1 Agenda Item #13 Meeting of April 7, 2014 South Portland City Council Position Paper of the City Manager Subject: ORDER #127-13/14 Award of Bid #24-14 to Combat Support Products, Inc. of Fuquay Varina, NC, for the purchase of a foam/water monitor for the Fire Department. Passage requires majority vote. Position: This item is to authorize the purchase of a foam/water monitor for the Fire Department. This unit will replace a current National Foam Terminator 2000 model that was manufactured in This equipment provides the fire department the ability to apply large volumes of foam or water from a safe distance in tight locations. The size and mobility of these units also provides the flexibility to move them easily unlike a full size fire truck. The bid was advertised and ed to three vendors. The City received two bids ranging in price from $35, to $51, Both bids met and exceeded specifications. Chief Guimond is recommending the bid be awarded to the lowest bidder, Combat Support Products, Inc., of Fuquay Varina, NC. The equipment bid is a National Foam Terminator II It carries a 12- month warranty. Delivery is expected within 20 weeks. The cost of this purchase will be funded from FY 2011 Port Security Grant Money. Attached is a memorandum from Chief Guimond regarding this bid. He will be at Monday s meeting to answer any questions. Requested Action: Council passage of ORDER #127-13/14. City Manager

Guimond Fire Chief March 17, 2014 To: Jim Gailey City Manager From: Chief Kevin Guimond Subject: Award of Bid High Capacity Foam / Water Monitor RFP #24-14 The Fire Department is bringing forward this bid award for a High Capacity Foam / Water Monitor to use with our high volume foam application systems. This unit will replace a current National Foam Terminator 2000 model that was manufactured in These units provide the fire department the ability to apply large volumes of foam or water from a safe distance in tight locations. The size and mobility of these units also give us flexibility to move them easily unlike a full size fire truck. Last fall I applied and was fortunate to receive approval through the Port Security Grant program for funding to replace this unit. This unit fits well within our response plan for Portland Harbor. We could utilize this in any of our terminals, on the piers off Commercial Street in Portland, in Rigby Yard, or at the semi conductor facilities if we needed to apply foam or water from a considerable distance. In August and September of 2013 I field tested two units. Both units had some limitations. One had a valve issue that would not work for our department, and the other had a remote device that I envisioned huge maintenance problems down the road. I also felt that if we were going to spend this type of money we should require the vendor to produce a new device with a warranty. One of the vendors was open to offering us used equipment, but the savings was not substantial and it gave that company an advantage. The RFP developed by the department produced two proposals. Both of these bids meet and exceed our specifications. The two proposals were submitted from exceptional companies that stand behind their equipment. We have a history with both of these vendors. I recommend we move forward with the low bid of $35,975 to be funded through the FY 2011 Port Security Grant that the City of Portland serves as the fiduciary agent for. 13 South Portland Fire Department High Capacity Foam / Water Monitor The South Portland Fire Department is seeking proposals for a replacement High Capacity Foam / Water portable monitor to replace a National Foam Terminator 2000 GPM device. Two 4" (127 mm) Storz Foam Inlet Connections... 2½" Female Swivel NH (NST) with Cam Lock adapters Foam Proportioning: The portable monitor shall utilize a water powered Jet Pump proportioning system eliminating the need for outside power sources. The Jet Pump needs to operates with all types of foam concentrates to provide for ultimate flexibility. South Portland currently uses (A-FFF and AR-AFFF) type foam. Various pickup tubes and configurations need to be available to allow for Satellite Trailer operations as well as tanks on fire trucks and barrels. Cam Lock fittings currently used on trailers need to be matched. Frame: Not to exceed 15 (total length), must be equipped with a minimum 8 inch, formed channel steel frame for mounting. Frame assembly shall be completely electrically welded for strength and rigidity. Axles: tubular straight axles, with a capacity of 2000 lbs Hitch: Heavy-duty 2-in lunette hitch including two safety chains is mounted on the drawbar. Deck: A 0.25 steel diamond plate deck shall be provided as required.. Highway Lighting/Reflectors: Trailer is equipped with rear lights, marker lights and reflectors in accordance with U.S. Federal Motor Vehicle Safety Standards. Electrical Connector: A 7-pin polarized connector is located at the hitch for connecting the trailer lights shall be required.. Jack Stand: Screw-type swing down wheel jack shall be installed. Foam/ Water Monitor: A Gladiator Foam/Water Nozzle shall be provided. The Gladiator represents the latest advancement in foam firefighting nozzle technology. The Gladiator s totally new design makes it the first self-educting nozzle with the ability to deliver optimum performance with water or foam. Gladiator s innovative internal design, and stream straightening vanes eliminate swirling to optimize stream range with minimal foam loss due to fallout. Gladiator has unique adjustable foam aspiration capability which allows the operator to switch between the initial penetrating punch of a non-aspirating nozzle, to the superior foam blanket performance of an aspirating nozzle. Switch over from non-aspirating to aspirating can be done by simply adjusting the control handle while the nozzle is flowing. Nozzle Control: Nozzle control needs to be provided both rotationally as well as elevation manually

14 Pressure Gauge Tap: Shall be provided at the bottom of the riser to allow for the attachment of gauge (included). Pressure Gauge: Ashcroft Model 1010, psi pressure gauge or equal with 10-1/4 of wire braided hose tether. Flow Meter: A flow meter shall also be provided to allow for easy calculations of flow rates and foam requirements with a range of 0 gallons per minute to 3000 gallons per minute minimum.
