1 Speed Limit and Safety Nexus Studies for Automated Enforcement Locations in the District of Columbia 22 Block South Dakota Avenue NE Study Area and Location District PSA Ward ANC Phase Description B Existing 22 Block South Dakota Avenue Northeast Southeast bound Recreational Center KEY: Existing Camera Proposed Camera Bus Stop Metro Station Hiker/Biker Trail School Other Pedestrian Generator Site 48 The existing speed camera is located in Ward 5 on the 22 Block South Dakota Avenue Northeast in the southeast-bound direction. South Dakota Avenue Northeast runs from Riggs Road Northeast to the north and New York Avenue Northeast to the south. The posted speed limit is 25 MPH. The speed camera was installed on June 212. 2 22 Block South Dakota Avenue NE Field Assessment Summary South Dakota Avenue Northeast is assumed to run in the North-South direction and is classified as a principal arterial. South Dakota Avenue has two travel lanes in each direction. This site has the following characteristics: The roadway pavement is in good condition and has curb and gutter drainage features. There is sidewalk along the north side of the roadway. There is a curbed median that has grass in the middle. There are a few bus stops in the area that generate pedestrian activity. The Dakota Playground is near the site and generates pedestrian and bicycle activity. Looking North W5-25 District Department of Transportation 55 M Street, SE, Suite 4 Washington, DC 23
3 22 Block South Dakota Avenue NE Looking South Speed Data Analysis Posted Speed Limit (MPH) 25 Mean Speed (MPH) 19 85th Percentile Speed (MPH) 27 1 MPH Pace Speed (MPH) ADT 14,581 The mean speed is 6 MPH lower than the posted speed limit and the 85 th percentile speed is 2 MPH higher than the posted speed limit. Crash Data Analysis From the Accident Summary Report provided for the dates between January 1, 21 and December 31, 212, there were a total of 33 crashes at this location. A breakdown of number of crashes by collision type can be found in the chart on the next page. The most common types of collision at this location were Rear End (15 crashes) and Left Turn (7 crashes). The other collision types had four crashes or less. Furthermore, this location experienced a high frequency (16 crashes) of injury-related crashes. W5-26 District Department of Transportation 55 M Street, SE, Suite 4 Washington, DC 23

The AASHTO Highway Safety Manual lists assuming the lead driver will go through a green or yellow light, but the lead driver stops and changing lanes to avoid a slowing or stopped vehicle 1 as two errors leading to rearend crashes. Both of these errors can be decreased with a decrease in travel speed. The speed camera was installed on The graph on the next page shows the number of crashes in the three years prior to the speed camera s installation (29 crashes) and one year after the speed camera s installation (15 crashes). Overall, there was a slight increase in, but no major change seen in the number of crashes after the installation of this camera. 1 AASHTO Highway Safety Manual, 1 st Edition, 21; Volume 1, page 2-13 W5-27 District Department of Transportation 55 M Street, SE, Suite 4 Washington, DC 23

Speed Data The 85 th percentile speed is higher than the posted speed limit at this location. 2. Crash Data The location experienced a high frequency (16 crashes) of injury related crashes, as well as an elevated number of speed-related crashes at this location, including rear end crashes. 3. Field Assessment The following site characteristics suggest a need for a safer travel environment: a. Dakota Playground is in the area which generates pedestrian and bicycle activity. b. There are two bus stops in the area which generate pedestrian activity. Due to the speed data analysis, the elevated number of speed-related crashes and injury-related crashes, the specific site characteristics and pedestrian generators, there is a nexus between traffic safety and the speed camera at this location.
