1 Iwa: Iwa Trailer Cde: 321/ / Definitins f wrds and phrases.the fllwing wrds and phrases when used in this chapter shall, fr the purpse f this chapter, have the meanings respectively ascribed t them. 9. Cmbinatin r cmbinatin f vehicles shall be cnstrued t mean a grup cnsisting f tw r mre mtr vehicles, r a grup cnsisting f a mtr vehicle and ne r mre trailers, semitrailers r vehicles, which are cupled r fastened tgether fr the purpse f being mved n the highways as a unit. 71. Semitrailer means every vehicle withut mtive pwer designed fr carrying persns r prperty and fr being drawn by a mtr vehicle and s cnstructed that sme part f its weight and that f its lad rests upn r is carried by anther vehicle.wherever the wrd trailer is used in this chapter, same shall be cnstrued t als include semitrailer.a semitrailer shall be cnsidered in this chapter separately frm its pwer unit. 85. Trailer means every vehicle withut mtive pwer designed fr carrying persns r prperty and fr being drawn by a mtr vehicle and s cnstructed that n part f its weight rests upn the twing vehicle. d. Mtr hme means a mtr vehicle designed as an integral unit t be used as a cnveyance upn the public streets and highways and fr use as a temprary r recreatinal dwelling and having at least fur, tw f which shall be systems specified in subparagraphs (1), (4), r (5) f this paragraph, f the fllwing permanently installed systems which meet American natinal standards institute and natinal fire prtectin assciatin standards in effect n the date f manufacture: (1) Cking facilities. (2) Ice bx r mechanical refrigeratr. (3) Ptable water supply including plumbing and a sink with faucet either self-cntained r with cnnectins fr an external surce, r bth. (4) Self-cntained tilet r a tilet cnnected t a plumbing system with cnnectin fr external water dispsal, r bth.

2 (5) Heating r air cnditining system r bth, separate frm the vehicle engine r the vehicle engine electrical system. (6) A ne hundred ten ne hundred fifteen vlt alternating current electrical system separate frm the vehicle engine electrical system either with its wn pwer supply r with a cnnectin fr an external surce, r bth, r a liquefied petrleum system and supply. e. Mtrsprts recreatinal vehicle means a mdified mtr vehicle used fr the purpse f participating in mtrsprts cmpetitins and cnsisting f a cnversin unit munted n a truck tractr r mtr truck chassis such that the mtr vehicle can be used as a cnveyance n the highway and as a temprary r recreatinal dwelling. The mtr vehicle must have at least fur f the permanently installed systems listed in paragraph d, tw f which shall be systems specified in paragraph d, subparagraph (1), (4), r (5) Width f vehicles.the ttal utside width f a vehicle r the lad n the vehicle shall nt exceed eight feet six inches. This limitatin n the ttal utside width f a vehicle r the lad n the vehicle des nt include safety equipment n a vehicle r incidental appurtenances r retracted awnings n mtr hmes, mtrsprts recreatinal vehicles, travel trailers, r fifthwheel traveltrailers if the incidental appurtenance r retracted awning is less than six inches in width. Hwever, if hay, straw, r stver is mved n an implement f husbandry and the ttal width f lad f the implement f husbandry exceeds eight feet six inches, the implement f husbandry is nt subject t the permit requirements f chapter 321E. If hay, straw, r stver is mved n any ther vehicle subject t registratin, the mves are subject t the permit requirements fr transprting lads exceeding eight feet six inches in width as required under chapter 321E Height f vehicles.a vehicle unladen r with lad shall nt exceed a height f thirteen feet, six inches, except that a vehicle r cmbinatin f vehicles cupled tgether and used exclusively fr the transprtatin f passenger vehicles, light delivery trucks, panel delivery trucks, pickup trucks, r recreatinal vehicle chassis may perate with a height nt t exceed furteen feet. This sectin shall nt be cnstrued t require any railrad r public authrities t prvide sufficient vertical clearance t permit the peratin f such vehicle upn the highways f this state. Any damage t highways, highway r railrad structures, r underpasses caused by the height f any vehicle prvided fr by this sectin shall be brne by the peratr r wner f the vehicle Maximum length.

A cmbinatin f fur vehicles is nt allwed n the highways f this state, except fr pwer units saddle munted n ther pwer units which shall be restricted t a maximum verall length f ninety-seven feet. 2. The maximum length f any mtr vehicle r cmbinatin f vehicles perated n the highways f this state is as fllws: a. A single truck, unladen r with lad, shall nt have an verall length, inclusive f frnt and rear bumpers, in excess f frty-ne feet. When determining the verall length f a single truck, the fllwing shall be excluded: (1) Carg extending nt mre than three feet beynd the frnt bumper and nt mre than fur feet beynd the rear bumper when transprting mtr vehicles, bats, and chassis. (2) An unladen carg carrying device extending n greater than twenty-fur inches frm the rear f the bed f the truck. (3) A carg carrying device with lad. b. A single bus shall nt have an verall length, inclusive f frnt and rear bumpers, in excess f frty-five feet, except that buses cnstructed s as t cntain a flexible part allwing articulatin shall nt exceed sixty-ne feet. c. A manufactured r mbile hme nt in excess f frty-eight feet in length may be drawn by any mtr vehicle, except a mtr truck, prvided that the manufactured r mbile hme and its twing unit are nt in excess f an verall length f sixty feet. Fr the purpses f this subsectin, a light delivery truck, panel delivery truck, r pickup is nt a mtr truck. A prtable livestck lading chute nt in excess f a length f thirteen feet including its hitch r tngue may be drawn by any vehicle r cmbinatin f vehicles, prvided that the vehicle r cmbinatin f vehicles drawing the lading chute is nt in excess f the legal length prvided fr such vehicles r cmbinatins. d. A cmbinatin f three vehicles cupled tgether ne f which is a mtr vehicle, unladen r with lad, ther than a truck tractr, shall nt have an verall length, inclusive f frnt and rear bumpers, in excess f seventy feet. e. A mtr vehicle r cmbinatin f vehicles may be perated upn the highways f this state, irrespective f the length and weight limitatins impsed by the laws f this state, if the mtr vehicle r cmbinatin f vehicles is perated within the crprate limits f a city abutting a brder f this state and such peratins have been apprved by rdinance f the city cuncil and if the length and weight f the mtr vehicle r cmbinatin f vehicles is in cnfrmity with the laws relating t length and weight f the abutting state. If a city cuncil has authrized such peratin upn highways within the crprate limits, then the limit f travel fr such mtr vehicles r cmbinatin f vehicles within the state is extended t the cmmercial znes as described by federal regulatins cncerning interstate cmmerce, 49 C.F.R , and t the interstate system as prvided in 23 U.S.C. 127 and 49 U.S.C (c), as amended by Pub.L. N

A trailer r semitrailer, laden r unladen, shall nt have an verall length in excess f fiftythree feet when perating in a truck tractr-semitrailer cmbinatin exclusive f retractable extensins used t supprt the lad. Hwever, when a trailer r semitrailer is used exclusively fr the transprtatin f passenger vehicles, light delivery trucks, panel delivery trucks, pickup trucks, recreatinal vehicle chassis, r bats, the lad carried n the trailer r semitrailer may extend up t three feet beynd the frnt bumper and up t fur feet beynd the rear bumper f the trailer r semitrailer. A lwby semitrailer, laden r unladen, which is designed and exclusively used fr the transprtatin f cnstructin equipment shall nt have an verall length in excess f fifty-seven feet when used in a truck tractr-semitrailer cmbinatin. g. A trailer r semitrailer, laden r unladen, shall nt have an verall length in excess f twentyeight feet six inches when perating in a truck tractr-semitrailer-trailer cmbinatin r truck tractr-semitrailer-semitrailer cmbinatin. When the semitrailers in a truck tractr-semitrailersemitrailer cmbinatin are cnnected by a rigid frame extensin including a fifth-wheel cnnectin pint attached t the rear frame f the first semitrailer, the length f the frame extensin shall nt be included when determining the verall length f the first semitrailer. h. Pwer units designed t carry carg, when used in cmbinatin with a trailer r semitrailer shall nt exceed sixty-five feet in verall length fr the cmbinatin exclusive f retractable extensins used t supprt the lad. Hwever, if a cmbinatin f vehicles is used exclusively fr the transprtatin f passenger vehicles, light delivery trucks, panel delivery trucks, pickup trucks, recreatinal vehicle chassis, r bats, the lad may extend up t three feet beynd the frnt bumper f the pwer unit and up t fur feet beynd the rear bumper f the trailer r semitrailer. i. A stinger-steered autmbile transprter shall nt have an verall length exceeding seventyfive feet, exclusive f retractable extensins used t supprt the lad and all ther devices r appurtenances related t the safe and efficient peratin f the vehicle, except that the lad may extend up t three feet beynd the frnt bumper and up t fur feet beynd the rear bumper. j. A mtr hme r mtrsprts recreatinal vehicle shall nt have an verall length, excluding frnt and rear bumpers and safety equipment, in excess f frty-five feet. k. A cmbinatin f tw vehicles cupled tgether, ne f which is a mtr hme, shall nt have an verall length in excess f sixty-five feet. l. A cmbinatin f tw vehicles cupled tgether, ne f which is a travel trailer r fifth-wheel travel trailer, shall nt have an verall length in excess f sixty-five feet. m. Ntwithstanding any ther prvisin f this chapter, and t the extent allwed under federal law, the maximum length f a twaway trailer transprter cmbinatin perated n the highways f this state is eighty-five feet. Fr purpses f this paragraph, twaway trailer transprter cmbinatin means a cmbinatin f vehicles cnsisting f a twing vehicle and tw unladen trailers r unladen semitrailers in which the trailers r semitrailers cnstitute inventry prperty f the manufacturer intended fr sale and which are being transprted frm a trailer manufacturer t a trailer distributr r authrized trailer dealer.

5 n.(1) Ntwithstanding paragraph g r any ther prvisin f this chapter, the department is authrized t adpt rules prviding fr ecnmic exprt crridrs fr the transprtatin f gds r prducts manufactured in Iwa t r thrugh the state f Suth Dakta and fr the return f unladen semitrailers r unladen full trailers used fr the transprtatin f thse gds r prducts. The rules may authrize the peratin f the fllwing cmbinatins f vehicles n an ecnmic exprt crridr: (a) A truck tractr-semitrailer-semitrailer cnverted t a full trailer by use f a dlly equipped with a fifth wheel which is cnsidered a part f the trailer fr all purpses, and nt a separate unit. (b) A truck tractr-semitrailer-full trailer. (c) A truck tractr-semitrailer-semitrailer cmbinatin, where the semitrailers are cnnected by a rigid frame extensin including a fifth wheel cnnectin pint attached t the rear frame f the first semitrailer. The length f the frame extensin shall nt be included when determining the verall length f the first semitrailer. (2) Rules adpted pursuant t this paragraph n shall prvide that cmbinatins f vehicles authrized t perate n an ecnmic exprt crridr shall meet all f the fllwing requirements: (a) The length f the cmbinatin f vehicles, excluding the length f the truck tractr, shall nt exceed eighty-ne and ne-half feet. (b) The length f either semitrailer r full trailer shall nt exceed frty-five feet. (c) The weight f the secnd semitrailer r full trailer shall nt exceed the weight f the first semitrailer by mre than three thusand punds. (d) The grss weight f the cmbinatin f vehicles shall nt exceed eighty thusand punds and the cmbinatin f vehicles shall nt exceed the grss axle weight limits f sectin , subsectin 2. (e) The lad n each semitrailer r full trailer in the cmbinatin shall be an indivisible lad. Fr the purpse f issuing permits fr height r width under chapter 321E, the cmbinatin f vehicles shall be cnsidered an indivisible lad s lng as the lad n each semitrailer r full trailer in the cmbinatin remains an indivisible lad. (3) An ecnmic exprt crridr established by the department shall nt include any segment f the interstate system r any part f the natinal netwrk f highways identified pursuant t 23 C.F.R. pt.658. This subparagraph des nt prhibit peratin n any segment f the interstate system r part f the natinal netwrk f highways that is permitted under paragraph e. (4) Fr purpses f this paragraph n, full trailer means as defined in 49 C.F.R Ntwithstanding any ther prvisin f this chapter, and t the extent allwed under federal law, a cmbinatin f tw vehicles cupled tgether, ne f which is a mtrsprts recreatinal vehicle, shall nt have an verall length in excess f eighty-five feet.

6 Trailers and twed vehicles. 1. When ne vehicle is twing anther the drawbar r ther cnnectin shall nt exceed fifteen feet frm ne vehicle t the ther except the cnnectin between any tw vehicles transprting ples, pipe, machinery, r ther bjects f structural nature which cannt readily be dismembered. 2. If the twing vehicle is a mtr truck and the twed vehicle is a single trailer with a single pint f articulatin at the hitch cnnectin, the drawbar r ther cnnectin shall nt exceed twenty-ne feet. The length f the drawbar r ther cnnectin shall be measured frm the centerline f the hitch assembly n the twing vehicle t the frnt f the bdy f the twed vehicle. A vehicle which has a drawbar r ther cnnectin which measures between fifteen and twenty-ne feet in length shall have at least ne yellw reflectr visible n each vertical face f the drawbar r ther cnnectin, lcated near the midpint between the twing and the twed vehicle. A vehicle which has a drawbar r ther cnnectin which measures between fifteen and twenty-ne feet in length shall have affixed t the rear f the twed vehicle a sign indicating that the vehicle is a twed vehicle Drawbars and safety chains. When ne vehicle is twing r pulling anther vehicle the drawbar r ther cnnectin shall be f sufficient strength t pull all weight twed thereby and shall be fastened t the frame f the twing vehicle in such manner as t prevent sidesway, and in additin t such principal cnnectin there shall be a safety chain which shall be s fastened as t be capable f hlding the twed vehicle shuld the principal cnnectin fr any reasn fail Brake, hitch, and cntrl requirements. 1. Every mtr vehicle, ther than a mtrcycle, r mtrized bicycle, when perated upn a highway shall be equipped with brakes adequate t cntrl the mvement f and t stp and hld such vehicle, including tw separate means f applying the brakes, each f which means shall be effective t apply the brakes t at least tw wheels. If these tw separate means f applying the brakes are cnnected in any way, they shall be s cnstructed that failure f any ne part f the perating mechanism shall nt leave the mtr vehicle withut brakes n at least tw wheels. 2. Every mtrcycle and mtrized bicycle, when perated upn a highway, shall be equipped with at least ne brake, which may be perated by hand r ft. 3. Every trailer, semitrailer, r travel trailer f a grss weight f three thusand punds r mre shall be equipped with brakes adequate t cntrl the mvement f and t stp and hld such vehicle when perated n the highways f this state. Every trailer, semitrailer, r traveltrailer with a grss weight f three thusand punds r mre shall be equipped with a separate, auxiliary means f applying the brakes n thetrailer,

7 semitrailer, r travel trailer frm the cab f the twing vehicle, r with selfactuating brakes, and shall als be equipped with a weight equalizing hitch with a sway cntrl. Trailers r semitrailers with a truck r truck tractr need nly cmply with the brake requirements. 4. Except as therwise prvided in this chapter, every new mtr vehicle, trailer, r semitrailer hereafter sld in this state and perated upn the highways shall be equipped with service brakes upn all wheels f every such vehicle with the fllwing exceptins: a. Any mtrcycle r mtrized bicycle. b. Any trailer r semitrailer f less than three thusand punds grss weight need nt be equipped with brakes. c. Trucks and truck tractrs equipped with three r mre axles and manufactured befre July 25, 1980, need nt have brakes n the frnt wheels, except that such vehicles equipped with tw r mre frnt axles shall be equipped with brakes n at least ne f the axles; hwever, the service brakes f the vehicle shall cmply with the perfrmance requirements f sectin d. Only such brakes n the vehicle r vehicles being twed in a driveawaytwaway peratin need be perative as may be necessary t insure cmpliance by the cmbinatin f vehicles with the perfrmance requirements f sectin The term "driveaway-twaway" peratin as used in this subsectin means any peratin in which any mtr vehicle r mtr vehicles, new r used, cnstitute the cmmdity being transprted, when ne set r mre f wheels f any such mtr vehicle r mtr vehicles are n the radway during the curse f transprtatin, whether r nt any such mtr vehicle furnishes the mtive pwer Clearance and identificatin lights. Every mtr truck, and every trailer r semitrailer f ver three thusand punds grss weight, shall be equipped with the fllwing lightingdevices and reflectrs in additin t ther requirements f this chapter, and such devices shall be lighted at the times mentined in sectin Every mtr truck, whatever its size shall have the fllwing: a. On each side, ne reflectr, at r near the rear; and b. On the rear, tw reflectrs, ne at each side. 2. Every mtr truck, eighty inches r mre in width shall have the fllwing in additin t the requirements f subsectin 1: a. If thirty feet r less in verall length: (1) On the frnt, tw clearance lamps, ne at each side; and

8 (2) On the rear, tw clearance lamps, ne at each side. b. If mre than thirty feet in verall length: (1) On the frnt, tw clearance lamps, ne at each side; (2) On each side, tw side-marker lamps, ne at r near the frnt, and ne at r near the rear, and an additinal reflectr at r near the frnt; and (3) On the rear, tw clearance lamps, ne at each side. 3. Every truck tractr r rad tractr shall have the fllwing: a. On the frnt, tw clearance lamps, ne at each side if the tractr cab is as wide as, r wider than, the widest part f the vehicle r vehicles twed; b. On each side, ne side-marker lamp at r near the frnt; and c. On the rear, ne tail lamp. 4. Every trailer r semitrailer having a grss weight in excess f three thusand punds shall have the fllwing: a. On the frnt, tw clearance lamps, ne at each side, if the trailer is wider in its widest part than the cab f the vehicle twing it; b. On each side, ne side-marker lamp at r near the rear; tw reflectrs, ne at r near the frnt and ne at r near the rear; and c. On the rear, tw clearance lamps, ne at each side; ne stp light; ne tail lamp; and tw reflectrs, ne at each side. 5. Every mtr truck r cmbinatin f mtr truck and trailer having a length in excess f thirty feet r a width in excess f eighty inches shall be equipped with three identificatin lights n bth frnt and rear. Each such grup shall be evenly spaced nt less than six nr mre than twelve inches apart alng a hrizntal line near the tp f the vehicle Mirrrs. 1. Every mtr vehicle shall be equipped with a mirrr s lcated as t reflect t the driver a view f the highway fr a distance f at least tw hundred feet t the rear f such vehicle. Any mtr vehicle s laded, r twing anther vehicle in such manner, as t bstruct the view in a rear view mirrr lcated in the driver's cmpartment shall be equipped with a side mirrr s lcated that the view t the rear will nt be bstructed; hwever, when such vehicle is nt laded r twing anther vehicle the side mirrrs shall be retracted r remved. All van r van type mtr vehicles shall be equipped with utside mirrrs f unit magnificatin, each with nt less than nineteen pint five square inches f reflective surface, installed with stable supprts n bth sides

9 f the vehicle, lcated s as t prvide the driver a view t the rear alng bth sides f the vehicle, and adjustable in bth the hrizntal and vertical directins t view the rearward scene. 2. Ntwithstanding this chapter r chapter 321E, a cmbinatin f vehicles cupled tgether which is used exclusively fr the transprtatin f passenger vehicles, light delivery trucks, panel delivery trucks, pickups, bats, and recreatinal chassis, may permanently attach a cnvex-typemirrr n either r bth f the vertical supprts, frward f the steering axle f the pwer unit, prvided that the mirrr shall nt extend beynd the limit f any ther rearview mirrr n the vehicle Trailers and twed vehicles. 1.
