1 General Parking & Traffic Regulatins I. Intrductin Pursuant t the authrity granted by the Texas Educatin Cde, Tarletn State University has established regulatins and prcedures applicable t anyne wh walks, drives, and/r parks a vehicle n campus. The peratin f any vehicle n the Tarletn campus is a privilege granted by the University and nt an inherent right f any student, faculty/staff member r visitr. All students and faculty/staff members wh park n the University campus must register their vehicles and purchase a parking permit frm the University Parking Office. All visitrs are requested t btain and display a valid visitr permit. Disabled Veterans and certain military hnrs licensed vehicles are required t display a valid permit and will nt be charged a fee t btain the valid permit. If yu change plates n yur vehicle r get a new vehicle, yu must ntify the Parking Office prir t parking n campus. Purchase f a parking permit des nt guarantee a parking place n campus. The University is nt respnsible fr fire, theft, damage t, r lss f, any vehicle parked r perated n University prperty. The University reserves the right t: Remve r impund any vehicle perated r parked in vilatin f University Regulatins; Clse any campus parking area r facility r t change the designatin f any parking area. Such changes will be annunced n the Event Calendars, ur parking hmepage, and/r via and ther media as practicable; Suspend r revke any permit; Bar the registratin and withhld the grades, diplmas, refunds, and fficial transcripts f any student fr nnpayment f utstanding charges; Deny parking permits and parking privileges t thse with parking vilatins r unpaid citatins; Bring disciplinary actin against emplyees r students wh fail t abide by these regulatins; and Grant the Directr f University Plice brad discretinary pwers t enfrce special traffic and parking cntrl when nt specifically cvered by these regulatins. Tarletn Plice Officers are cmmissined by the State f Texas t enfrce all State and Federal laws, the Texas State Traffic Cde, Texas Penal Cde, applicable rdinances f the City f Stephenville, and within the cunty where Tarletn State University wns r leases prperty. All persns n University prperty are required t identify themselves t Plice Officers and Enfrcement persnnel when requested. All accidents, thefts, r ther ffenses which ccur n University prperty are t be immediately reprted t the University Plice at 254/ during business hurs, 8 am t 5 pm, M - F. If after business hurs, they shuld be reprted t the Emergency Cntrl (frm blue light phnes r campus phnes), r If an emergency, dial II. 2 COMMUTER-Any student NOT residing in a Tarletn Residence Hall r Tarletn assigned apartment cmplex. RESERVED PARKING-Faculty/staff parking where a particular space is assigned t a particular individual r purpse. This definitin als applies t spaces shwing 24 Hur Reserved (including Official Vehicle and Plice Unit spaces), and Maintenance spaces. AT-LARGE PARKING-Faculty/staff parking where they may park in any pen (nnnumbered) space in their assigned parking lt. RESIDENTIAL STUDENT-Any student residing in a Tarletn Residence Hall r Apartment. UNIVERSITY-Refers t Tarletn State University. VEHICLE-Includes autmbiles, vans, buses, trucks, trailers, mtrcycles, mtr scters, mtrbikes, mpeds, bicycles, g-carts, and tractrs. VISITOR-A persn wh is neither a student nr an emplyee f Tarletn. The student r emplyee is respnsible fr btaining a parking permit fr peple visiting campus. All visitrs are requested t btain and display a valid visitr permit. III. General Traffic Regulatins A. The purpse f these regulatins is t prvide fr the safety and welfare f students, emplyees and visitrs, and t prvide fr the cntrl f traffic and parking. B. The maximum allwable speed n campus is 20 miles per hur, except where therwise psted. C. Only apprved University vehicles may drive n sidewalks. Operatin in parking lts is regulated by Texas Mtr Laws as well as Tarletn State University regulatins. D. Pedestrians shall have the right f way at designated marked pedestrian crsswalks: Every pedestrian crssing a radway at any pint ther than within a marked crsswalk shall yield the right-f-way t a vehicle n the radway; Pedestrians shall nt leave the curb r ther place f safety and walk r run int the path f a vehicle which is s clse that it is impssible fr the driver t yield; Pedestrians may crss an intersectin diagnally nly where permitted by special traffic cntrl device; The peratin f a vehicle shall be restricted t the campus drives, streets, and parking lts; The driver f any vehicle invlved in a cllisin shall immediately stp at the scene f the accident r cllisin, and by the quickest means f cmmunicatin reprt the accident r cllisin t the University Plice Department; N persn shall fail r refuse t cmply with any lawful rder r directins f any University plice fficer (regarding directin, cntrl, r regulatin f traffic.); Any persn wh willfully r thrugh negligence causes damage t Tarletn prperty shall be liable fr any damage dne t the prperty; All vehicles perated upn the campus shall be dne s in cmpliance with applicable State laws and University Regulatins, and shall prperly display a current parking permit prir t parking in assigned r apprved areas.; All vehicles are required t stp cmpletely at each STOP sign, and then prceed cautiusly withut creating a hazard t vehicles nt required t stp;

3 The peratr f a vehicle shall yield right-f-way t pedestrians in marked crsswalks; N peratr f a vehicle shall drive beynd a barricaded area, r where prhibited by temprary r permanent signs r markings; n unauthrized peratr r persn shall remve such barricades r signs; N driver r peratr f any vehicle shall back a vehicle int an intersectin r back upn any traffic lane; N persn in cntrl r pssessin f a mtr vehicle shall bring the same t a sudden start r stp in a parking lt r street, accelerate r race the mtr, r hnk the hrn s as t cause a lud nise r in a manner calculated t disturb the persn r persns present; N persn may thrw r depsit any trash, litter, tbacc, r ther waste n any parking area, lawn, street, r sidewalk; Drivers will transprt nly thse persns wh can be safely accmmdated inside the vehicle. Drivers f mtrcycles will limit passengers t ne ther persn; All mtr vehicles must be effectively muffled, and must be perated withut generating unnecessary nise.; Bicycles, skatebards, rllerblades, and rller skates are regulated by separate plicy (ask fr latest regulatins); Unleashed animals are nt allwed n campus, in vehicles r therwise unless perfrming a specific wrk task as a trained service animal; Operating any vehicle n University prperty withut a valid driver s license is prhibited; Only University-wned mtrized carts are allwed n campus; Trailers must be authrized fr vernight parking. Strage parking f trailers n campus is prhibited. Any trailers n campus must be parked in P34N r P34S lcated acrss Washingtn St. at the crner f Washingtn and Harbin; and Bus Parking ONLY in P34N r P34S lcated acrss Washingtn St. at the crner f Washingtn and Harbin. IV. Parking Rules and Regulatins A. Respnsibility fr finding an authrized parking space rests with the mtr vehicle peratr. B. Only vehicles which have a valid parking permit issued by the University may park n campus. Permits are nly valid fr parking in the space r zne fr which they are issued. Cmmuting students visiting Tarletn residential halls r apartments may park in the nearest purple r green zne. All permit clrs may park in All-Zne (green) parking lts. C. Visitrs t campus are required t display a Visitr s permit, which may be btained by the visitr, a student, r emplyee at the Parking Office prir t parking. Frmer students are required t bserve campus parking rules and regulatins and must btain a temprary parking permit frm the Parking Office.

4 D. Persns cnducting business with r wh render a service-fr-hire t the University are required t btain a Vendr s permit frm the Parking Office. E. Parking is restricted t spaces that are defined by tw (2) yellw r white parallel stripes r by wheel stps. IT IS A VIOLATION TO PULL THROUGH OR BACK INTO AN ANGLED SPACE. F. Bicycles shall nly be parked in the bicycle parking areas; parking a bicycle inside a building is expressly frbidden. ALL BICYCLES MUST BE REGISTERED THROUGH THE PARKING OFFICE AND HAVE A BICYCLE PERMIT! (free). G. Parking is nt allwed in lcatins where it is nt clearly marked as a parking space r where prhibited by unmarked yellw curbs, permanent r temprarily psted signs, r ther markings n streets and parking lts. H. Parking is prhibited n any lawn, curb, sidewalk, r any area nt designated as a parking space r lt, r in any restricted r unauthrized area. Parking in unmarked lts is expressly prhibited. I. It is prhibited t park a vehicle in any place where it may create a traffic hazard r where it blcks r impedes pedestrian r vehicular traffic r bstructs the entrance r exit f a building. J. Except fr residential students and University vehicles, parking a vehicle n campus fr mre than twenty-fur (24) hurs requires apprval frm the University Parking Office. If yur vehicle is brken dwn n campus, call the Parking Office and let them knw where yur vehicle is and hw lng it will be parked there. After business hurs, please leave a message. K. Visitr parking spaces may NOT be utilized by Tarletn FACULTY/STAFF OR STUDENTS between the hurs f 6:00am and 5:00pm r anytime that the lt is reserved fr scheduled events. L. Every vehicle parked upn a tw-way radway shall be parked with the right-hand wheels parallel t and within eighteen inches f the right-hand curb. M. Passenger vehicles r trucks shall nt be parked in spaces reserved fr mtrcycles r bicycles. N. Mtrcycles, mtr scters, mtrbikes r bicycles shall nt be parked in spaces designated fr passenger vehicles r trucks unless they hld a faculty/staff permit fr that space. O. N persn shall stp, park, r leave standing any vehicle within an intersectin, n a crsswalk, n a sidewalk r in any lcatin nt designated as an apprved parking space fr the issued permit. P. Parking in clearly labeled lading znes and service drives is restricted t a maximum time limit f fifteen (15) minutes and will be allwed nly fr the actual prcess f lading and unlading equipment, supplies, and merchandise (unlading permit required). Unlading permits are available at the Parking Office. Q. Official University vehicles are allwed t park in any at large parking space r area f the campus withut blcking traffic r pedestrian pathways during the perfrmance f fficial duties. University vehicles can t blck fire lanes r park in spaces designated fr ther purpses such as: handicapped, reserved, wunded warrir unless permitted fr use in that space.

5 R. All student wrkers are required t have STUDENT permits even if they are nt enrlled in classes and are required t park in areas zned by yur issued permit. S. Parking in fire lanes is prhibited. V. Permits and Fees All parking permit fees are included n yur student bill. Permits may be btained by rdering them nline at Students withut a vehicle wh will nt be using any transprtatin services may request a parking fee refund during the first 12 class days f the first semester they are registered fr the 2018/2019 Academic Year. Lst r stlen permits shuld be reprted t the Parking Office and a replacement permit must be btained at a cst f $10.00 each. All students must receive a parking permit and have it prperly displayed in the vehicle prir t parking n campus. Citatins fr N visible permit and Displaying an expired permit will be issued. All regulatins are enfrced even during evenings, hliday and break perids. Special students, part-time students, and auditing students shall be treated as regular students and must pay the apprpriate fee fr the type f permit issued. A. General Infrmatin 1. Display f permits a. The permit must be clearly visible and attached t the lwer right (passenger side) f the frnt windshield. This permit may be transferred frm vehicle t vehicle. Only ne permit shuld be displayed n the windshield. b. In the case f a vehicle that has nt been registered with the Parking Office, the persn t whm the permit in the vehicle is registered is respnsible fr all citatins n that vehicle. 2. Return r Remval f Permits Permits shall be returned r remved: a. When assciatin with the University is terminated. b. Upn revcatin f permit. 3. Annual faculty/staff/student permits will be valid frm the date f purchase thrugh August 31 f the current fiscal year. B. Classes f Permits and Fees 1. 6 C. Disabled Qualificatins and Rules Designated disabled parking spaces in Tarletn wned lts are fr the exclusive use f vehicles displaying valid disabled hangtags r license plates. Individuals wh park in disabled spaces must display their current Tarletn faculty, staff, student r visitr permit and their valid disabled hangtag r license plate. 1. Prperly permitted and designated vehicles used t transprt persn(s) with disabilities can access any available space n campus that is designated fr persn(s) with a disability. Prperly permitted vehicles can als access any at-large space in the lt(s) the permit is designated fr. As an example, if a vehicle is permitted fr parking lt P10 (by O.A. Grant) and als has a valid disabled hangtag, the vehicle is eligible t park in any handicapped space n campus and in any general, at large space in P10 nly. Privileges d nt extend t general, at large spaces in any ther lt beynd the lt(s) the vehicle is permitted fr. 2. Every vehicle parked in a disabled designated space r using a disabled hangtag r license plate fr parking must be perated by, r fr the transprtatin f the handicapped persn. 3. Misuse f a disabled hangtag r license plate is illegal under Vehicle Cde Sectin 4461 itself prhibits fur basic types f misuse: a. Lending a valid permit issued by the DMV t smene wh is nt entitled t use it b. Knwingly permitting anther persn (wh is nt entitled t use the placard) t use the placard c. Displaying a disabled persn parking permit that was nt issued by the DMV, r d. Driving smene else s car that displays a valid disability placard and parking in a spt reserved fr disabled persns. 4. Acceptable medical prf that the peratr r regularly transprted persn (emplyee r student) is permanently r temprarily disabled must be presented fr a Tarletn handicapped permit t be issued. This Department will accept a cmpleted Applicatin fr Disabled Persn Special Identifying Registratin Insignia, issued by the State Department f Highways and Public Transprtatin r a dctr s request as acceptable medical prf. This infrmatin will nly be kept n file fr 5 years. 5. All Disabled Veterans, Cngressinal Medal f Hnr recipients, frmer Prisners f War and certain military hnrs licensed vehicles have the same parking privileges as persns in C.1 abve. VI. Driving and Parking Vilatin Charges A. All parking fines must be paid within ten (10) business days f the citatin date t avid the assessment f a ne time late penalty f $10.00 fr each ticket. B. The University Parking Office is nt respnsible fr a ticket being remved frm a vehicle after said ticket has been placed n the vehicle by a Parking Office staff member.

7 C. Overdue citatins may subject the permit hlder t recrd hlds that prevent access t grades, transcripts and graduatin dcumentatin. All fines must be paid befre hlds are released. D. Anyne wishing t appeal a citatin must d s nline at within five (5) business days f the date f the citatin. Upn review, yu will receive a decisin by . If yu are nt satisfied with the decisin, yu may request a secnd level appeal with the Office f Judicial Affairs, whse decisin is binding. E. Partial list f vilatins and fine amunts: 1. 8 m. Failure t cmply with any lawful rder r directin f any University Plice Officer n. Damaging University prperty. Failure t yield t pedestrians in crsswalks p. Failure f pedestrians t abide by rules gverning pedestrians q. Vilatin f any ther traffic regulatin. It will be up t the Directr f University Plice t decide exactly what cnstitutes vilatins f this nature. VII.Impundment, Twing r Relcatin The term Impundment includes immbilizatin, twing, relcatin, and strage f the vehicle in questin. A. Lts and spaces ccasinally clse t accmmdate cnstructin and special events n campus. Transprtatin Services will wrk t prvide adequate ntice, whenever pssible, and the wner is respnsible fr adhering t lt clsure signs and equipment. Failure t adhere t lt r space clsure infrmatin can result in twing r vehicle relcatin at the wner s expense. B. The University Parking & Transprtatin Office Persnnel r the University Plice are authrized t impund, tw r relcate unattended vehicles n the Tarletn campus and in public streets and cite persns meeting the fllwing cnditins: 1. Having tw (2) r mre repeat vilatins in an academic year 2. Any unauthrized vehicle left in Visitr (Yellw Zne) r Faculty/Staff Parking (Blue Zne) between 6:00am and 5:00pm 3. Any unauthrized vehicle parked in a 24 Hur Reserved Lt (Silver Zne) 4. Any unauthrized vehicle parked in lts r areas being clsed, including and nt limited t cnstructin, special event and athletic event lt clsures 5. Displaying a lst, stlen, r unauthrized parking permit 6. Parked in a fire zne 7. Illegally parked in a handicapped area r space 8. Disregarding barricades, traffic cnes, r ther traffic cntrl devices 9. Parked n any lawn, sidewalk, r in any area that restricts pedestrian r vehicular traffic 10. Parking n campus after driving privileges have been suspended 11. Failing t display current valid license plates 12. Blcking access t any building, lading zne, reserved area, barricaded area, r maintenance equipment 13. Parking r string a nn-perating vehicle n campus 14. Failing t bey the verbal rder f a University r ther Plice Officer 15. In circumstances nt specifically enumerated where public safety is threatened by the presence f the vehicle B. Attempting t, r remval f an immbilizing device attached t a vehicle by the University Parking Office is a criminal ffense; such persns will be guilty f a Class B Criminal Mischief r Theft, and will be subject t criminal and/r administrative

9 sanctins. If immbilizatin device is damaged r lst due t remval, the individual will be charged with the replacement cst fr the device. C. A vehicle receiving a wheel lck, will be remved and impunded at the wners expense if all parking fines are nt paid within tw weeks f receiving the wheel lck. VIII.Suspensin r Restrictin f Driving and/r Privileges A. The restrictin f the privilege f driving r parking a vehicle n campus is a cnsequence fr repeat vilatins f the same type. Plice and Transprtatin Services will attempt t infrm the persn after the secnd vilatin f the same type as a warning that anther repeat vilatin f the same type will result in restricted privileges and referral t Judicial Affairs. Any cmmunicatin frm Plice and Transprtatin Services is a curtesy and is nt required fr the restrictin f privileges. If a restrictin citatin is received, the driver must exchange their current permit fr the restricted permit in the Plice and Transprtatin Services ffice lcated n the crner f Harbin and Frey Street. B. The lss f the privilege f driving r parking a mtr vehicle n campus shall cmmence ten (10) days after the University Parking Office mails a letter t the persn, at the address f such persn as shwn in the driving r parking recrds f that ffice; the letter will state the term f the suspensin and shall state the reasn fr the suspensin. Persns wh have parking privileges suspended shall lse the privilege f driving r parking n campus frm three (3) t six (6) mnths. While a persn s privilege f driving r parking a vehicle n campus is suspended, it is unlawful: 1. fr that persn t drive r park any mtr vehicle n the campus and 2. fr any persn t drive r park a vehicle registered in the name f such persn n the campus. C. The University may restrict r prhibit a persn frm perating r parking a vehicle n campus if that persn has received tw (2) r mre citatins, f the same type, in an academic year. D. Any persn wh has had his/her perating and parking privileges n campus restricted r suspended, and wh cntinues t perate r park a vehicle n campus, is subject t having the vehicle impunded at the expense f the peratr. He/she is further subject t disciplinary actin by the University. E. Any persn receiving ntice that his/her privilege f driving r parking a vehicle n campus has been suspended may appeal the suspensin t the Directr f University Plice within ten (10) wrking days n the grunds that the impsitin f such suspensin is imprper r will create serius and substantial hardship.

10 Regulatins n Skatebards, Bicycles, Rllerblades & Mtr Scters I. PURPOSE The purpse f this regulatin is t establish guidelines gverning the use f skatebards, bicycles, mtr scters, and rllerblades n campus. Reference is als made t the Tarletn Student Rules, Cde f Student Cnduct. II. DEFINITIONS Skatebard--nn-mtrized device where tw r mre wheels are attached t a platfrm upn which a rider stands. Bicycle--self-prpelled device having ne r mre wheels. Rllerblades--she r device attaching t a she, having set f wheels (includes rller skates). Mtr Scter--a cycle with small wheels and a lw pwered engine; a pwered scter. University prperty--campus and any ther prperty wned r cntrlled by Tarletn State University. III. REGULATION 1. Persns riding any f the abve will always exercise reasnable care and cautin and always yield right f way t pedestrians. It is strngly suggested that all riders n any f the abve cnveyances wear prtective headgear, such as apprved helmets. 2. Nne f the abve will be ridden in crwds f pedestrians, n any stairway, wall, bench, funtain, tennis curt, in the Intramural Cmplex, inside Memrial Stadium, r within any structure r facility. Other prhibited areas include grass, shrubbery, gardens, flwer beds, and ther areas where pecuniary lss may ccur. 3. Nne f the abve cnveyances will be left unattended in r n handicapped ramp(s) buildings hallways stairwells classrms entrances exits any place that will impede free and clear use f such area 4. ALL bicycles must be registered thrugh the Parking Office and display a current bicycle permit. Bicycle permits are free. Yu will need t have yur serial number at the time f registratin. 5. Mtr Scters n campus are subject t the mtr vehicle regulatins fund in the Student Parking Rules and must have a valid mtrcycle permit. Mtr scters may be parked in bicycle r mtrcycle parking. 6. N mtrized vehicles are allwed within the clsed areas f the streets unless the vehicle is wned, perated, r therwise cntrlled by the University. Prhibited

11 vehicles als include mtrized bicycles, scters, mpeds and mtrcycles. In the instance f a mtrized bicycle, it may be peddled within the bllard area but the cmbustin mtr may nt be used. 7. The University r its designate(s) may adpt additinal regulatins cncerning the riding f any f the abve as deemed necessary. General cnduct is cvered in the Student Rules, Cde f Student Cnduct, Categries f Miscnduct. 8. All state laws cncerning the peratin f the abve devices are in full frce and effect n University prperty. IV. PENALTIES 1. Cmpliance with these regulatins is expected frm all students, faculty, staff, and visitrs. 2. Offenders will be issued University citatins and/r referred fr disciplinary actin. 3. Repeat ffenders may receive ntice f Trespass n University prperty and/r prhibitin f riding n campus grunds.
