grss flr area f the facility. The designer shuld refer t the individual Jurisdictin's Zning Ordinance fr the specific number f required parking spaces fr the cmmercial/ffice uses. 2.4 INDUSTRIAL Off street parking requirements fr industrial uses include warehuses and manufacturing prcess in creating, repairing, renvating, painting, cleaning gds and equipment. Parking requirements fr industrial uses are usually brken dwn if walk-intrade is allwed r nt. Parking requirements fr walk-in-trade facilities are typically determined by space per square feet f grss flr area. Parking requirements fr nnwalk-in-trade facilities are typically determined using ne space per emplyee n maximum shift. The designer shuld cntact the Jurisdictin in regards t the specific number f required parking spaces fr the industrial use. 2.5 PUBLIC Off street parking requirements fr public uses include gvernment facilities such as city halls, fire statins, curthuses, public wrks buildings and maintenance facilities. The parking requirements are typically based n number f emplyees per maximum shift plus the number f public vehicles parked at facility. 12 URBAN DESIGN STANDARD MANUAL CHAPTER 12 - PARKING LOTS SECTION 3 - LAYOUT DESIGN CRITERIA LAYOUT DESIGN CRITERIA 3.1 ACCESS/ MANEUVERING/CIRCULATION Off street parking lts shuld be designed t accmmdate traffic vlumes and pedestrian circulatin based n the land use served. The use f islands, medians and curbing is encuraged t eliminate parking spaces frm traffic and pedestrian circulatin areas. Handicap stalls shall be prvided as required by the Cde f Iwa. Spaces at parking lt access pints shall be terminated except at ne and tw family dwelling units. All ff street parking areas shall prvide a curb r wheel barrier arund its entire perimeter unless a walkway r brder is prvided. When adjacent t required setback and adjining prperty lines, wheel barriers r curbs shall be lcated tw feet frm the edge f setback areas r prperty lines. 3.2 STANDARD SPACE DIMENSIONS 1. The standard-size parking stall shuld be at least nine (9) feet wide and eighteen (18) feet lng. Refer t figures in Sectin 3.3. Fr ff street parking f 4 stalls r less a dust free surface must be prvided. Parking lts shuld be graded and drained as t dispse f all surface water cumulated within the area and shuld be arranged and marked as t prvide fr rderly and safe lading r unlading and parking and strage f self prpelled vehicles. 4.2 SUBGRADE DESIGN 1.
